1. How does freedom of expression contribute to individual contribute to individual liberty and
good government?
Freedom of speech is the freedom to speak freely without censorship or limitation, or both. The
synonymous term freedom of expression is sometimes used to indicate not only freedom of
verbal speech but any act of seeking, receiving and imparting information or ideas, regardless of
the medium used.
2. What forms of expression does the First Amendment protect?
In practice, the right to freedom of speech is not absolute in any country and the right is
commonly subject to limitations, such as on "hate speech".
3. What are the time, place, and manner restrictions?
Time, place, and manner (TPM) restrictions accommodate public convenience and promote
order by regulating traffic flow, preserving property interests, conserving the environment, and
protecting the administration of justice.
4. How might new forms of communication, such as the Internet, give rise to important First
Amendment issues?
If government, specifically legislature, cannot keep up with new technology, inequality and
injustice will thrive on mediums the courts cannot even recognize.
