Tech rivals lobby to break MS hold

July 19: A European plan to advise governments on software

purchases has set off a lobbying battle this summer between the
US software giant Microsoft and its rivals Google, IBM, Red Hat
and Oracle over a set of guide lines that could redefine the
proprietary and open – source software.

The focus is a document called the European Interoperability

Framework, a recommondation by the European Commission that
national, provincial and nation European Union will consult when
buying sogtware . Opwn – sourve skoftware advacates including
Google, International Business Machines , Oracle and Red Hat,
through a lobbying group, are pushing for a stroung endordement
of open source platforms in the document.

The outcome of the debate has the potential to erode

Microsoft’s signnificant puplic – sector market lead in Europe by
encouraging government systems. which currently runs a tiny
fraction of broadly, the guidelines may influence whether more
software in Europe and else – where becomes interoperable
through the promotion of open standards. or whether it remains a
patch work of private . competing systems that requires a large
organization to choose a sr5pplier and stick with it.
The commission is planning to release its recommendation by the
end of this year .European governments will spend $157 billion on
software this year, 19 percent of all software that is purchased on
the Continent, according to International Data Corp.
“European has the opportunity to become a world leader on this
issue, “said Tom Rabon, an executive vice president for carolina
The company sells openes and governments. Including the Italian
Justice ministry and the French Education Ministry, “If they don’t
take this opportunity, then Europe will become a follower,” he
said.
Microsoft, Which was required to licence the confidentional
interoperability codes for its server software to competitors after
losing a 10-year European antitrust suit, is opposing a blanket
endorsement of open – source software in the EU document,
saying it would limit choice because it could discourge public-
sector clients from buying proprietary software.
Microsoft, based in red mond, Washington. still markes at least
half of its revenue from its proprietary
windows operating system for computers and servers and from its
Office desktop application suite according to its most recent
financial report.
“Interoperability is a big issue. It is something that could
potentially unseat the status quo. “ said Jan Duffy, a research
director at international Data in london. “It is fair to say that a
majority of the countries in Europe are beginning to explore opean
source alternatives in the public sector as they look to potential
cost savings.
John Vassallo, a Microsoft vice president for EU legal and
corporate affairs in Brussels, said Microsoft had taken significant
steps. after its European antitrust settlement to incorporate open
source product in its lineup. It has licensed thousands of pages of
protocols for its server software, set up joint interoperability labs
with two competitors, Sun Novell, and started projects like simple
Cloud API, a joint effort with IBM to develop common ways of
storing documents and files in cloud computing.
“ we are clearly in favour of a mix and having the choice of any
software, open or mixed, “ Mr. Vassallo said.”It’s not putting a
particular preference in front of buyers that will solve the issue os
working across borders. It is the opposite, having more choice –
have more technical solution and innovation will be available.
Google, IBM and Oracle are the main supporters of Open Forum
Europe, a group based in brussels that as been lobbying for an
explicit endorsement of open source software. Graham Taylor, the
open Forum Europe chief executive, says more than 90 percent of
European government end up buying proprietary software products
because of inertia, lack of knowledge about open source alternative
or the fear of switching to a new supplier.

Ayodhya may set Bihar campaign tone

Sept, 8 : The Ayodhya issue could influence the electoral battle in
Bihar in October if the Lucknow bench of the Allahabad high
court will pronounce its judgment on the 60-year-old Ayodhya title
suite on September 24.
Pollitical players, cutting acrpss parties, foresee that the issue
could set the tone of the Assembly election campaign.

The Lalu prasad yadav – led RJD and the BJP will try to get
mileage of the issue on the basis of the high court’s judgment if
delivered in this month by polarising their political constituency
while chief minister Nitish Kumar will prefer to take a mandate on
the performance on his government.

Latif asks ICC to tweak rules
Karnataka, Sept, 6: Formar Pakistan capatain Rashid
Latif on Monday said that the International Cricket
Council needs to re-frame its laws to root out the
match-fixing menace from the game as the current rules
only abet the malpractice.
Latif, who played a key role in exposing the nexus
between the pakistan players and bookmakers 16 years
back, said he wrote to the captain, warning them about
the dangers of spotfixing ,”In that letter, I told them to
change the rules and laws in one-days which, were more
prone to spot-fix-ing. I even offered to assist the ICC’s
Anti- Corruption and security Unit but got no
response,” he said.
KKR undecided on Dada?
Sept,6: With spot-fixing and betting scandals being the
talking point in cricket today, news development related
to the India premier League have expectedly taken a
back seat. However, an analysis of comments from
personalities who matter in cash rich T20 extravaganza
could well raise eyebrows.
On Manday during an interactive session with
reporters at the Cricket Association of Bengal premises,
Dav Whatmore was questioned on the Kolkata Knight
Riders squad and their prospects in IPL-4. He replied
that things first would need to be discussed with team
owner shah Rukh Khan and other franchise officials.
Surprisingly, Whatmore wasn’t heard taking the
name of skipper sourav ganguly. when reminded he
quickly said , “Obviously, he (sourav) is the
captain...will certainly discuss with him too”
But again after a brief pause, he added “Everyone
is going to be put up for auction. So you never know
who is going to the retained and who’s not.”
The incident is akin to the one just month prior to
the event’s second edition in 2009 when John Buchanan
raised a storm with his comment “(KKR) Skipper yet to
be decided”. The two scenarios, nonetheless, are
completely different.
But here’s a look what a KKR official says about
Dav has at all said it, he’s not wrong as Sourav doesn’t
belong to the category of M.S. Dhoni and the like He’s
not actively involved with the game anymore. Still, no
discussion has been held.”
