Mass Transportation Policy in
Singapore
A PEOPLE-CENTRED LAND TRANSPORT SYSTEM
Land Transport Authority is the organisation in charge for
transportation in Singapore

Its vision is to work towards a more people-centred land


transport system that will meet the diverse needs of an
inclusive, liveable and vibrant global city.

The three key strategic thrusts that for shaping land transport
policies and development for the next 10 to 15 years are:
 Making public transport a choice mode

 Managing road usage

 Meeting the diverse needs of the people


 The idea was
initiated in 1967,
MRT System
by the Singapore
and UNDP
 The first phase
construction was
started in 22 Oct
1983 and
completed in
1992
 They are North
South, East West
and North East
Line
 It now has three
lines in operation
with total length
of 109km and 64
stations
 Another MRT
line, the Circle
Line, is also
currently under
construction.

 The new MRT lines will take several
years to complete.

 LTA will revise the Operating


Performance Standards to meet the
rising expectations of commuters on
the minimum train headways during
different time periods.

 Today the average maximum


passenger loading on the North-
South East-West line is 3.7
pax/sqm, less than the 4.0 pax/sqm
and 5.0 pax/sqm on Hong Kong
MTR Corporation (MTR) and London
Underground respectively. LTA
suggests to improve it with more
frequent trains.

 The concept of having rail lines
without road-clogging buses was
favored by the government
transport planners.

 On 6 Nov 1999, the first LRT


trains on the Bukit Panjang LRT
Line went into operation.

 Later the LRT were also


implemented in 2 other places
such as Sengkang and Punggol

 To achieve a people-centred public


transport system, system unity is
critical. The entire public transport
system should be treated as a whole,
not separate parts

 Where transfers are needed,


commuters must experience
convenient and seamless transfers,
with minimal or no penalty on time
and fares paid.

Bukit Panjang LRT Line


Bus System
 The bus network will complement
rail to ensure quick and seamless
connections.

 Buses will travel unimpeded on


bus lanes along major arterial
roads, enjoy right of way to exit
bus bays and priority at major
junctions, helping to keep
commuting time within 60
minutes for most passengers.

and Mass Transit Network

 Necessity of a central public


transport network planner like LTA

 Integration of rail and bus services

 Provision of more frequent and


direct feeder bus services for quick,
seamless and efficient transfers to
the MRT or trunk buses.

 An integrated season pass could be


introduced to allow unlimited travel
on our public transport services.
