Ref:- CCM-CCG's letter no. No C 49/0/1 (JTBS) dated

DRM-ADI has accorded sanction for appointment of 21 JTBS (Jan Sadharan Ticket
Booking Sevak ) in ADI Division.

You are requested to give advertisement in the English, Hindi & Gujarati Local News
Paper inviting applications for the same as enclosed.

 Format for invitation of application for “Jan Sadharan Ticket Booking Sevak(JTBS)”

Applications are invited for 21 posts of JTBS selection and short listing of Jan Sadharan Ticket
Booking Sevak for issue of unreserved rail tickets. UTS ( Computerized Unreserved Ticketing
System) from interested parties under following conditions and such conditions as may be prescribed
from time to time.

1. Qualifications:
(i) Applicant should not be under 18 years of age and should be at least matric pass or
equivalent .
(ii) Applicant should produce a character certificate from the District Magistrate or
Additional District Magistrate That he bears a good moral character and is free from
any criminal case pending against him.
(iii) The premises selected for issue of UTS Tickets should have accessibility to all the
citizens. Applicant should have a Telephone connection in his office.
(iv) Applicant should be local resident of the area served by Station.
(v) Applicant should be prepared to give Rs. 5000/- refundable interest free security deposit
and Rs. 20000/- Bank Guarantee to the Railway. This will be in addition to , bearing the
cost of Technical equipment provided by Railway and the cost of network / channel etc.
on completion /termination of contract. Pending dues will be adjusted from the security
deposit and balance refunded to JTBS.
(vi) Not more than one application shall be accepted from one individual.

2. Other Conditions

(i) JTBS will be permitted to issue cash tickets (including advance and cluster tickets ) only
and will not be permitted to issue concession tickets and platform ticket. refund of tickets
will not be permitted at JTBS.
(ii) JTBS Operator may be allow to renew season tickets. Each season ticket is to be treated
as a single ticket / single passenger for the purpose of levy of service charge.
(iii) The check of lower financial limit of Rs.10,000/- up to which JTBS can issue tickets, has
to be provided in the system universally for all JTBS so that tickets by JTBS can not be
issued if the amount deposited by them is less than 10,000/-.
(iv) JTBS will bear all the initial and recurring cost of the equipment and channels.
(v) JTBS will collect @ Rs.1 per passenger.
(vi) JTBS will be responsible for implementing all the procedures and conditions that are
being prescribed by the Railway Administration from time to time.
(vii) JTBS will not issue tickets from station premises.
(viii) The competent authority or an officer authorized by him shall be allowed access to the
premises and records any times during the working hours by the JTBS who shall render
all necessary assistance for inspection. A summary of transactions daily / periodical /
Monthly made by the JTBS shall be given by him to the serving station.

(ix) Reservation : Following reservation will be applicable for 49.5 % of the total no of JTBS
on divisional basis.
1. Scheduled Castes 12% In each category 10% reservation will be

(**) The terms minority will include the communities namely (i) Muslilms (ii) Christians (iii) Sikhs (iv) Buddhists
(v) Zoroastrians (Parsis)

3. Period of Contract :
Initial period of Contract will be for three years which can be extended early on the basis of
satisfactory performance for next three years. Thereafter Fresh applications will be called
for in which the existing JTBS will also be eligible to apply. An agreement will be executed
by JTBS with the railway.

4. Termination of contract
Each side can terminate the contract without assigning reasons by giving one months notice.

5. Appointment of JTBS
i. The selection of JTBS will be done by a committee of 3 officers appointed by the
competent authority.
ii. The Railway’s decisions in this regard to authorize JTBS for issuing of UTS tickets from
amongst the applicants shall be final and Railway Reserves its right to reject any
applications without assigning any reason. No canvassing or correspondence in this
regard will be entertained from unsuccessful applicants.
iii. Appointment of JTBS will not confer any right on the person for appointment on
Railway. The appointment is purely contractual in nature no facility viz. absorption in
Railway service, regularization of service, Bonus, railway pass facilities etc. shall
accrue to JTBS.

6. Arbiteration :
Divisional Railway Manager will be the final authority for resolving any dispute between
the JTBS and Railway administration. The appeal will be lie to Chief Commercial
Manager/Additional General Manager in HQ.

I undertake that in event of any information given above being found to be false or
inaccurate in any respect the license issued shall be liable to be cancelled.

I shall abide by all the terms and conditions as notified and such conditions as may
be prescribed from time to time.

Note :
The application should be sent through Registered Post only, Complete in all respects along
with relevant documents which should reach the office of the Sr.Divisional Commercial
Manager, Nr. Chamunda Mata Mandir, Opp New Swadeshi Mill, Naroda Road, Post - Saijpur
Bogha, Ahmedabad - 382345. latest by . Railway will not be responsible for any
postal delay. Incomplete application will be rejected out rightly and no documents will be
accepted subsequently after the receipt of the application in the office. The applicant must
write on the top of the envelope in Bold and Capital ‘Application form for JTBS’ Application
shall also be accepted by hand on last 2 working days. viz upto
16.00 hrs for facility of applicants to overcome postal delay.
