Co. Ltd—have launched new
plans.

The skill deficit is seen in the
orders that the authority has giv-
en so far on issues relating to
cartelization and abuse of domi-

“There are 50 closure orders
and four final orders,” he said.
“The learning curve is going to
be very steep.”
Five years ago, when CCI only
had an advisory role on issues
such as monopolies and
cartelization for lack of statutory
backing, it commissioned a
study by the Indian Institute of
Management, Bangalore (IIM-B)
to find out how much staff would
be needed once it started func-
tioning.
IIM-B suggested that CCI will
require 240 people with degrees
or experience in accounting, law,
economics and company affairs.
Over the next five years, the
study recommended, the com-
mission should have at least 480
employees.
“Such (numbers of) people are
nowhere to be seen,” Singh said.
Ram Tamara, director, Nathan
Associates Inc., agreed with
Singh on skill problems. “Com-
petition law is a fairly significant
economic legislation and com-
plex in nature, which has to be
dealt with extreme caution,” he
said.
“In the US, the Federal Trade
Commission (FTC) hires econo-
mists having PhDs in industrial
analysis. Even if CCI does not
hire economists of such calibre,
does it have the provisions for in-
stitutional training to economists
which they hire,” Tamara asked.
