1. Project brief

1.1 Purpose of the document


This Project Brief defines a project to meet the business case objective and
business solution for Accra Metropolitan Assembly (AMA). It includes;

 The Project objectives required to meet the business objectives


 Business Case Summary
 Project Scope
 Project Outcome and Products
 Project Quality and Acceptance Criteria
 Known Risks

1.2 Background

Accra Metropolitan Assembly (AMA) is the pivotal Local Government Organization in the
city of Accra which is the capital Ghana. It was established in 1994 through a Local
Government Instrument (L.I 1615) to carry out legislative, deliberative and executive
functions through 32 Departments and Units. 

These functions are outlines in the L.I1615 and summarised as follows;

1. Provision of a sound sanitary and healthy environment;


2. Provision of educational infrastructure for first and second cycle schools;
3. Provision of markets and lorry parks within the Metropolis;
4. The planning and development control of all infrastructure within Accra;
5. Activities bordering on the maintenance of peace and security within the
Metropolis;
6. Provision of public safety and comfort.

The revenue structure of AMA can be categorized as either internally generated (IGF) or
through Government of Ghana Grants, Subventions and donor funds. All the revenue
accrued by AMA is to ensure that the functions outlined in the LI 1615 are achieved.

Internally Generated Revenue is a key revenue source for AMA and is critical to the day-
to-day operations of AMA. This includes the collection of property rates, fees, licenses,
and other taxes from clients within the metropolis.

AMA has identified that an effective revenue collection and management system will
increase their internally generated revenue. This could be achieved through the use of an
Information Technology based revenue collection and management system.

1.3 Project definition

1.3.1 Project objectives

The high level objectives of the project include but not limited to the following;
 Design and build a revenue collection and bill presentment /payment platform for
AMA
 Provide GPS Maps and Data to enable AMA access for implementation of street
naming in the Accra Metropolis.
 Acquire hardware and software for the development of the platform
 Provide hand held Point of Sale (POS) Devices to be used by AMA Revenue
Collectors for the collection of Daily tolls
 Provide a management system within the platform for auditing payment
transactions
 Train AMA users through the “Train the Trainer” approach
 Provide implementation support

1.3.2 Project scope

The following items, features or products are included in this project.

1. Electronic Bill Presentment/Payment Platform (EBPP)


- Daily Toll Generation System
- Property Rate billing System
- Business Operating Permit Billing System
- AMA Payment Platform
- Revenue Collector Management System
- Revenue Management System

2. Provide GPS Maps and Data to enable AMA access for implementation of street
naming in the Accra Metropolis.
- Provide a GPS Map solution to be used for identifying exact location of properties
within the Accra Metropolis.
- Provide GPS data to aid the implementation of street naming within the Accra
Metropolis.

3. Acquire hardware and software for the development of the platform


- Purchase POS devices to used by AMA revenue collectors for collection of
revenue
- Purchase Hardwares and Softwares for a Data Centre
- Purchase Hardwares and Softwares for a Call Centre
- Provide WAN/LAN Connectivity Infrastructure to AMA Office and all eleven (11)
AMA Sub-metros.

4. Plan and coordinate the software development process
- Assembly a competent project team to manage the project from the initiation
stage to the completion stage.
- Working closely with a Steering Committee of AMA to ensure that scope is
clarified and deliverables meet the required specifications.
- Stakeholder workshops
- Hold weekly and bi-weekly project meetings

5. Train AMA users through the “Train the Trainer” approach


- Providing training on the use of the system for AMA management
- Provide training on the use of the system for AMA Revenue Department
- Provide training on the use of the system for AMA IT Department.

6. Provide Implementation Support


- Provide technical support during the implementation period

1.3.3 Outline

1.3.4 Project deliverables and/or desired outcomes

SW Global will help AMA implement the following:

1. Gather requirement to be use for the Software Requirements Specification


(SRS) as well as the Solutions Design Documentation.
2. Plan, Build, Test, Implement and Deploy the AMA-IGRA Solution
3. Acquire hardware and software for infrastructure design and building of the
AMA- IGRA Solution.
4. Migration of the current base data from AMA to the new IGRA Solution
5. Provide GPS Maps and Data to enable AMA access for implementation of
street naming in the Accra Metropolis.
6. Provide Training for to AMA personnel on the use of the IGRA Solution
7. Provide monthly reports to AMA
8. Provide detailed Project Plan
9. Hold Bi-weekly & weekly meetings with AMA

1.3.5 Any project exclusions - Let’s discuss this further on your return

The scope of this project excludes the follow;

1. Developing a system for waste management revenue collection within AMA

2. Developing a system for the collection of revenue from mounting and hosting
of bill boards within AMA

1.3.6 Project constraints

Constraints to the AMA- IGRA Project include the following;

1. Provision of Office Space for Data Centre by AMA


2. Provision of Office Space for Call Centre by AMA
3. Purchase of POS devices by SW Global
4. Internal and External Communication of AMA on this project
5. Providing users by AMA for UAT
6. Relevant information from AMA for the Software development
7. Enabling political climate for the smooth implementation of the project
8. Provide reliable power supply for the data centre and call centre
9. Set up a AMA Steering Committee
10. Sign-off on all deliverables

1.3.7 Interfaces
The AMA-IGRA EBPP System will not be interfacing with any existing system.
Data from any existing AMA revenue collection system will however be migrated
onto the new AMA-IGRA EBPP System.
