1.2 Background
Accra Metropolitan Assembly (AMA) is the pivotal Local Government Organization in the
city of Accra which is the capital Ghana. It was established in 1994 through a Local
Government Instrument (L.I 1615) to carry out legislative, deliberative and executive
functions through 32 Departments and Units.
The revenue structure of AMA can be categorized as either internally generated (IGF) or
through Government of Ghana Grants, Subventions and donor funds. All the revenue
accrued by AMA is to ensure that the functions outlined in the LI 1615 are achieved.
Internally Generated Revenue is a key revenue source for AMA and is critical to the day-
to-day operations of AMA. This includes the collection of property rates, fees, licenses,
and other taxes from clients within the metropolis.
AMA has identified that an effective revenue collection and management system will
increase their internally generated revenue. This could be achieved through the use of an
Information Technology based revenue collection and management system.
The high level objectives of the project include but not limited to the following;
Design and build a revenue collection and bill presentment /payment platform for
AMA
Provide GPS Maps and Data to enable AMA access for implementation of street
naming in the Accra Metropolis.
Acquire hardware and software for the development of the platform
Provide hand held Point of Sale (POS) Devices to be used by AMA Revenue
Collectors for the collection of Daily tolls
Provide a management system within the platform for auditing payment
transactions
Train AMA users through the “Train the Trainer” approach
Provide implementation support
2. Provide GPS Maps and Data to enable AMA access for implementation of street
naming in the Accra Metropolis.
- Provide a GPS Map solution to be used for identifying exact location of properties
within the Accra Metropolis.
- Provide GPS data to aid the implementation of street naming within the Accra
Metropolis.

2. Developing a system for the collection of revenue from mounting and hosting
of bill boards within AMA
1.3.7 Interfaces
The AMA-IGRA EBPP System will not be interfacing with any existing system.
Data from any existing AMA revenue collection system will however be migrated
onto the new AMA-IGRA EBPP System.
