INTRODUCTION

The garments industry in India is one of the best in the world. An extremely well organized sector, garment
manufacturers, exporters, suppliers, stockists and wholesalers are the gateway to an extremely enterprising clothing and
apparel industry in India. There are numerous garments exporters, garments manufacturers; readymade garments
exporters etc. both in the small scale as well as large scale.

During April-December 1999-2000, textile exports were recorded as US $ 9735.2 million (Rs.440179.4 million), of which
readymade garments comprised nearly 40%. Interestingly, almost ¼ of India's total exports goes to the USA.

Indian readymade garments and textiles are extremely popular the world over. In fact, exports of readymade garments
registered a 6.4% increase in dollar terms and an 11.6% increase in rupee terms during the period April-December 1999-
2000, despite a sluggish growth in income both at home and abroad. Indian Garment export growth during April-June
1998 for woolen readymade garments was a phenomenal 150%, for readymade garments made of silk it was 58%, and
for other readymade garments it was 39%, in dollar terms.

Today, garments exports from India have made inroads into the international market for their durability, quality and
beauty. One of the reasons for the economical pricing of India's readymade garments and apparels is the availability of
highly skilled, cheap labor in the country. The superiority of India's Garment Industry has been acknowledged in the
National Textile Policy (NTP) of India 2000. Having realized the tremendous growth potential of this sector there is a
proposal in the NTP for taking the Indian Garment Industry out of the SSI reservation list.
TRADE DYNAMICS

India is the 5th largest exporter of ready made garments in the world. The Ready made garments industry is one of the
largest and most prominent sectors of the Indian economy, in terms of output, foreign exchange earnings and
employment generation. It provides employment to nearly 6 million people. It accounts for the one fifth of the country’s
total export earnings. Indian RMG industry is multi-fibre based, using cotton, jute, wool, silk, man-made and synthetic
fibres.

2005-2006 has been a phenomenal year for RMG exports primarily because of the removal of quota constraint. However, the boom could not be maintained for long as the provisional data
for the period Apr-Sep 2007 show a 13.92% decline in rupee terms and 3.30% decline in dollar terms.

The tabulation reveals that India’s export basket is heavily in favor of the Woven Apparel. India has registered a significant growth of 13.38% in the Knit Apparel segment & thus India can
lay emphasis on this sector for the deepening of its market share.

The first six months of this year has recorded a 13.92% decline in exports. This was primarily due to a rise in exchange
rate from Rs 44 per dollar to Rs 39.6 per dollar. This indicates that Indian apparel exports may decline in the short term as
a result of a strong increase in the rupee. While a series of small and medium companies may be harmed by the fall in
their margins, latest US and EU data are suggesting some strong rebound in knitwear imports from India this summer. In
addition to relocating their capacities, largest companies are now exploring acquisition of international clothing brands.
Also, with the internalization of the strong currency regime, even if it is a medium term phenomenon, would mean
reworking costlines and contracts to minimize the impact. Thus, the outlook for the current fiscal is a decline in the
exports, though of a lesser proportion than apprehended at the beginning of the year.

The right fit: India's apparel exports boom


Apparel exports from India have risen exponentially in the last few years, and are expected to touch the $10 billion mark by the end of the current fiscal,
up from $8.4 billion in the last financial year.
The reimposition of quotas on China, the biggest apparel exporter ($55 billion), by the US, a few European countries and South Africa is believed to be
the single largest reason for this development. The quotas, imposed in 2005, will remain in effect till 2008.
According to the Apparel Export Promotion Council, the future of apparel exports is bright. "In the last few years, we made rapid strides. We expect
apparel exports to grow at a healthy rate of 12 percent year-on-year. Next financial year, we expect the exports to be in excess of $10 billion," says AEPC
secretary general K K Jalan.
"Indian apparel exporters have three years to explore inaccessible markets and establish their presence. We may not catch up with China but this is the best
chance for us to increase our footprints. Most of the apparel exporters have responded well," says Rajendra J Hinduja, executive director (finance),
Gokaldas Exports, the largest apparel exporter from India.
During 2003-04, Indian apparel exports stood at $4.6 billion. In 2004-05, it increased to $5.8 billion. It rose to a high of $8.4 billion during 2005-06
following the reimposition of quotas on China. "International brands are showing more faith in India," Hinduja points out.
Gokaldas Exports which supplies apparel to well-known international brands like Adidas and Reebok, is set to record Rs 1,000 crore in revenues (Rs 880
crore in 2005-06). Indus Fila, another garment manufacturer, is expecting Rs 190 crore in revenues from exports alone this fiscal, compared to a modest Rs
18 crore in 2005-06.
"Indian apparel is considered value for money. The confidence the international brands have in Indian exporters is very high. That has enhanced the brand
value," says Nitin Mandhana, chairman and managing director, Indus Fila. "International brand GAP now sources nearly 30 percent of its apparel goods
from India. That is a very encouraging sign."
Gokaldas Exports is in the process of setting up a 100 per cent export-oriented apparel special economic zone near Bangalore.
With an estimated investment of Rs 2,000 crore from 50 players, the SEZ alone is likely to export apparel and accessories worth Rs 5,000 crore every year.
Expansion mantra
As international brands enter the Indian apparel market, the existing brands are foraying into related categories to expand their product basket.
Popular brands like Pepe, Zodiac, Arrow, Killer, Adidas and Van Heusen, known for their jeans, shirts or shoes, are taking their lifestyle product
positioning further by entering categories that range from women's wear to sun glasses and footwear.
Recently, Madura Garments, in partnership with Sierra Enterprises, launched Van Heusen's premium footwear collection while Pepe, the well known jeans
brand, intends to foray into innerwear and timewear. Zodiac Clothing is extending its brand portfolio by introducing ladies trousers.
Killer intends to launch fragrances and watches in India.
Even older players like Century Mills are extending their Cottons by Century label to ladies wear.
Pantaloon has introduced a range of in-house brands like Jealous 21 and Urban Yoga, offering fashion and accessories.
Explaining the rationale behind branded players foraying in other categories, Prashant Agarwal, apparel analyst, KSA Technopak says, "The trend of
family shopping in malls has prompted apparel brands to offer a wide range of products to customers. Brand expansion is the next step in the Indian
branded apparel sector."
He adds that women's wear is expected to offer better margins to the brands while accessories will help attract customers.

India: 'Apparel exports to fall short by 24%'


Apparel exports from India have fallen sharply since August 2008 due to declining sales in the United States and the Europian Union while those from
Bangladesh, Indonesia and Vietnam are on an upswing.
Apparel Export Promotion Council (AEPC), today hosted a press conference to discuss the status of clothing industry in the face of global economic
recession. The conference was presided over by chiefs of major industry associations like the Clothing Manufacturers Association of India (CMAI),
Garment Exporters Association (GEA), Apparel Exporters and Manufacturers Association (AEMA) and Tirupur Exporters Association (TEA). Among
those present were AEPC Chairman Rakesh Vaid, AEPC Executive committee member Hari Kapoor, CMAI President Rahul Mehta, GEA President G.S.
Madan and TEA President A. Sakthivel.
All of them called for revisions in the current stimulus packages announced by the government. Fresh data from the Apparel Export Promotion Council
(AEPC) shows that apparel exports plunged 11.29 per cent in November to 621 million dollars compared to 700 million dollars in the same period of 2007.
Thus the period between April to November shows a decline of 0.2 per cent in exports compared to corresponding period of previous year.
"Apparel exports are likely to fall 24 per cent short of the 11.62 billion dollar target in the current financial year and may total up to 8.78 billion dollars,"
said Mr Vaid. In 07-08, the country exported garments worth 9.69 billion dollars, nine per cent more than in previous year.
"India is clearly losing its edge in global markets. The government and the industry must gear up to retain existing buying nations and explore fresh
markets," he said. Mr Vaid said the global economic recession has led to customers like Steeve and Barry's along with Mervyns filing for bankruptcy.
Buyers like Pacific Swimwear, Lane Bryant, Fashion Bug and Catherines have closed hundreds of stores due to sliding sales.
As a result, he added, nearly 500,000 Indian workers have already lost their livelihood in the apparel sector while more job losses are expected in the next
three months. "Surveys conducted in export hubs of Gurgaon and Okhla here towards December-end show 84 per cent manufacturing units registered fall
in export orders and employment in the range of 20 to 80 per cent," said Mr Vaid.
India's exports to the United States, which imported garments worth 85 billion dollars in calendar 2007, tumbled 11 per cent in rupee terms during October
to December last year. But apparel exports to the United States from Vietnam jumped 35 per cent in dollar terms while those from Indonesia were up 8.44
per cent. Even exports from Bangladesh were up 6.6 per cent.
Similarly, India's garment exports to the European Union during January to August stagnated while those of China increased by 8.19 per cent, Vietnam by
9.85 per cent and Bangladesh by 3.01 per cent. Mr Vaid said India's exports and its market share globally are on the decline. Due to better policy support
by other countries, India is losing its advantage.
According to Mr Vaid, wild fluctuation in rupee-dollar exchange rates since April 08 have severely dented the competitiveness of Indian exporters, but the
government has done nothing so far to help the clothing industry.
According to the export promotion council, basic infrastructure needs to be toned up and labour laws need to be amended to revive export potential. The
exporters are also looking forward to a financially sound stimulus package for the apparel sector which is one of the topmost employer of the economically
weaker section -- especially women.
The governments in Pakistan and China have announced sops for the textile and apparel export industry to ease operating pressure on companies and
enhance their competitiveness. In India, however, the duty drawback rates have been slashed from 11 to 8.8 per cent for cotton apparel, from 11.2 to 9.8
per cent for blended garments and from 11.5 to 10.5 per cent for synthetic clothes.
The AEPC chairman has called for increasing the rates of duty drawback to 14.64 from 1 September, 2008. He said exporters should be entitled for
80HHC benefit under the Income Tax Act for coming five years. Fringe benefit tax as applicable to the information technology sector should be extended
to garment exporters, he added.
About AEPC:
The AEPC is an apex body of more than 7,000 small, medium and large garment exporters. It was set up in 1978 and is sponsored by the ministry of
textiles. It provides assistance to Indian exporters as well as international buyers who choose India as their preferred sourcing destination. The council
helps in advising the government on policy issues, organizes trade fairs and trains workforce for the apparel industry.

Apparel export sector can expect more sopsMarch 19, 2010 (India)

The Central Government is expected to announce more sops for the still struggling apparels, leather and engineering sectors in the next week.

The Commerce Ministry had conducted a review of these sectors and came to the conclusion that these sectors still need to be helped out, despite overall
export monthly figures turning positive since the last 3-4 months.

In the recently declared union budget, the government had extended the 2 percent interest subvention scheme for the next fiscal; however sectors like
garments and leather had been removed from the list.

Overall exports from India during April-January 2009-10 had declined by17.8 percent, when compared with the same period, a year ago. Clothing exports
fell by 13 percent in January 2010 from that in January 2009.
