The Covert War from Within

The Hidden Use of Energy Weapons, HAARP,

and Chemtrails for Political Control

It was late 1977, but early in the career of a Yale-educated attorney named Alfred Webre,
a senior policy analyst at Stanford Research Institute (SRI). Webre had no reason to
think that trouble was brewing; he was, in fact, on the verge of an historic success: The
young lawyer had successfully initiated a process for a proposed high-level research
project on extraterrestrial policy analysis. The project was the first of its kind, and would
operate under the auspices of President Jimmy Carter’s new domestic White House staff.
Carter had publicly claimed, while governor of Georgia, that he had personally
witnessed a UFO in 1969; if the proposed project was approved, he would now
reportedly bring the weight of his presidency into an investigation of the possible ET
presence. Webre and SRI would take him up on it.
Webre had gained SRI approval, and a White House review process was in place
within the domestic policy staff of the White House; Webre had for several months been
flying in to Washington with periodic reports to staffers in the Executive Office Building.
But something was about to go very wrong: The Pentagon had a stake, too—what we
today believe to be a perceived strategic imperative to cover up the ET presence.
Accordingly, the Department of Defense notified the SRI liaison to the Pentagon, who
in turn set up a special meeting with Webre and his boss at SRI; also present was Peter
Schwartz (today the chairman of the Global Business Network).
The Pentagon’s SRI liaison got right to the point: SRI had to terminate the
project. The three were shocked. Project must end, they were told point blank, or the
DoD would pull all Pentagon funding from SRI projects—which was considerable. SRI
soon complied under pressure, but Webre was infuriated. Webre protested in every
possible manner, letting it be known that he was also reflecting the displeasure of others
in the U.S. civilian government. And then it happened—Webre describes it in his
testimony to Steven Greer’s Disclosure Project: He was suddenly hit by powerful
electromagnetic weapons (“EM weapons”) and related mind-control techniques, on
three separate occasions. In the first hit, he became massively ill within minutes, having
to cancel a very important meeting. He somehow made it back to Palo Alto and his
office. He was then hit again and again, silently but severely, and was now reeling from
the effect. He also now found himself under constant surveillance by agents, both plain-
clothed and in uniform. Before long, Webre, at this point under continuous pressure
and surveillance, experienced a health crisis and even a breakdown. Alfred Webre soon
fully recovered, but the damage was done. Through blackmail and intimidation, the
Pentagon had unlawfully terminated a project at a prestigious institution that had been
authorized by the White House in connection with NASA and the National Science

Foundation. It had, apparently, deployed EM weapons against a prominent U.S. citizen,
presumably to teach Webre—and those around him, including President Carter—an
unforgettable lesson.1
Fast forward 28 years to 2005.
About a dozen activists in the San Francisco Bay Area and elsewhere are
organizing around the issue of “9/11 truth.” (In this account, initials are used for all
names to protect their privacy.) The loose-knit group is fervently building a citizen’s
movement around a newly founded umbrella organization called “911truth.org.” This
new national group had, for example, just assembled a now-famous petition called the
“9/11 Truth Statement” that contained the names 100 prominent Americans calling for
a new 9/11 investigation. (One of the signatories was Van Jones, who was later forced out
of a position at the Obama White House for his involvement with this petition.)
911truth.org had also compiled a lengthy dossier of 9/11 evidence (still available at
justicefor911.org) that it presented to Eliot Spitzer, then attorney general of New York
state, calling upon him to investigate; the call was supported by a petition and press
conference.
I myself was an inaugural 911truth.org board member and owner of a small book
publishing company. In late 2004, I produced a regional conference called “9/11 Truth
Convergence” that showcased activists and authors, including a New York Times
bestselling journalist Jim Marrs, whose exposé on 9/11—entitled Inside Job—I had just
published. Other board members were producing events, contacting the press,
managing websites, producing podcasts, and generating essays and pamphlets; one
closely affiliated group of activists based in Los Angeles had even convened a “9/11
Citizens’ Grand Jury.”
And this was the situation on the ground—when “it” happened.
Just as the work of this motley collection of activists, whistleblowers, and writers
was gaining traction nationally, people in and around the group began falling sick.
Individuals reported strange symptoms, mysterious physiological effects without a known
source. The reports soon began to reflect a familiar pattern, albeit with variations:
Generally, many (but not all) of the activists experienced an odd, sometimes flu-like,
“electrical” feeling; the more sensitive or discerning ones reported that a discrete energy
had seemingly—and silently—entered their body. They could feel an unfamiliar,
stinging, tingling, painful sensation sometimes centered at the throat, other times the
heart or the hara (so-called third “chakra” just below the belly button), or at times
infusing the entire body, often moving and branching out quickly from the point of
entry. The feeling was immediately disagreeable and negative, they reported, and was
often accompanied by sleeplessness, disorientation, exhaustion, depression, or anxiety—
and almost always a foul physiological feeling. These were some of the more personal
reports I collected:
“It was a nondescript toxic feeling.”
“I had a spasm in my back on the ribs—whole area was swollen—and the effect
was debilitating. Had difficulty even turning over in bed.”
“It’s oppressive, can’t move—can’t even ask for help. Immobilizing.”
“Some days it is purely emotional: I was losing it all day and crying.”
“The typical attack started with a pain at the base of head, basically the brain
stem. Then it would shoot up into the head and envelop the whole head.”
“It came in and my whole body was electrified. Came in at the chest.”
“All my thoughts were ‘terminal.’”
“For the first 40 minutes my heart was uncontrollable, just racing and racing. My

chest was so constricted that I thought I couldn’t breathe!” [More detail on this latter
report that involves the executive director of 911truth.org is provided at Appendix B]
In my own case, I would feel the gradual onset of a negative stinging or tingling
sensation, usually beginning in the hara or in the heart center, and then extending from
the front to the back of the body within 20 minutes. This incoming “electrical” sensation
was always accompanied by involuntary muscle contraction, an appearance of redness,
and a rise in temperature in the area of contact; it would be mild at first, and then
increasingly painful, sickening, and debilitating. Within the first hour, the energy
usually spread to the head area, where a rapidly tingling and disturbing sensation would
afflict sensitive areas of the tongue, mouth, and eyes.
It soon became clear that attacks were usually designed to strike the victim at
regular times and on particular days of the week; but for some it was as if a remote
device had been beamed at the person 24/7, although in these cases it was less
discernable. It was clear that these were intended to be nonlethal “warning” attacks that
would let up once the individual was somewhat “neutralized.”
For those who experienced periodicity, there was a different pattern for each one.
M.J. was every three days. F.C. every two days. C.B. was once a week. Another person
was hit 5 to 6 times per week.
In my own case, I was usually hit for two to three hours on Tuesdays, Thursdays,
and sometimes Saturdays—over a period of three months.
Others, perhaps less sensitive, simply went to bed sick or depleted, without the
felt experience of an energy source hitting them at a specific time or place on the body;
they were sick nonetheless for no clear reason. Some just seemed to get “upset” and
negative. The variable response is likely the result of a medical phenomenon known as
“electrical sensitivity.”
With so many reporting strange effects or illnesses, the group soon compared
notes. Some of us at first thought that these energetic hits must be powerful “psychic
attacks”—and we soon learned that, indeed, such human-generated energetic attacks are
well noted in the literature of shamanism and parapsychology, and that they can be
interdicted by a well-trained psychic.
Everyone was desperate to halt the attacks on them. Given the emergency
circumstances, we were most fortunate to locate and work with an advanced healer and
psychic. This man, who worked primarily pro bono over many months, was sympathetic
to our 9/11 work. He acted, in effect, as our “psychic body guard,” as he had done for
others, including celebrities.
But this person, P.G., soon determined, to his great surprise, that our particular
attacks were different in kind: they were unstoppable. During the designated time that
the signal was “on,” one had to suffer through it. Fortunately, our psychic was able—by
using a distance healing technique—to “clear” the energies once the attack came to an
end, and he even taught some of us how to rid ourselves of the after-effects.
The effect of P.G.’s clearings were unmistakable and required 10 to 20 minutes
of time. One felt as if the noxious energy slowly left one’s body, organs, and nervous
system. Then, after the clearing, you simply had to rest and recover emotionally and
energetically from the temporary trauma. We were unsure about longer-term effects at
the time.
Having engaged in shamanic “psychic combat” before, P.G. was at first amazed
when he detected that there was a machine on the other end, not some psychic adept; in
fact, he reported that he could, through remote viewing, actually discern the machine
operators as well. And he was equally astonished to realize that a specialized software-

driven computer could not only emulate psychic energies, but could also transmit them
to a discrete individual, and do so much more efficiently than the genuine psychic
attacks he had intercepted for previous clients. Attacks on us, he reported, were highly
controlled; they varied in intensity, form, and energetic frequency; and all were
obviously generated by remote operators working with a bank of machines of some sort
that sent out electromagnetic beams. We therefore came to call the phenomenon “EM
attacks.”
“When I first detected this,” P.G. told me, “I said to myself, ‘This just can’t be
right—I must be mistaken—it can’t be a machine!’ I could not accept it emotionally at
first. I was beside myself. It is just so scandalous . . . It had an entirely indifferent energy
signature; you can sense it having no feeling.”
Some activists stayed apart entirely, in disbelief, even though P.G. could detect
attacks against them using his own advanced “remote viewing” skills; but these folks
refused to believe it.
One targeted activist went it alone. A member of the Buddhist Peace Fellowship
and a hardware engineer in Silicon Valley, he took it upon himself to come up with a
hardware solution to the bombardment against him. He built an enclosed space formed
by conducting material that he believed would protect a section of his home. (Known as
a Faraday cage, such enclosures are routinely used to protect electronic equipment from
lightning strikes and electromagnetic radiation.) But this approach simply did not work.
This middle-aged man soon became sick and distraught; his girlfriend left him; his
landlord evicted him because of his claims to be under attack by some invisible force.
And then this man, a beloved, intelligent, well-educated, and gentle activist, disappeared
entirely, moving to a mountainous area to escape attack.
Because of this episode, the targeted individuals in the group were severely set
back for a time. I myself suffered over 20 episodes of attack, with most events closely
witnessed by others, including an MD physician who came to fully believe my claims.
Now ill and distraught, I quit the 9/11 movement and entirely closed my book
publishing business. My one full-time employee had also been attacked and knew it; she
had quickly left the company with my approval earlier on.
Finally, I put an entire house-full of furniture in storage and left the country for
six weeks, sojourning in Cyprus, Greece. I did indeed shake off the attacks through this
drastic action, but upon my return, I needed extensive medical treatment for a severe
immune system collapse and multiple related problems, such as months of fatigue, loss
of libido, numerous allergies I had never before experienced, and entrenched viral and
bacterial infections.
During the entire process, P.G. and I also became convinced that cultivation of a
spiritual consciousness, devoted prayer, and cultivation of an energetically healthy body
or “biofield” all offer effective ways to interdict at least some EM attacks.
On the other hand, the attacks we witnessed varied in kind and intensity in
almost every case; one could not necessarily be prepared for every form of energy that
the perpetrators had to throw at you. And some attacks were “diabolical”; attempts to
disable or dislodge them with healing or loving energy (a well-known shamanic
technique when faced with a hostile psychic attack) actually empowered the attack; every
and any kind of interdiction energy actually fed these attacks. That’s another reason why
P.G. early on decided to wait for the energy zapping to cease before he performed the
“clearing.”
But five years of hindsight have convinced me of an additional, crucial insight:
The perpetrators of covert energy attacks and those carrying out mind control of the

population will one day be rehabilitated with compassion once they are brought to
justice; hating, attacking, or even torturing them in kind would be the height of folly.
And, forgiveness of such evil acts is inevitably a “transpersonal process”—that is, only
divine love and mercy is able to overcome and heal such monstrous darkness.
Fortunately, divine love and mercy is abundantly (infinitely) available and can be
invoked in all times and places, and you and I can be its conduit. The circuit of the
divine presence overcomes all things, and provides the assurance that there is ultimately
nothing to fear. The “worldly” pursuit of justice according to the rule of law should be
pursued with this theological principle in mind.

Before this macabre episode came to an end, P.G. had cleared nearly ten victims
from attack in many more than 50 incidents. And in his estimation, our group was nothing
less than a beta test-site for new variants of EM weapon attacks—unique software
algorithms under study, as it were—because of the astonishing variety of energies used in
each case.
It is hard to imagine what might have happened to many of us without P.G.’s
heroic assistance. And to this day, we are all unsure of how perpetrators are able to single
out individuals, hold them under surveillance, and pinpoint them from a remote location
for a particular attack, although this essay offers some ideas based on preliminary research.

Unprecedented dangers for activists posed by EM weapons

The above instances are vivid illustrations of a widespread threat. Increasing evidence
points to the likelihood that hundreds and perhaps thousands of Americans and overseas
victims are now, this very moment, being targeted by such EM weapons—just one class
of the nonlethal tools of control that are being deployed in a brave new world of covert
and overt warfare. They are designed not necessarily to kill, but to neutralize, sicken,
and maim psychologically.
Just as disturbing, such electronic harassment is increasingly being deployed in
random criminal actions against innocents—not only activists or “enemies of the state.” I
believe that, like the 9/11 truth case cited above, these folks may also be test subjects for
the next generation of devices, now targeted worldwide (as we will see). Their dilemma
may constitute a dress rehearsal for the futuristic crowd control that many believe may
be required in the coming years and decades of domestic and global unrest.
Meanwhile, less threatening forms of DEW technology—that is, EM weapons of
the overt variety—are now mature and are poised for use on overseas battlefields.
Although this article is focused on the covert uses of more advanced weapons, the
“above-ground” use of DEWs is becoming better known and is occasionally covered by
the mainstream press. But again, these weapons are just the tip of the iceberg; for, when
understood in connection with massive energy-related projects like HAARP (see below)
as well as the aerosol spraying of earth’s atmosphere (known colloquially as
“chemtrails”)—which turn the entire planet into a site for “Star-Wars” energy warfare—
the covert aspect of the phenomenon truly constitutes a secret holocaust.

 The accounts above and the data from other cases in my possession illustrate, I
believe, at least four areas of vulnerability faced by activists or others in the line of fire.
Especially at risk are those whose work touches a nerve in one of the many criminalized
domains of “deep politics,” or whose concerns may perhaps cross over into classified
research of some covert operation:

• The first area of vulnerability is the basic fact that this is an era of ever-
advancing “neuroweapons” and, at the same time, these are dangerous times of
high conflict. Mind control research is now far advanced and the tools of
political control are global in scope; but the political, social, and economic
problems humanity faces today guarantee that the turmoil in the streets will also
be global in scope.

• Unfortunately, another area in which we are vulnerable is that most of us are

far too unaware of the nature of the tools being deployed. We need to get
educated about technologies that are the result of decades of classified research,
but this effort is not easy as there are numerous categories of political control
technology (PCT). This article shows that the arsenal even includes
environmental weapons such as HAARP and “aerosol operations.”

• Much of the risk faced by potentially targeted individuals arises from the
difficulty of tracing the source of most energy attacks; the invisible perpetrators
and their weapons are virtually untraceable. The “evidence” in a case of EM
attack can therefore appear (at least to the uninformed) to be entirely subjective.

• Fourth, too many of us are naïve about the willingness of our powerful, well-
funded, Machiavellian opponents to use exotic weapons. Few of us can fathom
that experiments similar to those that took place in the MK-ULTRA era (see
below) still take place—likely on an even wider scale.

These vulnerabilities, and the undeniable reality of these unseen tools of covert attack,
make our long-past innocence about inviolability of personal sovereignty seem outdated
and primitive by contrast: For there was once a time when the human brain—and the
precious human mind that houses it and the “bio-field” that envelops both—belonged in
a domain of privacy protected in the U.S. Constitution. In classic notions of Western
culture, human consciousness was once thought to represent the sacrosanct site of
thought and choice. The brain/mind was the inviolable domain reserved for the
personal discovery of truth, the site of the private pursuit of happiness, the once-
sovereign inner world of human free will.
But today, our bodies and inner world are increasingly fair game for government
“mind control” and political-control technologies wielded by rogue groups, and this
represents a leap that goes far beyond the more familiar world of manipulative corporate
PR and advertising. Destructive and deceptive means of controlling and terrifying
citizens—tools that are not even acknowledged to exist—are wielded by an underground
world of compartmentalized contractors who actually do deploy electromagnetic
weapons on targets selected by their superiors. And these DEWs are just one category of
tool in the current mind-control apparatus, just one division of the armamentarium now
technically classed as “nonlethal weapons.”

 Such electromagnetic weapons—also known as “new weapons,” exotic weapons,
EM weapons, MC (“mind control”) weapons, political control technology (PCT), or
psychotronics—are available in an incredible range of uses in the electromagnetic
spectrum and beyond. Such “neuroweapons” are targeted at the human nervous system
and the brain itself; they come in many varieties, and are used worldwide against activists
and “enemies of the state.”
“The weapons operate at the speed of light; they can kill, torture and enslave; but
the public are largely unaware that they exist, because these weapons operate by stealth
and leave no physical evidence,” writes Harlan Girard of the Institute of Science in
Society in London. “By widely dispersing the involuntary human test-subjects, and
vehemently attacking their credibility, it has been possible for the United States to
proceed with these human experiments unhindered by discussions or criticisms, let
alone opposition.” 2
Yet, at just the same time, and virtually to the same extent, neuroscientists are
discovering unknown and unacknowledged powers and properties resident in this very
same nexus of biological function, thought, feeling, and reflection. There is, indeed, an
upside of the “neurotechnology” that too often translates into weaponry. Researchers are
in possession of fantastic new scientific knowledge of higher human capacities of the
brain and nervous system, not to mention the psyche and “higher mind.” To its credit,
current science has shown that the pineal gland probably produces DMT, a chemical
agent linked to mystical states. A division of neuroscience research has accumulated
evidence that the brain is somehow “wired” for “God experience.” Brain scientists have
done illuminating research into the Tantric Yoga teaching that the nervous system
contains the potential of kundalini, said to be the seed and secret of the evolution of
higher consciousness.
Indeed, we might say that just to the extent that we have the ability to use new
technology and science to enhance consciousness, to the very same extent we now have
the ability to use the same tools to destroy the mind and psyche as weapons. And the use
of these weapons on unsuspecting victims is no doubt soul-destroying for the
perpetrators.

The early days of political control technology

Radio frequency and microwave broadcasts designed to produce specific thoughts
or moods, such as compliance and complacency, promise a method of mind
control that poses immense danger to all societies – tyranny without terror.

The U.S. government first woke up to the threat of energy weapons when, in the early
1960s, it made the sensational discovery that the Soviets had been directing
electromagnetic and microwave emissions at the U.S embassy in Moscow. This covert
beaming caused a wide range of documented physical and mental illness among U.S.
personnel and very likely led to the eventual death of the U.S. Ambassador himself.
(Ambassador Walter Stoessel died of a rare blood disease similar to leukemia.)
The reality of these attacks was first detected in 1960. According to at least some
accounts, this discovery—among other challenges of the Cold War—led to the initiation
of a large and complex research project funded by the CIA and code-named “Project

PANDORA,” which was initially tasked with the study of the effects of the Soviet
microwaves on both animals and humans, while it secretly studied the “bio-effects” of
the secret beams on personnel and even monkeys that were placed in the embassy.
(Typically, the CIA did not inform embassy personnel of the Soviet’s energy attack on
them for many years, while they observed the effects.) PANDORA scientists later carried
out classified studies on monkeys in laboratories, with significant results. Researchers
soon discovered that animal brain waves could be altered directly by electrical fields; like
a tuning fork, their brains would fall in phase with electromagnetic waves directed at
them if modulated at the right frequency. These waves could easily pass through the
skull, which normally protected the central nervous system from outside influence.
Many of us don’t understand that electromagnetism is intrinsic to human anatomy
and, along with biochemical changes, actually controls human physiology. For example,
any time a muscle moves there are electrical discharges. Brain waves are themselves
electrical; indeed, the data and information that is detected by the human senses, moves
inward to the central nervous system and then on to the brain—is comprised of
electrical signals. Enzymes are electrically influenced, cell division has electrical
features, wound healing is electrical, and the heartbeat itself is an electrical impulse.
Finally, in April 1976, Secretary of State Henry Kissinger sent the following
telegram to the U.S. Embassy in Moscow that summarized the conclusions of the
agency’s covert study of the Moscow signal.

Subject: Radiation and UHF and Electromagnetic Dangers

Beginning in 1960 the Soviet Union directed the high frequency beams of radiation at the
U.S. Embassy in Moscow which were calculated not to pick up intelligence but cause
physiological effects on personnel. The effects the Soviets calculated to achieve in the
personnel serving (at least as early as 1960) included (A) Malaise (B) Irritability, (C)
Extreme fatigue. At this time the Soviets believed that the induced effects were temporary.
Subsequently, it has been verified that the effects are not temporary. Definitely tied to such
radiation and the UHF/VHF electromagnetic waves are: (A) Cataracts, (B) Blood
changes that induce heart attacks, (C) Malignancies, (D) Circulatory problems, and
(E) Permanent deterioration of the nervous system. In most cases the after-effects do not
become evident until long after exposure—a decade or more. 3

Such was the first known formal high-level report on what are the now-familiar
symptoms of EM attack being reported all over the globe.
But even by the late 1960s, according to the History Channel and many other
sources, U.S. government-funded scientists like Dr. Robert Becker and independent
scientists such as Dr. Andrija Puharich had discovered monumental facts about
electromagnetic frequencies and human consciousness. Puharich showed, for example,
that ELF electromagnetic fields (i.e., extremely low frequencies that are measured in
Hertz, or “Hz”), if delivered to subjects under controlled conditions, had specific and
predictable neurological effects if calibrated to very specific frequencies to the nearest
hundredth of a Hertz:
• 6.6 Hz could predictably cause depression in a normal subject
• 7.83 Hz led to an altered state associated with a pleasant feeling
• 10.80 Hz led to “riotous behavior” 4

Normal brain waves naturally occur in a band between 1 and 20 Hz. (See Appendix A
for a quick primer on types of brain waves.) Interestingly, typical brain waves happen to
fall into the same range as the so-called “earth” frequencies—notably, the 7.83 Hertz-
earth resonance frequency known as the Schumann Resonance—the Earth’s own natural
“brain rhythm.”
Perhaps even more interesting is the fact that the earth’s atmosphere, like the
human brain, is in part regulated both by magnetism and electromagnetism; and this
should not be surprising since we humans and all living things are born, live, grow, and
resonate within it’s canopy—or “cavity,” as independent researcher Nicholas Jones
describes it:

The Earth is wrapped in a donut-shaped magnetic field. Circular [magnetic]

lines of flux continuously descend into the North Pole and emerge from the
South Pole. The ionosphere, an electromagnetic-wave conductor, 100 kms
above the earth, consists of a layer of electrically charged particles acting as a
shield from solar winds. Naturally occurring electromagnetic waves are related
to the electrical activity in the atmosphere and are thought to be caused by
multiple lightning storms. Collectively, these waves (i.e., the Schumann
Resonance) are strongest at 7.8 Hz. These are “quasi-standing extremely low
frequency (ELF) waves that naturally exist in the earth’s ‘electromagnetic’
cavity, the space between the ground and the ionosphere. And these ‘earth
brainwaves’ are identical to the spectrum of our brainwaves. The Creator
designed living beings to resonate to this natural frequency pulsation in order
to evolve harmoniously. 5

In other words, the Earth’s overarching magnetic field, or magnetosphere, encompasses

natural forces that condition life on earth; these forces include the ionosphere, lightning
activity, and other ambient electrical forces—and these energies of nature blend and
combine so as to generate a naturally occurring electromagnetic frequency in the ELF
range, concentrating around 7.8 Hz. Such “Earth-vibes” are by definition healthy and
harmonious—both for the planet, and for living things. It’s no surprise that these
naturally occurring EM waves happen to match our internal brainwaves, as the Earth
itself and life on the Earth have arisen and evolved together over eons. These
frequencies are homeostatic—they serve to stabilize and nurture living existence in the
60-mile space between the upper atmosphere and the Earth’s surface, and in the oceans
below.
All well and good, but how does one deal with these energies if you are in charge
of Project PANDORA and your goal is the weaponization of space using
electromagnetic energy?
The proximity of ambient earth-frequency waves makes it difficult to direct
artificial EM waves that, for example, might be aimed at a specific person, piece of
equipment, or group in a clearly defined area, such as in a battlefield situation. The
problem is that a weaponized signal that is able to resonate with (and disturb) human
brain waves would largely disappear against the background of the ambient frequencies
of nature and living things.
Well, apparently, nothing’s too diabolical for a scientist working on a
compartmentalized project under a classified defense contract. Researchers learned
early on that they can overcome the background frequencies of the planet by creating
extremely high-frequency microwave beams that are then “amplitude modulated” at
exactly the same rate as the desired brain wave. Later, Dr. Gordon J. F. MacDonald,

presidential board of science advisor under President Johnson, extended this thinking,
and theorized that one could modulate a signal in the ionosphere that would rebound
downward toward targets on the ground, or in the air. 6 The quest to turn the atmosphere
itself into a plasma state to facilitate EM transmissions, as we show later, is a logical
extension of this concept.
Decades ago, presidential policy advisor Zbigniew Brzezinski wrote the following
about MacDonald’s work: “Political strategists are tempted to exploit research on the
brain and human behavior. Geophysicist Gordon J.F. MacDonald, a specialist in
problems of warfare, says accurately-timed, artificially-excited electronic strokes could
lead to a pattern of oscillations that produce relatively high power levels over certain
regions of the earth . . . in this way one could develop a system that would seriously
impair the brain performance of very large populations in selected regions over an
extended period . . . No matter how deeply disturbing the thought of using the
environment to manipulate behavior for national advantages, to some, the technology
permitting such use will very probably develop within the next few decades.” 7
Brzezinksi was right, of course. Such capabilities have been developed, much of
it under cover of “Star Wars” funding as well as in dozens of other classified defense and
intelligence programs.
According to Dr. Armen Victorian and many other sources, PANDORA was a
stepping stone to a massive expansion of research and extensive testing of these findings,
research that has been conducted ever since by the Army, Navy, Air Force and CIA,
often with “non-volunteer human test-beds.” Years later, even in the face of a flood of
court cases brought by unwitting victims, “no liability has ever been admitted by the
establishments or their contractors,” writes Victorian. “The situation remains the same
today . . . U.S. military interest in electromagnetics is now well established.” 8
A few scientists have been open about the capabilities of controlling human
consciousness and behavior with EM technology. One such researcher is Dr. Elizabeth
Rauscher-Bise, who has worked at Lawrence Berkeley National Laboratory and Stanford
Research Institute, and as a research consultant to NASA and the U.S. Navy. In 2003,
Rauscher-Bise told independent journalist Joe Vialls that she had identified the specific
frequency effects needed to induce nausea, happiness, and many other behavioral states
decades ago. “Give me the money and three months,” she boasted to Vialls, “and I'll be
able to affect the behavior of 80 per cent of the people in this town without their
knowing it. Make them happy—or at least they'll think they're happy. Or aggressive.”
Elizabeth Rauscher-Bise is reportedly above board with her work, having
demonstrated the effects of various frequencies quasi-public forums. Vialls tells the story
about “one memorable demonstration in California, [when] she turned a specific brain
wave on all students in the left-side of her auditorium, whereupon their teeth started
chattering collectively and uncontrollably. When the unaffected students on the right-
side of the auditorium suggested this might be some sort of trick, Elizabeth Rauscher-
Bise calmly turned the specific brain wave on them instead. The right-side now suffered
exactly the same fate, watched by the stunned, but no longer affected students on the
left-side.” 9

The militarization of American neuroscience

While developments in brain research are touted for their amazing
therapeutic advances in the medical field, they primarily serve the purposes
of the U.S. military. Americans have little idea about the research

 concerning the capabilities of electromagnetism, directed acoustics, or
computer-human interfacing. The majority of Americans do not know that
we are currently using these new-concept weapons in Iraq and
Afghanistan.10

Defense planners have long known that in the battlefields of the future, neuroweapons
and mind control technology will increasingly become important. A turning point was
reached when President Bush senior declared the 1990s to be “The Decade of the
Brain”—perhaps his way of alerting the covert world that much more federal funding
than ever for neuroscience defense research would pour into the Defense Advanced
Research Projects Agency (DARPA). With the resulting infusion, more than four
decades of clandestine support for the weaponization of brain/mind research reached its
culmination in advanced discoveries about how to create and deploy electromagnetic
weapons targeted at the human nervous system or much bigger targets such as the
weather, plate tectonics, or entire populations.11
By 2008, Department of Defense spending on this category of technology had
reached a half of a billion dollars a year, according to former Pentagon analyst William
Arkin, who is now with the Washington Post.12 (Of course, this dollar estimate does not
cover “black budget” programs.) Indeed, DEWs are now a routine part of the defense
establishment: The website for a recent trade show on energy weapons held near the
Pentagon in Arlington, Virginia touted the show’s “unparalleled speaker faculty,” its
dozens of displays of the newest technologies, and a recent book entitled The E-Bomb,
by J. Douglas Beason, states that directed energy will “revolutionize warfare.” 13

That said, it may be instructive to step back for some perspective. For millennia,
the weapons of warfare have been kinetic—a brute, gross affair of simply hitting the
enemy with a sword, an arrow, a bullet, or a bomb. But in the future, a completely new
physical principle of hitting an adversary will be applied: energy. As noted, most of this
comes under the military category of “non-lethal weapons,” though the lethal potential
of some energy weapons, such as HAARP, can be immense.
Above-ground versions of energy weapons now used in the battlefields of Iraq,
Afganistan, Israel, and elsewhere are increasingly acknowledged to exist by military
authorities as war reporters begin to witness the grisly results of the revolutionary change
from kinetic weapons to energy weapons.
Among the more benign approaches is “active denial technology,” which
produces enormous pain by allegedly boiling the molecules of water in the human skin
without damaging the skin itself. It employs pulsed electromagnetic radiation at a
frequency of 95 GHz with a range of about 600 meters. The ADS weapon’s beam causes
pain within 2 to 3 seconds and becomes “intolerable after less than 5 seconds.”
By contrast with the covert use of classified EM weapons on citizens and
adversaries, the cases below are typical cases of the overt military use of these new
weapons:
Item: Exotic weapons used in the 2006 Israeli-Lebanon war
On August 7, 2006, witnesses stated that directed-energy weapons and other exotic weapons were used
repeatedly in the Israeli-Lebanon war. One of the researchers of this event, Italian Professor Paola
Maduca, requested that a United Nations international tribunal be set up to look into the charges.
Professor Maduca cited “countless reports from hospitals, witnesses, armament experts, and journalists that
strongly suggest that new weapons [were] used,” and pointed to the presence of “new and strange

symptoms amongst the wounded and the dead.” These included (warning—this description is graphic):
“Bodies with dead tissues and no apparent wounds; ‘shrunken’ corpses; descriptions of extensive internal
wounds with no trace of shrapnel, corpses blackened but not burnt, and others heavily wounded that did
not bleed . . . Many of these descriptions,” writes Maduca, “suggest the possibility that the new weapons
used include ‘direct energy’ weapons, and chemical and/or biological agents, in a sort of macabre

experiment of future warfare.”

Item: Clandestine EM weapons deployed in Iraq neighborhoods

According to reliable reports, GIs faced with restive Iraqi neighborhoods were sometimes directed to
install hidden transmitters that saturate areas with “pacifying” or disorienting electromagnetic frequencies.
“The idea behind microwaving Iraq’s more restive cities,” said one on-the-ground source, “is to keep them
so agitated that they cannot coalesce into a full force of resistance fighters . . . The silent frequencies daily
sweeping Fallujah and other trouble spots are the same Navy ‘freqs’ [frequencies] that drove whales nuts
and made them go astray onto beaches.” For more targeted crowd control, less sophisticated weapons
mounted on Humvees were used to beam microwaves that flash-burn exposed flesh.15

Item at CNN.com: “Air Force chief: Test weapons on testy U.S. mobs” Air Force
Secretary Michael Wynne stated in 2007 that “nonlethal weapons should be tested on U.S. civilians
before being used on the battlefield,” referring to the use of EM weapons in crowd-control situations.
“The object is basically public relations,” said Wynne. “Domestic use would make it easier to avoid
questions from others about possible safety considerations.” 16

Test weapons on U.S. civilians before using them on the battlefield? If an official at this
level is ready to admit “domestic use” for testing the safety of nonlethal weapons, then
we can be very certain that such tests are occurring, including tests of classified weapons.
Let’s now consider the shocking evidence for the incidence of such “tests.”

Domestic victims call attention to covert uses of EM weapons

“There exists a shadowy government with its own Air Force, its own
Navy, its own fundraising mechanism, and the ability to pursue its own
ideas of national interest—free from all checks and balances—and free
from the law itself.”

There can be little doubt that covert operatives in and out of government have been
actively testing these devices on unsuspecting citizens, just as Air Force Chief Wynne
stated. For the most part, they appear to operate free from legal scrutiny—perhaps in
ways that Senator Daniel K. Inouye alludes to in the above quote.
The year 1975 witnessed the greatest revelation of the fact that the government
has actively researched political control technologies on its own citizens as test subjects.
We now know that extensive Cold War-related “mind control” research took place
between the 1950s and 1970s—and was epitomized by the CIA’s notorious, illegal MK-
ULTRA program, an early attempt to narrow the gap against the Russians’ alleged
sophisticated “psychotronics” research.
Hearings on Project MK-ULTRA were initiated in 1975 in the U.S. Congress by
the Church Committee, and additional inquiries took place through a presidential
commission known as the Rockefeller Commission. Investigative efforts were hampered
by the fact that CIA Director Richard Helms illegally ordered all MK-ULTRA files
destroyed in 1973; the Church Committee and Rockefeller Commission investigations
had no choice but to rely on the sworn testimony of direct participants and on the

relatively small number of documents that survived Helms’ destruction order. The
hearings revealed that over 30 universities and institutions were involved in an “extensive
testing and experimentation” program which included covert drug tests on unwitting
citizens “at all social levels, high and low, native Americans and foreign.” All told, the
program consisted of 149 projects at 80 universities and other institutions involving drug
testing and a variety other studies on unwitting human subjects, including numerous
studies using electromagnetic technologies.
But this was just one example of the aggressive and illegal use of Americans as
test-beds for new weapons. In an overview piece by journalist Amy Worthington we learn
the following:

By 1963, 1,200 nuclear weapons tests conducted at the Nevada test site had
exposed every person in the U.S. to deadly radioactive fallout, causing
millions of fetal deaths, spontaneous abortions, stillbirths, and birth defects.
The U.S. government also conducted over 4,000 radiation experiments on
individual human test subjects without their informed consent. According to
some researchers, the delayed effects of decades of radiation exposure from
weapons testing are today demonstrated by a U.S. population plagued with
epidemic cancer and heart disease, neurological disorders, low fertility,
chronic fatigue, obesity (thyroid involvement), immune system dysfunction
and learning disabilities. Dr. Leonard Cole’s 1994 testimony before a Senate
Committee regarding 45 years of open-air biological weapons testing
revealed that military aircraft had sprayed American cities with bacteria,
fungus and carcinogenic chemicals. 17

Worthington estimated that the toll of unwitting test subjects may now be as many as
half a million: “The Secretary of Energy under Clinton, O’Leary, warned that over a 40
year period, 500,000 had been unwitting test subjects for military research on non-lethal
weapons, including MK-ULTRA, which claims among many victims Ted Kaczinky, the
Unabomber. There is no way to know who these people are or how to help them
because there is paranoia in the military and no oversight in Congress. These black
projects probably don’t even make it to the President.” 17
In 2010, such programs continue apace, despite the election of a Democrat to
the White House who campaigned on transparency in government. The discovery in
2005 of the NSA’s warrantless surveillance of millions of American phone calls, e-mails,
Internet activity, and text messaging certainly provoked widespread alarm at our loss of
privacy; and this apprehension was further exacerbated by the Obama administration’s
astonishing attempts to uphold this practice.
Constitutional lawyer Glen Grenwald explains that, “From the start, the Obama
DOJ [Department of Justice] has engaged in one extraordinary maneuver after the next
to shield this criminal surveillance program from judicial scrutiny. Indeed, their
stonewalling at one point became so extreme that the court actually threatened the
Obama DOJ with sanctions . . . the Obama DOJ’s ‘Bush-mimicking state secrets
defense’ has been used by them in one case after the next to conceal and shield from
judicial review a wide range of Bush crimes—including torture, renditions and
surveillance.” 18
Any alert citizen might ask: To what end, Mr. Obama?
Groups such as Freedom From Covert Harassment and Surveillance (FFCHS),
a human rights organization based on Cincinnati, Ohio, have one answer. They claim
that rogue elements of the government and corporations use advanced surveillance

capabilities to support the identification, tracking, and covert stalking of thousands of
private citizens, toward the end of “mass control of the population,” says FFCHS
president, Derrick Robinson. Bear in mind: A person must be efficiently tracked before
they can be effectively targeted and controlled.
FFCHS’s attorney Jonathan Wilson recently addressed the Senate Judiciary
Committee in a letter to Senator Patrick Leahy requesting a hearing and congressional
investigation into FFCHS’s allegations of non-consensual experimentation on American
citizens using directed energy weapons and organized stalking. The organization states
that these activities are perpetrated by the US military and other intelligence agencies,
corporations, and teams of private citizens. (See Appendix C)
In recent years, groups like FFCHS have enabled thousands of targeted
individuals (or “TIs”) to discover one another and form citizens groups. TIs have even
joined forces globally. For the first time, a global coalition of TI organizations met on
October 21, 2006 in hopes of ending this egregious form of human rights violation.
A notable example of a TI is African-American novelist and National Book Award
winner Gloria Naylor, whose harrowing story began in 1996 when she moved to
secluded St. Helena Island off the coast of South Carolina. A minor run-in with a
cantankerous neighbor whose brother worked for the National Security Agency set into
motion a series of events that made Naylor the object of surveillance. The fictionalized
account of the true story of her subsequent ordeal appears in the book entitled 1996.
“The intensely private Naylor soon found herself in the company of other prominent
black writers and activists targeted by the government with electronic harassment,”
explains the flap of the book. “She was harassed until she feared for her sanity and
consulted a psychiatrist. When she discovered that her tormentors were using mind-
control techniques, she fought back with the only weapon she had—her writing talent.”
Naylor was among those participating in an international event co-organized by
FFCHS that was known as the “World Day to End the Silent Holocaust.” In this historic
gathering held in 2006, scientists, former intelligence officers, legal experts, published
authors, and others from eight countries launched an international coalition to
strengthen awareness about the hidden crime wave involving electronic harassment and
mind control, and to press for investigations and government enquiries. The sponsors of
the conference were (as stated) Freedom From Covert Harassment and an Australian
human rights organization called Duprevent International.
Aside from Naylor, speakers included Dr. Robert Duncan, Ph.D. (artificial
intelligence expert from Harvard University and former defense scientist), who was
himself once a targeted individual, and Dr. Nick Begich, author of Angels Don’t Play
This HAARP (whose work is covered below). Representatives from Australia, Canada,
the Netherlands, the United States, Belgium, Austria, England and India attended,
indicating that this criminal activity is more widespread than most realize.
At the event, human rights activist and event co-organizer Deborah Dupre stated
that common targets include whistleblowers and peace workers. Dupre estimated “a
minimum of two million innocent citizens globally are presently tortured in-home and
[in their] community” by electronic stalking and related crimes. She cited for example
the findings of the Toronto Rape Crisis Center, which recorded numerous cases of
clients, especially single women, who are apparently being targeted. These women
presented consistent stories and physical symptoms “attributable to microwave weapons
assaults on them.”
More recently, on April 16, 2010, FFCHS—in alliance with Ms. Connie
Marshall, candidate for mayor of Louisville, Kentucky—convened a press conference in

Louisville to call attention to a new wave of organized stalking and electronic torture.
The presenters charged that the perpetrators of these crimes range from rogue elements
of every level of government to corporations and even private citizens with access to the
technology. Speakers included a Missouri statehouse representative, a mechanical
engineer, a commercial airline pilot, and a candidate for mayor of Louisville, Kentucky.
Unable to attend was Dr. John Hall, an anesthesiologist and author of an
important new book on this phenomenon entitled A New Breed: Satellite Terrorism in
America. According to Hall, “Our government satellite surveillance systems are a new
way for criminals to gain possession not only of our financial lives, but our most precious
resource: our minds.” Hall is planning a conference on electronic harrassment later in
2010 in Oakland, California.

Electronic Harassment of Activists and Dissidents

“The Department of Homeland Security's surveillance apparatus is certainly
aimed at prosecuting the war on terror. But it may also be aimed at us, for domestic
political purposes.”

Covert use of energy and mind control weapons against activists in domestic populations
is the main focus in this essay—that is, the deployment of such weapons as “political
control technology”—and the examples are many. Here are just a few that suggest the
wide range of victims and techniques of attack:

Item: Zapping of UK anti-nuke activists in 1985 investigated by UK Parliament

In late 1985, the women living in the anti-nuke peace camps at Greenham Common began to experience unusual
patterns of illness, ranging from severe headaches, drowsiness, menstrual bleeding after the onset of menopause, to
bouts of temporary paralysis and faulty speech coordination. An Electronics Today (Dec.1985) report concluded:
“Readings taken with a wide range of signal strength meters showed marked increases in the background signal level
near one of the women’s camps at a time when they claimed to be experiencing ill effects.” Since then, hearings
have been held by the British and European Parliaments.

Item: Renowned UFO researcher suffers repeated attacks by EM weapons

Perhaps the nation’s leading UFO disclosure advocate, emergency physician Steven Greer, MD, founder
and director of the Disclosure Project, revealed that he has frequently been a victim of electronic
harassment by opponents in what he calls the “Shadow Government.” In his 2006 book, Hidden Truth–
Forbidden Knowledge, he writes: “Every night at 4:20am, as I was sleeping in my bedroom at home, there
would be an almost sub-audible click, and I would be hit by an electronic weapons system. I would
become violently ill and so sick that would get up and be nauseated, vomiting, with diarrhea, diaphoretic.
The bathroom would be literally soaked with sweat, because I had almost no blood pressure, and I would
collapse on the floor of the bedroom, near death. This happened to me night after night, day after day. It
was horrifying. It lasted for only 10 to 15 minutes. I know that this rogue group was trying to make me stop
what I was doing—but I refused to stop.” Greer claimed the ability to remote view his victimizers,
witnessing a group sitting at an electronic control panel that was operating psychotronic equipment at an
underground facility. “And then I saw them seeing me. They had such a look of shame in their eyes. They
looked away, and it all ended. After this, they stopped the nighttime attacks.” Greer also said a prayer
asking God to forgive them, sending them a blessing. 20

A remarkable article in Harper’s magazine in late 2009 cites the likely reason for the
acceleration of the use of EM weapons on activists: What is now under way, stated
journalist Ando Arike ominously, is “what appears to be the first arms race in which the

opponent is the general population.”

To explain the advent of “soft” weapons (today’s nonlethal arsenal that includes
energy weapons), Arike briefly cites the lessons learned by ruling elites from the modern
history of escalating conflicts between police and demonstrators. Beginning with a
number of disturbing street clashes during the civil rights era in the fifties, the problem
reached a new level of intensity with the “police riots” at the Democratic Party
Convention in Chicago in 1968 and the shootings of students and activists at Kent State
and elsewhere in anti-Vietnam War demonstrations. After a hiatus in which each side
honed its strategies and tools of confrontation, a major turning point was marked by the
fierce and highly successful anti-globalization demonstrations that famously shut down a
World Trade Organization ministerial meeting in Seattle in 1999.
At each turn, authorities increasingly learned a hard lesson: Cops may have their
guns, truncheons, tear gas, water canons, jails, wiretaps, and they may plant spies and
clever provocateurs at mass rallies, but dissidents and demonstrators also wield powerful
weapons in the form of TV cameras and public opinion—the ability of electronic media
to galvanize increased resentment and create a legitimacy crisis for rulers, especially
when graphic images of the cruelty of state power flash across television or computer
screens.
None of this concern is completely new, of course; controlling volatile mobs has
always been worrisome for elites throughout history, especially since those days in 1792
when overwhelming crowds of enraged Parisians toppled King Louis XVI to initiate the
most radical wave of the French Revolution. But Arike explains how far this concern has
evolved over two centuries: “The ultimate goal, it seems, is to fight ‘Military Operations
on Urban Terrain’ (MOUT), using weapons with a rheostatic [i.e., scalable] capability
that, like Star Trek’s ‘phasers,’ will allow military commanders to fine-tune the amount
and type of force used in a given situation, and thereby to control opponents’ behavior
with scientific precision.”
After their relative success in Seattle, protesters targeted economic summits in
rapid succession, swarming meetings of the World Economic Forum, the G8, and other
gatherings in a dozen major cities. But without Seattle’s advantage of surprise, they faced
increasingly elaborate MOUT tactics. The July 2001 G8 summit in Genoa was a
conflagration, with 100,000 protesters confronting 15,000 police and troops on streets
locked down under a terrorism red alert, leading to one death and hundreds of injuries
in street fighting. 21
The next big demonstration was planned for the September 2001 World Bank
summit in Washington, D.C., but organizers wisely backed away after the attacks on the
World Trade Center and the Pentagon.
“With the launch of the Global War on Terror, ‘the gloves were off,’ as the White
House put it: authorities had free rein to target protesters as potential terrorists,” writes
Arike. Domestic “anti-terrorism” legislation would now increasingly target the American
population itself, not just the alleged overseas terrorists. This began with the USA Patriot
Act, and was extended by the Military Commissions Act of 2006, which grants the
president the power to identify American citizens as “unlawful enemy combatants” and
detain them indefinitely without charge, as well as permitting secret trials for citizens.
Then, in 2007, the White House quietly issued National Security Presidential Directive
51 (NSPD-51), to ensure “continuity of government” in the event of what the directive
vaguely calls a “catastrophic emergency.” If the president determines that such an
emergency has occurred, he may cancel elections, suspend the Constitution, and

declare martial law, all without Congressional review. Note well: President Obama has
not rescinded Directive 51.
As deteriorating economic conditions in the United States took a sharp turn for
the worse in September 2008, the Army Times reported that the 3rd Infantry Division’s
1st Brigade Combat Team was being redeployed from Iraq to the “homeland” with what
one colonel called the “first ever nonlethal package that the Army has fielded . . .
referring to crowd and traffic control equipment and nonlethal weapons designed to
subdue unruly or dangerous individuals without killing them.” 22
An “overt” energy weapon called the LRAD (Long Range Acoustic Device) did
get deployed in Pittsburgh during the time of the G20 summit on September 24-25th,
2009, as one facet of an incredible show of police brutality. Security forces turned its
piercing sound on demonstrators causing widespread outrage—the first time the “sound
cannon” had been used publicly. Close to $1 billion was used for security purposes at
the 2010 summit of the G20 in Toronto, but it is not known whether new weapons were
deployed.

The Soviet Origins of Psychotronics

A psychotronic generator can influence an individual, or a whole
crowd of people. It can affect a person’s psyche mentally or
emotionally. It can affect memory and attention span. A psychotronic
device can cause physical fatigue, disorientation, and alter a person's
behaviour.

We noted how U.S. research into political control technology was forced out into the
open for a brief and embarrassing moment in the mid-1970s, after which the
government evidently withdrew behind a wall of denials while it expanded its classified
research programs.
But the world got a much closer look at these diverse weapons systems after the
collapse of the Soviet Union. By the mid-1990s, the new Russian government was
forced to admit to the existence of advanced mind control weapons as hundreds of
victims of experiments came forward to present cases of abuse to the Russian
government, the Duma, and Soviet press. For a time, prior to the rise of Putin, the most
sensitive KGB files were opened to the amazement of Western researchers. Soviet Cold
War technology secrets were now disgorged and even offered up for sale to the highest
bidder. The story of Russian psychotronics may offer us a much better look at the
phenomenon than we might ever get from the U.S. side.
The research began soon after the death of Stalin in 1953, when the Marxist-
materialist taboo on researching the “paranormal” had began to fade. A key source on
the history of Russian mind control research since then is Tim Rifat, a leading British
scientific expert on the paranormal and inventor in his own right of a commercial
psychotronic generator for nonmilitary uses.
By the early 1960s, he states, the KGB and other Soviet agencies had launched
the scientific exploration of the weapons potential of psychic energy. “Groups of
scientists at many research institutes,” he writes, “began to investigate and later harness
psychic energy. The aim of this research was to produce deadly new exotic weapons
that could tip the balance of power during the cold war. Yuri Andropov, head of the

KGB from 1967 to 1982, who later became the Premier of the USSR, issued the
command to implement a paranormal warfare programme in order to develop a new
form of strategic weapon systems that could augment nuclear weapons.”
Initially, says Rifat, they researched methods of psychic spying on US military
installations and even on NATO commanders themselves—what we in the West now
call RV (remote viewing). In time, the Soviets became masters at literally scanning and
“reading the minds” of their opponents in the West.
Training psychics was a key activity, but in time “augmentation technology”
became critical. A key inside source on this cold war activity was Dr. A.V. Kalinets-
Bryukhanov (now president of the All Union Scientific Research Association) who has
revealed how research was extended into technologies for artificially stimulating RV.
States Rifat: “It was found that natural clairvoyants changed the magnetic field around
them and that of the Earth in their immediate vicinity. [The new research] showed to
the Russians that RV was a field phenomenon dependent on magnetic and even more
esoteric fields unknown to western science.”
Working with the earlier research of Semyon Davidovich Kirlian (discoverer of
the famous “Kirlian aura”), it wasn’t long before Soviet discovered that something more
inclusive—“biophysical energy”—was the responsible for field effect behind RV,
telepathy, telekinesis, and other paranormal phenomena.

It was found that the biophysical field of the remote viewer flared out when he
or she was lowered into the theta state. At the Schumann resonance point of
7.8 Hz, the Earth's natural frequency, the human biophysical field seemed to
merge with its surroundings and vanish for a split second. When it came back
into being, it was many times larger than normal. While [in] RV, this
biophysical field seemed to grow smaller, as if part of it was at the place being
remotely viewed. On familiar territory, the Russians discovered that RV was
just a symptom of Out of Body Experience (OOBE) caused by biophysical
translocation. In simple language, the biophysical body moved to the distant
location, picked up information, then returned to the physical body to transfer
this information to the brain. With Kirlian-type scanners, the Russians found
that RV was a biophysical phenomena. If the biophysical fields could be
controlled, not only RV was possible, but the telepathic knockout, the ability
to render the person you were remotely viewing unconscious by psychic
means.

Thus began what Rifat calls “…the inner space arms race . . . Inner space
weapon systems had the potential to kill or drive mad entire populations by
means of biophysical and electronic technology unknown to the West in the
1970s.” Biophysical warfare in fact became second only to nuclear warfare in the
Soviet strategic arsenal.
Through a number of steps of research (some which drew from research by
Wilhelm Reich, a student of Freud’s, and even from ancient alchemical texts), Soviets
next discovered that “psychotronic generators” could store biophysical energy, after
being charged by a number of techniques, including human touch and “gaze,” and even
animals and plants. Russian remote viewers could now link themselves to psychic
amplifiers “that boosted their paranormal powers to near miraculous heights . . .
Psychotronically boosted Russian remote viewers were found to be capable of enhancing
the telepathic knockout, refined versions of which are now called remote influencing.”
Rihat’s reference in this passage to telepathic knockout, of course, refers to
machine-enhanced psychic attacks.

 An entirely new level of research led the Soviets to think much bigger. By the
1980’s—long before the U.S. erected HAARP—the Soviets had build the world’s largest
transmitter (actually, seven massive transmitters assembled near Kiev), later code-named
“Woodpecker” by U.S. intelligence. Why Woodpecker? Because it’s beam sounded like
a woodpecker due to loud ELF (i.e., electromagnetic low frequency) modulations in the
signal when the signal was intercepted in the West on radio receivers. Ominously,
Woodpecker’s task was to beam mind control waves at the West, powered by the
Chernobyl nuclear power complex in the Ukraine!
According to Rifat, the Soviets beamed Woodpecker’s emissions in the direction
of Western Europe, Australia, North America and the Middle East. “These emissions
permeated all obstacles and were conducted into homes via the power lines of each
nation’s national grid.” The Soviets had discovered that ELF waves could penetrate the
skull and change brain patterns when broadcast at test victims. Waves at 6.66Hz makes
the victim depressed; 11Hz can make a person manic and prone to riotous behaviour.
These finding were later corroborated in the West. The KGB had studied the brain-wave
maps of pathological criminals and depressed mental patients in an effort to “remap the
neural networks in the brains of the entire western population . . . Woodpecker’s 10Hz
ELF signal went on until the fall of the Soviet Union.” 23

A Not So Heavenly HAARP

These new weapons are unlike anything ever contemplated by mankind.

These are systems that pierce the very integrity of the human being.

But the Soviets had no monopoly on large installations capable of emitting massive ELF
modulations into the atmosphere. The U.S. had its own grandiose plans, though we
came a bit late to the table.
In 1990, the U.S. military initiated the construction of the High-frequency Active
Auroral Research Program (HAARP), in Gakona, Alaska—originally a component of
President Ronald Reagan’s so-called Strategic Defense Initiative or “Star Wars,” and sold
to Congress as a tool for military communications. Very little was known to the public
about HAARP until the mid-1990s when alarmed activists based in Alaska—notably Dr.
Nick Begich, the son of a U.S. Congressman—began independent research into the
classified aspects of the HAARP program.
It is now known that HAARP antennas project powerful pulses that literally heat
a specific point in the Earth’s ionosphere. Generally speaking, HAARP’s effect on the
ionosphere causes “steerable,” controllable, electromagnetic frequencies to bounce back
to earth at desired locations.
The so-called HAARP antenna array is massive, much bigger than the Soviet’s
Woodpecker installation; it consists of 180 antennas arrayed in a grid pattern over a 35
acre area, with a total power output capability 3.6 billion watts. As the largest
ionospheric heater in the world, it is capable of heating a 1000 square kilometer area of
the ionosphere to over 50,000 degrees. In regard to weather modification, HAARP’s
heating effect literally lifts the ionosphere (within a 30 mile diameter area), thereby
changing localized pressure systems or even altering the route of jet streams.

 Other “overt” applications now admitted by the military make it easy to infer just
how versatile and powerful HAARP would be as an electromagnetic weapon. These now
include: improved communication with submarines using ELF waves; over-the-horizon
radar communications; the ability to wipe out an enemy’s communications in a large
area; and earth-penetrating tomography which can be used to verify compliance with
peace agreements or geophysical probing to find oil or mineral deposits.
The use of HAARP frequencies for black-budget applications such as generating
catastrophic earthquakes and weather warfare applications—both with political
objectives—are widely discussed and reasonably well documented. 24 The covert
applications of HAARP that concern us here are its use on humans in nonlethal warfare,
and research by Dr. Begich and writing partner Jean Manning uncovered sufficient
evidence of such an intent to cause alarm. This typical quote is excerpted from an
internal U.S. Air Force document:
The potential applications of artificial electromagnetic fields are wide-
ranging and can be used in many military or quasi-military situations . . .
Some of these potential uses include dealing with terrorist groups, crowd
control, controlling breaches of security at military installations, and
antipersonnel techniques in tactical warfare. In all of these cases the EM
(electromagnetic) systems would be used to produce mild to severe
physiological disruption or perceptual distortion or disorientation. In
addition, the ability of individuals to function could be degraded to such a
point that they would be combat ineffective. Another advantage of
electromagnetic systems is that they can provide coverage over large areas
with a single system. They are silent and countermeasures to them may be
difficult to develop.25

This passage describes possible HAARP effects on groups in battlefield situations. The
descriptions unearthed by Begich and others suggest that, much like a satellite system
broadcasting a TV signal to a city, the energetic “footprint” of a HAARP signal could be
programmed so that it spreads out over and blankets a region with a disruptive
frequency—for example, in order to target a hapless enemy city such as Fallujah during
the Iraq war.
If so, how then would a HAARP transmission be discretely targeted at a single
individual or group of individuals? An anonymous physicist who has researched the
technology of HAARP told me: “Within a blanket HAARP transmission, specific signals
can be keyed in that interact with individual human biocrystals. In other words, some
discrete portion of a HAARP signal to a particular region of the earth can be ‘tuned’ to a
targeted individual’s ‘bio-signature.’ Wherever you are within that footprint, your unique
bioenergetic signature would attract that very specific targeted signal like a tuning fork,
through a ‘field resonance’ effect. That’s the frequency with your name on it.” The
physicist compared this technique to a TV satellite carrying 500 channels beamed at a
large metropolitan area. Each of these channels, he said, is ‘individually targeted’ and
would be picked up by any receiving television within the satellite’s footprint tuned to
that discrete channel.
Obviously, covert energy attacks on individuals could also be sent via actual
satellites, but the physicist considered that approach to be “old tech.” Even HAARP is
moving toward old-tech status these days, he added, for, more advanced “quantum”
technologies are now being tested.

 This account of HAARP may sound like science fiction, but we are going to have
to stretch ourselves even more if we are to get to the bottom of the hidden new weapon
systems. Let’s now examine an allied weapon system, one closely related to HAARP—
and one that’s yet another massive government project that is shrowded in even deeper
secrecy. It is, of course, the strange and disturbing phenomenon known colloquially as
chemtrails—and it’s all covert.

Aerosol Madness Above the Earth

Early in 1999, Senator Joseph Lieberman wrote an unusual letter to EPA head Carol
Browner. He wanted her to address constituent concerns “about the possible release of
toxic chemical substances from jet contrails” and “reports of toxic spraying over
populated areas in 41 states.” Lieberman also noted “recent outbreaks of flu-like
symptoms and other sicknesses in Connecticut and other states that may possibly be
linked to jet fuel exhaust fumes.”
However, the EPA did not reply to this influential U.S. Senator—thus setting the
tone for the egregious cover up and systematic stonewalling of this “toxic aerial spraying”
issue, now a mainstay of American underground folklore.
Soon after, of the first journalists to expose the issue, William Thomas, appeared
on Art Bell’s “Coast to Coast” radio show with breaking news of a new phenomenon he
calls “chemtrails.”
Thomas pointed to numerous disturbing reports nationwide. For example, The
Philadelphia Daily News stated that “a wave of respiratory illnesses [had] swept the area.”
A man in Eugene reports that, “my wife and I saw some rainbow-colored clouds
yesterday. We are calling them ‘chem-clouds.’” Observers in Spokane counted 33
chemtrails in two and half hours. An Arizona resident reported that after heavy aerial
spraying activity, “The doctor's offices and hospitals were totally packed the next week,
and one of the nurses I spoke to said they didn't know what was wrong with everyone.”
Robert Page, director of a County Health Department in upstate New York, tells
reporters, “We know there's a lot of sickness, but our diagnosis shows that it’s not the
flu.”
Thomas soon submitted the first chemtrails story ever issued over the wire
services. The piece entitled “Mystery Contrails May Be Modifying Weather” offers the
hypothesis that U.S. Air Force aerial tankers may be seeding clouds to modify the
weather. He also cited reports by researchers that “angel hair” is being sprayed by the
mystery aircraft and is being recovered on the ground. Thomas has continued his
courageous journalistic coverage of the issue ever since. 26
Now enter Clifford Carnicom, an amateur New Mexico scientist and self-
employed professional computer consultant—and unsung American hero. Another
pioneer of chemtrails investigation, today Carnicom is the arguably its most veteran
researcher. More recently he is founder of the Carnicom Institute in Santa Fe, New
Mexico.
After witnessing weeks of massive aerial spraying over his region in New Mexico,
Carnicom was moved to initiate an independent, one-man, self-funded, part-time
research outfit focused on the mystery. But Carnicom is rigorous and relentless by
nature. Over many years, and increasingly in collaboration with citizen-researchers all
over the world, he has identified and pursued numerous areas of empirical research,

with strong technical emphasis into what he prefers to call covert aerosol operations, or
aerosol crimes.
These include: environmental modification (including weather control),
electromagnetic operations that include the use of HAARP and cell towers, military
weapons, and global surveillance. More recently, he has focused on “biological
operations,” resulting in extremely important observations that are beyond the scope of
this article. (In addition to the spraying of heavy metals, Carnicom and many others
have documented the very bizarre presence in the aerosols of biological pathogens,
“nano-fibers,” and polymers.)
Clifford Carnicom had previously worked for fifteen years with various
government agencies, including the Department of Defense, the Forest Service, and the
Bureau of Land Management. Over the eleven years that he has studied the
phenomenon, he has produced crucial findings that are germane to our topic of mind
control and EM weapons. Carnicom has produced reliable data based on careful, well-
document scientific measurements that lead to the following set of observations:

• The pervasive presence in the atmosphere of “ionizable metallic salts”

(including barium, aluminum, calcium, and magnesium); these
substances are chosen because they are easily ionized by the sun’s
ultraviolet light, leading to the production of high levels of positive ions.

• By virtue of this aerosol process, Carnicom has documented the

gradual but radical alteration of the planet’s atmosphere to create a
plasma gas or plasma state. In a plasma, a certain portion of the gaseous
particles are ionized, making it a distinct state of matter with properties
unlike those of solids, liquids, or gases.

• Because the Earth’s atmosphere is not inherently conductive of

electromagnetic waves (i.e., it contains no electrons to carry the waves),
the use of chemtrails to render it into a plasma gas was necessary to
enable such activity as HAARP transmissions, as well as many other
classified military or “star wars” applications related to the
weaponization of space.

• The plasma state of the atmosphere also permits the use of HAARP in
altering the magnetic field of the earth, permitting very advanced
applications in weather control and the alteration of the tectonic activity
of the earth’s crust.

• Among the direct mind-control applications that may be inferred,

Carnicom has documented ambient extremely low electromagnetic
frequencies (ELF) waves that are pulsing as multiples of 4 Hertz (12,
16, 20, 24 cycles/sec). As we have noted, these are frequencies that are
well-known to profoundly affect mental functioning (as well as human
cellular and immunological function). “Large amounts of energy are
being directed into the magnetic field of the earth by the HAARP
facility. This energy is being directed along the earth’s magnetic field
lines to you. It surrounds you and you have no simple means (at least
not yet) to evade it. This energy is, in part, as stated within the HAARP

 literature, within the ELF portion of the electromagnetic spectrum.
This ELF radiation, although innocuously claimed to serve
communication purposes and the like, DOES have an effect upon
biological systems . . . The role of a modified atmosphere (refer to
previous discussions on the plasma frequency) resulting from the
introduction of massive amounts of electrically conductive particulate
matter must be considered in conjunction with these disturbing
findings.” 27
Well, is Carnicom on to something? Or was he just another obscure, independent,
eccentric conspiracy researcher posting bizarre findings on a forgettable internet site?
I believe Carnicom’s work is now fully exonerated. Hundreds of citizen-
researchers (and a growing coterie of anonymous academics, meteorologists, mainstream
journalists, and whisteblowers) agree that we are now in the eleventh year of
conspicuous aerosol operations, documented by thousands of photos on the internet and
hundreds of empirical observations of aerosol spraying in hundreds of locations in
dozens of countries. [See Thomas’s list in Appendix D.] Daily, thousands of exasperated
citizens worldwide watch the surreal display in astonishment as unmarked military
tankers discolor the skies with chemicals that morph into synthetic clouds.
Because of Carnicom’s abiding presence in this field of study, he has become the
nexus for many other revelations that confirm the direction of his empirical work. For
just one example among very many, Carnicom early on received this astonishing
“Airline Manager’s Statement,” which refers to aerosol operations as “Operation
Cloverleaf.”

“Mr. Carnicom: I read the email you received from the anonymous mechanic
and felt compelled to respond to it. I, too, work for an airline, though I work in
upper management levels. I will not say which airline, what city I am located,
nor what office I work for, for obvious reasons. I wish I could document
everything I am about to relate to you, but to do so is next to impossible and
would result in possible physical harm to me. The email from the anonymous
mechanic rings true. Airline companies in America have been participating in
something called Project Cloverleaf for a few years now. The earliest date
anyone remembers being briefed on it is 1998. I was briefed on it in 1999. The
few airline employees who were briefed on Project Cloverleaf were all made
to undergo background checks, and before we were briefed on it we were
made to sign non-disclosure agreements, which basically state that if we tell
anyone what we know we could be imprisoned. About twenty employees in
our office were briefed along with my by two officials from some government
agency. They didn't tell us which one. They told us that the government was
going to pay our airline, along with others, to release special chemicals from
commercial aircraft. When asked what the chemicals were and why we were
going to spray them, they told us that information was given on a need-to-
know basis and we weren't cleared for it. They then went on to state that the
chemicals were harmless, but the program was of such importance that it
needed to be done at all costs. When we asked them why didn’t they just rig
military aircraft to spray these chemicals, they stated that there weren’t enough
military aircraft available to release chemicals on such a large basis as needs to
be done. That’s why Project Cloverleaf was initiated, to allow commercial
airlines to assist in releasing these chemicals into the atmosphere. Then
someone asked why all the secrecy was needed. The government reps then
stated that if the general public knew that the aircraft they were flying on were

 releasing chemicals into the air, environmentalist groups would raise hell and
demand the spraying stop. Someone asked one of the G-men then if the
chemicals are harmless, why not tell the public what the chemicals are and
why we are spraying them? He seemed perturbed at this question and told us
in a tone of authority that the public doesn’t need to know what's going on,
but that this program is in their best interests. He also stated that we should
not tell anyone, nor ask any more questions about it. With that, the briefing
was over. All documents in our office pertaining to Project Cloverleaf are kept
in locked safes. Nobody is allowed to take these documents out of the office.
Very few employees are allowed access to these documents, and they remain
tight-lipped about what the documents say. Mr. Carnicom, I am no fool. I
know there’s something going on. And frankly, I am scared. I feel a high level
of guilt that I have been aware of this kind of operation but unable to tell
anyone. It’s been eating away at me, knowing that the company I work for may
be poisoning the American people. I hope this letter will open some eyes to
what’s happening. Again, I wish I could give you documented information,
but you have to understand why I must remain totally anonymous.” 28

Another confirmation that Carnicom was penetrating a monumental story was

the list of visitors to his website—even in the first few years of his work. He had begun
the work in 1999, and by late 2000, these intelligence, military, and defense contractors
had visited Carnicom.com: Lockheed Martin, Los Alamos National Laboratory,
Raytheon Defense Systems, Boeing Aircraft, Federal Aviation Administration, NASA
Langley Research Center, United States EPA, USAF Headquarters (Pentagon), U.S.
Department of the Treasury, Andrews Air Force Base, U.S. Naval Research Center,
Honeywell, and Wright-Patterson Air Force Base. [A more complete list can be found in
Appendix E.]
Meanwhile, the stonewall continued, especially from agencies in charge of our
atmosphere, such as the National Oceanic and Atmospheric Administration. Carnicom
and citizen researchers long ago learned that all chemtrail questions addressed to NOAA
the are directed to a spokesperson who simply replies that she “can't comment” on
chemtrails.
At some point, the U.S. Air Force—a frequent visitor to Carnicom.com—
realized it had to do something to quell the citizen outcry. On the hot seat, they issued a
public information paper in November, 2001. Predictably, they called chemtrails a
“hoax” that was perpetrated by people confused over contrails. “The ‘Chemtrail’ hoax
has been investigated and refuted by many established and accredited universities,
scientific organizations, and major media publications,” the statement claims.”
Was this, presumably, the official answer to Senator Joseph Lieberman?
Now it would take a much more courageous Congressperson with the backbone
to take on all the weapons we have examined here: the shadowy world of chemtrails, the
covert applications of HAARP, and electromagnetic weapons—all under the rubric of
the weaponization of space.
Next up was Congressman Dennis Kucinich, armed with his “Space Preservation
Act of 2001,” originally introduced in the House as HR 2977.

Legislation to end the menace of exotic weapons, HAARP, chemtrails
The recognition of the inherent dignity and of the equal and inalienable rights of all
members of the human family is the foundation of freedom, justice and peace in the
world.
— The Universal Declaration of Human Rights

Kucinich’s original bill included this startling language: “The term ‘exotic weapons
systems’ includes weapons designed to damage space or natural ecosystems (such as the
ionosphere and upper atmosphere) or climate, weather, and tectonic systems with the
purpose of inducing damage or destruction upon a target population or region on earth
or in space.”
HR 2977 also listed the following technologies by name as weapons systems that
would be prohibited or controlled by the measure:

(i) electronic, psychotronic, or information weapons;

(ii) chemtrails;
(iii) high altitude ultra low frequency weapons systems;
(iv) plasma, electromagnetic, sonic, or ultrasonic weapons;
(v) laser weapons systems;
(vi) strategic, theater, tactical, or extraterrestrial weapons; and
(vii) chemical, biological, environmental, climate, or tectonic weapons.

In one fell swoop, and by virtue of the text of this bill, controversial terms like
“chemtrails,” “electromagnetic weapons,” and “psychotronics” had now gained currency
and official notice. HR 2977 was and is celebrated by a wide range of citizen activists as
a major breakthrough. It is also well worth noting that the bill was introduced just a
month after the events September 11, 2001.
A somewhat diluted and revised version of this bill (HR 3616) was introduced
early in 2002 and excluded mention of such exotic weapons—and, of course, Congress
did not act on Kucinich’s initiative in any case. (The original bill no doubt received an
unfavorable review from the Department of Defense and intelligence agencies.) But the
issue had now received unprecedented credibility, offering new hope to victims and
activists.
And with this we have now come full circle. For, one of the behind-the-scenes
architects of the Kucinich bills was Alfred Webre, the once-insider with the Carter
White House who appears at the top of this article as one of the first, significant, and
documented citizen-victims of a “space weapon.” Along with Dr. Carol Rosin, Webre
founded the Institute for Cooperation in Space (ICIS) in 2001 to educate decision-
makers and the grassroots about why it is important to ban space weapons. With the help
of Congressman Dennis Kucinich, another new rendition, the Space Preservation Act
(HR 3657), was later introduced to Congress on January 23, 2002.
ICIS continues to lobby for a Space Preservation Treaty conference where world
leaders would gather to ban all varieties of space weapons. The ICIS board is made up of
prominent individuals such as former astronauts Edgar Mitchell and Brian O’Leary,
author Arthur C. Clarke, famed Christic Institute attorney Daniel Sheehan, and John
McConnell, the founder of International Earth Day.
Still, the weaponization of space obviously continues, and now is the time to
revisit the sort of legislation pioneered by Kucinish, Webre, and Rosin.

 We have also come full circle with respect to the 9/11 movement. For, the
original 9/11 truth activists—despite all manner of suppression, harrassment, and
disinformation—have gone on to create one of the most impressive and successful
grassroots movements in modern times.

It should be pointed out that a bit of legislative progress has been made in recent
years on the issue of EM weapons. For the first time in the U.S., a sitting government
body has passed a law that recognizes that electromagnetic devices can be used as
destructive weapons against citizens. The state of Michigan passed such a law (Michigan
Public Law 256 2003) that went into effect in its Penal Code effective January 1, 2004. It
criminalises such unlawful purposes as intending to actually harm or imitate such
intention in order to frighten, terrorise, intimidate, harass, injure or kill any person with
such weapons, along with severe prison sentences.
In addition, thanks in part to testimony before the European Union parliament
by HAARP activist Dr. Nick Begich, the EU passed a resolution banning the use of
weapons “that can manipulate a person.” (See Parliament Resolution A4-005/99 entitled
“Resolution on the Environment, Security, and Foreign Policy” passed on January 29,
1999). According to Begich, during the hearings, the U.S. and NATO representatives to
the EU “sat in the back and declined to participate when asked.” 29

Today, neurotechnology, psychotronics, and the impact of electromagnetic

energy on consciousness and human health may appear to be the captive of today’s anti-
democratic, materialistic, warlike, profit-driven culture. But the hubris of the scientists
and their secret-government sponsors who pursue this course will soon be seen to merely
represent one passing phase in the evolution of consciousness. Indeed, we can predict
that the mechanistic materialism at the heart of today’s model of neuroscience—and the
value system that permits scientists to create invisible weapons based on this model for
the purposes of secretly and silently disabling “enemies”—will soon be seen as puerile
and altogether unworthy of an advancing order of society.
Wisdom and mature life experience both point to certain irreducible elements of
what it means to be human: These include the free-will desire to love and serve, and the
experience of the urge to evolve the soul, know the truth, and become truly free. Such
insights will one day become lingua franca for enlightened neuroscientists who will
eschew all efforts to weaponize their work.
But in the final analysis, the solution requires that we resort to the rule of law; the
perpetrators of human rights crimes linked to the weapons covered in this piece must
and will be prosecuted. Beyond that, citizen awareness and democratic oversight at the
national and global level will be crucial, and an understanding of the spiritual context of
all human evolution will as always remain indispensable.
The Universal Declaration of Human Rights has been a guide for international
law for most of six decades, and as such binds the United States to its general principles.
Article 5 specifically prohibits torture or cruel, inhuman or degrading treatment or
punishment. Global action on this basis may prove crucial to making a transition to a
world beyond the “covert war from within” on innocent populations.
And yet ironically there’s a big “upside”—the ability of science to support the
enhancement of human potentials by adapting technologies reviewed in this essay to
peaceful uses. This opportunity alone contains the seeds for liberating us from very
dangers we have noted in this paper.

A Quick Primer on Brain Waives

Brain waves are generated individual brain cells called neurons, which communicate
with each other by electrical changes that manifest in the form of brain waves as shown
in an EEG (electroencephalogram).

Brain waves are measured in cycles per second (Hertz; Hz is the short form). We also
talk about the "frequency" of brain wave activity.

The lower the number of Hz, the slower the brain activity or the slower the frequency
of the activity.

Researchers in the 1930's and 40's identified several different types of brain waves.

Traditionally, these fall into 4 types:

- Delta waves (below 4 hz) occur during sleep

- Theta waves (4-7 hz) are associated with sleep, deep relaxation (like hypnotic
relaxation), and visualization

- Alpha waves (8-13 hz) occur when we are relaxed and calm

- Beta waves (13-38 hz) occur when we are actively thinking, problem-solving, etc.

Testimony of an EM Attack on a 9/11 activist

“Usually, I could discern the general start time and stop time of an attack. Initially, the
typical attack started with a pain at the base of head, basically the brain stem. Then it
would shoot up into the head and envelope the whole head.
“Then, basically, I became unable to think or even communicate. I had a case of
complete lethargy. I felt that I just needed to lay down. I was too tired to even hold up
my upper body from my rib cage, or even to stand up straight.
“Once I was able to clear the negative energy with the help of a psychic healer, I
realized that there was a three-day cycle of attacks; later it changed to a two-day cycle
while I was working with him. When the attacks were happening, they nearly always
seemed to start around 11 or 11:30 am and then, at about 3 pm, they would let up. I
would suddenly realize that I can pay attention, my demeanor is happier—none of the
utter despair. I was able breathe freely again.
“At one point there was a five-day pause, and it seems as if the healer had
somehow stopped them from hitting me. But then a really bad one of an entirely new
type hit me, after which it then went to a two-day cycle once again. Then at one point I
went to a ‘shutting down’ and where there are no particular events—at least I could not
discern them. I can tell you that there were a lot of times when I was working along and
just went into what I call a ‘deep freeze’—I just shut down. I would find myself bent
forward, mouth open, in kind of a non-thinking stupor.
“But one attack was different from the others: I definitely felt like it was a heart
attack. I had heart palpitations, pounding and racing pulse, and I had difficulty
breathing, as if my throat was constricting—that was the day I called the healer and said:
‘I think I am dying’ That was a definite event. He soon called back. He said that we
should wait until the evening when the attack was over, because if he cleared me while
the event was still happening it would still continue. Then, like the other attacks, it
stopped right about 3:15. The energy just changed and it was over, but the symptoms
were still there and I just had to wait for the healer to call me that evening. During the
attack, I was so afraid, though, with my throat closing and all the rest of it, I almost
thought I should go to the hospital. You know, I have never had anxiety attacks or panic
attacks and the like. I started checking in: Am I anxious, am I feeling stressed about
anything? No, I wasn’t, not aside from the sense of this mysterious, extremely frightening
thing that was happening to me.”

I represent Freedom from Covert Harassment and Surveillance, an organization with

several hundred members around the country and internationally who have reason to
believe they are targeted with various non-lethal weapons. These targeted individuals
suffer physical and psychological symptoms as a result of the remote manipulation. We
seek your office’s assistance in initiating hearings and a fact-finding congressional
inquiry into the government agencies and/or private companies that are targeting citizens.
Many citizens are desperate to be freed from the disturbing, intrusive and oppressive
targeting.

Evidence supports the conclusion that weapons exist that could be used against
individuals, based on U.S. Patent and Trademark Office filings, public releases by
agencies, and other technologies that indicate the level of technological sophistication.
The weapons are believed to be based on electromagnetism, microwaves, sonic waves,
lasers and other types of directed energy, and were characterized as “psychotronic” in
Rep. Dennis Kucinich’s draft of House Resolution 2977, the Space Preservation Act of
2001. Furthermore, it is undeniable that government agencies have tested citizens without
permission in the past; for example, the CIA’s human experimentation discussed in
Orlikow v. U.S., 682 F.Supp. 77 (D.D.C. 1988), secretly administered lysergic acid
diethylamide discussed in United States v. Stanley, 483 U.S. 669 (1987), and military
chemical experimentation as discussed in Congressional Committee Report 103-97, 103d
Congress, 2d Session, S. Prt. 103-97 (Dec. 8, 1994). Lastly, the sheer numbers of people
complaining of being targeted, including people with post-graduate degrees and a lifetime

of achievements, and the similarities in symptoms tend to outweigh a dismissive response
based on charges of anecdotal evidence or group paranoia.

Several plaintiffs or groups of plaintiffs have filed suits in the past levying similar
charges of directed weaponry, but, to my knowledge, all have been dismissed due to
immunity and state secret defenses, and the lack of evidence of a direct link to agencies
or companies. It is difficult to legally prove targeting by psychotronic weapons when the
perpetrators operate from remote, unseen locations and therefore the targeting can be
dismissed as delusional. Given the wide scope of alleged targeting, there is a certain risk
of sounding too conspiratorial, however, common denominators such as physical
symptoms and medical reports, surveillance scenarios, harassment techniques, and more
can be readily established.

Freedom from Covert Harassment and Surveillance will gladly provide your office, and
any legislator and investigator, reports from targeted individuals documenting instances
of targeting, medical documentation, and recordings. This firm will provide research and
investigation results upon request as well. We will diligently work with anyone willing to
help. Please carefully consider convening hearings and an inquiry and collaborating with
other legislators in an effort to uncover and stop this inhumane practice.

“Operation Crimson Mist,” the most chilling case of mind control using EM weapon
that I have seen, is cited in this article. According to Vialls, Operation Crimson Mist
deployed energy weapons to induce the genocide in Rwanda in 1994. Vialls is
deceased, and the piece does not cite sources, so I have relegated this account to a
footnote, but its implications—if true—are obviously earth-shaking. “[This] lethal
trick was repeated hundreds of times by the C-130 Hercules in Rwanda during April
– July 1994 . . . What the C-130 crew were actually engaged in was
‘electromagnetically augmenting’ a pre-existing state. Remember that the agents and
security service personnel first had to point the Hutu tribesmen in the direction of the
Tutsi [which Vialls explains earlier in the article], induce reasonable anger, and
make sure they were appropriately armed. Only then could the C-130 go to work with
the precise control brain wave of ‘rage,’ augmenting and thus upgrading crowd
behavior from that of angry demonstrators to uncontrollable genocidal maniacs.
Although not ‘classic,’ this was and is unquestionably mind control, for the simple
reason that external means were being used to force an irresistible change in
behavior.” In this same piece, Vialls also states that various instances of looting in
Bagdad after the U.S. invasion of the city, including the famous case of the looting of
the Bagdad Museum, were “augmented” by energy weapons. Again, this cannot be
confirmed given the current state of my research.
