Mission : To develop educational resources that will help web professionals understand the web,
engineer the web and develop web infrastructure.

Objectives
1. Promote understanding of the web as a social, economic
2. Promote the development of a systematic methodology for engineering the web
3. Promote the continuous evolution of web infrastructure and technologies to meet the needs of
web users.
4. Liaise with education and industry experts on web technologies in-order to develop standard
educational resources and curriculum for the web industry
5. Conduct research on web technologies
6. Provide training and education to
7. Attend and participate in events and forums on web related technologies at local, regional and
international level to promote the mission and objectives of WebElse.

Rationale
The Web is not only the largest digital technology comprising a global network of telecommunication
infrastructure it is also the largest social machine that has inadvertently become a essential cog in all
spheres of human existence and contains an increasingly complex array of web applications and web
information systems.

It is therefore unfortunate that so little is known about the web, web development process remain ad-
hoc and web infrastructure is growing outstripping its own capacity (IPv4 depletion). These three
factors present an unique opportunity and obligation to understand what the Web is, engineer the web
better, and develop robust web infrastructure.

Millions companies exist that are increasingly facing difficulty in finding graduates with the right set of
relevant skills to undertake the wide ranging career options in the web industry. Most companies have
resorted to hiring graduates and then having to give them extensive training to get them up to speed
with required skills. On the other hand educational institutions are finding it difficult to properly
prepare their students for a career as web professionals. This is in a context where there is high
unemployment in Souther Africa and more opportunities exist for developing high impact web related
companies.

It has become increasingly clear there is need for a the development of educational resources focused
on three thematic areas of the web as outlined below.
1. Web Engineering : to provide systematic, disciplined and quantifiable approaches to the
developing applications in the World Wide Web.
2. Web Science : to provide a systematic, disciplined and quantifiable approach to understanding
the structure, use and evolution of the web
3. Web Technology : to provide a systematic, disciplined and quantifiable approach to developing
web technology and infrastructure.
The Web Education Literacy Series seeks to develop academic educational resources that will help web
professionals understand the web, engineer the web and develop web infrastructure.

Framework
In line with our mission and rationale we have identified three critical themes in our mission as
outlined below
1. Understanding the web (Web Science)
• The thematic area that covers understanding the web has been titled Web Science under this
theme we have identified the following subtopics
▪ Web Marketing
▪ Web Entrepreneurship
▪ Web Law, regulation and ethics
2. Engineering the web (Web Engineering)
• The thematic area that covers engineering the web has been titled Web Engineering under this
theme we have identified the following subtopics
▪ Usability Engineering
▪ Mobile Engineering
▪ Multimedia development
▪ Security Engineering
3. The evolving web (Web Infrastructure)
• The thematic area that covers evolution of the web has been titled Web Engineering under this
theme we have identified the following subtopics
▪ Networking Engineering
▪ Telecommunications Engineering
