Introduction

The foundation was formed on the 15th of March, 1998 as a not for profit and a semi-
government foundation at Lahore by virtue of a Constitution Resolution by a Society
known as the Doon School Society of Pakistan which has worked ever since its inception
on July 04 1985 to generate funds, resources and property to establish an educational
compound at a 449 acre site situated at the tenth km on the Muridke Sheikhupura Road,
in the Province of Punjab, Pakistan. Lt Gen R Ghulam Jilani Khan is the chairman of the
Court of Founders of this foundation.
The main object of the afore-said Society was to establish an institution at the pre-college
level set up for the specific purpose of providing quality education suited to the
conditions of contemporary Pakistan and in particular to set up a Public School which
was within the reach of every talented young Pakistani person regardless of the financial
status of the parents.
Before answering the questions let us look at the hierarchy of the organization. At the top
we have the President which is elected from amongst the court of founders by a majority
of the total membership thereof. Beneath him is the Executive Vice President which is
recruited as per the procedure by the Court of Founders through a special Resolution in
each case y a majority of the total membership of the Court of Founders. After that we
have the Chairman of the Court of Founders who is appointed by rotation of a period of
one year from amongst the Members of the court of founders. Lt Gen Retired Ghulam
Jilani Khan shall be the first Chairman who shall be the founder Chairman for life. And
lastly we have the Secretary of the Foundation who is recruited by a special resolution of
the Court of Founders.
There are four main bodies of the organization which are as follows:

1. Court of Founders
2. Board Of Advisors
• Financial Advisor
• Educational Advisor
• Establishment Advisor
• Legal Advisor
3. Board of Governors
4. General Body of the Foundation
The Chand Bagh School has two main bodies one is the Administrative Manager and the
second is the Dean or The Principal. There are several other departments or cadres as
they call them under the Administrative Manager which is as follows:
1. Teaching
2. Boarding Houses
3. Office Workers
4. Estate Management
5. General Administration

All these Cadres report to the Administrative manager who is responsible for hiring and
recruiting of these cadres. The Principal or the dean of the school is responsible for the
hiring and recruiting of the faculty members.

Human Resource

The president is responsible for the hiring of the Board of Advisors. Out of the board of
Advisors the Establishment Advisor deals with the hiring and recruiting of the Dean and
the Administrative Manager and these two can hire individuals for the required
department but they have to take the approval of the Establishment Advisor who then
shows it to the President who at the end conveys the actions taken to the Court of
Founders.
The top management’s positions are predetermined and the need for staff in the school is
determined by the Principal and the Administrative Manager through their experience
and also by using simple methods like one teacher per one hundred students etc. same is
the case when the Administrative manager has to hire someone for the departments
underneath him.
The organization focuses on both long run and short run human resource needs. For the
top level employees the organization focuses on the long run. They say that these are
important positions and a high turnover in the top level positions cost a lot to the
organization. Whereas for the low level employees such as under the schools
Administrative manager the organization focuses on short run human resource needs.
They can include sweeper, gardener etc.
Yes, job analyses and job descriptions are made for each and every position in the
organization. But for the low level employees such descriptions and job analysis are not
done as these jobs are not of that importance to the organization. These job analyses and
job descriptions are updated depending upon the situation for example the Office
Manager at the Chand Bagh Foundation said that by looking at the economic condition of
the country the organization face a problem of not giving competitive salary to the newly
hired employees so in this case the job analysis and job descriptions might be changed or
updated.
There are no specific problems encountered in the human resource planning process.
Because the individuals sitting at the top level or the individuals who are responsible for
hiring have a lot of experience and are aware of the situations around the organization no
mistake has taken place as said by the Office Manager. And as there is no lack of human
resource planning there are no negative impacts on the organization.
Once the staffing need are established then for filling the job vacancies the Establishment
Advisors is responsible for give ads in the newspaper, on web portals, on the
organizations own website (www.chandbagh.edu.pk). Individuals can also be hired by
hiring recruiting agencies or by visiting the universities for the required job.
As described earlier the respective functional departments are responsible for staffing.
The Administrative Manager and the Principal of the school can hire individuals with the
approval of the Establishment Advisor. And he then repots to the President who then
conveys the actions taken to the Court Of Founders.
There is an evaluation form which was confidential and which was not shown which is
used to evaluate the job applicants. There may be one interview or two or three
depending upon the seniority of the job to evaluate the job applicant as well as to select
the applicant as an employee.
Mr. Umer Farooq the office Manager said that the rules and regulations of the
organization helps them in recruitment evaluation and selection in a way that even if an
individual bring a possible candidate to the immediate supervisor for example, not only is
the applicant evaluated but the employee who bought the applicant to them is also
evaluated and this becomes the reason for the appraisal for the employee. The policy is
that the respective functional heads are responsible for the recruiting purposes rather than
a single HR department; this is also a factor which aids in the hiring of the individuals.
The laws of the local labor market and the provisions of the employment laws are not an
issue for the organization. As Mr. Umer said that our rules and regulations are made with
in the umbrella of the law and regulations of the government.
The degree to which the organization seeks to fulfill existing job vacancies from among
present employees or by recruiting new employees depends upon the situation and the job
that has to be filled. If the assistant Legal Advisor is capable of performing the job of the
Legal Advisor then he is recruited. But for a low level job the organization considers
recruiting employee from outside the organization.
The job analysis and the job descriptions are made very carefully and a thorough research
is also done therefore the skills that are mentioned in the job descriptions are totally in
line with the goals of the organization and hence the newly recruited employee’s skills
help the organization perform better. There are no specific problems with the staffing
process in the organization.
