CALL TO ORDER:

The BES Chairperson, MLGOO Pedro E. Estorque called the Organizational Meeting to
order at exactly 8:00 o’clock in the morning. He explain the process of these organizational
meeting and enumerated the steps to be undertaken. The BES Chairperson opened the
nomination for the election of the Temporary Presiding Officer. Only (1) Pederasyon Member
was nominated as nominated by:

The BES Chairperson turned over the floor to the Temporary Presiding Officer for the
nomination and election of the Temporary Secretary. The Temporary Presiding Officer opened

ROLL CALL:

The Roll Call for the members of the Pambayang Pederasyon was caused by the
temporary presiding officer in order to determine the presence of the majority of the Pambayang
members, which is constituted quorum to validly undertake the elections, out of eighteen (180
Pambayang Pederasyon members there were Eighteen (18) is present, therefore the temporary
presiding officer declared a quorum.

ANNOUNCEMENT OF OFFICERS TO BE VOTED:

The presiding officer announced clearly the following officers to be voted upon, namely:

2. Vice-President
3. Secretary
4. Treasurer
5. Auditor
6. P. R. O.
7. Sergeant at Arms
DECLARATION OF PROCEDURES:

The presiding officer declared the following procedures to be followed in accordance

with 2001 KK & SK Constitution and By-Laws (Art XIV, Sec. 1-70 and Art III, Sec. 12-15 of
the DILG MC 2002-123).

• Election of the election Committee

• Acceptance of Nominations
• Allotment of five (5) minutes to speak before the Pambayang Members per nominee
• Voting of One (1) position at a time, whish start from the President down to the Sergeant
at Arms. Manner of election shall be secret balloting.
• Counting of Votes Cast immediately follow
• Proclamation of Winning Position

ELECTION OF THE ELECTION COMMITTEE:

The temporary presiding officer cast for the nomination of the Election Committee
Chairperson. There was only one (1) nomination done by:

 The temporary presidingturned over the chair to the chairman and members of the
Election Committee to Conduct the Pederasyon Election Proper.

ELECTION PROPER

SITTING ARRANGEMENT AND PREPARATION OF PARAPHERNALIA

The Election Committee checked if the sitting arrangement of participant is in

alphabetical order.

The Election Committee inspected the following paraphernalia such as the Ballot Box,
portable booths, ballots duly signed by the BES, Tally Sheet and Certificate of Proclamation.

NOMINATION

The table was open by the Chairman of the election committee for the nomination of the
position “PRESIDENT”

The nominee was given the right to identify and select his preferred name and nick name.
The Election Committee cast the posting of the registered name of the candidate at the

The nominee vying for the position of President was given not more than five (5) minutes
in
presenting his qualification, platforms and program. After the speech, the Pederasyon members
proceeded to cast their votes.

CASTING OFVOTES

The election committee cast by the Pederayon Members to cast their votes in alphabetical
order and in group in accordance with the number of voting booths.

COUNTING OF VOTES
 After the last Pedersyon Member had cast his/her vote, the Election Committee declared
the voting for President closed and proceeded with the counting of votes. The Election
Committee Chairperson asked for the BES to witness in the appreciation of the ballot. The
nominee received the corresponding votes:

PROCLAMATION OF WINNING CANDIDDATES

The election committee chairperson proclaimed _______________________ of

Barangay Bularan, Banate, Iloilo as the duly elected President of the Pambayang Pederasyon ng
mga Sangguninag Kabataan, Municipality of Banate, Iloilo.

ELECTION CONTEST

The Board of Election Supervisors has not received any election protest from the
members of the Pambayang Pederasyon.
The same procedure were done for the position of the Vice-President down to the
Sergeant at Arms.

POST ELECTION

PREPARATION OF DOCUMENTS

After the proclamation of the Sergeant at Arms, the Election Committee signed the
Proclamation and Certification of Winning Candidates (per position and in group). The BES
attested the certified List of winning candidates, which was duly certified by the Election
Committee. The observations of the panel of observers were collected. The Election Committee
Chairperson turned over the chair to the temporary presiding officer. The temporary presiding
officer gave time for the elected officers to have the message.
