Greetings!
WAYS AND MEANS
In response to the current debate and news surrounding the UP Studentry; college councils and Sarah Marie Gemanil
particularly political organizations with regard to the trending issue issue of the University Student
Council 2011-2012 Committee Deliberation – more specifically on the matter of Councilors versus SECRETARIAT
College Representatives as head for special standing committees, the UP Asian Institute of Tourism Erika Mary Erro
Student Council hereby expresses its official stand:
FINANCE
The AITSC supports the motion to have equal footing in considering Councilors and College
Representatives in heading special standing committees.

Central to the issue is the provision in Article 9 section 2 of the USC constitution: “As a general rule, MASS MEDIA
only University Councilors shall head the committees of the Council. Should this not be practicable, Alyanna Cagandahan
College Representative may be appointed as committee heads”. In our own understanding and
interpretation, the very phrase ‘general rule’ already implies an exemption thus the possibility of EDUCATION AND RESEARCH
having a college representative as the head of a committee under the value of practicability. What Carl Reyes
is practicable, we believe, should be based upon the deliberation of the proponents’ (councilor and
representative) weight and merits of proposal, personal capabilities and specific job knowledge.
LEVEL REPRESENTATIVES:
As a College Student Council built upon the spirit of fairness and whose composition includes a
former USC College Representative, we assert that everyone should be given equal opportunities to 4TH YEAR
present his or her proposal to the body regardless of position. As there is no specific provision in Genalyn Gabinay
the constitution stating hierarchy between Councilors and Representatives nor anything that
dictates Representatives to be inferior to the rest of the body. To move otherwise, we believe, will 3RD YEAR
be discriminatory and tantamount to providing fewer avenues for representation. Franchesca De Leoz

We call the incumbent USC to carefully and efficiently use its mandate as the highest student
2ND YEAR
representative body of the University and not waste time through unproductive and irrelevant
debates and arguments. Moreover, we call for collective wisdom from the whole USC body to

decide on the matter of practicability, to consider anyone interested and capable for headship of
the committee and to move forward as soon as possible.
