The Sanggunian Code of Internal Procedures Amendment Act of 2011

Addition of a New Central Board Committee, Reorganization of Departments, and


Inclusion of School Board Departments

Whereas, the Central Board of the Sanggunian is empowered to formulate and amend
its by-laws, which includes the Central Board Code of Internal Procedures (CIP);1

Whereas, the composition of the Central Board is as follows: the President, the Vice-
President, the Secretary-General, the Finance Officer, Central Board Representatives
and Sectoral Representatives;2

Whereas, it is the priority of the Central Board to recommend changes to existing


University policies and structures for the good of the students and to seek redress when
students’ rights are violated;3

Whereas, the School Board Chairperson has the responsibility to coordinate with the
Central Board on behalf of the School Board;4

Wherefore, be it resolved that Title V, Section 40 (Central Board Committees) be


amended to reflect the addition of the Committee on Government Affairs (CGA) in the
Central Board CIP;

Wherefore, be it further resolved that this auxiliary committee be in charge of all policy
initiatives related to local and national government issues which concerns the Ateneo
Student Body and will work closely with the Department of External Affairs in crafting
stands of the Central Board;5

Wherefore, be it further resolved that Title X, Section 64 be amended to reflect the


removal of the Department of Corporate Relations (DCR) and the Department of
Communication (DC) and the addition of the Department of Public Relations (DPR) in
the Central Board CIP;6

Wherefore, be it further resolved that, the following be included as provision as Title VII
under the heading, School Board Departments:

Title VII. School Board Departments

Section 37. Department Duties and Responsibilities. To facilitate efficient and expedient
action on School Board executive functions, the Board shall be tasked to form
various standing departments grouped based on the functional needs of the
Board. Departments shall act as the executive supporting body of the Board.

Section 38. The School Board departments will be formed under the discretion of the School
Board.

Section 39. Department Membership. Membership in departments shall be left to the


discretion of the ExeCom. It is expected that the department be composed of
members of constituents, the Board and the ExeCom. The Secretary-Treasurer
shall submit a formal report on the membership of the department to the
Secretary-General.

Section 40. Department Chairperson. The department chairperson shall have the following
powers and responsibilities:
a. Calling for and presiding over meetings whenever deemed necessary.
b. Setting the agenda for committee meetings.
c. Transmitting at least 1 Department Situation Report to the Plenary every
month
d. Check attendance of members.
e. Submit attendance reports and other documents to the Secretary-
Treasurer as soon as they are available.
f. Any other function the Board may direct.

Wherefore, be it further resolved that Title X, Section 64 be amended to reflect the


removal of the Department of Corporate Relations (DCR) and the Department of
Communication (DC) and the addition of the Department of Public Relations (DPR) in
the Central Board CIP;7

Wherefore, be it further resolved that Title II, Section 5 be amended to reflect the
addition of the Department Officers as a member of the School Board
Composition.8

Wherefore, be it further resolved that Title III, Section 9 be amended to reflect the
requirement of the Board to officially meet and organize within two weeks after all
officers are inducted into office.

Wherefore, all of the aforementioned appointments will take effect upon approval of
the Central Board via a two-thirds majority vote.
