COMPREHENSIVE RULES:
1. Only Qualatex brand balloons may be used in all competitions. The use of any other brand balloon will result in
disqualification.
2. All competitors are responsible for their own Qualatex balloon materials, tools & equipments.
3. Failure to adhere to preconstruction guidelines, time limits, and deadlines will result in a loss of points or
disqualification. In the event when a competitor or competitors are asked to take time out from competing to work
with the media or perform other promotional activities, they may be given make-up time to work on their entries at
the discretion of the Competition Officials.
4. Failure to follow any of the Specific Set-up Guidelines may result in a loss of points or disqualification.
5. All sculptures must be constructed on site during official competition construction hours. There is no
preconstruction or preinflation allowed.
6. If a competitor is disqualified because of his/her failure to follow the rules, regulation, terms, or conditions, the
competitor shall not be entitled to a refund of the entry fees. Their rights to display shall be forfeited immediately;
however, it is the discretion of the organizer as to whether or not the entry will be displayed. The organizer shall
not be liable to the competitor for the competitor’s expenses.
7. The organizer reserves the right to reject material or work that is considered as being cut or made ready to use
before the competition. The rejection is determined as an absolute decision.
8. The organizer reserves the right to mark position for each team by considering mainly the order of application and
place appropriation.
9. Competitors must strictly follow the attached competition schedule. (The organizer reserves the right to not wait
for Competitor who doesn’t show up on time.)
10. Before the start of competition or during the break, competitors are not allowed to:
a. Enter the competition area (the area covered with carpet or surrounded by rope)
b. Do anything to prepare, decorate, change, modify or repair the work or a part of that work.
11. Upon registering to compete, applicants shall automatically agree to allow photography and media broadcast of
their entries. Balloon Matrix, Balloon Connexion, Pioneer Balloon Company, Balloon Images Magazine, Balloon
Magic-The Magazine, Qualatex.com, and the general press will be allowed to reproduce these photographs in any
materials/media. Photographs taken by any of the above remain the sole property of the user.
12. Competitor can take pictures of the finished work after the end of each competition.
13. The organizer reserves the right to display each entry and dispose of sculpture at its discretion.
14. The organizer is not responsible for any loss or damage to entries. Items of great personal values should not be
used in entries.
15. It is the responsibility of the competitor to obtain proper permission from the licenser(s) for copyrighted characters.
16. The judgment of competition committee is determined as an absolute decision in every case. In the event of a tie,
the judges will reconvene to break the tie.
17. Any unexpected accident occurring during the competition cannot be used to claim any right of Competitor.
18. In the event that because of war, fire, strike, government regulations, public catastrophe, act of God, the public
enemy, or other cause, the competition is prevented from being held or is cancelled by the organizer, the organizer
shall not be liable to the competitor for any of the competitor’s expenses.
19. The organizer reserves the right to change or reduce the number and/or amount of prizes and awards to be given in
any category at its discretion.

COMPETITION:

1. MEDIUM SCULPTURE
a.Date: June 15, 2011 (Wednesday)
b.Time: from 10:00am to 8:00pm (10 hours) *include one meal break
c.Location: First World Plaza
d.Entry limit: 8
e.Qualification: The competitors must be registered Full Package or Competitor Package delegates
f.Entry form and design must be submitted to organizer for approval latest by 6pm, May 31, 2011. Only approved
design will be allowed to be constructed on site. All designs will be held in strict confidence.

h. Specific Set-Up Guidelines & Rules
• Theme: ALIEN/ROBOTIC EVOLUTION
• Maximum Dimensions: 200cm Width x 200cm Depth x 250cm Height
• Up to 4 people will be allowed to work on each Medium Sculpture entry.
• The finished work may be visible (judged) from all angles.
• All competitors are responsible for their own Qualatex balloons materials, tools, and equipments. If an
entrant should require aluminium rod, base or pole to be purchased in advance on their behalf, a list of
their product needs must submitted no later than May 31, 2011 and payment for the goods must be
arranged prior to arrival.
• Building of sculpture will commence from 10:00am Jun 15, 2011, and conclude at 8:00pm Jun 15, 2011.
• Sculptures MUST be free standing. No rigging or attaching to the building is allowed.
• There are no restrictions on materials used but balloons must form a minimum of 70% of the sculpture.
This opening of restrictions is designed to encourage the balloon industry to stretch and experiment with
new materials in sculptures and displays.
• All sculptures must be constructed on site during official competition construction hours. Any framework
that can be completed within the official hours designated for the competition construction must be built
on site. There is no preconstruction allowed. For example, no preinflated balloons, double-stuffed balloons,
Fantasy Flowers, precut foam, or signage, etc.
• Organizer reserves the right to dispose of sculpture at its discretion.
• The finished sculpture must be able to last not less than 8 days.

1. The Principle and Elements of Design: Does the piece illustrate effective use of colour, harmony,
balance, etc? Are all design elements in synchronize?
2. Proportion & Scale: Is each component of the design in proportion to all other components relative
to the overall design concept?
3. Construction and Mechanics: are the framework and all design components durable and stable? If
illusions are involved, viewers should be moved to ask”How did they do that?”
4. Originality of Uniqueness: does the design convey a sense of freshness, newness of style, or a
concept created along new or unconventional lines? Creative expression is necessarily practical or
easily reproduced.
5. Overall Composition: Does the piece elicit positive response?
6. Attention to Detail: Are all mechanics hidden?
7. Adherence to all Rules, Regulations & Guidelines: This includes time deadlines for construction of
entries, completion of Entry Forms, and Cost cards, Preconstruction Guidelines, dimension
restrictions, etc. (This category will be evaluated by the Competition Officials, not the Official
Competition Judges)

2. BUSKING

e.Entry form must be submitted to Competition Official latest by 6pm, Jun 15, 2011. Competitors will not be allowed
to compete without a completed Entry Form.

g. Specific Guidelines & Rules
• MISSION: Entertain the audience with balloons in a fun and creative way in order to earn the most
“token”
• Competition will commence at 8:00pm and conclude at 9:00pm Friday Jun 17, 2011 at Outdoor Theme
Park
• Competitors will allocate an area and provide with token box. He/She may not leave their designated area
during the competition, unless request by the organizer.
• Competitors may not have any help during the competition, including help with inflation, token collection,
etc.
• Competitors must supply their own balloon, bag, pouch, etc.
• Balloon busking is entertaining with balloons. Magic and other elements are allowed, but balloons must be
the primary component.
• No figures may be preassembled and no balloons may be preblown. One preassembled display piece to
wear or place on a token box will be allowed.
• Competitors will be allowed to use air pumps.
• At 9pm, all earned "token" will be collected simultaneously from the competitors by Competition Officials
and will be counted immediately. No "token" will be collected or counted after 9pm

c. Entry limit: 10 (1st come 1st serve)
d. Qualification: The competitors must be registered Full Package or Competitor Package delegates
e. Entry form and design must be submitted to organizer for approval latest by 6pm, May 31, 2011. Only approved
design will be allowed to be entered. All designs will be held in strict confidence.

g. Specific Set-Up Guidelines & Rules
• Theme: ALIEN/ROBOTIC EVOLUTION
• Up to 2 people allowed to work on each Costume entry
• All competitors are responsible for their own Qualatex balloons materials, tools, and equipments.
• Building of costume will commence from 10:00am and conclude at 5:00pm Jun 18, 2011 (7hours).
• The costume must be worn & shown by one of the contestant on stage, then parade through Outdoor
Theme Park.
• Costume with lighting effects will get bonus point, but not compulsory.
• Must participate in rehearsal at 10:30pm on Jun 17, 2011 (Friday), UNIVERSAL WALK stage
• A sound system with CD player will be provided. If you need another format (ie. Minidisk or MP3) please
bring a portable player and the necessary cables.
