As you may know, I'm currently sub'ing for Michelle, and I was reviewing the materials she left me. As I

Israel
A relief flight from Israel arrived on the night of the a-9th carrying 70 tons of relief
supplies. Discrepancies in the Israeli contribution section of the donor's matrix were
cleared up by Desk Officer Matt Rostock. A Hill staffer called to find out Why nwe were
refusing assistance from Israel," and was directed to the Israel Desk. Ambassador Thomas
personally advised us to tell the Israelis that we did not need their forensic team at
present, but given the large number of bodies yet to be discovered we may yet.

called in at 7AM to protest FEMA's rejection of
ad ItIOnaI EgyptIan relIef materIal at his time. An American C-5 and C-130 are

departing Cairo, empty, for the U.S. on Saturday and Sunday. 1 [pointed out that B6
there was a target of opportunity to transship the remaining rel1e£ suppl~es (water,
tents, etc). FEMA was unable to schedule the flight on Thursday "at this time, for
logistical reasons." Apparently, FEMA can only accept relief supplies with a designated
recipient available who can take the material upon arrival. Sherry Hazelhurst, OFDA rep
on TSUS01 sent an e-mail top the Desk that stated FEMA's current inability to accept -
additional supplies.

During the previous shift the following report came in by cable from Bahrain:
"Major Arabic and English dailies carried a statement September 7 from the Ambassador
expressing "profound gratitude" for the $5 million offer of assistance from the Government
of Bahrain, as well as the many gestures of compassion, concern, and generosity shown by
the Bahraini people. English dailies Bahrain Tribune and the Gulf Daily News carried the
statement on the front page. Arabic dailies Al Ayam and Akhbar Al Khalij printed the
statement in full with a photo of the Ambassador. Following a meeting with the
Ambassador, Minister of Labor AI-Alawi thanked the Ambassador for his press statement,
which he said was very much appreciated by the Bahrainis."

There has been no public release of who offered what The Executive Summary of whal has been accepted has been
distributed, however, through H to some selectees on the Hili. Others are referred to website which lisls all OFFERS of
assistance. We do not want to release a public list until we are sure everything Is In order and In any case, would need an
ExecSec chop.
Kathleen, the Katrina Working Group is updating the matrix and hopes to get a final version ready within a few days.
don't have any documentation to verify offers, but based on a summary that was handed out In the KWG meeting
yesterday, the follOWing are additions to what you have:
Botswana $100,000
Ethiopia $100,000 to the Bush-Clinton Fund
Cameroon $450,000
Ghana $100,000 (note: KWG summary shows $15,000, but I think this is incorrect)
Guinea $500,000
Rwanda $100,000
Senegal $100,000
Togo $100,000
South Africa $2 million (the details of this offer are still unclear)
Namibia $100,000 worth of canned fish (will be declined)

This is the Jast one I received. It does not, however, reflect donations from South African ($2 mln),
Namibia ($lOOK in fish) that we heard about at the UN. Perhaps Katrina task force has sent Bill or Ginny
more recent updates.
You may want to touch base also with our good friend Kelly Tucker, who is the Special Assistant to Amb.
Milloy (?) who runs the eMS Katrina Task Force. .
