Embassy Tokyo provides in a cable TOKYO 04756 a list of supplies and equipment that GOJ has available in
storage Florida to be available immediately. Task Force advised Japan desk officer Wendell Albright to advise
Embassy Tokyo to communicate with USAID OpCenter on specifics on generators in Florida, as per advise from
TF Coordinator that all discussions of aid specs be handled at an expert-expert level and directed to USAID
OpCenter.

Embassy Tokyo Public Affairs Officer Mark Davidson advises post is sending in a cable requesting urgent Dept
guidance on how to handle financial donations from private citizens to the USG. Embassy suggests that a wire
transfer mechanism be in place to receive private contributions. Embassy Tokyo has received envelopes of cash
arriving at the embassy; offers of cash donation from municipal governments in Japan; and a private Japanese
citizen who plans to come to the embassy on Wednesday to deliver a $1million dollar donation. The individual
wants to donate to the USG, not the Red Cross or an NGO. Post expects significant press coverage of the
donation and request urgent guidance. Forward to RM for action, with CC to EAP.

FOLLOW UP to Embassy Seoul: Dan Larson called back and was advised that no change from previous
instruction that all foreign in-kind donations must be vetted by FEMA. If the Koreans could provide additional
details on their offer of a reconstruction team, the request could be properly evaluated. Larson hoped that S
would be able to call to thank Korean officials.

Embassy Beijing budget officer Mazhar Ahson emailed TF-1 asking for confirmation of the bank routing number
for financial contributions from foreign govts. EAP rep advised him that TF-1 was unable to verify the correctness
of the ABA routing # as several other posts reported problems; there appears to be one digit too many in the
ALDAC data. Subsequently. Embassy Abu Dhabi and Manama sent emails to TF-1 with correct information.
Correct routing # emailed to Beijing budget officer at 6:55am by EAP rep.

theological school in Medan (approx $25,000, denominated in local currency, rupiah). This is intended as a
reciprocal gesture in response to U.S. assistance to Sumatra following the tsunami. I informed him that the aldac
cable information on financial contributions was geared more toward the receipt of govt-to-govt contributions and
private contributions were being channeled to NGOs or lI1e www.bushclintonkatrinafund.org website. However,
the post was in receipt of this contribution. RM will need to provide guidance on disposition of these funds and
email sent to RM/BP Hembree. CC also sent to EAP/EX budget officer.

Embassy Bangkok p%ff Jim Cole called to report that Thai Foreign Minister Kantathi has a pre-arranged call with
the Secretary at 7:30 am EDT today Sept 6. The Foreign Minister will raise the Thai offer of medical teams for
Hurricane relief, and will be pressing for an official USG response to the Thai offer.

Acting OCM Jim Vanlaningham, Embassy Beijing, called to report the Ministry of COmmerce has given him a
copy of a short list of supplies which will be carried on the Chinese 747 ready to depart Beijing. The Chinese
have received the USG message to hold off on relief shipments for now, but the Chinese want the plane to depart
Beijing at noon Wednesday, (Beijing time), and report that the FAA has told them that Houston would be the
destination airport. Chinese officials are frustrated with USG delays and have asked post if other foreign relief
flights are being accepted. Post wants a more definitive response to be able to give Chinese officials.

Chinese Embassy in Washington called to inquire TF fax to send over the manifest of the donated relief materials
waiting in Beijing. Embassy noted that James Keith has asked them to hold off. Embassy also wants flight
clearance and airport destination info for their relief flight.
EAP rep gave them TF fax number. Fax received 12:20 am. Copy given to matrix staff.

Same information as fax received subsequently in Beijing 14562 .

organization could send a donation of wheelchairs and medical equipment. Task Force advised him to get in
touch with the American Red Cross or any of the U.S. charities accepting donations of supplies.

Mr. Dan Larson, Dep Econ Counselor at Embassy Seoul. called to get a readout of the atmospherics In
Washington as to whether the Korean Govt offer of a reconstruction team would be accepted. Embassy is
meeting with foreign ministry today and wants to know what to ,tell them. I told them I would check status and .
they should inquire back before their meeting. Post also wanted to know if S or POTUS would call the Koreans to
thank them for the $30million pledged.

Mr. Natapanu Nopakun. Political Counselor J. lWith the Thailand Embassy in Washington, contacted
EAP Thai Desk and TF·1 to relay an offer 0 to send a mobile medical team. Noted that EAP desk approved "in
principle." Mobile medical team will consist of 80 - 100 persons; approximately 10 - 20 registered nurses and the

remainder are Thai Army doctors. Supplies of medicines, rice and other consumables will be sent along with the
mobile medical team. Timeframe of delivery of mobile medical team and supplies is approximately one week;
PolCoun Nopakun noted most likely Saturday, September 10. Nopakun requested information on where team
and supplies should be delivered.

• CA- reference State 163207 for visas for Thai personnel. Not relevant as planned travel is after cutoff of
Tuesday, September 6. Personnel will need to get visas from Embassy Bankok per normal application

• DHS (FEMA)- determine approval; if so, location of entry and set up. EST-ESF08, EST-ESF08-A
• Recommend Thai Government contact US Embassy in Bangkok via formal channels and propose. Will
then forward proposal as appropriate.

Emailed EAP MLS Deputy Director Robert Rapson and requested that he also follow up with Embassy Bangkok.

Robert- please follow up with this Tuesday- confirm that indeed this offer by GOT is approved in principle as
noted by the Thai Embassy. I've put a call back to Mr. Nopakun to request that the Thai Govemment formally
offer this to the USG via a note to Embassy Bangkok. This will give us the important details oftheir offer so that
we can follow up over the week. Please instruct Embassy Bangkok to approach GOT. A couple of points as of
now 4:40 pm Sunday (SUbject of course to change):

PM is looking at aircraft authorization and point of entry.

CA cited State 163207 for visas for Thai personnel. Unfortunately, this is not relevant for Thailand's offer as
planned travel Is after cutoff of tuesday, September 6. Personnel wi// need to get visas from Embassy Bankok
per normal application process. Please liaise with Taskforce, GOT and Embassy Bangkok to get this in place if
USG decides to accept this offer of help.

FEMA has been gwen a heads up- official consideration of offer will happen after GOT provides formal proposal.
Response required once delivery point determined.

Chinese embassy representative called to confirm landing location for two chartered Chinese 747s. Informed him.
that it will most likely be Littlerock AFB, AR (ICAO designator KLRF). I asked the representative to email aircraft
registry information, confirmation of request for diplomatic clearance, and listing of materiel that will be
transported by the 747s.

call Chinese embassy and explain that, for now, the two 747s (scheduled to depart Beijing September 7 local

Mr. Hu from Chinese Embassy called. Bank of China in Beijing is trying to transfer funds' to Treasury NYC
account and is encountering problems. Routing number cited by bank is consistent with State 163278: 02010-
3000-4. Called RM Duty Officer (cell phone off) and asked them to have RM confirm routing # and inform
taskforce. Note: no other foreign governments appear to be complaining that this routing number is wrong, so
most likely this is a transient technical problem with the Bank of China.

No problem accepting. the SWIFT BIC answer is simple. IF Rastriya Banijiya Bank needs to use a
SWIFT BIC, it's to get the money to and through their correspondent bank that has a relationship with'
the U S Federal Reserve. The Department would not know this bank number, PBB should.

The Federal reserve system runs off the data provided to post to transact
these U.S. Dollar transfers below. '

1. China Pol Counselor Jia called around 1230 re China's donation of goods. They've
chartered two 747s to make delivery to a place to be designated by the U.S. He wants to
know what info we need from him and where they need to send the materiel: Got a
diplomatic clearance sheet to share with Mr. Jia. Ryan informed that arrival/distribution
point nqt yet named, but Chinese need to go ahead with request for diplomatic clearance
first anyway. .

Called Jia back several times at office and via cell phone between 1200 and 1315; no
response so left voice mail. Also called HuLihua, Chinese Embassy point man on Hurricane
Katrina issues, at 1300 and explained situation; he said he would ask Jia to call back.

Finally reached Jia; at 1430, per his request, faxed him a brief outline of the info
necessary for requesting a diplomatic aircraft clearance for hurricane relief supplies.

PolCouns Jia confirmed that the Chinese Embassy in washington has wired the deposit
information regarding their US$5 million relief donation to the Treasury account in New
York; he said that as far as he knew there was no problem, but added he wasn't sure there
was anyone there to receive/act on the wire so we'll see tomorrow if this worked.

2. Mid-afternoon got a call from Amanda Curtis at AmEffibassy Abu Dhabi (UAE), calling to
confirm that their three cables concerning the UAE response to Hurricane Katrina had been
received. Found three cables from Abu Dhabi and informed Curtis.

3. 1445 Yet another message from the Tunisian Embassy, this time from Air Attache Sr.
Col. Taieb Laajimi, saying they really need to know the destination of the two C-130s they
want to send. Will get back to him saying that hasn't been decided yet.

they contribute medical supplies (no drugs), such as first aid kits, instead of the Mobile
Hospitals Jordan offered. Jordanian Embassy officer Maher Matalka told Lawson that
they are having difficulty identifying suppliers that can provide supplies on a timely basis
(Matalka said supplies are indicating 4-6 week delivery times).

1. As foreign governments, individuals and organizations continue to provide assistance


in the wake of Hurricane Katrina, we must ensure that our appreciation for their
generosity and support continues to be expressed clearly and publicly. As delivery of
assistance from specific countries is confirmed, embassies are to make public statements
.to the government, in the media and in other appropriate venu~s thanking donors for their
help at this critical time. Statements should be coordinated with host governments to
avoid possible misunderstandings or preemption of donor country announcement.

2. Posts should keep the Task Force advised of actions taken in response to this cable.
For Post's information only, please see the attached list (para. 5) of foreign government
offers that have been accepted as of this date.

3. The Hurricane Katrina Task Force will advise posts of formal acceptance of specific
categories of assistance from individual countries as soon as approval is generated. The
Secretary's statement from Friday (Ref 163279), tailored to particular circumstances, may
serve as the basis for embassy statements.

4. In anticipation of world leader interest in the recovery efforts going on in the wake
of Hurricane Katrina, the State Department will arrange special VIP briefings during the
UN General Assembly events of next week. These briefings will provide information on
recovery progress and donor assistance. Travel in and around the disaster area is both
difficult and hazardous. These briefings will allow world leaders who plan to attend UNGA

Problem identified. Treasury called with specifics. Also received documents from post which validate
error. "Beneficiary Name" not properly entered at some point al00g the way. In our case, this is
code number 19000001 which identifies State Dept., data is on telex form from Financialinstitution
but entered'in wrong block and subsequently incorrectly into system.

Result: Dollars went through Citibank to Fed to Treasury, Treasury bounced transaction due to blank
beneficiary name. Treasury contacting Citibank to see if they can reprocess without new instructions
from sender. If not, we will be advised and will request (through Embassy) that UAE resend, specifying
data to be entered in proper fields.

1) Federal Reserve trying to identify why transaction not accepted into their system. Waiting for them to
call me with additional questions, their initial search for the failed transaction did not find anything.
Have forwarded them all details we had at hand. Believe, but not verified, that there was a correspondent bank
involved which is why FED couldn't see attempt from National Bank of Abu Dhabi to make deposit.

2} Had telecon with OeM Quinn, Abu Dhabi at 11:00 EST. post was to fax me paper documents related to
deposit, haven't received yet. Paperwork might help answer FED's questions. Post advises that UAE .
weekend is Thursday/Friday so bank would not be trying again until Saturday. and is waiting for advice from us in
any event. .

3) RM/GFS international disbursing and banking offices also involved so that once we find the key to the
problem, we can provide targeted advice.

Just talked to Treasury and they are calling the FED in NY. Should have gone through with no
problem if correct routing number and recipient information were provided. Asking for them to find

Our preferred method of moving funds to FEMA would be through the Treasury IPAC application.
Re-confirmed Treasury system cut-off for fiscal year 2005. It is now set at 2 P.M. today.

Next system availability will be Monday, October 3rd, but transactions will be posted to FY 2006,
October 2005 accounting period. We have not been in contact with FEMA on the proposed
transfer process, initial amount to be transferred or subsequent transfers.

The Katrina IWG met by way of conference call this afternoon. The discussion focused on:
1) Moving the foreign donations for Katrina recovery from State's custodial Treasury account to an interest-
bearing account where additional funds may accrue to support recovery efforts. Of the more than $748 million
committed to Katrina recovery, roughly $113 million has been received.
- Because FEMA's gift fund has the broadest authorities to both earn interest and direct funds to a wide
array of Federal and state agencies as well as other non- governmental organizations involved
with the recovery, it has emerged as the near consensus choice to receive the funds from State.
- State's gift fund does not have authority to accept funds for this purpose.
- It was agreed that funds could be transferred to a FEMA gift fund relatively swiftly to begin earning
interest as soon as possible.

2) Next steps to take to facilitate moving the funds from State to FEMA
- Coordinate with other interagency efforts at the DC and/or PC level to assure that moving the funds to
FEMA is consistent with their discussions concerning the . ultimate disposition of these funds and
to identify the appropriate process for finalizing this decision.
- Consult with the Katrina lawyers group to ensure that all necessary legal steps are taken in this process
and that the decision of moving the funds is consistent with all legal authorities granted to each
agency.
- State will coordinate with the Under Secretary for Management to formalize the final, internal
authorization to move the funds to FEMA.
- Some anecdotal information reflects past issues, particular to Muslim nations, in placing donated funds
in interest-bearing accounts. Of the donations received to date, the $100 million donation from
the United Arab Emirates is the most notable example of where such concerns may exist. However there are
other smaller donations and several other pledges of equal or greater magnitude where such a
concern may be relevant. However, there is also reportedly ample precedent, in moving these
funds into interest-bearing accounts as long as the interest earned is used for the purpose for which the funds
were donated. State will consult with NEA and other regional bureaus as appropriate to ensure
that donor nations have no objection to placing their donations in an interest- bearing account.

3) Another conference call is scheduled for tomorrow, Friday, September 30 at 5:00 p.rn, to discuss progress
on the next steps.

Problem identified. Treasury called with specifics. Also received documents from post which validate
error... Beneficiary Name" not properly entered at some point along the way. In our case, this is
code number 19000001 which identifies State Dept., data is on telex form from Financial institution
but entered in wrong block and subsequently incorrectly into system.

Result: Dollars went through Citibank to Fed to Treasury, Treasury bounced transaction due to blank
beneficiary name. Treasury contacting Citibank to see if they can reprocess without new instructions
from sender. If not, we will be advised and will request (through Embassy) that UAE resend, specifying
data to be entered in proper fields. .

1) Federal Reserve trying to identify why transaction not accepted into their system. Waiting for them to
call me with additional questions, their initial search for the failed transaction did not find anything.
Have forwarded them all details we had at hand. Believe, but not verified, that there was a correspondent bank
involved which is why FED couldn't see attempt from National Bank of Abu Dhabi to make deposil.

2) Had telecon with OeM Quinn, Abu Dhabi at 11:00 EST, post was to fax me paper documents related to
deposit, haven't received yet. Paperwork might help answer FED's questions. Post advises that UAE
weekend is Thursday/Friday so bank would not be trying again until Saturday, and is waiting for advice from us in
any event. .

3) RM/GFS international disbursing and banking offices also involved so that once we find the key to the
problem, we can provide targeted advice.

Katrina, officials confirmed Thursday.

The Bush administration said the money it received from the United Arab Emirates was

The White House said the $100 million for storm victims demonstrates the close
relationship between the two governments now caught in a firestorm over the potential
security risks of state-owned Dubai Ports World running operations at six major U.S.
ports.

The money from· the United Arab Emirates was previously described by the State
Department only as a "very large' I contribution. The White House said so far it has
received $126 million in international donations, including the UAE money.

The administration said there was no connection between the request for U.S.
approval of the $6.8 billion ports deal and the UAE contribution. It disclosed details
about the donation to support President Bush's description of the nations as important
allies.

-'There was no connection between the two events," said Adam Ereli, the deputy
State Department spokesman.

Robert Kimmitt, deputy secretary at the Treasury Department, told senators Thursday
that Dubai Ports World first approached U.S. officials Oct. 17 to discuss a proposed
purchase of London-based Peninsular and Oriental Steam Navigation Co., which runs
significant operations at six large U.S. ports.

Kimmitt said the company informally approached Treasury officials to discuss


preliminary stages of the purchase. A formal review of the proposed sale started on Dec.
16, Kimmitt told the Senate Armed Services Committee.

The United Arab Emirates sent its $100 million Katrina donation on Sept. 21 using an
electronic transfer to an account at the State Department, the White House said. Two-
thirds of the money was given to the Federal Emergency Management Agency to help
coordinate aid to 100,000 families. The rest was sent to the Education Department to help
rebuild schools and universities near New Orleans that were damaged by the storm.

The United Arab Emirates has long-standing ties to the Bush family. Records show the
UAE and one of its sheikhs contributed at least $1 million before 1995 to the Bush Library
Foundation, which established the George Bush Presidential Library in College Station,
Texas. The executive chairman of Dubai Ports World, Ahmed bin Sulayem, is not"listed among
donors. .

I've just cleared on press guidance noting that the remaining unspent UAE-donated funds (about
$5m) will be transferred to the Dept of Education for use in "rebuilding schools." In fact, they will go
to help rebuild Dillard and Xavier universities, two historically black colleges in New Orleans (though I
would not focus on this). In consultation with ARPI, we recommended that the UAE funds not/not be
.used for reconstruction of K-12 schools, because more than half the-students in New Orleans go to
schools operated by the Roman Catholic archdiocese. '

WASHINGTON (AP) Weeks before one of its companies sought U.S. approval for its ports deal, the United
Arab Emirates contributed $100 million to help victims of Hurricane Katrina, officials confirmed Thursday.

The Bush administration said the money it received from the United Arab Emirates was nearly four times as
much as it received from all other countries combined. Other countries, including some in the Middle East,
also pledged large contributions but have not yet sent the money. .

The White House said the $100 million for storm victims demonstrates the close relationship between the
two governments now caught in a firestorm over the potential security risks of state-owned Dubai Ports
World running operations at six major U.S. ports.

The money from the United Arab Emirates was previously described by the State Department only as a
"very large" contribution. The White House said so far it has received $126 million in international
donations, including the UAE money.

The administration said there was no connection between the request for U.S. approval of the $6.8 billion
ports deal and the UAE contribution. It disclosed details about the donation to support President Bush's
description of the nations as important allies.

"There was no connection between the two events," said Adam Ereli, the deputy State Department
spokesman.

Robert Kimmitt, deputy secretary at the Treasury Department, told senators Thursday that Dubai Ports
World first approached U.S. officials Oct. 17 to discuss a proposed purchase of London-based Peninsular
and Oriental Steam Navigation Co., which runs significant operations at six large U.S. ports.

Kimmitt said the company informally approached Treasury officials to discuss preliminary stages of the
purchase. A formal review of the proposed sale started on Dec. 16, Kimmitt told the Senate Armed Services
Committee.

The United Arab Emirates sent.its $100 million Katrina donation on Sept. 21 using an electronic transfer to
an account at the State Department, the White House said. Two-thirds of the money was given to the Federal
Emergency Management Agency to help coordinate aid to 100,000 families. The rest was sent to the
Education Department to help rebuild schools and universities near New Orleans that were damaged
by the storm.

The United Arab Emirates has long-standing ties to the Bush family. Records show the DAE and one of its

Just talked to Treasury and they are calling the FED in NY. Should have gone through with no
problem if correct routing number and recipient information were provided. Asking for them to find
rejected transaction and give us advice on what the problem was. Should hear quickly and will call

I am the NEA Representative on the Hurricane Katrina Task Force. Embassy Abu Dhabi
just phoned us to say that the GOUAE is trying to transfer its $100,000,000 donation, but
is unable to get the money through. We are not sure if the problem is with the bank
routing and account numbers or if there is some other issue. Can you follow up on this
issue? Thanks.

1) Federal Reserve trying to identify why transaction not accepted into their system. Waiting for them to
call me with additional questions, their initial search for the failed transaction did not find anything.
Have forwarded them all details we had at hand. Believe, but not verified, that there was a correspondent bank
involved which is why FED couldn't see attempt from National Bank of Abu Dhabi to make deposit.

2) Had telecon with DCM Quinn, Abu Dhabi at 11:00 EST, post was to fax me paper documents related to

Jordan - (1830) The desk is still waiting for a reply from Jordan to the suggestion that
they contribute medical supplies (no drugs), such as first aid kits, instead of the Mobile
Hospitals Jordan offered. Jordanian Embassy officer Maher Matalka told Lawson that
they are having difficulty identifying suppliers that can provide supplies on a timely basis
(Matalka said supplies are indicating 4-6 week delivery times).
