Contract, Patrick Air Force Base, Florida (321-494-5719). My SECRET Security C
learance was reinstated on May 2008 with Defense Group Inc., 1140 Connecticut Av
e., Washington, D.C. (202-457-7368)
Professional Summary: As a Test & Evaluation Engineer / Project Engineer, I ensu
red all project requirements were successfully verified through test activity an
d engineering analysis. I assisted various Department of Homeland Security organ
izations and contractors with the development of nuclear detection systems. I al
so completed a successful acceptance testing of Passenger and Baggage nuclear se
nsors for installation at commercial airports.
Also, I directed and managed the efforts of a team of engineers respo
nsible for overseeing the day-to-day assembly, checkout, and integrated testing
of the Space Shuttles electrical, electronic and mechanical avionic systems. I p
rovided technical advice and consultation to the resolution of conflicts through
common analyses reports (Environmental Impact, Failure Modes and Effects, Fault
Tree, Hazards, Human Factors and Risk Management). I assisted in the effective
and expeditious accomplishment of test planning and procedure preparation for Sy
stem modeling and simulation verification. I performed daily presentations and m
aintained daily reports on engineering test status, test problems and test sched
uling. . I have experience in supporting Manned and Unmanned Space Flight System
s and various Ground Support Systems.
As a Systems Engineer, I possess a comprehensive and professional knowledge of
Systems Engineering concepts, practices and procedures critical to Systems Arch
itecture, Requirements, Design and Testing. I have System Engineer experienced
in developing Systems Definition (Architecture), Systems Description (Functiona
l Analysis & Requirements), and Requirements Management (decomposition of Functi
onal, Performance and Interface requirements, from the Baseline Systems level to
the Product Component level). I have extensive experience in Systems Integratio
n, Verification & Validation. I utilizing the Integrated Product Team (IPT) con
cept processed Systems Projects from Design to Operational Testing. I have sig
nificant experience with the Dynamic Object Oriented Requirements System (DOORS)
for documentation of Specification Development; Verification (allocation, trace
ability) and Validation (testing methods) of System Requirements. I also have de
veloped internal/external Interface Control Documents (ICD).

Professional Experience:
May 2008-Present
Test & Evaluation Engineer, Defense Group Incorporated, Subcontractor to Departm
ent of Homeland Security, Domestic Nuclear Detection Office, Washington, D.C.
I worked as a part of a team of government and contractor personnel supporting t
he evaluation of advanced radiological and nuclear detection systems. I provided
primary support to all test and evaluation activities such as T&E strategies, t
est plans, development & evaluation of reports, acquisition documents, and test
procedures. I also assisted the Test Manager with the resource planning, coordin
ation, test program execution and formal reporting.
July 2007-Sept. 2007
Project Engineering Consultant, Oxford International Corporation, Subcontractor
to Alliant Technical Systems Elkton, Maryland
I assisted in the development of a System Verification Process that implemented
the Launch Abort System requirements for NASAS next generation Space Launch Syst
em (Constellation). My primary responsibility was to insure technical performan
ce, while maintaining the scheduling and cost.
Spacelift Range System Contract (SLRSC), April 2001- February 2006
ITT Industries Systems Division, Patrick AFB, Florida
System Modernization Command Destruct (CD) Subsystem Project Engineer
I was responsible for ensuring CD Subsystem Projects meet schedule, cost and tec
hnical performance through system architecture, requirements, design and testing
.
System Modernization Weather and Radar Subsystems Engineer
I was responsible for the implementation and documentation of new radar subsyste
m products.
System Integration Interface Management Engineer
I evaluated and monitored the SLRSC and RSAIIA (Lockheed-Martin Contract) Weathe
r Subsystem products functional performance, requirements and interfaces.
System Integration Verification & Validation Engineer
I assisted in the integration of SLRSC products into the existing Range System a
nd other contractors efforts to conform to the SLRSC System Architecture, Interf
aces and Requirements.
Project Engineering Consultant, April 1998- December 1999 Superior Technical R
esources, Subcontractor to Boeing Aerospace Operations,
JFK Space Center, Florida
I was responsible for supporting the Multi-Element Integration Test (MEIT) confi
gurations for the assembly and check-out of the International Space Station (ISS
), of which included requirement development and verification of test procedures
. My specific duties were the coordination of software verification and hardware
functionality to support the validation of flight segments of the International
Space Station.

Project Engineering Consultant, April September 1997

Catambay Diversified Services, Subcontractor to United Space Alliance,
JFK Space Center, Florida
I supervised implementation of engineering modifications and developed engineeri
ng test procedures for the Space Shuttle Ground Support Equipment.

Space Shuttle Orbiter Project Engineer May 1989-December 1996

NASA, JFK Space Center, Florida
I managed and implemented engineering test schedules, launch preparations & oper
ations procedures for the Space Shuttle. I formulated engineering policies and p
rocedures to support testing and assembly of the Space Shuttle (Orbiters, Extern
al Fuel Tanks & Solid Rocket Boosters). I also supported Orbiter subsystem modif
ications at the Rockwell California Design Center.
Electrical Power Distribution System Engineer, April 1978 May 1989
