cision-making meetings.
* Developed MS Excel and Access solutions to manually handle enrollment for a 9
00 employee group acquired just prior to annual enrollment.
* Developed employee benefit communication materials including Summary Plan Desc
riptions, benefit handbooks, call center on-line help screens, and enrollment me
eting presentations.
* Coordinated the design and testing of a PeopleSoft payroll system; phone and w
eb enrollment; and carrier eligibility system interfaces.
* Prepared Form 5500, benefit surveys and cost analyses using MS Access.
Original 3 month project was extended an additional year until Bank One was acqu
ired.

A benefits outsourcing firm
* Hired by president as a result of successfully resolving lingering contract is
sues with a client of PSB. The client was MARTA, for whom I was the acting empl
oyee benefits manager.
* Project managed all aspects of the benefits outsourcing implementation of PSB
's largest client, the City of Los Angeles. Supervised staff of 10 analysts and
programmers. Coordinated detail plan design issues among PSB, insurance carriers
and Los Angeles' consulting firm. Documented requirements for all eligibility,
payroll and carrier interfaces; enrollment forms; and, on-going administration p
rocedures. Developed and managed all aspects of IVR and system testing. Trained
PSB call center personnel on all aspects of the City of LA's benefits plans. Thi
s implementation was so successful that it led to the acquisition of Toyota as a
benefits outsourcing client - - for whom I also served as project manager. I wa
s asked to document my client consulting and implementation procedures for the b
enefit of all future client implementations.

Governmental Organization
* Project managed the resolution of major payroll and eligibility system, contra
ctual and procedural problems associated with MARTA's outsourcing of employee be
nefits administration.
* Assignment expanded to acting Health & Welfare benefits manager, supervising s
taff of 4 and managing $18M benefits budget. Resolved complicated employee eligi
bility and claim issues with individual carriers. Developed in-house claims, pre
mium and eligibility reports using MS Access to replace unwieldy manual methods
of analyzing data.
* Negotiated pricing, plan design, eligibility and claims administration issues
with all vendors: Blue Cross, PruCare, managed care, vision, EAP, life, STD, and
disability.
* Developed RFP documents for health & welfare and employee assistance programs.
