Overview
Since 1985, I have held a series of trusted positions within the federal governm
ent and private industry as a senior physical security subject matter expert and
leader. My 25 years of experience, combined with my progressively increasing r
esponsibilities and ability to successfully address myriads of complex security
challenges have enabled me to consistently improve the physical security capabi
lities of various entities. My wide range of skills includes an in-depth knowle
dge of physical security policies, requirements and solutions for data centers a
nd other facilities. This includes establishing workable security controls, dev
eloping physical security policies, and evaluating facilities with unique charac
teristics and challenges to implement high profile programs.
Experience
CSC Falls Church, VA
Physical Security Compliance Sr. Leader 9/2007 to Present
Developed and published a set of minimum physical security control standards for
CSC's physical security policy for mission critical data centers and other faci
lities. Served on the Corporate Security Task Force to identify the company's s
ecurity posture, identify control gaps, and formulate and implement new policies
and controls. Performed on-site security evaluations of CSC facilities in Chic
ago, Albany, New York, Copenhagen and Brazil to identify weaknesses and recommen
d the security controls needed. Assist the Director, Corporate Security in prov
iding global oversight, evaluation and compliance to company-wide security polic

United States Department of Agriculture (USDA) Washington, D.C.
Senior Physical Security Specialist (GS-15) 10/2000 to 9/2007
Served as the Senior Physical Security Specialist in the Office of Cyber Securit
y, Office of the Chief Information Officer. Had oversight responsibility for p
hysical security of Information Technology (IT) facilities throughout USDA, with
a primary focus on mission critical operations. Wrote and published the USDA m
anual on Physical Security of IT Restricted Space. Continually conducted on-si
te reviews of mission critical IT space to identify security weaknesses and reco
mmended strategies to adequately mitigate them. Was a primary member of the USD
A Core Team, which defined requirements, designed implementation components, ad
dressed agency concerns, and implemented HSPD-12 (i.e., the Common Identificatio
n Standard for Federal Employees and Contractors). At various times, assisted a
nother USDA security office in evaluating non-IT space (e.g., Bio Safety Level 3
Labs, Forest Service aviation facilities, field offices, and meat packing and
meat processing plants). Also, participated in security reviews of all USDA fac
ilities in close proximity to the 2002 Winter Olympics and staffed the USDA Comm
and Center during the Olympics.

Senior Physical Security Specialist (GS-15) 02/91 to 10/2000
Led a team of seven physical security specialists in the Office of Security and
Privacy Oversight, Office of the Deputy Commissioner/Chief Information Officer.
Oversaw the implementation of $60M worth of security upgrades to 12 major compu
ting and service centers. The scope of my reviews ranged from a 900,000 SF comp
uting/service center to small posts of duties with three IRS employees. Develop
ed and implemented a multi-year contract with the Space and Naval Warfare Comman
d (SPAWAR) to upgrade IRS facilities and design a Continuity of Government plan
for senior IRS officials. Member of the Department of Treasury Terrorism Adviso
ry Group.
Also held several positions in the Office of Real Estate, including Senior Physi
cal Security Specialist. Assigned as TOP SECRET Document Control and Communicat
ions Security (COMSEC) Officer. Administered a $90M contract to upgrade major I
RS facilities in support of Tax Systems Modernization (TSM). Managed seven arch
itects and engineers in furtherance of TSM.

Various (1101 Series) (GS-14) 10/1985 to 02/1991
Directed and oversaw the planning and construction of special and classified fac
ilities for the Office of the Secretary of Defense (SECDEF) in the National Capi
tal Region. Projects included the $20M conversion of the old Pentagon bus tunne
ls into an 80,000 SF SCIF for use by the Strategic Defense Initiative (SDI), con
struction of a 5,000 SF Crisis Coordination Center (CCC) for the SECDEF, a 6,000
SF Special Technical Operations Center (STOC) for the National Military Command
Center and acquisition and build-out of secure space for the On-Site Inspection
Agency (OSIA), the old Defense Mapping Agency, the Defense Communications Agenc
y, the DODIG and others.
