Major functions: As an Adjunct professor of Criminal Justice it is my responsibi
lity to teach and instruct the students the proper curriculum and subject matte
r in order to obtain a Bachelors Degree in Criminal Justice, as per the State of
North Carolinas educational requirements. I teach a variety of subject matter t

Major functions: As program director it was my responsibility to coordinate curr
iculum, course objectives, and programmatic assessments. I also had five additio
nal campuses under my curtilage as director for the Crime Scene Technology Progr
am. The Director was responsible for updating and implementing needed program ch
anges, industry demanded changes, new technology and any significant factors tha
t may cause a change for curricula or course revisionary/update. As director I h
ad to do a budget and manipulate a way to stay within these guidelines. I budget
ed for supplies, instructors, class needs, teaching materials (new technological
tools and equipment), field trips and uniforms, etc.). I scheduled working hou
rs for instructors and class scheduling for both instructors as well as students
. I evaluated both instructors and students, I was an advisor tp all people invo
lved in the program. It was incumbent to keep all student schedules up to date s
o they always had a class to take that they needed and there was no dead time. A
s Director I was responsible for the overall education of the students. It was a
lso my responsibility that each and every student, upon graduation be able to st
ep from a University setting directly into the setting of a crime scene technolo
gists. I was the liason between the University and all the local, state and fede
ral agencies that employed crime scene technologists in order to keep up to date
with the new and innovative methods being utilized presently. Being a science t
hing changed anywhere from minor to dramatic changes in the way we handle certai
n equipment and or preservation of evidence. It was also my responsibility as Di
rector to keep and eye on the legal aspects of Crime Scene Technology from the U
S Supreme Court decisions. One fact was certain if you did not like the way some
thing was being done ,don't complain just wait a day or so and it would change.
I was also the number two chair on the emergency activation committee for the Un
iversity. I assisted in the writing of the policy guidelines manual utilized by
all University staff in the case of school emergency situations.

Major Functions Asylum Officer: I reviewed cases and made determinations regardi
ng sensitive and complex applications for political asylum and exclusion. Served
and functioned as the final signatory authority for The Immigration & Naturaliz
ation Service with regards to the adjudication of Asylum applications submitted
within the jurisdiction of field offices. Monitored human rights conditions inte
rnationally and applied that insight into the decision making process. Considere
d and adjudicated all motions to re-open and reconsider asylum denials. Handled
sensitive cases and traveled internationally to evaluate and process special app
lications. Traveled to Vietnam, Sudan, Somalia, Ethiopia, Liberia, Sierra Leone,
Kenya, Ivory Coast, and Guinea in order to conduct in country hearings for poli
tical asylum. Received Special Achievement Award for the number of closed cases
that I was able to re-open and rendered new decisions in such a short period of
time.
Adjudication Officer: I applied and enforced Immigration & Nationality Laws. I c
ompleted final adjudications of applications and petitions for Citizenship. Conv
ersed with and interviewed applicants under oath, then analyzed records, informa
tion filed on application and any and all evidence presented by the applicant to
verify the status of their petitions. I took sworn testimony and administered o
aths. Investigated requests for Citizenship to the fullest to verify the authent
icity of the documents and evidence. Once all this investigation was completed I
would either approve or deny the request based on my findings.

Broward County Housing Authority 1992- 1995

Investigator
Major Functions:Served as the sole criminal investigator in a new program to det
ect and prosecute fraud in the federally funded housing program in Broward Count
y, Florida. I investigated allegations of violations of the Code of Federal Regu
lations (CFR) and patterned investigations to conform to The Department of Housi
ng and Urban Development (HUD) operating instructions. Reviewed. interpreted an
d applied these laws, regulations and protocols to ongoing cases. Coordinated an
d participated in two affiliate federal task forces: "Operation Hud buster" and
"The West African Task Force" Operation Hud Buster combined the efforts of the
Office of The Inspector General, state of Florida as well as The United States I
nspector Generals Office, The US Secret Service, The US Postal Inspection Servic
e, US Customs Service, The US Border Patrol,The Florida Department of Health and
Rehabilitative Service, The Drug Enforcement Agency, The Department of State,
Diplomatic Security Force, Florida Department of Law Enforcement, and The Browar
d County Housing Authority. Th West African Task Force contained the same member
s on their strike force. These two task forces were very active in the investiga
tion and suppression of criminal activity being committed by West Africans in Fl
orida.
Upon completion of the largest case of housing fraud committed against HUD in th
e southern district of Florida. I was presented with the "Federal Officer of th
e Year1995" by The United States Attorney's Office.

Law Enforcement Officer/ Trainer/ Reservation Commander
Major Function: I began my career as a part time patrol officer conducting gener
al investigative duties as a police officer on the Indian Reservation in Hollyw
ood, Florida. I investigated any and all criminal activity and some common India
n problems that arose while on duty. I was responsible to provide a presence to
promote public safety. After being assigned to a full time position was assigned
as the Tribal Police Training Coordinator. I developed curriculum, scheduled cl
asses, an served as the in-service trainer for all reservation police agents. Th
e Seminole Nation has four reservations throughout Florida. Subsequently I was
promoted to Sergeant and became to Hollywood reservation Supervisory Commander.
Each reservation had an on scene reservation commander. We were all answerable
to a Lieutenant and then the Director of Law Enforcement.
