PROFESSIONAL EXPERIENCE
EVMS Specialist
February 2010 to Present: EVMS Manager / Specialist for the United States Coast
Guard
Summary: Hired to stand up an EVMS system for the Avionics Logistics Center for
the USCG at Elizabeth City, NC. Part of the responsibilities include overseeing
the installation and implementation of an Ethernet enabled time keeping system a
nd interfacing with EVMS Contractors to help in determining the best approach fo
r the selection and integration of EVM software. Other responsibilities include;
* Interface with the Primavera planners to determine the best approach of estab
lishing a WBS that is consistently used across different project platforms, and
ultimately how the different P6 projects would align and integrate with EVMS.
* Interface with the Activity Based Costing Manager to understand the current p
rocesses for capturing indirect expenses and understanding how this would be cap
tured with EVMS.
* Interface with the various maintenance departments (Product Lines), planners,
contractors, and COTRs to document and understand their current time keeping ca
pabilities and what information they need for planning and oversight. From this,
a time keeping system was developed and the first prototype put into operation
to capture Contract Labor hours.
* Installation and implementation of Ethernet enabled time keeping devices for
two different maintenance shops and developing scan codes to properly capture em
ployees' time for numerous accounts. This included having electrical outlets ins
talled and Ethernet runs made, and then interfacing with IT to install enterpris
e level software. I then managed and maintained the time keeping system as the s
ystem administrator.
* Provide training as required. Numerous training plans were developed as Power
Point presentations. Training included overview of various EVM related topics an
d for utilizing the time keeping system.
* Interface with the IT department to understand requirements and then establis
hing systems administration and oversight of the time keeping system. This inclu
ded the establishment of a working enterprise OBS with the appropriate departmen
ts and companies of the maintenance departments.
* Development of a Statement of Work with a J&A (Justification) for a support c
ontract.
* Establishment of an issue list and project matrix to capture issues and actio
ns and assigned priorities for EVMS. Meetings were conducted with the various st
akeholders to identify the appropriate priorities and open/close issues and acti
ons.
Program / Project Management
April 2008 to February 2010: Project Manager and Analyst, Avionics Sensors - Vec
tor CSP (Contractor to United States Coast Guard)
Summary: Perform project management support for major USCG programs in avionics
sensors equipment and radar for the H65 and H60 helicopters. Provide cost justif
ication reports as required. Facilitate numerous meetings with military, governm
ent and civilian personnel to review program, engineering, and technical issues.
Attend and support contractual and technical meetings. Develop schedules for al
l major programs and perform EVMS services as required for measures against the
vendor's baseline schedules. Interface with major stakeholders, such as the mili
tary product lines, CG-4, CG-9, CG-711, C4ISR Office, C2-Sen, etc., suppliers, a
nd other government stakeholders to provide program/project support.
* Serve as project management expert to the United States Coast Guard, concentr
ating on best program management practices as defined by PMI in their PMBOK Body
of Knowledge Guide and the PMI Program Management Professional (PMP) certificat
ion.
* Apply best business practices utilizing PMI's Operational Project Management
(OPM) 3 standards to choose the right projects to execute organizational strateg
ies, and by implementing the processes, structures, and behaviors necessary to d
eliver projects successfully, consistently, and predictably.
* Provide business cost analysis and cost estimates as required. Example: Provi
ded a DHS Standardization cost justification for an approximate $7 Million in sa
vings for the EI/OR sensors program on the H65 and H60 helicopters.
* Facilitate numerous program meetings for major programs. Review and approve m
inutes and assign action items.
* Serve as liaison and POC for other program stakeholders. Initiated and develo
ped a program and engineering review meeting that captures ongoing program and c
ontract issues, which is now used to help drive issues to closure.
* Serve as Schedule Analyst and as such have developed event driven schedules u
sed to track major milestones.
* Interface with various COTRs and review the schedules with the various vendor
s. Also do reviews of the vendor's IMS (integrated master schedule) analyze agai
nst the approved baseline.

risk matrixes, and various contract and technical reviews.

May 2005 to April 2008 Program Manager: Railcar - WMATA (Washington Metropolitan
Area Transit Authority)
Summary: Served as Program Manager to oversee the midlife rehabilitation of 364
rapid transit rail cars, an approximate $400 Million program. Performed design r
eviews, engineering services, quality audits, test engineering services, schedul
e reviews, contract management services, financial analysis support, inventory c
ontrol support, reliability assessments, vendor evaluations, estimates, first ar
ticle inspection reviews, review and negotiation of change orders and LDs, contr
