ANNUAL REPORT

2007
Brazil ended 2007 with solid eco-
nomic indicators. Gross domestic
product grew 5.4%, inflation was
kept under control, and the bal-
ance of payments performed out-
standingly. It is also worth noting
a significant improvement in some
key social indicators, such as in-
come distribution and child mortal-
ity, among others.

In conjunction with local currency appreciation,

these factors sharply boosted household consumption,
fueled growth in demand for infrastructure, and drove
an expansion in production capacity in several seg-
ments of the economy. Promon’s strong positioning in
its markets of choice ensures that it is well prepared for
this moment. We see excellent opportunities to grow
our business volume and develop our portfolio in the
near and medium term.

2 | 2007 Annual Report

The core of the organization’s structure throughout 2007
was an operating holding company, Promon S.A., which
controlled two wholly-owned subsidiaries: Promon Tecnolo-
gia Ltda., a leading integrator of information and commu-
nications technology (ICT) systems; and Promon Engenharia
Ltda., a leading provider of consultant engineering services to
the infrastructure sector of the economy. Promon S.A. is also
the controlling shareholder in Trópico Sistemas de Telecomu-
nicações S.A., a joint venture with Fundação CPqD and Cisco
Systems. The situation changed in April 2008 with the cre-

The year 2007 also brought Promon several major
achievements in the institutional sphere. The highlight
was winning the National Quality Award in recognition of
a mature process and internal commitment to the pursuit
of excellence in corporate governance. Another milestone
was once again ranking as one of the best places to work
in Brazil in annual surveys by Exame and Você S.A., in
partnership with the University of São Paulo’s Business
School (FIA-USP), and by Época Negócios, in partnership
with the Great Place to Work Institute.

Given all the above, Promon ended the year with good
reasons to face 2008 optimistically, having amassed sales
of some R$1 billion in 2007 with an equivalent portfolio of
orders for the coming period, and enjoying ample invest-
ment capacity to take advantage of opportunities as they
arise thanks to a solid financial situation, with high liquidity
and low financial debt.

day by day by a community of highly qualified professionals
who effectively feel responsible for the success of the enter-
prise. This is what stimulates Promon to continue pursuing
its growth strategy while expanding cross-border activities,
enhancing its entrepreneurial capabilities, and enriching
its business portfolio. In doing all this it never loses sight
of the principles and values that are its reason for being
and characterize its open-ended participatory project and
its human and ethical dimension, making Promon a unique
experiment in the Brazilian corporate environment.

The enthusiasm with which Promon looks to the future

as it completes 47 years of existence is not only based on
a wide array of achievements or on its enviable positioning
to exploit the opportunities that present themselves in this
particularly promising juncture for the domestic market. It is
based above all on a strong organizational culture that fo-
cuses on continuously developing the business and is built

The combination of a dynamically
growing market and high-quality ser-
vices that assured steadily rising lev-
els of client satisfaction made 2007 a
very positive year for Promon’s engi-
neering business.

While on the one hand the start of work on some sig-

nificant engineering, procurement and construction (EPC)
contracts was postponed, on the other the volume of con-
tracts for professional engineering and project management
services increased to the point where they accounted for a
larger proportion of Promon’s total business than before. As
a result, Engineering ended the year with strong growth in
staff and an excellent trading result.

Oil & gas

In the oil and gas sector Promon continued to work on
major projects for Petrobras, mainly relating to the imple-
mentation of units to make the client’s products or pro-
duction processes environmentally friendly. In most cases
these investments are linked to the federal government’s
Growth Acceleration Program (PAC). Over the years Promon
has been repeatedly recognized by Petrobras for its excel-
lent performance and thus enjoys a privileged position at
a strategic time when this client is vigorously expanding
production capacity.

It also supplied the conceptual and basic designs
for a large-scale commercial water reuse program,
an important initiative by PQU to assure the environ-
mental sustainability of its activities and make more
efficient use of natural resources as inputs to its in-
dustrial processes.

Also for the Unipar group, Promon continued to

provide engineering, procurement and construction
management (EPCM) services including implementa-
tion of a loop reactor, one of the most complex stages
of a project to expand Polietilenos União (PU), com-
pleted in early 2008. The loop reactor is the heart of
the factory because it is the unit responsible for con-
verting the mixture of compounds into polyethylene.
Promon’s relationship with Unipar intensified in 2007
through closer ties with the group’s Chemical Division,
as evidenced by the award of a contract to expand its
cumene plant at Mauá, São Paulo. EPCM services for

Promon also won major EPC contracts to implement two
new hydrodesulfurization (HDS) units in Petrobras’s refiner-
ies: one at Revap, in consortium with Construtora Norberto
Odebrecht and UTC, and the other in the Alberto Pasqualini
Refinery (Refap) at Canoas, Rio Grande do Sul, in partnership
with Skanska.

Chemicals & petrochemicals

Promon signed contracts with Petroquímica União (PQU),
controlled by the Unipar group, to implement an enclosed flare
and a new demineralized water unit at Santo André, São Paulo.

Energy
In the energy segment Promon completed the
implementation of a thermal cogeneration plant for
Suzano Papel e Celulose at Mucuri, Bahia, executed
under an EPC contract in consortium with Siemens.
It also completed Votorantim’s Picada hydroelectric
power development, which came on stream at Juiz de
Fora, Minas Gerais, in 2007.

Promon Engenharia’s relationship with Vale in-

tensified in 2007 through an association with this
client’s significant investments in power generation.
Promon supplied the basic design and acted as own-
er’s engineer for a thermal power plant at Barcarena,
Pará; among other things this included management
of the technical interface with suppliers of equip-
ment produced in China. The year ended with inter-

The year 2007 was very positive
for Promon’s activities in the area
of Information & Communications
Technology (ICT). Promon Tecnologia
achieved revenue growth of some 15%
anchored in a vigorously expanding
portfolio of projects and a diversified
client base.

Promon Tecnologia’s positioning in this segment is dif-

ferentiated by a consultative approach that seeks to help
clients understand the link between technology-related
issues and their overall business strategies. In addition,
Promon’s strong engineering competencies and network
of leading technology partners enable it to develop in-
novative solutions for all the ICT verticals in which it has
a presence. Lastly, its outstanding project management
expertise and execution capacity make it unique among
major integrators of ICT solutions in Brazil.

Telecommunications carriers and major corporations

operating in Brazil invested heavily in 2007, mainly to
expand their data traffic capacity. In the consumer market
broadband internet access grew rapidly while corporate
users’ need for connectivity intensified owing to global-
ization and the integrated fragmentation of the main
production chains. In addition, demand for infrastructure
rose sharply from wireline, mobile and cable operators

owing to the advance of fixed-mobile convergence so-

lutions, wireless internet access and increasingly sophis-
ticated services as a strategy to attract high-value cus-
tomers. The highlight in this context was the dominance
of IP networks in the data communications world.

efforts to create purpose-built solutions for the finan-
cial market. Sophisticated high value-added offerings
designed to optimize infrastructure and the performan-
ce of large data centers, alongside themes associated
with information security, enabled Promon to win work
from such leading financial firms as Citibank, Santan-
der and Itaú.

Promon’s relationship with Cisco, our main tech-

nology partner, deepened in 2007. In recognition of ex-
panding business in the area of connectivity and what
Cisco calls its advanced technologies, Cisco honored
Promon Tecnologia as 2007 Partner of the Year, Brazil.

Thanks to all these factors Promon Tecnologia signi-

ficantly expanded its business portfolio and client base
in 2007. It worked with all the main telecom players,
particularly on strategic projects for Claro, TIM, Oi, Vivo,
Telefonica, Embratel, Global Crossing and Net.

In the corporate segment our volume of business

practically doubled, in line with the growth seen in
the last three years, evidencing the success of a stra-
tegy geared to capturing the increasing demand for
connectivity and IT infrastructure on the part of large
corporations operating in Brazil. Major industrial con-
glomerates such as Vale, Camargo Corrêa, Natura and
Petrobras were the focus for business development in
2007. The year also saw a resumption of our structured

2007 Annual Report | 13

The prospects for the ICT segment are equally
promising in 2008. Brazilian telecom operators now
have 3G licenses and are set to invest heavily in IP
infrastructure and in the development of solutions
and services involving high-speed data transport. The
first commercial experiences with IPTV, the delivery
of television content over a broadband connection,
and significant investment generally in expanding
broadband internet coverage, currently confined to a
few areas of Brazil, are also expected this year. Last-
ly, corporate IT infrastructure is reaching the end of
a cycle, requiring upgrades, substitution of mission-
critical systems and expansion of large data centers,
many of which are operating at capacity. These in-
vestments will have to comply with “Green Comput-
ing” standards so as to enhance the efficiency of re-
source usage, introducing the issue of sustainability
into the ICT market in Brazil.

In sum, telecom will remain the flagship segment in

2008 for Promon. The organization’s traditional pres-
ence in telecom combined with continuous develop-
ment of its offering creates the conditions for Promon
Tecnologia to continue building its business with all
the major service providers that operate in Brazil.

On the other hand, emphasis on the corporate mar-

ket for the offering of ICT solutions will be maintained
in 2008, and solutions will be developed for more
segments and industries. A verticalized approach per-
mits a deeper understanding of each segment’s needs
while also favoring the construction of both differenti-

ated and replicable solutions. Lastly, in 2008 Promon
will resume efforts to target governmental and public-
sector institutions. This segment is vigorously modern-
izing and requires creative technological solutions.

Promon Tecnologia took an important step in its in-

ternationalization trajectory by associating with U.K.-
based systems integrator Logicalis to create Promon-
Logicalis Latin America. Announced in April 2008, the
initiative placed PromonLogicalis as a company with a
strong regional presence across Latin America, given
its existing operations in Argentina, Uruguay, Chile,
Paraguay and Peru, as well as Brazil, and its plans to
extend coverage to more countries in the region. Its
positioning is continuous with that of Promon Tecnolo-
gia, whose business development plan is also the new
company’s. The idea of supplying the technological
needs of corporations with integrated and synergistic
operations across Latin America makes good sense in
a region with one of the fastest-growing ICT markets
in the world today and with the potential to enable
Promon to achieve a step change in the development
and reach of its technology business.
