*CONSULTANT - Power Plus Utility 11/1995 - 03/2002

I contracted out to Power Plus, to assist them in getting started in Appl
icant Installation. Developers of housing tracts and commerical projects would
normally have the local power companies install the underground cable and do th
e make-up. The State Public Utility Commission allowed developers to contract o
utside contractors to do the same installation.
I met with Power Plus Management to show them the cabling equipment they w
ould need to acquire, along with a variety of tools and material. I furnished
them Lineman/Splicers, we instructed the Power Plus employees the proper and sa
fe way of pulling underground cable, installing structures and equipment. We in
structed them how to read the utility plans; for cable size, length of runs; al
so handle any paperwork, and overcome any hazards or problems that may arise dur
ing the installation. Over time we instructed the employees how to make up a va
riety of primary, secondary terminations and equipment. After awhile, I coordi
nated, inspected and generally run the jobs for them. I acquired Utility Standa
rd Books for them, along with a copy of the State PUC G.O. 128, (state undergro
und standards). During this time, I worked along with various trenchers-excavat
ors and got familiar with the dry utility installation. Power Plus started up t
heir own trenching section and did there own excavation. The Power Plus employe
es became proficient in time and I moved on to other endeavors.
**CONSTRUCTION COORDINATOR - 03/2002 - 10/2008
The companies I worked for, were contracted out to the Southern California
Edison Co. and San Diego G & E. The job consisted of a variety of tasks. The n
ew Housing Tracts and Commerical Projects; and Applicant installed tracts; I wo
uld inspect the readiness of the project, before Edison crews, Contractors, or A
pplicant crews came on site. I would obtain the Power Company Work Orders and s
chedule for the crews. During this time, working as construction coordinator, I
would keep an open communication with the project Super, to meet his needs. I
worked along with various excavation-trenching companies that installed the dry
utilities. I would inspect the trenches, verify duct size and placements, and
placements of vaults and others structures, to be sure that all work was up to
G.O. 128 standards and the Utilities Design. Working with them until the elect
rical portion was completed. After all the utilities where installed, and back
filled, I would get with the trenchers and we would mandrel the ducts to be su
re that all was ready for the cable to be installed. I would inspect switch and
meter panels, to be sure all were secure and ready for service.

When the developer was ready for cabling, I ordered all the material and
would get together with the Cabling Crew, and tailboard the job with the Forem
an. I would do the same, with the Make-up crew. I would acquire permits for a
ny street work, and call for a USA, and mark locations that may be needed. I th
en made up a Switching Procedure for the Power Company Crew, to do the switching
and energizing, into the development. At which time I would set up any custo
mer outages, as required.

My time with Southern California Edison-I hired on as a Groundman, working on O

verhead and Underground Crews. I advanced to truck/equipment operator and worke
d other progression jobs, such as Dispatcher. When the chance came along, I bi
d on a Cable Splicer apprenticeship, served 31/2 years, topped out as a Lead Cab
le Splicer.

As needed I served as an upgraded foreman, in time I had bid on an Electri

cal Foreman position, a 4 man Overhead Crew, which I held for a short time. I t
hen bid on an Underground Distribution Foreman position (management), running U.
G. Splicing Crews. A crew consisted of 2 men, which varied from 3 to 7 crews,
depending on the manpower.
I would schedule the work orders for the crews, along with the material. W
e would meet, go over the job and what was to be accomplished, discuss safety as
pects and problems that my arise.
I would coordinate the work with the developers, inspect placements of stru
ctures, ducts and switch and meter panels, to be sure that they met Edison and G
.O.128 Standards, and be sure the work was completed in a timely manner to meet
the developers schedule.
