Developed a transportation plan for the company to comply with WSDOT standards.
I worked as the QA manager on the SR405 design build project, and developed the
QA/QC program for the project.

Project Engineer Port Orchard- Washington State Department of Transportation
As the Project Engineer in a field office, I am responsible for organizing, dire
cting, and coordinating the activities of 20 to 30 people involved in both const
ruction administration and project design. Projects under my control range in v
alue from $75 thousand to $25 million. They range in scope from emergency repair
contracts, to major new construction. I am responsible for ensuring that the pr
ojects are designed, and constructed, in compliance with departmental and profes
sional standards, and comply with local, state, and federal regulations. I repre
sent WSDOT as the principal contact on all matters pertaining to my assigned con
tracts. These contacts include, but are not limited to, contactors, legislators,
and other elected officials, the general public, other departments within WSDOT
, other state agencies, local agencies, and consulting firms.
The administration of these contracts involves the interpretation and enforcemen
t of contract plans and specifications, regulatory codes, and standards. It also
includes providing information to different customers, project documentation, m
onitoring contractor progress and making payments to the contractor for work per
formed. In the performance of my duties as Project Engineer, I am required to w
ork with many diverse groups, such as contractors, local agencies, community gro
ups, regulatory agencies and others. In this position I have had the opportunity
to work with many diverse groups with differing goals and objectives and arrive
at mutually agreeable solutions that meet everyones needs.
I am also responsible for developing and implementing workforce plans based on t
he number, size, and complexity of the projects assigned to my office. This has
allowed me to create a highly diverse staff that produces quality work.
May 2004- December 2005
Hood Canal Bridge Site Manager- Washington State Department of Transportation
As the site manager I was responsible for the day-to-day supervision and inspec
tion of activities at the canal site and contractor relations. As the PE in char
ge on site we completed the East and West bridge approach span rolls and complet
ed the widening of the west half of the bridge. I also was responsible for the c
ontract to replace all the East half anchor cables, one was an emergency project
and the other 17 under contract.

As the Engineering Manager, I was a member of the senior management team in the
NW region, supervising 3 Project Engineering offices, 2 of these were involved w
ith construction and 1 with design.

contracts, Interstate HOV projects and major bridge rehabilitation projects.
I am responsible for ensuring that the projects are designed, and constructed, i
n compliance with departmental and professional standards, and comply with local
, state, and federal regulations. I represent WSDOT as the principal contact on
all matters pertaining to my assigned contracts. These contacts include, but are
not limited to, contactors, legislators, and other elected officials, the gener
al public, other departments within WSDOT, other state agencies, local agencies,
and consulting firms.

This position has allowed me the opportunity to participate in several regional
and statewide process improvement groups and committees. Two of these teams have
won statewide recognition for their work. One of the projects administered by t
his office has won a National Award for Engineering Excellence. Under my leaders
hip this project office successfully completed emergency repairs to SR 520, rest
oring traffic in only 11days after it was damage by marine traffic.
1990-1993
Assistant Project Engineer- Washington State Department of Transportation
As the Assistant Project Engineer in a design office I was involved with the dai
ly operation of the office, this included supervising two of the four design tea
ms, handling all the personnel paperwork and interviews, and negotiating and adm
inistering consultant agreements, providing guidance on in house design projects
. Major consultant agreements included the design and PS&E for a $100 million HO
V widening on SR5.
I also was the acting Project Engineer for 6 months.
1988-1990
Transportation Engineer 3 WSDOT
As the chief inspector in a construction office I was responsible for supervisin
g multiple construction contracts, serving as a technical expert, and establishi
ng inspection procedures. I also supervised the office survey crew, establishing
priorities for multiple survey requests and reviewing the crews work for accura
cy.
1987-1988
Transportation Engineer 2 WSDOT
As a transportation engineer 2, I was responsible for inspection activities and
documentation for ACP overlay projects and building remodels.
1986-1987
Temporary Transportation Engineer 3 WSDOT
As a temporary office engineer, I was responsible for all office engineer activi
ties, including change orders, correspondence, estimate preparation, payment, an
d maintaining contract records.
1985-1986
Transportation Engineer 2 WSDOT
As a transportation engineer 2, I worked as both a designer and project inspecto
r. Due to my ability to work independently I was assigned the very remote projec
ts assigned to the project office.
1983-1985
Transportation Engineer 1 WSDOT
As an engineer 1, I worked in both design and construction. When I transferred t
o this region in 1984 I had the opportunity to develop the geometric design for
the Renton S Curves on SR 405.
1978-1983

I worked in the area materials laboratory performing materials testing and field
investigations for forest roads, as a GS-2 to GS 5.
