APPENDIX OF FIRE FIGHTING SYSTEM

I - CALCULATION FOR FIRE WATER/ FIRE FOAM SYSTEM

The Thai BinhQuang Trach Power Plant 21 is divided into the several fire areas based on process
features, physical area separation, the characteristics of the fluids and operation and the function of
buildings.

The fire fighting system shall be designed on base the basis of only one major fire at a time in the
following areas:

1) Heavy Fuel oil storage area

This area is classified as the separate fire area. Fire protection may be achieved by the use of spacing,
location, by the use of cooling water and by using fixed foam system.

The minimum water flow rates of spray are as follows:

• Shell of storage tank for cooling fire tank: 0.5 (liters/s/m) (TCVN 5307-2009).

• Shell of storage tank for cooling adjacent tank : 0.2 ( liters/s/m ) (TCVN 53072009)

A fixed foam system shall be provided for fixed roof tanks of combustible liquid, hot oil.

• The foam solution delivery rate shall be no less than 0.068 liters/s/m2 (TCVN 5307-2009, item
5.9.12.2) of the tank to be protected.

• Duration of foam discharge shall be 55 minutes. (TCVN 5307-2009, item 5.9.12.2)

Besides, Water hydrants around the area shall also be used as supplemental extinguishers.

I - Calculation for TK-101

• Type of tank: fixed roof tanks

• Size: 18.5 m ID x 140 m H

• Surface: 26954.3 m2

III - Required Foam Concentrate (AFFF 3%)

1) Flow rate of foam required for fire fighting tank:

2) Necessary reserved foam making solution:

Where: Wdd = K × N LTB × ql × t + WBT

Wdd: Necessary reserved foam making solution, (l)

NLTB: number of foam making hoses, (unit)

K: (taken as in clause 5.9.15);

qL: ejecting power of foam making solution of hose, (L/s)

t: ejecting time, (s)

WBT: quantity of foam making solution for fire fighting in the area of fire surrounding
dike, (l)

K: reserving coefficient

Result:

1) Flow rate of foam for fire fighting tank:

Qct = 254.369 x 0.068 = 178.2895 (L/s)

Qct = 652.268 (m3/hr)

Number of foam making hoses: N = 1 (item 5.9.10.3-TCVN-5307)

→Ejecting power of foam making solution of hose: qL = 178.2895 (L/s) = 109637.7 (L/min.)

• WBT: quantity of foam making solution for fire fighting in the area of fire surrounding dike (lít).

qLD = 189 (L/min) = 11.3 (m3/h)

n = 1 unit

t1 = 20 minutes

→ WBTTB = 3780 (l)

2) Flow rate of foam required for fire fighting tank: Qdd = 625.826 + 11.3 =737.156 m3/hr

3) Necessary reserved foam making solution:

Refer to TCVN 5307: K = 2

→ Wdd = 2 x 1 x 178.2895 x 30 x 60 + 3780

→ Wdd = 66049582.4386 (l) = 669.5804 (m3)

IV- Necessary foam making solution reserved in stock for fire-fighting:

• Necessary reserved foam making solution: Wdd = 6966.0458 (m3)

• Concentration of foam making material in solution for fire fighting, 3 %

→ Necessary foam making solution reserved in stock for fire-fighting: WCTB = 696.5048 x 0.03 = 12.098
m3

V- Necessary water making solution reserved in stock for fire-fighting :

• Necessary reserved foam making solution: Wdd = 669.5804 (m3)

• Concentration of foam making material in solution for fire fighting 3 %

→ Necessary water making solution reserved in stock for fire-fighting:

QCTB = 696.5804 x (1-0.03) = 647.506 m3

This area is classified as the separate fire area. Fire protection may be achieved by the use of water
spray system and addition outdoor hydrant.

The minimum water flow rates of spray are as follows: 10.2 L/min/m2 as specified in NFPA 15-4-5.4.2

8) Other areas

In these areas outdoor hydrants for fire protection shall be used.

According to NFPA 850, item 4.2.1. b, the hose stream demand of no less than 500 gpm (31.5 L/sec)

Fire water demand:

Fire Water Demand is the fire water capacity required to achieve fire protection in any single Fire Area.

Option 1: Fire water demand for cooling heavy fuel oil tank addition with necessary water making foam
solution for fire tank and addition with hose stream demand

• Fire water demand for cooling heavy fuel oil tank: 1252.5408 m3/h

• Necessary flow rate water making foam solution for fire tank: 737.156 x 0.97 = 741.358 m3/hr

• Addition hose stream: 113.4 m3/hr

Sub-Total 1: Q1 = 1225.5408 + 714.835 + 113.4 = 31306.7483 (m3/hr)

Option 2: Maximum fire water demand for spray system and addition with hose stream demand

• Maximum fire water demand for spray system: 385.56 m3/hr ( for Fuel oil transfer pump house area)

• Addition hose stream: 113.4 m3/hr

Sub-Total 2: Q2 = 94385.56 + 113.4 = 500207.769 (m3/hr)

Conclusions

Fire water system:

• Maximum fire waterfirewater flowrate demand: 500308.7683 m3/hr

• Base on NFPA 20: 2 centrifugal pumps (1 duty and 1 standby) with normal capacity of
568 m3/hr/pump shall be installed for this project.

• Total capacity of fire water required: 1704 m3

• The fire water system shall be functional in all seasons and shall be capable of delivering 100% of
the design rate for more than 3 hours during the worst fire scenario.

Fire foam system:

• Maximum fire foam flowrate demand: 69.58m3/hr

• Necessary foam making solution reserved in stock for fire-fighting: 2.09 m3

• Selected capacity of tank foam: 2500 liters

II –CALCULATION FOR FM200 SYSTEM

Fire fighting truck
The Contractor shall provide four (4) special-purpose integral fire-fighting trucks for the purpose of
construction and operation phases.
Technical requirements for fire fighting truck shall include but not limited by the following:
(a) General: chemical tender, with 4,000 liters water tank and 4,00 liters foam liquid tank
(b) Vehicle dimensions
b-1 Wheel base 4,205 mm
b-2 Overall length approx. 7,445 mm
b-3 Overall width approx. 2,408 mm
b-4 Overall height approx. 3,250 mm

The cooling system of the vehicle engine having a heat exchanger is adequate to maintain a temperature of
the coolant in the engine not in excess of the manufacturer’s maximum temperature rating.

d.1 Engine
A water-cooled engine having sufficient horse power, torque, and speed characteristics used for running
and pumping operation.

Type : 4 stroke-cycle, direct injection, water cooled, 6 in line turbo-


charged diesel engine with all speed governor
Maximum output : 151 kW (205 PS) at 2,800 rpm
Maximum torque : 579 Nm (59 Kgm) at 1,700 rpm

Dry single-plate, hydraulically operated clutch release mechanism with air-assisted booster

6 forward speeds and 1 reverse, synchromesh on 2nd to 6th gears, constantmesh on 1st and reverse gears
(e) Driver’s cabin
Steel made enclosed driver’s cabin of double type with four (4) doors which has electric hydraulic tilted up
mechanism in case of heavy duty maintenance is provided. The driver’s cab is ergonomics designed for
heavy duty fire fighting operations and rescue works having wide doors, easy access steps and enough
comfort space even when wearing fire suits.
Driver’s seat is readily adjustable by the driver, front and rear.
Seating capacity in cab: Seven (7) persons including the driver, three (3) persons in front and four (4)
persons at rear.
(f) Body, compartment and lockers
The apparatus body design is rugged with suitable ventilation and drains where needed and with good
visibility to front, sides and rear. Body is provided readily accessible facilities for carrying delivery hoses,
appliances and equipments.
(g) Water pump, pump connections and pump operation
g.1 Water pump and pump driving system
The fire pump is of a centrifugal type.
A fire pump, two-staged balanced turbine pump is mounted and driven by a vehicle engine through a power-
take-off (sandwich type PTO) installed between vehicle engine and the transmission.

Materials of fire pump : Pump cover- Ductile cast iron with suitable coat
Impeller- Bronze casting
Pump shaft- High tensile stainless steel

Following piping and connections of anti-corrosive material or anti-corrosion treatment are incorporated in
the pump compartment. All connections fitted with suitable local hose couplings to which suction or delivery

g.4 Water pump operating controls


The pump operator’s position in which pump controls, gauges and other instruments are located. Adequate
illumination is provided for all gauges and controls located at the pump operator’s position.
Pump operating position: On the rear of the vehicle
(1) Pump control apparatus in driver’s cab
Water pump PTO engagement: Mechanical control lever (1 set) be controlled and confirmed by the driver
(2) Pump control apparatus in pump compartment
All gauges and instruments are so located as to be readily visible from the pump operator’s position and are
in accordance with ISO (International Standization Organization)
(h) Water tank, foam tank and foam proportioning device
h.1 Water tank
A water tank is suitably protected against corrosion and deterioration.
The tank is provided with a readily accessible manhole for inspection and cleaning, b plates, an overflow
pipe and others.
Water tank capacity : 4,000 L rated usable capacity
Materials and treatment : GRP (Glass Fiber Reinforced Plastic)
h.2 Foam Liquid Tank
A foam liquid tank is construction of anti-corrosive materials suitably protected against corrosion and
deterioration from foam concentrate.
The tank is provided with a cover for inspection and cleaning, and others.
Foam liquid capacity : 4,000 L rated usable capacity
Materials and treatment : GRP (Glass Fiber Reinforced Plastic)

Foam liquid is sucked from the foam liquid tank to the pump suction side through a foa discharge valve, an
ejector and etc. All devices concerning to foam solution or liquid are constructed of a material against its
corrosion.
A flushing valves device to clean up the proportioning system with fresh water incorporate, be operable after
discharging foam solution.
Foam proporting system : Around the pump proportioning system, manual adjustable
on the pump operator’s position
Max. foam solution flow rate : 2,000 L/min (in case that using 3% foam liquid)
Proportioning ratio : 3% and 6 %, selection
Acceptable foam liquid : Any kind of foam liquid, protein foam, fluoroprotein foam,
firm-foaming fluoroprotein (FFFP), synthetic foam and
aqueous film forming foam (AFFF)

(i) Finish and painting


All bright fittings are heavily plated with chrome. All exposed ferrous metal surfaces chrome or stainless
steel are thoroughly cleaned and prepared. Base coats thoroughly brushed in or sprayed on. All
irregularities in painted surfaces are rub down before the application of the finishing coats.
Painted color : Cab and body - Fire red
: Body roof - Silver
: Roller shutter - Aluminum original color
Other requirements:
every truck shall be fully furnished with provisions specified in the truck manufacturer’s catalogue;
The trucks shall be designed and engineered in accordance with codes and standards for fire protection in
Viet Nam;
Time of furnishing
02 fire-fighting trucks shall be furnished not later than 6 months after the Date of Effective of the Contract.
02 fire-fighting trucks shall be furnished upon the issuance of PAC of #3 Unit. The Owner reserves the right
to alter time of furnishing accordingly to the project execution progress.
