The Thai BinhQuang Trach Power Plant 21 is divided into the several fire areas based on process
features, physical area separation, the characteristics of the fluids and operation and the function of
buildings.
The fire fighting system shall be designed on base the basis of only one major fire at a time in the
following areas:
This area is classified as the separate fire area. Fire protection may be achieved by the use of spacing,
location, by the use of cooling water and by using fixed foam system.
• Shell of storage tank for cooling fire tank: 0.5 (liters/s/m) (TCVN 5307-2009).
• Shell of storage tank for cooling adjacent tank : 0.2 ( liters/s/m ) (TCVN 53072009)
A fixed foam system shall be provided for fixed roof tanks of combustible liquid, hot oil.
• The foam solution delivery rate shall be no less than 0.068 liters/s/m2 (TCVN 5307-2009, item
5.9.12.2) of the tank to be protected.
Besides, Water hydrants around the area shall also be used as supplemental extinguishers.

According to NFPA 850, item 4.2.1. b, the hose stream demand of no less than 500 gpm (31.5 L/sec)
Fire Water Demand is the fire water capacity required to achieve fire protection in any single Fire Area.
Option 1: Fire water demand for cooling heavy fuel oil tank addition with necessary water making foam
solution for fire tank and addition with hose stream demand
• Fire water demand for cooling heavy fuel oil tank: 1252.5408 m3/h
• Necessary flow rate water making foam solution for fire tank: 737.156 x 0.97 = 741.358 m3/hr
Option 2: Maximum fire water demand for spray system and addition with hose stream demand
• Maximum fire water demand for spray system: 385.56 m3/hr ( for Fuel oil transfer pump house area)
Conclusions
• Base on NFPA 20: 2 centrifugal pumps (1 duty and 1 standby) with normal capacity of
568 m3/hr/pump shall be installed for this project.

• The fire water system shall be functional in all seasons and shall be capable of delivering 100% of
the design rate for more than 3 hours during the worst fire scenario.

Fire fighting truck
The Contractor shall provide four (4) special-purpose integral fire-fighting trucks for the purpose of
construction and operation phases.
Technical requirements for fire fighting truck shall include but not limited by the following:
(a) General: chemical tender, with 4,000 liters water tank and 4,00 liters foam liquid tank

(e) Driver’s cabin
Steel made enclosed driver’s cabin of double type with four (4) doors which has electric hydraulic tilted up
mechanism in case of heavy duty maintenance is provided. The driver’s cab is ergonomics designed for
heavy duty fire fighting operations and rescue works having wide doors, easy access steps and enough
comfort space even when wearing fire suits.
Driver’s seat is readily adjustable by the driver, front and rear.
Seating capacity in cab: Seven (7) persons including the driver, three (3) persons in front and four (4)
persons at rear.
(f) Body, compartment and lockers
The apparatus body design is rugged with suitable ventilation and drains where needed and with good
visibility to front, sides and rear. Body is provided readily accessible facilities for carrying delivery hoses,
appliances and equipments.
(g) Water pump, pump connections and pump operation

The fire pump is of a centrifugal type.
A fire pump, two-staged balanced turbine pump is mounted and driven by a vehicle engine through a power-
take-off (sandwich type PTO) installed between vehicle engine and the transmission.

Foam liquid is sucked from the foam liquid tank to the pump suction side through a foa discharge valve, an
ejector and etc. All devices concerning to foam solution or liquid are constructed of a material against its
corrosion.
A flushing valves device to clean up the proportioning system with fresh water incorporate, be operable after
discharging foam solution.
Foam proporting system : Around the pump proportioning system, manual adjustable
on the pump operator’s position
Max. foam solution flow rate : 2,000 L/min (in case that using 3% foam liquid)
Proportioning ratio : 3% and 6 %, selection
Acceptable foam liquid : Any kind of foam liquid, protein foam, fluoroprotein foam,
firm-foaming fluoroprotein (FFFP), synthetic foam and
