Protection Services Manager
Rockingham Memorial Hospital, Harrisonburg, VA

The Protection Services Manager is accountable for providing and maintaining a s
afe and secure environment at all RMH locations. Demonstrated ability to commun
icate and gain consensus across hospital demographic levels. Meets with Directo
r of Plant Operations to develop an effective security program. The Manager proa
ctively coordinates crime/loss prevention and fire safety/prevention programs as
well as providing education and consultation to RMH staff on these subjects. Th
e Manager supervises the overall operation and effectiveness of the hospital par
king program. This position supports the hospital safety officer and interacts w
ith the Patient Safety Committee to meet executive Safety Council objectives. P
repares and manages an annual hazard vulnerability assessment program focusing o
n Mitigation, Preparedness, Response and Recovery actions. Participates with th
e Harrisonburg- Rockingham County Emergency Preparedness Task Force. Conducts sc
heduled drills to test effectiveness of the EOC program. Manages a central disp
atch and surveillance program to respond promptly to emergency conditions. Respo
nsible for hiring and managing a total of 31 personnel in the security, parking
and guest service representative programs. Conducts investigations into suspect
ed/ reported activities to gain information leading to a successful resolution o
f issues. Works with local, state and Federal law enforcement.
Security Specialist
Executive Office of the President/Office of Administration/Office of Security an
d Emergency Preparedness

Served as a Security Specialist in the Executive Office of the President (EOP),
Office of Administration (OA). Served as a technical expert in a variety of duti
es and responsibilities relating to the guidance, coordination and operations of
the EOP security program.
Served as the Physical Security Specialist for all buildings on the White House
complex. Responsibilities included: monitoring all alarms and ensuring maintena
nce or repair is completed; conducting risk assessments and recommending improve
ments to enhance security; communicating security issues with employees; and att
ending all meetings that concern the physical security of the complex.
Conducted emergency evacuation drills and ensured proper emergency/security proc
edures were followed throughout the exercise. Wrote aafter actiona reports recom
mending improvements to enhance the success of future drills.
Responsible for notifying and providing incident command direction to all White
House employees during an emergency event, expawhen to evacuate, shelter in plac
e, etca by utilizing the Emergency Notification System and/or the Emergency Aler
t System. After the incident, met with all agency stakeholderas for an aafter a
ctiona teamwork meeting.
Responsible for informing senior White House staff of all incidents, such as dem
onstrations or occurrences of a violent nature and restricted air space violatio
ns that are occurring in and around the White House complex.
Served as the Agency Technical Manager in the supervision of 25 contract guards
in facilities where White House pass holders reside. Met quarterly with the Fed
eral Protective Service and Office of Administration Financial Analysts to ensur
e accurate billing for the contract security services and completion of the agen
cyas goals and objectives.
Met with GSA and the United States Secret Service representatives to discuss and
mitigate safety related issues in and around the White House complex.
Conducted investigations and interviews of all subjects when a suspected crime o
r incident had been reported to the Joint Operations Center in the White House c
omplex. Utilized the Reid interviewing and technique applications when conductin
g the investigation.
Developed, implemented and monitored policies, instructions, procedures, control
systems and methods for delegation and exercise of classification and declassif
ication authority; development of classification guides, document marking, safeg
uarding and use.
Determined an applicantas suitability of employment in the White House by review
ing personnel documents and conducting interviews of potential employees.

United States Secret Service - Uniformed Division Officer

Provide protection for the President and Vice President of the United States, Fo
reign Dignitaries and Heads of State. Experienced in providing security advance
site work for the President and Vice President. Patrol and conduct surveillanc
e surrounding the inner and outer perimeter of the White House and the Vice Pres
idents Residence. Experienced in apprehending and interviewing individuals beha
ving in a life-threatening manner, or who demonstrate abusive behavior while see
king admission to secured areas and making threatening statements against the pr
otectee. Arresting without warrant and taking into custody any persons committi
ng an offense against the United States, enforcing federal and local laws relati
ng to the protection of human life, including the preservation of the rights of
individuals. Extensive travel for protective details domestically and internati
onally. Proficient in the use of various firearms, X-ray screening devices and
