clinical research trials, private research grants and grants funded by the Depar
tment of Defense at Central
Arkansas Veterans Healthcare System. Assumed position of full-time Executive Dir
ector when net worth reached
$500,000.
Accomplishments:
- Lead the company in growth from a net worth of $500,000 to a net worth of $7 m
illion from 1991 to 2000.
- Implemented and administered an internal grant program, funding 45 grants tota
ling $2 million.
- Developed and implemented a Joint Personnel Agreement that increased staffing
ability by approximately 75
percent.
- Implemented and Administer company 403b Retirement Plan, and tax deferred Medi
cal Flexible Spending plan.

Duties and Responsibilities:
Manage all aspects of daily operations. Establish and maintain the organization
and structure of the corporation.
Evaluate services provided, and recommend operational changes to the Board of Di
rectors as needed. Develop
strategic, long and short-range plans for innovative programs and services. Dire
ct all financial operations of the
corporation. Responsible for monthly reconciliation of all corporate bank accoun
ts and all investments.
Prepare all corporate operating budgets and review monthly for accuracy. Prepare
and present all monthly
financial reports to the Board of Directors at monthly board meetings.
Assure that each clinical research study budget is adequate to cover all costs i
ncurred by clinical services at
Central Arkansas Veterans Healthcare System, provided in support if medical rese
arch activities. Assure budgets
cover administrative fees, IRB fees and contract processing fees, a well as dire
ct costs of the research project.
Assure that adequate funding and the conduct of the study. Assure utilization of
funds in accordance with study
budgets or private donor requirements.
Responsible for direct supervision of two administrative employees, and oversigh
t of approximately 50 employees
actively involved in research activities.
Serve as Administrator of a $2 million grant from the Department of Defense. Res
ponsible for all pre and postaward
financial reporting. Serve as Primary contact for Pharmaceutical Companies and V
A Counsel in negotiation
of Cooperative Research and Development Agreements.

ardiac Catheterizations, Lung
Biopsies, and Bronchoscopesa. Scheduled patient follow-up clinic appointments, a
rranged for transport of critically
ill patients from other medical facilities. Arranged all travel for supervisors.
Prepared documentation for review by
the Research and Development Committee and recorded minutes of each meeting. Pre
pared all correspondence
to researchers regarding R&D review. Interpreted regulations governing medical r
esearch activities. While
secretary to the Associate Chief of Staff for research, I submitted the required
application to Internal Revenue
Service for obtaining a 501(c)(3) non-profit status for the Biomedical Research
Foundation, in accordance Federal
Statutory requirements. Prepared By- Laws and Articles of Incorporation for subm
ission to legal counsel for review
and approval. Upon receipt of the 501(c)(3) certification provided all administr
ative support for the Biomedical
Research Foundation, including bookkeeping, monthly reporting, payroll, etc., in
addition to VA position.
