INTERNATIONAL EXPERIENCE
Dedicated 27-year career defining, tracking and ensuring the on-time delivery of
facility and engineering construction and environmental engineering restoration
projects for the U.S. Department of Energy's (DOE) Idaho National Engineering L
aboratory (INEEL), consisting of 8 facilities providing environmental, energy, n
uclear technology and national security applied engineering services to federal
and state government agencies.
BECHTEL & LOCKHEED MARTIN, Idaho Falls, ID (1994 to 2003)
PROJECT DIRECTOR
Chosen as Project Director for the 3,100 Cubic Meter Environmental Restoration &
Clean-up Project at INEEL, a highly visible and politically sensitive project.
* Directed all efforts to oversee the characterization and certification of nucl
ear waste within INEEL for shipment to newly constructed Waste Isolation Pilot P
lant (WIPP) facility in Carlsbad, New Mexico. Directly interfaced with DOE, Carl
sbad Area Office, and INEEL to ensure the on-time delivery of project. Created s
chedules, allocated resources, defined cost estimates, and managed all change co
ntrol issues. Coordinated efforts of 50 team members.
* Formulated project plan to restore and reclaim the initial 3,100 Cubic Meter p
roject, valued in excess of $250M. Plan was utilized in the budgeting and negoti
ating processes with DOE and State of Idaho for the removal of the waste by the
legislated deadlines. Additionally, it served as the baseline to meet commitment
s made to the State of Idaho, avoiding environmental fines.
* Executed Project Plan from Conceptual Design through Operational Readiness Tes
ting. This included the construction of 8 Storage Buildings, refurbishment of a
Nuclear and Hazardous Waste Characterization Facility and its power distributio
n and substation.
* Managed Operational Readiness Reviews, and Self-Assessments and Full Operation
al Assessments of the Radioactive Waste Management Complex (RWMC) Stored Waste E
xamination Pilot Plant (SWEPP), Storage Modules and Drum Vent Facility.
* Oversaw the installation, calibration and certification of all equipment; crea
tion and approval of operating procedures; and the training and certification of
Operators on procedures to ensure compliance for the initial WIPP RCRA Part B P
ermit Audit.
* Led the development of the Transuranic Reporting, Inventory and Processing Sys
tem to track and report on the characterization and certification of nuclear was
te.
EG&G INC., Idaho Falls, ID (1987 to 1994)
SENIOR PROJECT MANAGER
Selected to direct the delivery of global Facility and Engineering Construction
projects to federal agencies in support of the Work For Others Program; and inte
rnal construction projects for INEEL. Led cross-functional teams of up to 200 p
ersonnel.
* Full accountability for defining, managing and ensuring the execution of assig
ned projects, from initial assessment and definition of project scope through de
livery and problem resolution.
* Collaborated with federal agencies to evaluate needs and lead the delivery of
new construction, upgrade and relocation projects to increase capacity and ensur
e environmental compliance.
* Directed the replacement of all 250 U.S. Navy Pier PCB Transformers at Pearl H
arbor, Hawaii.
* Collaborated with Headquarters of U.S. Army Corps of Engineers Civil Works to
develop, implement and deliver Project Management Methodology to over 5,000 Seni
or Corps personnel. Trained and mentored personnel on project management, schedu
ling, budgeting and cost analysis principles and Best Practices.
* Oversaw the construction of 40,000 square foot office building at INEEL.
EG&G INC., Idaho Falls, ID (1984 to 1987)
OPERATIONS MANAGER
Selected to manage and optimize operations of INEEL'S electrical transmission an
d distribution system.
* Led team of 45 linemen and electrical engineers in maintaining, operating and
upgrading the 100 MW capacity high-voltage electrical transmission and distribut
ion system, consisting of 8 major 138kv/12.5kv substations, 150 miles of transmi
ssion lines, and a 5 MW utility generator.
* Conducted electric utility rate case studies; delivered recommendations; and i
mplemented solutions to enhance transmission and distribution across all facilit
ies.

* Planned and led all efforts to completely upgrade substations; replace all tra
nsmission lines to 138kv.
* Chosen as Productivity Team Leader to provide computerized project status and
earned value analysis reports to senior management team.
U.S. DEPARTMENT OF ENERGY, Idaho Falls, ID (1983 to 1984)
OPERATIONS MANAGER
U.S. Department of Energy staff specialist charged with the responsibility of ov
erseeing all site-wide electrical and instrumentation projects and their contrac
tors.
* INEL Scoville Substation 132/12.5 kV Replacement/Upgrade, which included repla
cement of two 25 MVA Transformers, 12.5 kv Switchgear, reclosers and SCADA syste
m.
* INEL 230 kV 2nd Power Tie Transmission Line, which included 5 miles of 230 kv
Transmission line, addition of new gas insulated switchgear, and substation expa
nsion including earthing grid and lightning protection.

CONSTRUCTION PROJECT MANAGER
Advanced and given full responsibility to plan and oversee the delivery of elect
rical construction projects throughout INEEL.
Accountable for overall success of multiple simultaneous projects, from initial
proposal phase through construction and startup. Defined project scope, budgets,
deliverables, and resources. Partnered with management and team members to eval
uate complex project needs, research alternative approaches, define risks, and r
ecommend cost-effective solutions to meet project needs and long-term objectives
. Led teams of up to 50.

ELECTRICAL ENGINEER
Recruited as a member of the Engineering Design Organization to design new and u
pgrade existing industrial controls, power lines and substations for commercial
buildings throughout INEEL.
* Collaborated in establishing and maintaining design criteria for prospective p
rojects across the 8 INEL facilities.
* Tested and calibrated oscilloscopes, signal generators, meters and additional
test equipment.
