SENIOR PROJECT MANAGER, JACOBS FACILITIES, INC./CRSS CONSTRUCTORS, INC.
Condemned Prisoner Addition to San Quentin State Prison: A 1,500 man prison, est
imated cost of $335 million, adjacent to the existing San Quentin Prison in Mari
n County, California. Seven total contracts planned to be issued for constructi
on. Pre-construction planning included: plan reviews, allocation of work to sep
arate bid packages; preparing a schedule for each bid package and an overall sch
edule for construction of the facility; design of a lay-down area for each contr
actor; pollution control measures; security measures coordinated with security o
f the existing prison complex; traffic planning to comply with the allowable num
ber of vehicles entering or leaving the site during peak periods; planning and c
oordination with another construction management firm that was preparing to mana
ge a project within the existing prison to be built at the same time as the Cond
emned Prisoner Addition; locating possible off-site parking areas; designing tem
porary office complex for use by State representatives and construction manager
personnel; preparing a Procedures Manual with flow charts for Construction Manag
er personnel. Project did not proceed to construction due to lack of adequate f
unding by the Legislature.
Denver Health Medical Center Bond Program: This $97.5-million dollar program con
sisted of eleven projects, eight on the main campus, including renovation of the
Radiology department, relocation of underground utilities, MRI Addition, demoli
tion of two existing buildings; CU/Ortho/Correctional Care Unit addition to the
main hospital building, Trauma Training Center, Central Plant Expansion, Operati
ng Rooms Addition and renovations, and three outlying clinics. Duties included
participation in Program Master Planning; preparation of Program schedules and b
udgets; preparation of Requests for Qualifications (RFQ's) for the services of a
rchitects, engineers, testing laboratories, and contractors; evaluation of respo
nses to RFQ's and bids; participating in and documenting design sessions; recomm
ending approval of contractor's schedules, for construction and monthly revision
s and updates; reviewing and approving the contractor's applications for payment
and the architects', engineers', and testing laboratory's billings; tracking co
ntractor's submittals; tracking and insuring timely responses to Requests for In
formation; preparing independent estimates for change order requests and negotia
ting settlements for them; documenting the progress of the work and inspecting t
he work; advising Denver Health regarding schedules, design, cost, construction,
and related issues. Denver, Colorado.
IRS Consolidated Computing Facility, Martinsburg, West Virginia. $95.9-million,
410,366 square foot facility, situated on a 35-acre site, designed using metric
units. Duties consisted of reviewing and recommending approval of the contract
or's initial schedules for construction and monthly revisions and updates to the
approved schedule; reviewing the contractor's applications for payment and reco
mmending action to GSA; receiving, logging, reviewing and approving the contract
or's submittals; receiving and responding to Requests for Information; preparing
requests for Proposals; preparing documents for change orders; preparing the in
dependent government estimates for change orders and negotiating settlements for
them; documenting the progress of the work and inspecting it; advising GSA on c
onstruction matters. The project included:
* A 168,199-square-foot office building, a 217,450-square-foot warehouse/ADP bui
lding, a 17,079-square foot separate child care center. The major buildings hav
e structural steel frames, with exterior walls of precast architectural concrete
, brick, and glass curtain wall. There is raised access flooring throughout the
office building and the ADP area to allow maximum flexibility in laying out the
computer systems.
* Incorporation of an emergency electrical system including a massive and very s
ophisticated emergency electrical generator system and rotary UPS system. Ten 2
,825 kW emergency generators, each powered by a 4,200 cubic-inch diesel engine,
insure a continuous supply of power in case of power outage to the facility. Em
ergency electrical power is generated at 4,160 volts by these generators, then s
tepped down by transformers. This voltage was selected to reduce the size of th
e copper conductors for the electricity.
Federal Correctional Institution. As an extension of the Federal Bureau of Priso
ns staff, performed on-site contract administration, advisory, estimating, chang
e order, and quality control/inspection activities for construction of this $65.
4-million, 1536 bed, 425,000 s.f. prison. Yazoo City, Mississippi.
Federal Courthouse and Parking Garage. Performed on-site contract administration
, advisory, estimating, change order, and quality control/inspection activities
for construction. New $38-million facility required high level finishes and so
phisticated mechanical and security systems. Greenbelt, Prince Georges County,
Maryland, a suburb of Washington, D. C.
Spotsylvania County Schools Program: Managed all phases of the $75-million const
ruction program from site selection through enforcement of warranty work on 16 p
rojects, including selection of consultants and contractors, establishing and mo
nitoring of costs, schedules and budgets, and project closeout. Co-authored the
general conditions of the contract for Spotsylvania County School Board. Spots

Shands Hospital and the Health Science Center, University of Florida. $16.7-mill
ion facilities. Projects included: 63,000-sq-ft laboratory/ classroom/greenhous
e research facility for the Institute of Food and Agricultural Sciences, 140,000
-sq-ft Radiation Therapy Center/Cancer Center, and design of 250,000-sq-ft Ambul
atory Care Outpatient Center. Gainesville, Florida.
Los Angeles Unified School District: $115-million Accelerated Design Project. A
s an extension of client's staff, managed accelerated design of 40 schools, with
90 days from design program issuance to submittal of construction documents. Lo

Federal Office Building and Courthouse, General Services Administration. Value
engineering study of a $110-million, 22-story high-rise. Identified potential
savings of $17 million, of which $9 million was incorporated into the design. L
