PROFESSIONAL EXPERIENCE:
April 2004-Present Neglia Engineering Associates Lyndhurst, New Jersey.
Project Manager / Principal Engineer
* Serves as Team Leader / Project Manager for a team of engineers, architects an
d Landscape Architects working on the design and construction of multiple multim
illion dollar "Brownfields to Greenfields" Projects. These projects span over mu
ltiple years and include all aspects of design, permitting and construction mana
gement / administration for projects that include: utility infrastructure, roadw
ays, walkways, sports amenities, buildings, bridges, retaining walls, landscapin
g, and lighting.
* Prepared extensive permitting plans and supporting documents and coordinates w
ith local officials, County Soil Conservation Districts, The New Jersey Departme
nt of Environmental Protection and the Army Corps of Engineers to obtain the req
uired permits for each project. In addition, coordinates with the county staff t
o create short term needs analysis and long term projections for the entire coun
ty park system.
* Provides annual engineering budgets and prioritized list of projects to the pa
rks department as part of a larger county wide plan.
* Was instrumental in creating and implementing the county's "Quality Selection
Process" for prequalifying architects and engineers for county professional serv
ices. Generates Request for Proposals and Requests for Qualifications for projec
ts within the county system primarily focused on park infrastructure, facilities
and roadways.
* Manages the progress and sets deadlines for other consultants on multiple engi
neering / architectural projects awarded by the county.
April 2003 - April 2004 Joint Task Force - GTMO Guantanamo Bay, Cuba
Operations Officer - J4 Operations
* Officer in Charge of the J4 logistic operations that supported Joint Task Forc
e GTMO. Responsible for providing all logistical support to all JTF operations.
Planned and implemented long term budgets and logistical support requirements f
or the JTF.
* Responsibilities included all billeting, food service, transportation, mainten
ance and supply.
* Served as the Assistant Purchasing Officer responsible to supervise 8-10 purch
asing agents with various purchasing abilities from $5,000 per day to $50,000 pe
r day. Monitored, reviewed and approved purchases made by purchasing agents and
rectified all accounts monthly.
* Reviewed proposals and directly negotiated with civilian contractors for outsi
de logistical and construction support of JTF operations. Used my engineering sk
ills to assist the JTF and base engineering departments on a number of construct
ion projects.

cipal, county and state projects.
* Works as the in-house engineering consultant for the Bergen County Park System

* Utilizes state of the art software such as: Land Desktop, AutoCAD, Hydraflow a
nd other design software to aid in the design of the projects.
* Coordinates with local officials, County Soil Conservation Districts, The New
Jersey Department of Environmental Protection and the Army Corps of Engineers to
obtain the required permits for each project.
* Prepares and reviews construction documents, specifications and cost estimates
for each construction project. Monitors the bidding process and answers questio
ns as needed.
* Reviews all bid submissions for conformity to the plans and specifications and
makes recommendations to the governing body.
* Performs construction management and supervision tasks on design projects to i
nclude periodic inspections, coordination and supervision of on-site inspectors,
review of contractor's work to ensure conformity to the specifications, trouble
shooting unforeseen conditions, review and approve contractor payments and chang
e orders, and final close out of project.

* Deployed to Guantanamo Bay, Cuba where managed day to day logistical requirem
ent for the Joint Task Force Operation. I received veteran status as a result o
