Experience Summary
I am experienced in project management - construction management of industrial,
utility, and commercial projects including: design-build, wastewater facilities,
water treatment facilities, ethanol plants, solid waste landfills, hazardous wa
ste, storage facilities, petrochemical plants, cross country pipelines, high and
medium voltage substations, and electrical transmission distribution systems. A
s a project director, project manager and construction manager I have been respo
nsible for many diverse projects from start to finish domestically and internati
onally.
Responsibilities included managing, implementing, coordinating, directing, moni
toring, scheduling, contracting, negotiating, and budgeting all project-related
activities during the proposal, design, construction, and start-up phases.
Project Experience
Walworth County Metropolitan Sewerage District (WalCoMet) Wastewater Treatment P
lant Improvements. Site Engineer for improvements to an existing 5.75 mgd wastew
ater treatment plant. Phase I increases the plantas average flow to 7.0 mgd. The
project includes conversion of two-stage nitrification to single-stage nitrific
ation and doubling the capacity of the secondary clarification. Other improvemen
ts are new odor control facilities for headworks, screening facility and primary
clarifiers. Improvements and upgrades to preliminary treatment, secondary treat
ment, UV disinfection, sludge digestion and solids handling are included. Upgrad
es to the tertiary filter system provides control replacement, filter media, und
erdrain system, control valves, backwash pumps, rebuild filter feed pumps and ba

Okanagan Biofuels Facility (OBI). Project Manager for preliminary design of a bi
ofuels facility estimated to cost $300 million producing 115 million liters of e
thanol fuel, 20 MW/H of green power and 150, 000 metric tons per year of organic
fertilizers. The project was to use stillage (sludge) from the mashing process
to produce methane gas produced by an anaerobic digestion process to produce ele
ctrical energy derived from gas driven generators and turbines. Project delivera
bles for preliminary design project phase included: 30% preliminary design drawi
ngs, budget cost estimate, master project schedule, constructability review, pro

Johnson Controls, Air and Environmental Permitting, Cresson, Pennsylvania. Proj
ect manager for environmental permitting of a wood-fueled bailer at the Pennsylv

Pfizer, Water Supply Well #3 Development, San Jose Iturbide, Mexico. Project ma
nager for data review and well development testing at a former Pfizer Consumer H
ealth Care manufacturing facility to support construction of a new water supply

Federal Emergency Management Agency, Long-term Recovery Efforts, Gulf Coast. As
signed to FEMA Katrina aLong Term Recovery Plana that was a framework for evalua
ting, coordinating, and prioritizing Katrina recovery efforts. I Conducted inter
views with water/wastewater, and port development staff to determine their most
pressing needs. I contributed written recommendations to FEMA for inclusion into
the overall recovery plan to begin funding efforts. I Conducted St. Charles Par
ish Community Planning Open House. The plan enabled St. Charles Parish to begin
recovery efforts for their water, wastewater and port facilities and begin movi
ng forward by prioritizing and implementing projects laying the foundations for

US Agency for International Development, Aqaba Wastewater Expansion, Jordan. Con
struction manager, resident engineer, and office engineer for modifications to t
he plant and construction of a new 12,000-cmd mechanical wastewater treatment pl
ant, agricultural reclaimed water system (consisting of a pump station with high
- and low-pressure pumps, 10 km force main, and a 50,000 m3 reservoir), urban re
claimed water systems (pump station, 34 km of pipelines, 26 km of transmission m
ain, and outlet control), main pump station rehabilitation, pump station No. 2 m
odifications, instrumentation and SCADA, modification to two Al-Hafayer pumps st
ations, relief trunk sewers, 31 km of collection system piping for residential a

Headworks Facility, Evansville, Indiana. Project manager for design of a 10-mgd
headworks facility, which included screening, grit removal, force main, and pump
ing of raw wastewater to the wastewater treatment plant. [Donohue, 09/2000 - 08/

Wastewater Treatment Plant, Forth Devens, Massachusetts. Project director for de
sign-build wastewater treatment plant improvements to increase process capacity
to 3 mgd, which consisted of new sequencing batch reactors, grit removal, equali
zation tanks, new blower building, new control building, new septage receiving a
nd holding facility, upgrading primary pumping station, sludge thickening, sludg
e drying and ultraviolet disinfection. [Earth Tech, $10 million]
Jerusalem Wastewater Treatment Plant Design-Build, Jerusalem, Israel. Project ma
nager for new 100,000-cmd wastewater treatment plant located 15 km southwest of
Jerusalem in a valley where the Soreq River flows. Wastewater processes included
medium and fine screens, grit chambers, primary clarification, biological treat
ment (activated sludge), final clarification and disinfection. Sludge treatment
included primary sludge, excess sludge, anaerobic digesters, sludge silos, dewat
ering centrifuges and dewatered sludge storage. Also included were capabilities
for gas to energy conversion, emergency generation and odor control. [Earth Tech

City of Antigo, Wastewater Facilities Modifications. Project manager for wastewa
ter treatment plant modifications to comply with new phosphorus removal and bios

Village of Belleville, Wastewater Treatment Plant Improvements. Project manager
for improvements to provide wastewater treatment plant additional sludge storage
, phosphorus removal and additional capacity to existing wastewater treatment fa

Kenosha Water Utility, 80th Street Wastewater Storage and Pumping Facility, Keno
sha, Wisconsin. Design project manager for a 30 million gallon storage basin and

14th Avenue Sanitary Sewer Interceptor. Project manager for approximately 9,600
feet of 96-inch tunneled interceptor sewer. [Earth Tech, $7 million]
Lake County Wastewater Treatment Plant Improvement and Expansion, Illinois. Desi
gn project manager to upgrade wastewater treatment capabilities to comply with r
egulatory effluent limitations and expand the plant from 8 mgd to 16 mgd. This p
roject consisted of new 8-mgd plant and improvements to the existing 8-mgd waste
water plant. The new plant consisted of mechanically cleaned bar screens, submer
sible influent pumps, grit removal, extended aeration activated sludge for nitri
fication, final clarifiers, effluent filters, chlorination with hypochlorite, de
chlorination with bisulfite, post aeration, aerobic digestion and sludge belt pr
esses. The plant was constructed in residential neighborhood and special attenti
on was given to noise attenuation, odor control and visual appearance was minimi

N-Viro Primary and Secondary Sludge Management Processing Facility. Project mana
ger for sludge processing building, windrow building, and truck wash. [Earth Tec

Wastewater Treatment Facilities Modifications and Additions, Waukesha, Wisconsin
. Design project manager on project to increase annual average flow rate and to
meet BOD cold weather limitations. Extensive plant rehabilitation was also inclu
ded. Project included an activated sludge system, fine bubble system, tapered ae
ration system using ceramic disc diffusers, additional anaerobic digestion, liqu
id digested sludge storage tanks, new belt presses, sludge drying pad and sludge

Village of Fox Lake, Wastewater Treatment Plant Improvements and Expansion, Fox
Lake, Illinois. Design project manager for new additions and modifications to ex

Waste Management of North America, Cell 1, Northern Oaks Recycling and Disposal
Facility, Clare County, Michigan. Construction manager for Type II solid waste d
isposal cell with a composite geosynthetic liner including a primary and seconda
ry leachate collection system and sedimentation basin. Construction manager on t
his green field site with over all responsibility for construction of infrastruc
ture, 10 acre waste cell (including double composite liner and geonet), leachate
collection, controls, site stormwater management including wetland development.

Aramco, Safaniya/Tanajib, Saudi Arabia. Project and construction manager for 230
KV SF6 substation, four 230 KV/13.8 KV conventional substations and two 5-mile
circuits of high pressure oil cables. This project represented state-of-the-art
high-voltage substation technology and underground high voltage power transmissi
on. Substations were made much more compact and reliable by using SF6 gas as an
insulating medium replacing standard air insulated switching and breaker equipme
nt. Oil cooled high voltage underground feeders were required in some plant area
because of constraints on overhead transmission tower right of ways. Constructi
on costs and complexities of both of these technologies were greater than conven
tional facilities serving the same function. [Aramco, $60 million]
Aramco, Various Projects, Tanajib, Saudi Arabia. Project and construction manage
r for one 230 KV/34.5 KV substation, thirteen 34.5 KV/13.8 KV substations for ga
s, desalinization, refinery, utilities, plants, marine facilities and community
infrastructure and related transmission and distribution facilities. These proje
cts were part of a very large development of new oil production facilities and c
ompany town required for employees who were needed to support the industrializat
ion. Project completions were critical to support revenue projections establishe
d by the company. Schedule slippages of only a day or two could result in millio
ns of dollars in lost revenues. [Aramco, $75 million]
Aramco, Marjan/Zuluf (offshore), Saudi Arabia. Project and construction manager
for miscellaneous substations on new gas gathering and accommodation platforms.

Aramco, Houston, Texas, and Dhahran, Saudi Arabia. Lead project and construction
engineer for design and construction of two 96-mile high-pressure 40-inch and 2
0-inch gas and gas condensate pipelines, through to proponent acceptance. This m
ulti year project was intended to transport high pressure natural gas (1000 psi)
and gas condensate from off shore oil fields and Tanajib. Project scheduling to
support construction was a major challenge. Pipeline material was a special ord
er steel with a low sulfur content reducing corrosion and allowing the eliminati
on of a plant facility for gas sulfur removal prior to gas entering the pipeline
. Responsible for construction of the northern half of the construction and serv
ed as lead project engineer during the design phase for the entire project. Feat
ures of this project included 40-inch ball valves that were repairable in place,
gas operated valve actuators (many valves were too remote to be near a power su
pply). Hydro testing two 96-mile pipelines using seawater was also a major chall
