Evgueni Novikov, Ph. D. is an expert with extensive on the ground experience on
Islam and on the politics and economics of Muslim countries. He was born in Kyrg
yzstan of Russian parents. He received his Masters degree in Business and Foreig
n Trade in the Gulf States from the Moscow State Institute of International Rela
tions, and he received his doctorate on The Politics and Economies of Arab Count
ries from the Moscow Institute of Social Sciences.
Dr. Novikov is fluent in spoken Arabia and he can read and work in literary Arab
ic. He has extensive practical experience in the Central Asia and the Persian Gu
lf regions. Dr. Novikov was a top expert on Islamic affairs for the Politburo of
the Soviet Union. His responsibilities ranged from instruction in the theory an
d practice of socialism (to senior students from communist and terrorist organiz
ations from Islamic countries) to advising Arab leaders on political affairs, in
ternational relations and trade issues.
His official duties as a representative of the Soviet Communist Partys Internati
onal Department provided Dr. Novikov with the opportunity to establish close per
sonal and working relationships with high-ranking officials in a number of Centr
al Asian republics. His work in Islamic countries also brought him into contact
with numbers of freedom fighters, who were engaged in terrorist activities.
Following his defection to the United States in 1988, Dr. Novikov served on the
faculty of the U.S. Naval War College and of the George C. Marshall European Cen
ter for Security Studies in Germany. He served as an instructor for pro-democrac
y leaders from the then-newly independent nations of Central Asia. Dr. Novikov w
as a broadcaster at Radio Free Europe/Radio Liberty in charge of National Securi
ty programs and he was the Director of the International Terrorism project at th
e Jamestown Foundation. He has written authoritatively on the Central Asia, the
Arab world, Islamic terrorism, Soviet and post-Soviet politics and foreign polic
y.
Dr. Novikov knows how to win the trust and cooperation of Muslim religious, busi
ness and governmental authorities. He is a native of Central Asia, born in the K
yrgyz city of Bishkek. Novikov can speak with local religious authorities in cla
ssic Arabic, the language of the Koran. This will enhance respect for him in thi
s region because they consider knowledge of classic Arabic as an important crite
rion of a persons significance. As a former professor at the Marshall Center in
charge of students from Central Asia, Dr. Novikov is recognized by in leadership
positions as a person who helped Central Asians in their studies and personal a
ffairs. Some of Dr. Novikovs former students from Central Asia are now influenti
al officials in their countries. He is the author of a number of articles and of
several books, including: Islam in the Newly Independent States of Central Asia
: Central Asian Responses to Radical Islam; Gorbachev and the Collapse of the So
viet Communist Party: The Historical and Theoretical Background and The Transfor
mation of Political Class of Russia.

Before defecting to the United States in March 1988 worked with Soviet governmen
t structures, coordinated contacts with governmental agencies and businesses; de
veloped relations with foreign missions and had formal and non-formal relations
with such statesmen as former Soviet Vice-President Gennadi Yanaev and former Ru
ssian prime-minister Evgeny Primakov.
My work as associate professor of the US Naval War College provided me with oppo
rtunities to meet many senior-level US and NATO countries flag officers and nati
onal security advisers. While working in the Marshall Center developed relations
with senior-level officers, parliamentarians, national security advisors, direc
tors of major institutions of the FSU and Eastern European countries.
As a broadcaster of the Radio Liberty foreign service maintained links and had p
ermanent professional relations with US and International officials including Ad
miral Stansfield Turner, Congressmen Frank Wolf, Congressmen Toby Roth, Congress
