THE INFORMATION HAND BOOK UNDER THE RIGHT TO INFORMATION


ACT, 2005.

Background of the Hand Book:-

This hand book has been prepared in accordance with Section 4 (1) (b) of the Right to
Information Act, 2005 in order to enable the citizens to have easy access to the information as
mandated in the Act.

Objective/purpose of the Hand Book:-

The focus of the Hand Book is to familiarize citizens of various activities of K.P.S.C.
and facilitate easy access to all information required to be published under Section 4(1) (b) of
the Right to Information Act. This hand book is expected to enhance and strengthen interaction
between the Karnataka Public Service Commission and information seeking citizens to fulfill
the goals of transparency and accountability enshrined in the Right to Information Act, 2005.

Intended users of the Hand Book:-

Aspirants for posts in different cadres of State Administration, various other State
Departments and personnel involved in State Administration.

Organisation of the information in the Hand Book:-

1. This Hand Book provides an overall view of the K.P.S.C.; its functions, the
Constitution of the Commission, duties and responsibilities, organizational structure etc.

2. In this hand book the details of each wing of the K.P.S.C. is provided under
various heads as required under Section 4 (1) (b) of the Right to Information Act, 2005.

Objects/purpose of the Public Authority:-

The K.P.S.C. is a body constituted under Article 315 of the Constitution to discharge
the duties and functions assigned under Article 320 of the Constitution.

Mission/Vision statement of the Public Authority:-

To carryout selection process for recruitment of eligible and competent candidates to


various civil services and posts of the Karnataka State in an efficient and transparent manner
within the time schedule in accordance with the Recruitment Rules.

Brief History of the Public Authority:-

As there was no legally constituted body prior to 1921 in the State to advise the
Government and other appointing authorities in the matters of recruitment to the State Civil
Services, on 16.5.1921, the then Government of Mysore constituted a central agency for
recruitment namely ‘Central Recruitment Board’. This Public Service Commission was
constituted under the provisions of the Constitution of India on 18.5.1951.

Functions of the Public Authority:-

1. To conduct examination for appointments to the services of the State under


Article 320 (1) of the Constitution.

2. To render advice to the State Government when consulted on all matters relating to
methods of recruitment to civil services and civil posts.

3. To render advice to the State Government on the principles to be followed in


making appointments to civil services and posts and in making promotions and
transfers from one service to another and on the suitability of candidates for such
appointments, promotions or transfers.

4. To render advice to the State Government on all disciplinary matters affecting a


person serving under the State in a civil capacity, including memorials or petitions
relating to such matters.

5. To render advice to the State Government on any claim by or in respect of a person


who is serving or has served under the Government of the State in a civil capacity,
that any costs incurred by him in defending legal proceedings instituted against him
in respect of acts done or purporting to be done in the execution of his duty should
be paid out of the consolidated fund of the State.

6. To render advice to the State Government on any claim for the award of a pension
in respect of injuries sustained by a person while serving under the Government of
the State in a civil capacity and any question as to the amount of any such award.

7. To render advice on any matter so referred to them and on any other matter which
the Governor of the State, may refer.

Main activities/functions of the Public Authority:-

1. To conduct examination for appointments to the services of the Stat under


Article 320 (1) of the Constitution.
2. To conduct Departmental Examinations for the State Government Employees.
3. When consulted to advise on matters relating to recruitment, promotions,
disciplinary cases, other service matters, appointment to certain categories of posts
under the local authorities in accordance with the provisions of Article 321 of the
Constitution.
4. When consulted, to advise on matters relating to suitability of Government
Servants for promotion in accordance with the provisions of Karnataka Civil
Services (Regulation of Pay, Promotion and Pension) Act, 1973 and the rules made
there under.
5. When consulted, to advise on matters relating to selection to all posts in Group ‘A’,
Group ‘B’, Group ‘C’ and Group ‘D’ which are to be filled by direct recruitment
for which no special or general rules have been made prescribing the method for
such direct recruitment as per Govt. Notification No.DPAR 25 SCR 2000 dated
2.3.2002 (prospective promotions and making rules regulating recruitment to civil
services of the state and civil posts are excluded from the consultative purview of
the Commission.)

1. The objections/complaints/petitions are received by the PRO, KPSC and redressal


of grievances is carried out expeditiously.
2. Citizens e-mail their grievances and prompt replies are sent and action is taken to
redress the grievances of the citizens.
3. The Commission puts up all relevant information in its Website
http://kpsc.kar.nic.in for the information of citizens.

ADMINISTRATION BRANCH – I

(i) Important functions of this branch are as follows:-

The business of the Administration Branch is transacted through the following functions,

1. Establishment matters including Promotion, Disciplinary, Leave and


other related issues of the staff of the Commission.
2. Service, Supply and Stores.
3. Maintenance of vehicles.
4. Matters relating to other State Public Service Commissions and other
miscellaneous matters.

ADMINISTRATION BRANCH – II

(i) Important functions of this branch are as follows:-

The business of the Administration Branch is transacted through the following functions,

1. Maintenance of office buildings/repairs.


2. Maintenance of Library.
3. Maintenance of Records of Office
4. Protocol duties.
5. Maintenance of office garden
6. Security, House keeping and maintenance of lift.

(ii) The powers and duties of its Officers and Employees are as follows:-

Secretary Head of the organization and acts, in his capacity as Head of the
Department.
Deputy Secretary Second Senior most officer in charge of the department, will report to

CLEARANCE BRANCH

The functions and duties of Clearance Branch and the Directory of Officers and Officials

Functions and Duties of Clearance Branch:

I. a) Receiving letters form Government, various State Government Department, other


PSC's etc., by Post/ Muddam.

b) Receiving applications, representations from candidates, by post/ muddam/


courier.

c) Receiving the Departmental Examination forms from candidates, by post/


muddam/ courier

II. Sales and receipt of applications from the candidates for various government posts
notified by the Commission.

III. After receipt of representation/ applications from the counter, it will be sorted out
sections wise or post wise and entered into the computer, and then sent to the
concerned sections.

IV. The application fees received by the candidates through IPO's/ DD's etc., are
arranged in denomination order, Bank wise detailed statements are prepared and
IPO's are sent to the GPO and DD's are sent to the Treasury/ S.B.M Bank for
encashment.

RECORDS MAINTAINED IN THE BRANCH

1) Records regarding entire sale of applications are being maintained in


the branch for specific periods.

2) Records regarding receipt of application with all details and requisite


fee paid are being maintained for specific periods.

3) Records regarding the receipt of representation form the candidates,

been sent.

the branch are entered in the computer and the records are maintained
for certain periods.

NEW TECHNOLOGIES ADOPTED TO STREAMLINE THE PROCESS

BAR CODING:
Karnataka Public Service Commission holds number of Competitive Examinations in the
process of making the selections to various posts in the government. The Commission over the
years has endeavored to evolve a fool proof system to ensure confidentiality and sanctity of the
examination. Main challenge in this regard has been to safeguard the confidentiality of
candidates answer scripts in order to prevent foul play.

The Commission depended on manual coding and decoding of answer scripts at the time of
valuation of answer scripts. Now the Commission has adopted Barcode which is an encrypted
form and a fool proof tool to ensure confidentiality of answer scripts. This adoption of latest
electronic data processing system in all the examinations has enhanced the credibility of the
Commission.

SCANNING OF APPLICATIONS:
The Commission receives a very large number of applications from the candidates to
participate in the competitive examinations conducted for selection of candidates to various
posts. The process of selection of the candidate to various posts has to be completed in a time
bound manner. Competitive examination for selection of Gazetted Probationers in the State is a
prestigious examination and more than a lakh of candidates apply to participate in the
examination. Similar competitive examination for clerical cadres attracts huge number of
applications. The Commission has adopted Intelligent Character Recognization(ICR)
Technology to scan the applications and as a result the time taken for data processing has been
reduced drastically.

ON-LINE EXAMINATION:-

With the advancements taking place in communication and networking technologies,


virtual campuses have become a reality. An individual need not travel a long distance to write
an examination. Candidates can be able to write examinations at a time of their choice.

Taking advantage of latest technologies KPSC has a proposal to conduct on-line


examinations. The candidate would be able to attend the examination at ease and get the results
on the spot. As a first step in this direction KPSC has replaced the existing descriptive type of
examination with OMR type for major subjects of Dept. Examination 2005 – I session on an
experimental basis and has plans to adopt on –line examination in stages.

Based on the experience that would be gained in conducting on-line examination in


respect of departmental examinations, efforts would be made to introduce on-line examination
for recruitments also.

Regulations, 2000:-

a) In regard to the suitability of Government servants for promotion in accordance with

b) In every case of appointment on contract which may involve a total period of


service on contract exceeding five years, and the appointment has to be made to a
post to which recruitment can be made only in consultation with the Commission,

re-employment is in a service or post, appointment to which can be made only in

DEPARTMENTAL EXAMINATION I & II

The Functions and duties of Departmental Examinations.

The Functions and duties of Departmental Examinations Branches.

The main function of the departmental examination branches is to conduct the Service
examinations for Government Employees, twice in a year.

THE PROCEDURE FOLLOWED TO CONDUCT THE EXAMINATION

1. PUBLICATION OF THE NOTIFICATION:

The branch will issue Notification inviting applications from the Government
employees for examination in various subjects. The details of the examination time tables fees
etc, are shown in the notification and also in the Commission Web-Site. From 2010 I Session
the process of inviting and receiving applications are done through On-line.

After the receipt of the applications the same are sorted District-wise, verified and sent
to Computer Section for storing the data of the application, and the applications are listed and
published in the Commission’s Web-site. In the meanwhile examination venues are obtained
from all the DIET Principals, DDPIs of all the Districts.

2. ISSUE OF ADMISSION TICKETS:

All the eligible candidates will be issued admission tickets , in which the details of
examination venue, time of the examination, name of the subject, Instructions to the candidate
whether the examination is of descriptive or MCQ type and whether books allowed or not, are
shown.

3. SUPPLY OF EXAMINATION STATIONERY TO THE EXAMINATION CENTERS:

The examination stationery viz, O.M.R Sheets, Main answer books, Additional Answer
books, B, C, D, E & F form, Nominal Rolls and Question papers will be sent to all the DIET
Principals/DDPI’s well before the commencement of the examination. A certain required
amount towards remuneration and contingency will be sanctioned to all the DIET
Principals/DDPI’s.

4. APPOINTMENT OF OBSERVERS:

For the smooth conduct of examination ,observers will be appointed in all the district s,
in consultation with the Deputy Commissioner of the concerned district. These observers will
visit the examination centers, and a detail report will be submitted to the office after the
completion of the examination.

5. VALUATION OF ANSWER-SCRIPTS:

Since majority of the subjects are of Multiple Choice Questions type of the
examination, O.M.R. answer sheets will be scanned in the scanner system and results will be
prepared within short time. However, eleven papers of various subjects are of descriptive type
of examination. These answer books will be valued by the concerned valuators, in the campus
of the commission.

6. CONDUCT OF INTERVIEW:

Interview has to be conducted in respect of candidates who pass in the Kannada written
examination by the Commission. The eligible candidates will be interviewed at Bangalore,
Belgaum, Gulbarga and Mysore.

7. PUBLICATION OF RESULTS:

The results will be published in the Head Office and all the district offices of DIET
Principals/DDPI’s, Regional Offices of Karnataka Public Service Commission at Belgaum,
Gulbarga and Mysore and will be published in the Commission Web-site. The results also be
published in the Karnataka Gazette. A wide publicity will be given regarding publication of
results in all the leading news papers.

8. DESPATCH OF PASSING CERTIFICATES:

The candidates who have passed in various subjects, will be issued pass certificates,
immediately after the publication of results .

9. RETOTALLING OF MARKS:

There is a provision to apply for retotalling of the marks given by the valuator. The
candidates who apply for retotalling, their answer scripts will be picked up and the marks
given by the valuator will be retotalled and the result will be communicated to the candidates
within a period of 10 to 15 days.

10. ISSUE OF DUPLICATE CERTIFICATES:

If candidates have lost the original certificates, there is a provision to issue duplicate
certificates . The candidates must pay a prescribed fee in the form of D.D. and they should
also submit an affidavit stating the reason for request to issue duplicate certificate and should
also mention the details of Register No , Year of passing etc,

11. MAL-PRACTICE:

If the candidates indulge in any kind of mal-practice, matter will be enquired, if found
guilty, punishment will be imposed as per rules.

DUTIES AND RESPONSIBILITIES

DEPUTY SECRETARY:- Senior most officer of the branch who monitors the work of the
branch and guides the other officers in its function. Reports to the Secretary about the function
of the branch.

ASSISTANT SECRETARY:- Assistant Secretary is head of departmental examination


branches (1) and (2), all the files pertaining to the departmental examinations will go through
Assistant secretary, and he has to suggest suitable action to be taken.

SECTION OFFICERS:- Section officer is Head of departmental examination branch. All


the Officials working in the said branch are under the control of section officer. He has to allot
the work suitably among the officials and get the work done within a stipulated period. He has
to maintain discipline and punctuality in the branch.

SENIOR ASSISTANT:- In the absence of the section officer, the senior assistant has to
perform the duties of section officer. The senior assistant will be in charge of all the court
cases, preparation of exam time table, correspondence with the DIET/Principals DDPI’s
regarding fixing of venues, issue of notification, press note, etc,

ASSISTANTS AND JUNIOR ASSISTANTS:- The Assistants and Junior Assistants have
been allotted two to three districts, they have to receive the departmental examinations
applications of their districts and properly scrutinize applications and send the applications to
the computer section for keying the data in the application. And he has to compare the check
list received from the computer branch. If there are applications to be rejected the same has to
put-up for orders. The admission tickets of their respective districts should be dispatched by
these officials. After the examination, pass certificates of the respective districts should also
be dispatched to the successful candidates. If request for duplicate certificate is received the
concerned officials must verify all the records and make sure that the candidate has passed in
the respective examination and then only they should obtain the order of the secretary for the
issue of such duplicate certificate. Apart from the regular work they should carry out the works
entrusted by the higher authority.

JUNIOR ASSISTANTS/DIARIST:- Junior Assistant will have to work as diarist in the


branch. They have to receive tappals, files, and applications, and obtain orders of the section
officer and as per his directions the tappals etc, have to be distributed to the staff. They
should also dispatch letter etc, to the candidates or to other departments. The closed files must
be recorded and sent to the record section for proper maintenance. Apart from the regular work
of the branch they should also carry out the works entrusted by the higher authority.

TYPIST:- Typist is incharge of all the typing work of the section, and he/she should also
assist the other staff of the branch during rush of work .

DALAYAT:- Dalayat must keep the office neat and tidy. The files etc, must be distributed as
per the directions of the Section officer. He has carry out the works entrusted by the Section
officer to get the office work done.

FUNCTIONS AND DUTIES OF EXAMINATION BRANCH-II

The main functions of the Examination branch-II is to conduct the


competitive examination for recruitment to the posts of Assistants in
Karnataka Government Secretariat, Karnataka Public Service Commission,
and to the posts of First Division Assistants in all other State Civil Services.

PROCEDURE FOLLOWED TO CONDUCT THE EXAMINATION

1. PUBLICATION OF NOTIFICATION:

The Commission will issue notification inviting applications from the eligible
candidates for recruitment to the posts of Assistants/First Division Assistants in
Karnataka Gazette/Local news papers/Commission's Website.

Commission also supplies information booklet along with application form to


the candidates which includes all the information from the stage of filling up of
application form to the stage of examination.

Soon after the last date fixed for receipt of application forms, the Clearance
branch will directly forward the application form to the Computer Section to process
the data of the application forms. At this stage, the branch will furnish the Scrutiny
guidelines to the Computer Section to enable them to identify the valid and invalid
applications. The particulars of the rejected applications will be hosted in the
Commission's Website for information of the Candidates.

2. ISSUE OF ADMISSION CARDS:

Admit Cards will be issued to all the eligible candidates indicating the Register
Number, date and time of examination, examination centre, and some important
instructions to candidates.

3. SUPPLY OF EXAMINATION STATIONERY TO THE


EXAMINATION CENTRES:

centres, and detailed report will submitted to the Commission soon after the
completion of the examination

5. SCANNING OF OMR SHEETS:-

The OMR Sheets will be scanned and the results will be prepared within a short
period.

6. PUBLICATION OF MARKS:-

The marks secured by the candidates in the competitive examinations will be


published in the DDPI's office / BEO's office and Commission's Head Office at
Bangalore, Regional Offices and also in the Commissions Website.

7. VERIFICATION OF DOCUMENTS:-

Based on the marks secured in the competitive examination the Commission


will prepare a list of meritorius candidates and they will be called for verification of
documents viz., Date of Birth Certificate, Degree Marks Cards/Convocation
Certificates, Reservation Certificate etc., for conformation of their candidatures.

8. RE-TOTALLING OF MARKS:-

There is no provision for re-valuation, however, if the candidates apply for re-
totalling of marks within the last date fixed for, the changes in marks if any will be
communicated to the candidates.

9. ASSIGNMENTS OF DEPARTMENTS:-

The Commission will prepare a merit list based on the marks secured in the
competitive examination and after duly classifying the vacancies in accordance with the
existing government orders and having regard to the order of merit and preference
indicated by the candidates, the assignment of candidates to the different appointing
authorities arranging their names in the order of merit will be done.

10. FORWARDAL OF APPLICATIONS TO THE HEADS OF DEPARTMENTS:-

The Commission will forward the applications of the all the selected candidates
to the Heads of Departments for issuing appointment orders after verifying the original

The Commission is having Regional Offices At Belgaum, Gulbarga, Mysore and Shimoga.
I. Functions and Duties:

1) Providing information regarding various competitive/ departmental


examinations/ direct recruitments conducted by the Commission.
2) Conducting various competitive/ departmental examinations in Belgaum
Division in co-operation with the District Administration and Education
Department.
3) Sale and Receipt of filled in application forms pertaining to competitive
