OBJECTIVE: Lead as CKO and contribute to a Team via rapid prototyping of a knowl
edge management system that gives situation awareness while developing business
rules to deliver semi-automated business intelligence.
CURRENT
CareVector LLC. CareVector is one of the founding members of a consortium workin
g pro bono to run the National Brain Injury Rescue and Rehabilitation (NBIRR) ob
servational study. NBIRR is designed to test the safety and efficacy of Hyperbar
ic Oxygen Therapy in the treatment of the brain injured suffering from TBI and P
TSD. This first of its kind clinical trial has organized over two dozen clinics
to recruit, treat and report on findings. Results to date have been dramatic.
MOST RECENT
January 2009-December 2010. Chief Knowledge Officer for Rapid Equipping Force (
REF), US Army, Ft Belvoir. Duties included requirements development, research, d
evelopment and implementation of the knowledge management system and infrastruct
ure; liaison for external providers of information and knowledge related to tech
nologies to transform the battlefield and respond to warrior immediate needs; fa
cilitation of knowledge connections, coordination and communications; design, ma
nagement, facilitation, and direction of the development of organizational memor
y, web site development, portal implementation, intranet development, threaded d
iscussions, and communities of practice implementation; development of a compreh
ensive professional KM education and training program to promote a knowledge-bas
ed, network-centric enterprise; mentoring Information Technology manager; and se
rving the Director in whatever ways enhanced his ability to effect economy, effi
ciency and effectiveness in acquisition and equipping troops at an accelerating
pace, with the mission to save lives and end wars on favorable terms.

ON-GOING AND PRIOR PROFESSIONAL ENGAGEMENTS
July 2005 - January 2009. Chief Information Officer (CIO), Defense Policy Analy
sis Office, USD(I), Office of the Secretary of Defense. Duties included assistin
g in the development of security assessments, strategies and policies; support t
o the Services, Agencies and combined commands; technical assessments of the ade
quacy of operations, personnel, communications, and information security; counte
rintelligence; threat, vulnerability and risk assessments; and development of a
PL3 compliant network and Common Operational Picture to provide Business Intelli
gence and Situational Awareness. Originally hired as the Knowledge Management Te
am Chief, to adapt KM systems, data and processes for strategic analysis and ris
k assessment in such areas as Acquisitions strategy, Information Operations, Cou
nter Terror, WMD and nuclear non-proliferation. Completed National Defense Unive
rsity course of studies for CIO Certificate. Simultaneous co-author of Policy st
udy on China-Taiwan issues.
November 2001 - June 2005. Counterintelligence Field Activity (CIFA), Directora
te of Information Systems, Knowledge Management Group; and Directorate of Operat
ions. Consulting support to CIFA and their primary customer bases: the Counter-i
ntelligence (CI) and Counterterrorism (CT) communities, as well as Law Enforceme
nt entities engaged in CI, CT and Homeland Security. Team lead in the Knowledge
Management Group for Insider Threat and use of data for proactive analysis. Prim
ary CIFA liaison to the Intelligence Community for CI data issues. Assist CIFA s
enior managers in drafting policies, plans, and proposals to affect the primary
function of the organization, e.g., analysis of potential adversarial targeting
of US technology, infrastructure, and / or conduct of military functions as dire
cted by the DoD. Also, provided technical consulting support to CIFA personnel t
o include identifying data sources-classified and unclassified-as well as coordi
nation with potential customers to establish continuing analytic and customer re
quirements as they relate to CI and CT issues. This process included establishi
ng collaborative relationships with customers to procure data, establishing tech
nology and reporting requirements, designing feedback mechanisms, performing tec
hnology evaluations, and reviewing processes to ensure consistency in quality of
CIFA products, development of knowledge-based enterprise rules and processes an
d, most importantly, providing operational intelligence analysis and support to
the edge.
Intelligence Community, Strategic Planning. Teamed with a small group, Dr. Beck
man was involved in identifying opportunities in an Operations Directorate for c
ollaboration with the CINCs. Using a systems approach and Problem Formulation me
thods, the Team was charged with a rapid turn-around study to make recommendatio
ns in such areas as: transforming the culture from a "product" to "service" ment
ality; identifying core competencies and building or modifying processes to clar
ify and satisfy customer requirements; technical requirements to achieve analyti
cal outcomes; measures of effectiveness; and budget implications of recommended
changes.
Biennial Review. Teamed with representatives from the Department of Defense and
the commercial sector, Dr. Beckman developed a model for defining and using Inte
llectual Capital. Survey mechanisms, electronic media for capture of data, and a
knowledge repository for analysis and decision making are being prototyped. The
Project began a first-time effort to conceive of the DOD in business terms, beg
inning with a "value-chain" proposition: missions, products and services, custom
ers, and satisfaction indices. Syndicating these data with a variety of other d
ata available (e.g., human resources, project histories, personnel, evaluations,
etc.) will lead to a more comprehensive picture of individual, team and organiz
ational competencies and aspirations, and potentials for collaboration. This was
the third Biennial Review in which Dr. Beckman was involved.
Organizational Mapping and Enterprise Analysis. ALTA has over twenty years' expe
rience with visually analyzing organizational structures. The technology allows
us to identify how people function, using communication flows, decision making p
rocesses, and task functions within an organization.
Knowledge-Based Targeting and Decisionmaking. Teamed with representatives of th
e DOD and Law Enforcement Agencies, Dr. Beckman has over 15 years experience cre
ating knowledge repositories for litigation support and strategic planning. The
objective is to learn via rapid prototyping with real data the types
of information that Task Forces use and could use to do near-real-time targeting
in such environments as terrorism, proliferation and organized crime.
Competitive Intelligence. ALTA provides services to commercial clients in the ar
eas of: database selection, acquisition, correlation, data mining, visualization
and analysis, technology and resource investment, and corporate strategy.
The War Room. Teamed with DoD, Evidence Based Research, IDA, Trident Systems and
others, Dr. Beckman helped to automate executive information for strategic plan
ning and decision-making. Coupling knowledge engineering techniques with databa
se building, systems integration and visualization routines, ALTA has helped bri
ng several data bases together to display complex relationships and linkages ass
ociated with complex and multidimensional strategic planning and process control
. The result is a competitive intelligence, strategic planning and "technology i
nvestment strategy" decision-making model, along with years of rapid prototyping
experience.
Foreign Technology Database. The ALTA Team developed interfaces to a DoD program
to allow analysis in such areas as: weapons acquisition strategies; forecasting
; technology transfers; and proliferation investigations. ALTA technology was a
lso integrated into a development program to use expert knowledge and visualizat
ion strategies to automate and enhance the quantity and quality of analyst perfo
rmance.
Project Multiplier. Dr. Beckman helped a government client with revolutionary c
hanges to information processing to automate the "order of battle" problem. Thr
ough systematic assessment of data handling and analytic processes, dramatic imp
rovements were realized. Multiplier was designed as a knowledge center of best
practices and technologies to serve traffic analysis and target development anal
ysts.
The Wire Transfer Project. Dr. Beckman helped the Phoenix HIDTA Financial Task
Force with technology and strategic planning to "follow the money" in complex fi
nancial fraud, illicit drugs, and money laundering cases.
Project DrugMARKET. Teamed with integrators and the Counter Drug Technology Deve
lopment Program Office in Dahlgren, VA, Dr. Beckman consulted on computer system
s and advanced analysis. The project was aimed at base lining methods and techno
logy used in money laundering investigations.
Project WARP. Teamed with four other integrators and the US Government, Dr. Beck
man helped to create management and information technology solutions to transnat
ional problems. We built processes and knowledge-based systems for executive inf
ormation and decision making in the areas of national security and situation awa
reness. A major undertaking was to help senior management confront the needs, te
chnology, techniques and challenges of analysis and collaboration around the iss
ues affecting proliferation.
DIA/DISA. ALTA helped integrate advanced visualization capabilities into the Ant
i-Drug Network. ALTA has also applied visualization techniques to integrate mult
idimensional data from disparate locations into a shared analytical environment.
Project Worldtech (DoD). Via a set of database interconnections, Dr. Beckman and
the Team helped to design a system to visually track information related to tec
hnology transfers, foreign ownership/control/influence, foreign sources of techn
ologies and products, and risks to national security. Other uses inform policy
in such areas as: export controls, treaty inspection verification, industrial se
curity programs, cataloging foreign R&D activities, national production capabili
ties, and patent filing to allow prediction of manufacturing processes and techn
ologies development. Information processing improvements are an integral compon
ent of this Project.
Regional Information Sharing Systems (RISS), DOJ/BJA/OJP. The RISS program utili
zed Dr. Beckman's visualization experience and NETMAP to target and prosecute cr
iminal conspiracies, drug trafficking, organized and white collar crime, and mon
ey laundering.
MANAGERIAL AND ENTREPRENEURIAL EXPERIENCE
CareVector LLC. Chief Technology Officer. CareVector is a member of a consortiu
m formed to address a worldwide challenge: conversion of data, intellectual asse
ts and knowledge into competitive advantage for organizations dealing with compl
ex, high consequence medical problems. A core competency of CareVector is the us
e of information technology to assist in clinical trials related to Traumatic Br
ain Injury and PTSD.

Dr. Beckman started ALTA Advanced Projects to offer professional services relate
d to information technology, organizational change, decision making, and Enterpr
ise Analysis. Dr. Beckman and his Team have over thirty years' experience devel
oping systems and methodologies to help clients pay attention to the multiple re
sources, data, behaviors and actions, -- no matter how complex, subtle, or subje
ctive -- to discover the content and context of forces, interactions, pathways,
networks and variables at work as people communicate and work -- or fail to do s
o -- in pursuit of their mission. Central to this Enterprise Analysis is a fron
t-end Problem Formulation phase that allows clients to visualize the context, pr
ocesses and substance of their problem space.
Using Problem Formulation and a variety of tools and systems, ALTA AP has extens
ive experience in discovering, measuring, diagnosing, improving, visualizing and
automating strategic, information and analytic processes. Dr. Beckman is dedic
ated to working in teams to provide solutions for clients with complex, high-con
sequence decision making challenges. Clients have included the intelligence com
munity, the Department of Defense, major agencies of the U.S. government, and co
mmercial clients in such areas as Strategic and Business Intelligence, health ca
re, marketing, and organizational change.
1990 -1994. Vice President, ALTA Analytics, Inc., and ALTA Media, Inc.
Beginning in 1990, Dr. Beckman helped form ALTA Analytics to exploit the power o
f the NETMAP software system for fraud detection, organizational analysis, infor
mation visualization, link analysis and knowledge engineering. He was responsib
le for growing the business from startup to a point where it became a worldwide
company with offices on three continents and over 60 employees. He focused on N
ETMAP marketing and sales, with particular attention to analysis and systems int
egration. Today, NetMap applications are working worldwide with the intelligenc
e community, law enforcement agencies, governments, and commercial clients. New
er applications include simulation and modeling of process flows and complex sys
tems, technology transfers and proliferation, data warehousing, logistics, and a
dvanced analysis techniques. ALTA also has extensive experience in fraud detect
ion, analytical processes, intelligence gathering and automated targeting and de
cision support.

As one of the founders of ALTA, Dr. Beckman was involved in all aspects of the d
esign, production, implementation and delivery of numerous products and services
, particularly as regards the NetMap software system. Beginning with Interactiv
e Videodisc (IVD) products, he helped design, produce, and evaluate some of the
world's most sophisticated IVD and data visualization software programs for such
clients as the American Electric Power Service Corporation's pre-simulator trai
ning (1300 MW power plants); the Pickett Hotel Company's employee training progr
am; the U.S. Air Force, and IBM. In the areas of systems analysis, strategic pl
anning and management consulting, he specialized in such areas as user/analyst i
nterface and systems design; human performance and motivation; complex problem s
olving; strategic analysis; and public policy, with particular emphasis on the i
ntelligence community.
During that phase of his career, Dr. Beckman had extensive experience lecturing,
writing, and consulting in such technical areas as nuclear power policy making,
telecommunications, energy, and such other complex scientific/political areas a
s nuclear waste disposal, radiologic source term, nuclear power plant emergency
planning, and the reliability of the North American Bulk Electric System.
1987 - 1990 Senior Consultant, NETMAP International, San Francisco, CA
Organizational Analysis, Intelligence link analysis, Systems Design, Management
Consulting, and Organizational Analysis and Development. Assisted NETMAP Interna
tional in designing numerous applications of their software products ORGMAP and
INTMAP. This involved client relations, conceptual design of paper and screen i
nterfaces, design of technical, user and training documentation, analysis of tec
hnical and user needs, hardware and software systems integration, along with fea
sibility study and report writing. Clients included the Office of the Secretary
of Defense, AT&T, the U.S. Air Force, the Department of Justice, major computer
and software suppliers, and numerous public and private institutions.
Other assignments included investigating expert based systems, fuzzy logic, huma
n performance, and predictive analysis.
