HUMAN RESOURCE MANAGER

The Open Society Foundations work to build vibrant and tolerant democracies whose governments are

Investor and philanthropist George Soros established the Open Society Foundations, starting in 1984, to help
countries make the transition from communism. Our activities have grown to encompass the United States and
more than 70 countries in Europe, Asia, Africa and Latin America. Each Foundation relies on the expertise of
boards composed of eminent citizens who determine individual agendas based on local priorities.

The Open Society Initiative for West Africa (OSIWA) is an advocacy and grant making foundation that forms
part of the global Open Society Foundations Network. OSIWA is based in Dakar, Senegal and works to support
the creation of open societies in West Africa marked by functioning democracy, good governance, and the rule
of law, basic freedoms, and widespread civic participation. It has offices in Abuja, Monrovia, Freetown and
Conakry.

OSIWA seeks a HUMAN RESOURCES MANAGER for its Regional Office to implement and coordinate
personnel policies and programs to cover employment, employee relations, equal employment opportunity,
wage and salary administration, and benefit plans.

Main Duties and Responsibilities

Salary and Benefits Administration:


• Process all salary changes due to merit increases, promotions, or range adjustments. Ensure that all
necessary documents have been received, information accurately entered into the computer data base,
and forwarded to payroll. Maintain Human Resources data base, and provide reports to managers as
needed.
• Work with the Executive Director to participate in salary and benefits surveys throughout the year. Assist
with analyzing data and recommending changes to salary ranges. Maintain salary range information and
records.
 Maintains a pay plan by monitoring and scheduling individual pay actions; recommending, planning, and
implementing pay structure revisions.

Benefits Administration:
• Answer routine benefits questions for managers and employees, as well as assist with problem solving.
Act as a liaison between employees and insurance carriers to resolve problems and clarify benefits.
• Ensure that all necessary forms, documentation are completed for any short term or long term disability
claims. Ensure that all parties are kept informed, and that proper follow up is conducted.
• Assist with annual benefits renewals, including the negotiations and necessary enrolment procedures.
 Ensure monthly payments of benefit contributions are processed.

Personnel:
• Work with department managers in writing and placing job vacancy ads. Assist with screening resumes,
interviewing candidates, assist with hiring when necessary, and assist in creating or updating position
descriptions as needed. Verify references before employment and coordinate compensation offers;
recommend changes.
• Conduct new employee orientations, ensuring all necessary forms and documents are completed and
returned. Enter new employee information into computer data base, working closely with Payroll and
Information Services. Set up all necessary personnel files, answer questions, and follow up as needed.
• Analyze and conduct exit interviews with employees leaving the company. Provide them with pertinent
and accurate information, notifying necessary health insurance providers, conduct, write up, and
distribute the exit interview.
 Maintains management guidelines by preparing, updating, and recommending human resources policies
and procedures. Ensure that they are in compliance with OSI policies and procedures and Local Labor
Laws.
 Ensures legal compliance by monitoring and implementing applicable human resources labor
requirements; conducting investigations; liaising with the Foundation lawyer; and maintaining records.
 Maintains historical human resources records by designing a filing and retrieval system; keeping past and
current records.

Employees’ Assessment and Training:


 Ensure planning, monitoring, and appraisal of employee work results by ensuring managers’ training to
coach and discipline employees; schedule management meetings with employees: hearing and resolving
employee grievances; counseling employees and supervises.
• Handle and maintain all files, records, and reports for the training and career Development program. Set
up classes, track costs, and follow up on evaluations.
• Assist the Executive Director with the development and implementation of training programs.

Education, Experience and Skills

 Advanced degree required


 Three to five years experience in Human Resource Management;
 Able to identify the HR implications of the organisation’s plans, report to Senior Management and
respond as directed with an integrated approach.
 Sound judgment and ability to influence senior managers and be seen as a credible source.
 Strong communication and interpersonal skills.
 A team player and able to work in a collaborative way and under the supervision of the Executive
Director.
 Have the ability to work as part of a multi-national team and to manage and develop relationships both
internally and internationally within the wider network.

 Flexible, resourceful and innovative.
 Good organizational skills with excellent attention to detail.
 Must be detail oriented, extremely accurate, and able to follow up on long term, ongoing projects and
meet all deadlines.
 Excellent verbal and written communication skills are required.
 Strong inter-personal relationship and problem solving skills are required
 Must be bi-lingual fluency in written and spoken English and French is a prerequisite.
 Excellent verbal, organizational, analytical and interpersonal skills;
 Ability to maintain strict confidentiality and show discretion and ability to handle confidential issues;
 Attentiveness to detail and ability to work well under pressure;
 Ability to travel internationally on a frequent basis;
 Excellent and extensive computer skills and high comfort level with computer research, database
management
 High level of self-motivation and ability to work both independently and with others when necessary;
 Ability to operate in a difficult working environment;
 Poised and works well under pressure, attentive to detail and prioritizes and works well under pressure,
often simultaneously on a wide range of tasks and projects;
 Flexibility and willingness to work simultaneously on a wide range of tasks and projects and ability to
prioritize tasks;
 Pleasant, diplomatic manner and disposition in interacting with senior management, co-workers and
the general public.

Salary: Commensurate with experience with full benefits.
