ExEcutivE Summary of GoalS and objEctivES

the Penn State Hershey Strategic Plan for 2010-2015 has established eight goals as pathways to maintain its academic and clinical excellence in a rapidly changing regional and national healthcare environment, to achieve its mission and vision, and to uphold its values. as used throughout this strategic planning document, Penn State Hershey includes the Penn State Milton S. Hershey Medical Center, Penn State Hershey Health System, and Penn State College of Medicine. Mission: We are committed to enhancing the quality of life through improved health, the professional preparation of those who will serve the health needs of others, and the discovery of knowledge that will benefit all. Vision: achieve excellence through the integration of education, research, patient care, and service to the community Values: respect for everyone trust honesty and integrity in everything we do teamwork internally and externally equity in resource allocation, responsibilities, rewards, and governance Compassion for everyone Diversity of our workforce, patients, students, and leaders excellence in everything we do

Goal 1: EducatE thE hEalthcarE and rESEarch workforcE of thE futurE

Goal 2: tranSform our procESS of hEalthcarE dElivEry to mEEt EvolvinG Social and Economic nEEdS

Both healthcare delivery and healthcare research are rapidly evolving from individual to team endeavors, and are moving from large teaching hospitals into the community. In order to be a leader in this transition, and to train the physicians and health professionals who will make up the healthcare workforce of the future, Penn State Hershey will undertake the following educational initiatives: Design and implement a new medical education curriculum that adopts the principles of the Carnegie report on medical curriculum Fully implement the existing curriculum for years 3 and 4 Increase the number of primary care rotations for medical students in rural and underserved areas enhance our graduate medical education program by connecting the core competency curriculum to measurable outcomes Become a premier destination for the training of new basic, clinical, and translational scientists Create, develop, and retain at Penn State Hershey the most highly skilled, motivated, and satisfied workforce in any comparable academic health center Based on current and future healthcare workforce needs, identify and plan to develop two to four degree or certificate-granting programs in the allied health sciences

Our academic medical center, with a fully integrated teaching hospital, health system, and medical school all under a unified leadership, is well positioned to lead the move toward an integrated, regional health system providing continuous care based on the latest research. to establish this type of system, Penn State Hershey has established the following seven clinical objectives: re-assess the future health service needs of the population we serve Drive change with cutting edge clinical, social and health system research Use the strengths of our fully integrated health system to speed change and promote innovation and responsiveness to changing needs excel as an integrated care organization by creating a virtual facility extending across Central Pennsylvania enhance quality of care and patient satisfaction Develop our regional medical campus in State College revitalize our existing physical facilities to meet future healthcare needs

Goal 4: StrEnGthEn our rESEarch portfolio to promotE inStitutional Growth

In the twenty-first century, cutting edge information technology is an essential component of excellence within an academic medical center that cuts across all disciplines and impacts education, research, and patient care. therefore, Penn State Hershey has established seven objectives, some clinical, some research, and some educational, to best develop an information technology infrastructure to support excellence in each of our core missions: Develop an electronic health record as the central nervous system for our entire integrated care delivery system Define the scope and implement a student information system (academic management system) which is integrated with and communicates seamlessly with major related Penn State Hershey and University systems Implement an enterprise-wide clinical trials management system Construct or enhance systems for data architecture enhance data-sharing capabilities within Penn State Hershey and with University Park Hire a Deputy Chief Information Officer for research Update library facilities and infrastructure to create an electronic learning environment (information commons) designed to support the evolving information needs of students and investigators

excellence in basic and clinical research forms an essential foundation for state of the art health care. thus, the four objectives for our growing research enterprise emphasize both the overall growth of our research effort and also an increase in the translational research relevant to healthcare delivery: Move the level of nIH funded research of Penn State Hershey into the top 40% of US medical schools Optimize the use of intramural research resources expand by 10% the number of funded research grants with clinical faculty as either PI or co-PI Increase the percentage of tenured research faculty with 50% external salary support from approximately 40% to 60%

Goal 5: EStabliSh an intErnational lEadErShip in GEnomicS and pErSonalizEd hEalth

the scope of biomedical research is constantly expanding, and excellence or leadership in any one area requires a focused effort. this goal and the following objectives establish a focused research priority in the central field of genomics: recruit an internationally recognized lead investigator to develop a strong research program in systems biology or genomics recruit key support scientists and staff

Goal 6: unitE thE proGramS that Support Education and Educational rESEarch into a cEntEr of Educational ExcEllEncE

engage in ongoing, systematic, and focused efforts to attract, retain, and promote faculty, staff, and others from demographically diverse backgrounds Publicly promote the value of multi-cultural and female faculty, staff, and students at Penn State Hershey Increase financial aid for female and underrepresented minority students to decrease their debt burden establish programs for the active recruitment and advancement of females and underrepresented minorities Incorporate the commitment to diversity into the faculty (Hr-40) and administrative annual evaluation process Increase the percentage of underrepresented minority students, faculty, administrators, and employees to meet or exceed that of the population from which each are recruited

the foundation of educational excellence lies in the faculty. Penn State Hershey places high priority on developing faculty members as teachers and educational researchers, and in providing technological support, organizational support, and rewards for their efforts. For the next five years, Penn State Hershey has established the following three objectives: Increase the number of funded educational research projects and new educational programs at Penn State Hershey by 25% Identify and inventory the programs developed to support excellence in teaching Standardize practices to recognize and reward teaching

Goal 7: incrEaSE thE divErSity and cohESivEnESS of our faculty, StudEnt body, and work forcE

Goal 8: Expand thE ScopE of community SErvicES initiatEd by pEnn StatE hErShEy and itS EmployEES, faculty, and StudEntS

Diversity of our faculty, student body, and staff is a high priority of Penn State Hershey and is essential to meeting each of our core missions. therefore, the following objectives for the entire campus will serve to create a climate that supports diversity, and to stimulate efforts to recruit and retain faculty from underrepresented minorities. Incorporate training in basic principles of culturally competent healthcare, and recognizing the importance of meeting the healthcare needs of medically underserved populations, into each clinical rotation Design and provide educational experiences that attract qualified students, including those from underrepresented minorities and underserved populations, to pursue careers in medicine, nursing, and research at Penn State Hershey

the importance of service is emphasized as part of Penn State Hersheys mission. Penn State Hershey exists to serve the community, and to teach students, staff, and faculty the central role of service in our lives. therefore, the objectives established by Penn State Hershey will provide support for expanding service efforts by members of our community: Conduct an annual inventory, by department or institute, of community service activities performed Provide the tools and resources needed to allow faculty, students, and staff to effectively apply for and receive external support for new community service projects
