of Issue : 03 June 2011 Closing Date : 14 June 2011 Post Title Consultant Mid Term Review Duration 17 Days starting from 01 July 2011 including Type of Contract Personal Services Agreement (PSA) Background: The project FAO/UTF/IND/180/IND Fisheries Management for Sustainable Livelihoods (FIMSUL) in Tamil Nadu and Puducherry, India was designed in 2006 following the 2004 Tsunami Disaster. The project aims at developing a long term Marine fisheries policy frame work based on detailed stakeholder consultations and review and studies by national and International experts. In August 2009, an agreement was signed between the Government of India (Tamil Nadu and Puducherry) and the UN Food and Agriculture Organisation (UN FAO) to implement the project over 18 months, financed by the World Bank (International Development Association). In March 2010, the Inception Phase of the Project commenced. The project completion date is September 2011 extendable maximum upto December 2011. The FIMSUL Project (http://sites.google.com/site/fimsul/ ) is coordinated by the UN FAO (Delhi). A FAO Coordinator is based full-time in Chennai in the Department of Fisheries of Tamil Nadu State, with close linkages to the Department of Fisheries in Puducherry. Both of these departments are important national partners in the project. Additional expertise and input are provided by national expert consultants recruited to the project, as well as collaboration with relevant Non-Government Organisations (NGOs), through a series of sub-contracts. A number of international consultants have also been recruited to FIMSUL to provide backstopping and technical support. The project now needs to be reviewed by an external reviewer to assess the progress made towards the final objectives and to streamline the remaining works to achieve the objectives The Mid-Term Review will consist of a field mission, including a series of meetings with the national and international parties directly involved in the implementation of the project. FAO is seeking applications from potential consultants to do a mid term review of the project. This will be a 17 days assignment. These Terms of Reference cover activities to be carried out in the process of reviewing the progress made to date with the implementation of the project, and to make recommendations to guide future project activities.

1. OBJECTIVES The objectives of the Mid-Term Evaluation are: (i) To assess progress with the implementation of the FIMSUL Project; (ii) To assess the outputs to date in relation to the project design; (iii) To make recommendations in order to guide future project activities. 2. METHOD OF WORK The evaluation will be carried out by an independent expert reviewer, who will undertake the following five activities: (i) Examine the original FIMSUL Project Agreement document (2009), along with the subsequent revision which was produced as a result of the Inception Phase (2010) and contained in the Project Inception Report; (ii) Review the Mid-Term Project Report (May 2011) prepared by the Project Coordinator and senior team members, representing an update on progress; (iii) Examine the outputs (reports) of the project to date; (iv) Conduct interviews and meetings with a selection of project staff, including national and international consultants; (v) Consult a range of project stakeholders including staff of the Department of Fisheries (Tamil Nadu and Puducherry), staff from collaborating Non-Government Organisations, and representatives from the fisheries sector (industry and community leaders). As part of the activities outlined (above), the reviewer will travel to Delhi, Chennai and Pondicherry in the first instance. A number of field visits to selected fishing centres, in order to meet stakeholders, and possibility observe project activities, may also be arranged (through consultation with the Project Coordinator) as appropriate. 3. TIME AND SCHEDULE The time schedule for the Mid Term Review would be 17 days starting from 1st July 2011 including. 4. QUALIFICATIONS & EXPERIENCE REQUIRED

* Post-graduate in natural resources management or fisheries/agriculture or related discipline; * Proven experience in development with emphasis on natural resources and fisheries/agriculture; * Experience of development project evaluation, including interaction and participatory analysis with stakeholders; * Preferably experience in and knowledge of government institutions and project implementation in India, and particularly in Tamil Nadu and Puducherry; * A minimum of seven years relevant work experience; * Familiarity with project logical framework or goal-oriented planning methods;

* English proficiency both written and oral. The expert will: Undertake to complete a Mid-Term Evaluation of the FIMSUL Project according to the Terms of Reference for this assignment. Travel to Delhi for an initial meeting with FAO staff, and then onto Chennai for a period of up to two weeks, in order to operate and complete the assignment. Work closely with the Project Coordinator in order to ensure that appropriate documents are accessed and reviewed, and that meetings are held with a full range of stakeholders. Complete the assignment according to the schedule outlined, and before leaving Chennai submit a draft final report to the Project Coordinator.
