1.0

PURPOSE: This procedure describes The mechanism for the identification and significance evaluation of the EMS aspects & impacts, at SNGPL in order to determine those aspects which have actual or potential significant impacts upon the environment This procedure address routine and non-routine activities, including contractors and visitors, having access to the workplace and The framework within which the SNGPL shall establish and maintain EMS objectives & targets and Environmental Management Programs.

2.0

SCOPE: This procedure covers all environmental aspects and impacts at all SNGPL sites (unless / until specified to be exempted) which creates, controls or has reasonable influence over. These will include those: Relating to current, past and proposed future activities. Occurring under normal, abnormal or reasonably foreseeable emergency conditions.

3.0

Surrounding in which SNGPL operates, including air, water, land, natural resources, Flora, wildlife, human and their interrelation.

Elements of an organizations activities or products or services that can interact with the environment An aspect, which has a significant environmental impact.
Any change to the organizations, whether adverse or beneficial, wholly or partially resulting from an organizations EMS Aspects.

Control EMS aspects are aspects that SNGPL can directly manage through its organizational structure and responsibilities
Influenced EMS aspects are aspects generated on-site that the SNGPL does not directly control, but over which the SNGPL has same authority (i.e. through contractual obligations) or persuasion. Overall environment goal, arising from the HSE Policy, that SNGPL sets itself to achieve, and which is required where practicable. Detailed performance requirement quantified where applicable to

the SNGPL or parts thereof that arises from the environmental, objectives and needs to be set and met in order to achieve those objectives.

EMS Management Program 4.0

The means, time frames and personnel responsible for achieving an objectives and target.

RESPONSIBILITIES AND AUTHORITIES: 4.1 4.2 4.3 4.4 HSE Management Committee Management Representative (MR) EMS Deputy Management Representative (DMR) HSE Site Committee (HSC) 4.4.1 HSE Focal Point will be responsible to nominate the executives / employees under his domain and will form a committee. This defined HSE Site Committee will be responsible to identify all the existing / potential Environmental Aspects, and to recommend the necessary current / proposed control measures to eliminate / reduce their associated impacts. 4.4.2 HSE Site Committee will be responsible to define environmental objectives, setting goals and the achievement of these on the defined target dates. Employees are to conform to the control measures detailed for their specific department activities.

PROCEDURE: 5.1 IDENTIFICATION OF EMS ASPECTS: 5.1.1 A HSC trained by the IMS Management Representative shall identify Environmental aspects of operations that can be controlled or influenced. This information will be documented on the Environmental Risk Assessment (SNGPL-EPR01-F-006). 5.1.2 Following shall be considered while identifying Environmental aspects by an assessment of the, activities and services, together with consideration of the actual and potential effects of: a) Air Emissions to atmosphere b) Water usage and discharges to surface water groundwater and sewers c) Land Contamination caused by spillages, etc. d) The production, re-use, recycling and disposal of controlled and special wastes e) The storage and management of materials f) Activities upon local ecology of operations, sites and premises

g) The visual impact of sites and buildings h) Environmental Noise pollution i) Energy use and management j) Use of transport and vehicles k) Material used l) Organization and site information m) Legal issues and other requirements n) Existing environmental management o) Raw materials p) Packaging q) Office activities r) Landscaping and infrastructure s) Other relevant issues such as odors, particulates, lighting & pests 5.1.3 The team shall consider each of the stages in the life cycle of the SNGPL services and activities, including (where appropriate) a) transmission b) Distribution c) Use / Service and d) Disposal / Waste Management 5.1.4 Once the impacts have been identified they are prioritized in terms of their environmental impacts to assist in using them for setting objectives and targets and for identifying operational control procedures. Each aspect identified shall be assigned a significance rating to indicate the relative importance if its related environmental impacts. The significance rating shall be used to define those impacts which shall be controlled through environmental objectives and targets, or by the implementation of operational control procedures. 5.1.5 Impacts shall be assessed by the HSC using the following method: All aspects which are legitimate concerns of major stakeholders and the Company shall be regarded as significant, if necessary controls have Not been implemented. All aspects which are subject to environmental legislation shall be regarded as significant, and therefore noted as having a high impact/risk, if there is a breach or potential breach of legislation. All aspects where insufficient information is available to make a reasoned judgement shall be regarded as significant until further information is available. 5.1.7 Using pertinent plant information of SNGPL (e.g. process flow diagram, plant layout maps, operational manual, etc), the HSC will document all relevant activities, processes and services in which to identify aspects. 5.1.7 The HSC will identify the specific environmental aspects using
Environmental Aspects Checklist (SNGPL-EPR01-CHKLST-001) as well as

the following general aspect categories, but not necessarily be limited to, the following. a) Air Emissions b) Wastewater Discharges c) Liquid & Solid Wastes d) Energy Usage e) Storm water Discharges f) Water Usage g) Noise h) Odor i) Natural Environment j) Land Condition k) Radiation

5.1.8 Lists of the aspects identified shall be maintained and shall be reviewed by the HSC at least half yearly or whenever need arises to identify any new aspects that should be added and any old aspects that should be deleted. 5.2 DETERMINATION OF SIGNIFICANT ASPECTS: 5.2.1 The HSC shall review and evaluate the aspects identified and shall determine their significance using the criteria in 5.2.2 below, where a new aspect is incorporated into the List of Significant Environmental Aspects (SNGPL-EPR01-F-007) . It shall be reviewed and evaluated by HSC to determine significance. 5.2.2 The EMS aspects of the SNGPL may be considered by the HSC to be Significant where the aspects: 5.2.2.1 Is subject to relevant legislation, regulation, permit requirements, and / or other requirements. This will likely include aspects associated with activities if: a) EMS regulations or other requirements specify controls and conditions, b) Information must be provided to outside authorities, and / or c) There are or may be periodic inspections or enforcement by these authorities. This will also include aspects that are addressed in the SNGPL business plan or other applicable documents. 5.2.2.2 Is subject to a potential accidental release (Liquid or Gas only) that is regulated or that could be of sufficient quantity to cause environmental concern. These aspects shall be managed and controlled through implementation of procedures Emergency Preparedness and Response (Ref: SNGPL-GPR-013). Pertains to Energy Usage / Conservation Is subject to high environmental loading due to one or more of the following criteria: a) Toxicity (Compositional characterization of materials and wastes) b) SNGPL Specification-- (Restricted Substance Management
Standard)

5.3

ENVIRONMENTAL LOAD IDENTIFICATION AND MONITORING. 5.3.1 During Normal / Turnaround operation, SNGPL will identifying waste generated causing environmental load w.r.t. to following aspects on Environmental Load Identification For Normal / Turnaround Operation (SNGPL-EPR01-F-001) a) Air Emission b) Liquid Effluent discharge c) Solid Waste (Toxic / Non toxic) 5.3.2 On the basis of SNGPL-EPR01-F-001, EMS-DMR will prepare Environment Load Summary separately for Normal Operation on SNGPL-EPR01-F-002 and Turn around on SNGPL-EPR01-F-003 . 5.3.3 EMS-DMR will prepare Total Environmental Load at SNGPL (SNGPLEPR01-F-004) on the basis of Environmental summaries to monitor the SNGPL performance and environmental objectives selection.

5.4

ESTABLISHING AND MAINTAINING OBJECTIVES AND TARGETS. 5.4.1 The EMS-DMR shall establish and maintain EMS objectives and targets for all significant aspects. Objectives and targets shall be consistent with the SNGPL HSE Policy and shall be one of the three types: a) Control b) Improve or c) Investigate

5.4.2 In establishing objectives and targets, consideration shall be reviewed at least once in year by the HSE Management Committee and reported at the Management Review Meeting (SNGPL-GPR-005) by IMS MR. The Management review shall endorse the SNGPL EMS Objectives and targets. 5.5 ESTABLISHING AND MAINTAINING MANAGEMENT PROGRAMS. 5.5.1 The EMS-DMR / IMS MR shall establish and maintain Environmental Management Program (SNGPL-EPR01-F-011) for achieving the objectives and targets developed for the significant EMS aspects identified and updated every year. 5.5.2 EMS Management Program shall identify the means, time frames and those responsible for achieving associated objectives and targets. Responsibility will be identified at each relevant function and level of the SNGPL. 6.0
