2010 ANNUAL REPORT

The mission of Womens Advocates, Inc. is to

eliminate violence in the lives of women, children and families. To move us closer to

Mission
that vision, we have the following goals:

*Provide short-term shelter, support, information, advocacy, counseling and education so that abused women and children can successfully leave violent relationships. *Teach women, children and youth to use non-violent alternatives when relating to others. *Change community attitudes about domestic violence through information and education.

Dear Friends & Supporters:

It is our pleasure to present the Womens Advocates, Inc. 2010 Annual Report. It has been an eventful year, with both losses and gains during these tough economic times. We have: Maintained our core services and staffing levels to meet the needs of the families we serve; Broadened our mission to eliminating violence in the lives of women, children and families; Expanded our community based services to increase the number of women and children who are able to transition into the community and lead violence free lives; Improved collaboration by adding new program partners. We were able to provide extensive services, the outcomes of which you will see in the following pages, while coming in below our annual budget. This report is an opportunity to highlight some of the work that has been done over the past year, as well as acknowledge the many people that are critical to our success. 2010 saw an expanded partnership with the Greater Twin Cities United Way, Rapid Re-housing program. With our aftercare program already in place, we moved 40 more families into market rate housing, providing a shallow rent subsidy for six months as well as critical aftercare support services. The ability to quickly move these families out of the shelter and into the community opened up emergency shelter beds to more than 100 new families. We also completed the first full year of our collaboration with the Wilder ROOF Transitional Housing Program. This effort expanded housing opportunities for families exiting the shelter who were in need of transitional housing. Womens Advocates domestic violence specialist provided specialized support services to families residing in the ROOF program in order to eliminate future violence. Womens Advocates was fortunate to be able to absorb the coordination and management of the Paws 4 Peace Program that lost its funding in 2010. This program offers monthly in four shelters within the metro area.

animal assisted therapy

twice

Lastly, with minimal resources available for community outreach, we continued our efforts of providing

prevention education in schools, churches and civic organizations. Our workshops and presentations reached over 1,300 students in metro area junior and senior high schools last year.
Our mission of eliminating violence in the lives of women, children and families would be not be possible without the support of the individuals, corporations, foundations and organizations named in this report. Staff, volunteers, board members and donors all assist in attaining our mission.

Thank you for your support and commitment to the women and children we serve.
Sincerely, Raeone Loscalzo, Executive Director Kelly Elkin, Board Chair

New Endeavor: Rapid Re-Housing

Womens Advocates began a partnership with the YWCA transitional housing program in 2009 and utilized Rapid Re-Housing dollars to place families more quickly into market-rate housing in the community. The goal was to move families from shelter to the community by offering a short term rental subsidy. The program showed immediate results within the first few months of operation. In June of 2010, the Greater Twin Cities United Way granted Womens Advocates new Rapid ReHousing dollars and we are able to provide rental subsidies directly to families leaving shelter that were seeking market-rate housing. In the first year, Womens Advocates was able to assist over 40 families by providing a six month rental subsidy and aftercare support services for a 12 month period. All of these families are still living self-sufficiently in the community. Womens Advocates continues to work with the YWCA and the Wilder ROOF transitional housing programs. The programs complement each other by offering unique but compatible services. Womens Advocates offers short term shelter, counseling and support, and continues to work with a family once they move beyond shelter into transitional housing. Womens Advocates aftercare staff provides support to families for a period of 12 months, ensuring that families remain stable and free from violence. We are able to serve an additional 100 families in shelter in 2010, with the influx of Rapid Re-Housing dollars to help expedite moves to market-rate housing.

Volunteer Spotlight: Women in Business

Women in Business is a student organization at the Carlson School of Management dedicated to bringing together business professionals and students of all majors to network and learn about pertinent topics within business. In 2010, Women in Business selected Womens Advocates as their official nonprofit partner and donated 100% of the proceeds from their spring philanthropic event, Dream Date for Hope to the shelter. Women in Business members volunteer at the shelter throughout the year, hosting fun and creative activities for kids and moms alike. Thanks to Women in Business, the shelter receives critical financial support and has a wonderful ongoing relationship between the Carlson students and the children at the shelter!

Core Services
Shelter
Abuse, fear of being hurt or hope for a life free from violence brings women to our door. The shelter provides short-term emergency housing, food, clothing and personal care items to families seeking safety. 2010 Outcome Shelter and support services were provided to 326 women and 486 children. This resulted in 17,465 shelter days as women and families turned to us for life-saving help and support.

Womens Program
The Womens Program is centered on the principle that women come to the shelter to escape domestic violence but may not have the right tools to make change, or access to available services. Advocates meet daily with residents to craft individualized plans that include crisis intervention, support and counseling, education and weekly support group meetings, assistance with employment, housing, health, finances, legal issues and court advocacy. 2010 Outcomes In departure surveys, 87% of residents reported having learned new knowledge on how to resolve conflict in positive ways. 94% of the women served received a personalized safety plan to prevent future abuse. Of the women served in the past twelve months, 89% did not return to their former relationships and left Womens Advocates with their families to move to a safe new environment. 87% reported that the knowledge they learned about domestic violence will change the type of relationship they choose in the future.

Childrens Program
Early intervention is the key to eliminating the cycle of violence. Womens Advocates Childrens Program staff work as a team, with advocates and the mental health therapist, to provide general child care, safety planning, children and youth support groups, education, counseling, animal assisted intervention, art therapy, music therapy, school enrollment facilitation, transportation and tutoring. 2010 Outcomes An age-appropriate safety plan was completed with 181 of the children over the age of four that stayed at the shelter for three days or more. 123 children attended childrens support group, 32 attended youth support group and 81 attended animal assisted intervention sessions.

Crisis Line
Receiving 16,000 crisis calls a year, the 24-hour line is the initial point of contact for many victims experiencing domestic violence. Crisis Line Advocates provide information about available services and referrals to legal, medical, housing and other support services.

Core Services
Community Education and Outreach
Womens Advocates operates a number of outreach programs to raise the general publics awareness of violence prevention. Violence prevention presentations are completed in junior and senior high schools in the Twin Cities metro area. Useful information is provided through our website, e-mail newsletters, facebook, teen dating violence blog, community speaking engagements, information tables, crisis cards and media outlets such as radio, television and newspaper articles. 2010 Outcome 160 presentations on domestic violence were provided to various schools, individuals, community organizations, businesses and religious groups. 399 volunteers came to the shelter individually or with a group to learn more about Womens Advocates and domestic violence and lend a helping hand.

Mental Health Component

Womens Advocates provides on-site mental health services to women and children. Services are culturally responsive and include both individual and family therapy. On-site mental health support fills a gap in the services that previously inhibited residents progress in breaking the cycle of violence in their families. Special focus is placed on the relationship between parents and children through weekly parent/ child communication sessions, parenting group and information on parenting resources. 2010 Outcomes 83% of the women served received mental health services. Weekly parent/child communication group was provided to 221 women and their children.

Real Opportunities in Safe Environments (ROSE) Program

This program increases the opportunity for families who are escaping domestic violence to move into safe and stable housing and puts them on the track to living self-sufficiently. Access to ongoing resources and support encourages families to continue living a violence-free life outside of the shelter. 2010 Outcomes In 2010, 47 families received housing assistance and intensive aftercare services. 96% of the families served have maintained permanent stable housing and live violence free lives.

Rapid Re-housing Program

Womens Advocates and the United Ways Rapid Re-housing Program provides a security deposit and minimum 6-month rental subsidy, allowing shelter residents to establish and maintain market-rate housing. The assistance provides former residents with the jump start that is needed while getting their new home in order and securing employment. 2010 Outcome In 2010, Womens Advocates, the United Way and the YWCA (a partner for the first half of the year), moved 40 families and 4 individuals into market-rate housing. Since implementing the program directly, Womens Advocates has seen 85% of participants maintain permanent housing.

Resident Journey
When Danae came to Womens Advocates she had exhausted all other resources. She had been with her abuser since she was in high school and married him a week after she turned 18. She had two children with him and had never known a life or relationship outside of her husband. As with many women, the abuse started with controlling behavior and jealousy. He would break objects to demonstrate his anger and began slapping and hitting her. He became sexually forceful and threatened to cut off money or transportation. The final incident in their relationship caused Danae to hide in her childrens bedroom while they slept so her husband would not rape her. In the morning he cancelled her childcare and told her he was going to sell the car, making it impossible for her to get to her new job. Danae was luckier than some, since she had just been hired for a job that paid above minimum wage. When she arrived at Womens Advocates, she identified her top priorities; assistance with getting legal protection for herself and her children and information on divorce. She also wanted to work on getting herself and her children into ongoing counseling and asked for help with budgeting and finding affordable housing. Her family advocate helped her to maintain her job by arranging alternative childcare. Staff provided her with resources to obtain work clothes for herself and clothing for her children as well. Because her husband had taken her car, Womens Advocates provided Danae with bus vouchers to drop her children off at childcare and commute to and from work. Each morning, Danae was up and out of the shelter before most other women and staff often worked with her over the phone and by email while she was at work. Over time, Danae was granted an order for protection, met with the attorney from Southern Minnesota Legal Services, worked on a budget and began searching for affordable housing. She made appointments for herself and her children to meet with the therapist and received a referral for long-term therapy. Staff offered support and encouragement as she worked to re-establish the bond with her children and assist them in healing from the violence they had witnessed. Her boys attended childrens support groups, parent/child communication group and animal assisted intervention. Danae was able to maintain her employment and find safe and affordable housing. She joined Womens Advocates Rapid Re-Housing program and received a temporary rental subsidy. She continues to work with Womens Advocates aftercare specialist to stay apartment.

When she left the shelter, Danae stated that Womens Advocates had helped her to recognize that she had choices. Prior to leaving her husband, she was unconvinced that it was possible to live a life free from violence. Danae now knew that she could begin healing and let go of her hurt and resentment. Her work with the therapist gave her new tools to retain her sense of

integrity

and

self confidence.
Danae is a real-life example of the issues that survivors of domestic violence face every day. With the support of Womens Advocates, women like Danae are able to draw upon their own inner strength and perseverance to embrace a new way of life for themselves and their families.
