ARIANE TECHNOLOGIES
1.1 1.1.2
Passenger handling and baggage services at Belabo and Dompta airfields include: Terminal Services Passenger welcome and information upon arrival and prior to departure, Check-in operations, including weighing and loading in luggage carts, Security checks, passenger boarding and disembarkation supervision, Assistance to passengers in contingency and emergency situations, Weight and balance control.
Ramp services Unloading of baggage upon arrival, Loading of baggage in the aircraft, Safeguarding of passenger ways to and from the aircraft.
Check-in operations are performed on a Departure Control System (DCS) called TPS, that allows the control and the acceptance of passengers and baggage, and the generation of a passenger boarding list and traffic statistics, for commercial, security and safety purpose. The check-in process is often time sensitive, as the aircraft owner may have operational or commercial constrains. That requires the handling Company to allocate enough resources, and develop efficient processes to meet the schedules. However, the Companys aircraft current capacity (16 cabin seats available) and the assumed average load factor (62, 5 per cent) suggest that the number of passengers to be handled at each scheduled flight departure at both airfields will not exceed 16, meaning a relatively limited workload for this process. Nonetheless, a close attention must be paid to:
ARIANE TECHNOLOGIES The correct welcome, information and queuing of passengers The rigorous baggage and cargo weighing, The handling of baggage with due caution to avoid damages and liabilities, The rigorous travel documents and IDs control, Comprehensive security questioning, The storage of checked-in baggage in sterilized area.
Given the security and safety risks in the air travel activity, all the personnel involved in these operations must be safety and security aware. The handling of baggage also involves load and balance control, which is a major factor in aircraft operation. Pre-calculation and planning of load distribution, including special loads and dangerous goods, and the issuance of load instructions and loadsheets are performed using PTS. The following diagram schematically maps the passenger and baggage handling process.

1.1.3
Communications handling
Communication between the pilot and the ground staff is a critical operation requiring a high degree of expertise. Bad communication, misinterpretation, wrong information on local weather situation or local traffic and airfield conditions for instance could have serious
ARIANE TECHNOLOGIES consequences. Particularly for VFR operations, its important that the responsibility to perform radio communication activities be held by a well trained staff. The preparation of flight documents (Loadsheets, NOTOC) are also critical communication activities and due attention must be paid to their conception, before handing them over to the crew. The existence of written procedures is essential to ensure the smooth and safe delivery of these services. Moreover, the equipments dedicated to the provision of those services must always be available and operational for obvious safety reasons. Its therefore important to assure that they are properly and regularly maintained.
1.1.4
The cleaning of the various halls, lounges and toilets at the airfields is essential to deliver a quality service to passengers and contributes to customers satisfaction and confidence. Its important that they permanently be maintained in a state that is compatible with the provision of a good air transport service. The grasses within the airfields areas, notably airside, have security and safety implications. People intending to commit unlawful acts against civil aviation could hide in these grasses. In addition, aviations standards and recommended practices require that airsides green areas be maintained clean for safety purpose, to prevent wildlife (Birds, animals) from establishing homes there, and to avoid the suction or the propulsion of FODs by aircraft engines, propellers or rotors. Therefore, grasses should regularly be cut by security and safety aware staffs. Navaid equipments surroundings (NDB) must also be regularly cleaned for similar reasons, and to ensure and easy access to the equipments for maintenance purpose.
1.1.5
The purpose of turnaround coordination is to oversee ground handling activities to ensure the delivery of a safe, effective and punctual aircraft turnaround, with adherence to standards operating procedures and Cameroonian regulation. The supervision and the coordination of all airfield activities will be the responsibility of Ariane Technologies. It means we will have to ensure the smooth and safe operation of all

ARIANE TECHNOLOGIES ground handling activities at the airfields before, during and after aircraft turnarounds. We will also meet aircraft upon arrival and liaise with the crew. That entitles us to supervise and coordinate the services Contracted by COTCO with all third parties on the platform, notably, the Fuelling, the Security and the maintenance Companies, and to ensure that all operational messages are dispatched. This requires us to have well qualified and multi skilled personnel, with management qualities to perform these tasks. It also means we will have the responsibility to ensure the efficient dimensioning and the availability of resources for everyday operations at Belabo and Dompta airfields (preparedness of staff, equipments, loads, parties) to perform the service. We shall also be the interface with the company sites Superintendent in the day-to-day operations, meaning that we will have to note irregularities, manage any disruption of activities, and refer to him for any operational requirement or notice. documentations and services of the third
1.2
Firefighting services
The provision of rescue and firefighting services at Belabo and Dompta airfields is a critical requirement for aviation ground operations, notably during landing and take-off, and aircraft fuelling activities. ICAO has developed specific Standards and Recommended Practices (SARPs) contained in ANNEXE 14 to the Chicago Convention, and its related Documentations (DOC 9137). The ad hoc SARPs define the agents to be used, their training requirements, their amounts, and the time limits in which the firefighting agents must be delivered to the scene of an aircraft accident. The role and responsibilities of firefighters will include the core activity to standby during aircraft ground operations to comply with aviation standards. They will also perform the safety inspection of the airfields, and the pump-stations firefighting equipments in coordination with the superintendent, and under the supervision of Arianes Safety Manager, and ensure that the trucks and all firefighting equipment on the platform are operational and available at any time. The necessity to act as backups for sites ambulance and bus driving
ARIANE TECHNOLOGIES requires that they be trained for defensive driving, and be classified as D&A designated position.
1.3
Safety Management
COTCO has a safety policy and specific procedures for its airfields operations. Ariane Technology will have the responsibility to: Track any non conformance situation (Absence of PPEs, dangerous driving, incorrect approach of the aircraft, operational errors, wildlife activityetc.), Correct deviations, Ensure the safety of all operations within the airfields premises, Manage ground incidents and accidents in accordance with the airfields emergency plans, Develop its own safety program.
Simultaneous activities around the aircraft during turnaround operations generate high risks (Fuelling, loading, unloading, driving, pedestrians). Even at airfields such as Belabo and Dompta where traffic is low, and co-activity around aircraft limited, there are still risks that must be identified and mitigated. Ariane Technologies is serious about safety. If you believe safety is expensive, try to have an accident. Its the main reason why Ariane Technologies is recruiting a safety manager, whose role will be to develop, implement and maintain the proactive safety program for ground handling services at Belabo and Dompta, within the framework defined by COTCOs safety policy. Its work will include: Safety policy and strategy development, Safety planning, Gap analysis, Process mapping, Risks assessment,

2. Resources
The objective of this section is to present Ariane Technologiess approach for providing the services. Specifically, the companys handling organization is described, and the methodology for executing the services, and the associated are presented. A complete compliance matrix is provided.
2.1
Management approach
Ariane Technologies has set up a ground handling unit managed by an experienced and highly qualified Aeronautical Engineer and Airport Safety and Quality Manager. The unit will employ 16 employees, including 1 Airport Safety and Operations Manager, 6 firefighters, 2 supervisors, and 2 traffic agents, in direct connection with the delivery of the services.

ARIANE TECHNOLOGIES Ariane Technologiess ground handling organization is simple. The structure will be head by an experienced manager, assisted by a qualified and experienced safety and operations manager. At each airfield, a multi skilled supervisor is responsible for the conduct of day-to-day operations. Its supervision functions include those described early in this document (cf 1.1.5).The supervisor manages a team composed of one traffic agent, who can also perform check-in agent duties, one or two cleaning agents (one in Belabo and two in Dompta), and three firefighters in each airfield. The supervisor reports directly to Ariane Technologiess Safety and Operations Manager.

There are 3 scheduled flights per week departing from and arriving to each airfield. Each airfield receives 4 aircraft movements per flight day (2 arrivals, and 2 departures), which means each airfield handles 12 aircraft movements per week. Cargo data were not available for analysis. The following table details the number of movements and passenger traffic handled per year at each airfield. ARIANE TECHNOLOGIES The flights are operated with a general aviation aircraft, with a commercial capacity of 16 seats. According to COTCO, the average load factor is about 62 per cent (10 passengers per flight), which means about 40 passengers are handled each flight day, and 6240 per year.
Some helicopter flights are operated to and from the two airfields. Those operations may only have a marginal impact on overall traffic figures.
There is no forecasting available for future traffic (middle term, long term). The volume of traffic is assumed to remain constant.
Passenger traffic segmentation was not available, notably the estimation of the number of VIP and PRM1 passengers handled each week.

ARIANE TECHNOLOGIES Labor Regulatory requirements The national labor laws require employers to give due consideration to the following regarding personnel: Holidays periods, Vacation Periods,0 Compassionate or other leave requirements, Illness, Necessary relief coverage.
Each employee can work up to 40 hours per week, and must have one month holiday period each year.

As shown in the above table, in order to comply with the labor legislation, and to make sure that there will always be personnel ready to deliver the service on sites every weekday, during a year period, 6 employees are required on each platform. We believe that the figure is reasonable, and will allow daytime coverage for all aspects of the service. Moreover, its important to have backup employees immediately available to cover unplanned absenteeism, Illness (Short term and extended absence). For instance, if there is only one agent with coordination capability at Dompta or Belabo, what happens if that agent is ill for a long time period, or if he (she) resigns for one reason or another? We deeply measure the cost implication of our staff dimensioning proposal. Weve studied alternative dimensioning, but we have come to the conclusion that, although the workload may not at some point justify that amount of employees, it is the good option for the long run to have them all with us, in case of necessity. We have rejected the option of

ARIANE TECHNOLOGIES employing part time personnel for key safety and security sensitive positions. This is aviation, not a shop. We have also rejected the alternative to rely exclusively on extra duty hours to cover unplanned workload or unscheduled traffic.
We believe the cost of having available well trained and sites aware personnel that can easily take responsibility if necessary, is acceptable compared to the risks presented by the utilization of sites unaware personnel, that we dont know very well because they are not regular, and that may not be available at the time and for the period we need them, if they are not fulltime employees.
The work will be organized in such a way that there will always be available personnel ready to deliver service any weekday. We have chosen the stability and experience, by keeping the essential of the current workforce on both platforms. They have the experience of the airfields operations and systems and they already have some critical qualifications, which limits training costs.
We are bringing additional expertise, notably in: Freight management, with the recruitment of freight specialist that has worked as freight coordinator, in a highly demanding Company, in relation with the world leading airlines and freight operators. That person will be trained in the other aspects of operations, Traffic coordination, with the recruitment of a well trained (IAMA, BAMAKO) and experienced traffic agent that has worked for Douala International Airport operations Department, on state of the art aviation handling systems and technologies. He very well knows airport operational procedures, and ground handling activities, Fire fighting, with the recruitment of three experienced firefighters, who have worked for Yaound international airport (ASECNA) and Yaound Military Airport, in addition to three of the current firefighting staff that we will keep. One of these three experienced firefighters will be based in Belabo, the others in Dompta. Ground handling management and airport safety management, with the recruitment of a skilled person, graduated and trained in the world leading aviation institution (Cranfield College of Aeronautics (UK), ACI airport operations and safety management trainings

ARIANE TECHNOLOGIES (Zurich), ICAO Safety Management systems courses (Montreal)). He was until recently member of ACI Africa Safety and Facilitation Committee. He has also worked for a ground handling service provider at strategic and ground levels, and is the suitable person to manage our ground handling activities. The following table represents the staffing of Belabo and Dompta airfields, base on the explanations and the legal and operational requirements mentioned early. The cutting of grasses and the cleaning of surrounding of NDB antenna will be done by temporary personnel. We plan to hire 10 local temporary personnel for that job. They will work 15 days every two or three months, depending on the height of grasses.
2.1.3
Work organization
Traffic Agents/Check-in Agents As explained above, there will be two agents with potential coordination capabilities on both sites. We expect the two agents to be able to both work as traffic agent or check-in agent in the short term. After the job pre-entry training on the booking and cargo balancing systems (PTS), and its over functions, the new agents will be followed by the experienced agent during two weeks in all aspects of the systems. After that induction period, the new agents will start working on the check-in system first, and then on the cargo balancing system when assessed that he can safely do so. The capacity building process will continue during the whole first year of contract with other courses. Each Agent will work 3 consecutive weeks before having a rest period lasting one week, as shown in Duty roster on the next pages.

ARIANE TECHNOLOGIES Cleaning Agents There will be two cleaning agent on each sites. After the pre-entry trainings on Dangerous Goos Regulation, and the other mandatory courses, the new agents will have an induction period of one week with the experienced personnel. Each agent will work three weeks before having a week rest. Firefighters There will be 3 firefighters on each site. A turnaround requires the presence of two agents in the truck. Each firefighter will work 4 weeks before a two weeks rest, or three weeks before a one week rest. The firefighters will be based on sites.
