Chapter One Introduction Rationale of the Study In our times, health is very important.

Especially that the circumstances are not getting any cheaper and affordable to many right now. People are trying by all means to survive and still have a better life. Families are of unstable financial background which is the most common reason for unavailability of better health approaches. In connection to this, we conduct a study which would somehow benefit both the government and its citizens. There are means provided through the presence of our barangay health centers. We dig in the matters that concern the target beneficiaries of the welfare services provided by the health center. There is a lesser public information because of many factors we are trying to identify. Because of the fact that the barangay concerned is situated at a very industrialized place, small services rendered by the barangay health center are overpowered by those surrounding medical institutions. This result to lesser population administered by the health center and later on wastes the resources allocated for a greater population. In this study, we try to solve the problem in dissemination to build up a greater population. In that way, the pattern of resource utilization will be emphasized. Theoretical Background Background on Total Quality Management Since the late 1980s, firms around the world have launched Total Quality Management (TQM) programs in an attempt to retain or regain competitiveness in order to achieve customer satisfaction in the face of increasing competition from around the world in this era of globalization. TQM is an integrative philosophy of management for continuously improving the quality of products and processes. TQM functions on the premise that the quality of the products and processes is the responsibility of everyone who is involved with the creation or consumption of the products or services offered by the organization. In other words, TQM capitalizes on the involvement of management, workforce, suppliers, and even customers, in order to meet or exceed customer expectations. Background on Resource Allocation Resource allocation is used to assign the available resources in an economic way. It is part of resource management. In project management, resource allocation is the scheduling of activities and the resources required by those activities while taking into consideration both the resource availability and the project time. In strategic planning, resource allocation is a plan for using available resources, for example human resources, especially in the near term, to achieve goals for the future. It is the process of allocating resources among the various projects or business units. Resource allocation may be decided by using computer programs applied to a specific domain to automatically and dynamically distribute resources to applicants. It may be considered as a specialized case of automatic scheduling. Background on Health Care System A health care system is the sum total all the organizations, institutions, resources and people whose primary purpose is to provide health care services and improve the health of populations. In order to function effectively and ensure the quality and safety of health care delivery, a health care system needs staff, funds, information, supplies, transport, communications, and overall guidance and direction. There are a wide variety of health care systems around the world, with as many histories and organizational and funding structures as there are nations. In some countries, health care system planning and management are distributed among market participants, whereas in others there is a concerted effort among governments or other coordinated bodies to plan, manage and fund

provision of health care to the populations they serve. However, health care planning has often been evolutionary rather than revolutionary. In 2000 the Philippines had about 95,000 physicians, or about 1 per 800 people. In 2001 there were about 1,700 hospitals, of which about 40 percent were government run and 60 percent private, with a total of about 85,000 beds, or about one bed per 900 people. The leading causes of morbidity as of 2002 were diarrhea, bronchitis, pneumonia, influenza, hypertension, tuberculosis, heart disease, malaria, chicken pox, and measles. Cardiovascular diseases account for more than 25 percent of all deaths. According to official estimates, 1,965 cases of human immunodeficiency virus (HIV) were reported in 2003, of which 636 had developed acquired immune deficiency syndrome (AIDS). Other estimates state that there may have been as many as 9,400 people living with HIV/AIDS in 2001. Problem Statement of the Problem How are the resources of the barangay health center being utilized? The Barangay Health Center of Sta. Cruz here in Cebu City is in a better position and condition compared to other barangay health centers which are situated in more congested areas such as in Ermita, and in Pasil. Yet the dissemination of information among the residents and people of the barangay/community is not actually visible. There are sufficient supplies and services ready at hand to be provided by the health center, but only a few people are aware about its actual programs and services. Statement of the Assumption Medical supplies that are allocated particularly at Brgy. Sta. Cruz are not completely consumed by the people, hence there are accumulations of unused vaccines and other medical supplies. Resources with no proper allocation will tend to become a waste. If this kind of problem continues, most of the barangay health centers resources will be left down the drain. There is no accurate or proper utilization of resources then by the people if the existence of its welfare services is left unknown. Statement of the Hypothesis The barangay health center officials must conduct aggressive house to house visits or engage in public dissemination of the health centers client provider programs. Government services in terms of its health welfare are not visible because the barangay health center is situated in an industrialized location. Therefore, people tend to seek their needed health assistance from nearby hospitals, such as the Velez General Hospital, Visayas Community Hospital, and Vicente Sotto Memorial Medical Center. Significance of the Study This study plays an important role in the organization and systematization of the barangay health centers resources. If the people have proper knowledge of their programs and policies, there would be proper allocation of services from the government. The services and products will be utilized and the objectives then will be met. Cruz health center typically covers the primary health care needs of the population inside its perimeter; oppressed and stabled families, in contrast to larger hospitals which offer specialized treatments and admit inpatients for overnight stays. A licensed midwife, dentist and a doctor provides information, education and motivation services for primary health care, maternal and child health, child rights, family planning and nutrition. They also administer immunization for children, checkups for those who are physically ill, dental checkups and extraction services, give birth for mothers under normal delivery, and confer counseling for family planning and birth control. Health centers also provide vitamins and medicines for usual sicknesses like fever, colds and cough. Management and Operation of Health Center Barangay health centers are managed by the city government. Selections of health care providers are done by the government. They are given instructions and certain plans on what should be done to the barangay. Some equipments, expenses, salaries, and medicines came from the city health and some of it is from the barangay. Certain supplies of everything are requested and delivered from the government. Health care providers are asked to make a narrative report according to the illnesses that occurred to their place. The barangay health center follows a certain schedule of activities in order to attain unity and a peaceful order in performing its health care services. Chapter Two Findings and Analysis Problems and Issues of Barangay Health Center Management on actions towards granting enough time for visits to the actual territory of the barangay and/or scheduled house to house visits and programs could motivate and open minds of the people towards the benefits of their barangay health centers, its affordability and accessibility. Scheduled vaccinations and health campaigns in the barangay could consume idle medical products and also redirect more people from the population of Sta. Cruz to preferably experience and avail the services offered by the health center. The health center's actions are always watched over by The Committee on Health headed by Eloisa Lim. Instructions are then handed down to the midwives assigned to the particular health center. These instructions are ensured to be clearly understood and taken into action by the midwives and the social workers of the health center. Any suggestions and feedbacks from the personnel are also attended by the Committee on Health. In this way, there is control over the directions on the implementations of tasks and duties. To ensure the accomplishment of every planned action for the people of the barangay, the health center would always coordinate with the government to complete its functions. The Department of Health is the primary government agency that always would assist and guarantee the health center for their needs and for instructions, and keeping them up-to-date on the current health situations and conditions. All of the health center officials are in complete coordination in terms of their tasks to keep the management of the health center in balance and harmony. SWOT ANALYSIS Barangay Sta. Economic Aspects The City Health Office provides the necessities needed in the center. If there are no available resources, they can ask from the government for assistance. The allocation intended is not that much since the population is small but it is enough for the services given to the people. In the Barangay Center, there are sufficient facilities rendered to the community. Basic medicines, vaccinations and immunizations are available. There is also a place for maternity labor and for emergency purposes. The community can also avail basic checkups if there is an available doctor and needed dental services. There are some allocations in the City Health Office depending on the population and there are also purchases in the barangay since they have 1%-5% part of their salary in purchasing medicines. Some of these medicines are paracetamol, amoxicillin and cephalexin. The salaries for the workers were actually from the government and were given directly. Health workers also receive benefits in forms of free Phil Health and SSS. Stay in workers have incentives of delivery from 6 in the morning to 6 in the evening. They also have extra bonuses like Christmas bonus, 13th month pay and midyear bonus. The budget is enough for the services rendered to the community. They dont need much since the population is small. In fact, there are excesses and some are even wasted. They never encounter issues regarding the budget allocation. Some of the reported issues are the complaints of mothers with malnourished children. Most of them didnt like the served food and wanted that there are bigger allocations of funds for the feeding. Implementation Brgy. Sta. Cruz Health Center has family planning activities for the community. The barangay health workers conduct seminars about birth control. They discuss to married couples birth control methods in order to control the population. The barangay also give counseling sessions to married couples on strengthening bond relationships connecting the wife and his husband and to their children. The counseling also involves how to solve problems that they have and might encounter in the future. The barangay offers contraceptives to the community members. They will also give pills and inject IUD to those mothers who want to avail their program. The barangay also has a mother class which is held every July in line with the Nutrition month. In this program, mothers will have an idea on how to discipline and give their children proper guidance. The barangay will give seminars to the parents on how to give proper nutrition to their children. There are also programs intended for a better lifestyle to the residents. They also conduct seminars to help people be aware of different diseases which are common to the community. One of their clinical activities is conducting house visits to render their services. Their house to house visit is scheduled every Saturday. The barangay health center also conducts a free dental check up to community members especially to children. This dental check up will help them educate on how to brush the teeth properly and how to take care of the teeth to avoid decaying.

The schedule of the dental check up falls on Wednesday. The dental check up is held every week. They also have a feeding program to those malnourished children. In this way the children can eat proper and nutritious food. During the feeding program, mothers will learn how to prepare easy but affordable nutritious food that they can give to their children. There are also immunization programs to children to prevent them in acquiring diseases. The different programs that the barangay has been doing are very helpful to the community. All their activities are approved by DOH. Political Aspects In their barangay, there is no direct official who is in charge for the health of the people. But there is a so called Committee for Health that would be approached by the residents concerning about health. The president of which is Ms. Eloisa Lim. She is also an OR nurse in VSMMC. According to the one interviewed in the barangay, they are contented and satisfied of their services. Then in fact, they didnt receive any complaints about their performance. Health assistance especially financial negotiations, is a primary responsibility by the city government. They are the ones who supply the medicines and facilities for the barangay health centers. Cases which cannot be handled by the barangay health centers are referred to secondary or tertiary hospitals. Those voters of Cebu City can avail this program called CHAMP. For the consultations, they can get P5,000 for the medicine and P25,000 for the admitted patients. This program is a great help not just for the people of Barangay Sta. Cruz but also for all the people residing in Cebu City

Chapter Three Summary In our struggle of health promotion among the residents of Barangay Sta. Cruz, the projects and programs of their own health center must be realized. House visits, posters, flyers and other forms of advertisement must be done for recognition. The health center has so many activities towards health empowerment that must be known to its residents. There are immunization, free checkups, vaccines, and other health enhancers like vitamins. Seminars and counseling are also conducted. The health center is provided funds by the government. It is the obligation of the city administration to allocate resources for the different barangay health centers. This will be consumed in the purchasing of the needed equipments, medicines and other materials needed in providing health assistance. A part of the allocation is rendered to the health workers salary, wage and benefits in which they are right to receive. Among the social aspects being considered by the health center is the issue on birth control. There are seminars conducted on family planning. They also provide contraceptives for married couples who practice birth control. Counseling sessions are also being administered for a better family relationship among the members. It would also engage in parental discipline and proper parenting. As such has been elaborated about the health centers provisions among its community. But the real purpose is the dissemination of this information to the people. Till then more of the residents will experience the beneficial programs intended initially for them.

Conclusion

Therefore, the success of the barangay health services relies greatly on the people. The effectiveness of its programs and projects depend upon the population being conducted itself. Firstly, proper dissemination of projects must be carried out. This way, several people will be drawn out. And till then will right allocation of resources be satisfied. Recommendation We, then recommend to future researchers to look for populated areas or barangays. Another study must also be conducted on the proper allocation of the health centers resources in a setting with a great population. Matters in budgeting will be dealt and appraisal of greater funds.
