Pulse Asias May 2011 Nationwide Survey on the Performance and Trust Ratings of the Top Five National Government Officials

Pulse Asia is pleased to share with you some findings on the Performance and Trust Ratings of the Top Five National Government Officials from the May 2011 Ulat ng Bayan national survey. We request you to assist us in informing the public by disseminating this information. The survey fieldwork was conducted from May 21 to June 4, 2011 using face-toface interviews. The following key developments took place immediately before and during the conduct of the interviews for this survey: (1) the search for a new Ombudsman following the resignation of former Ombudsman Merceditas N. Gutierrez on 06 May 2011; (2) the granting of a 22-peso cost of living allowance (COLA) for Metro Manila workers; (3) the loss of lives and damage to infrastructure and agriculture in Central Luzon and Bicol due to typhoon Bebeng; (4) the confirmation of several presidential cabinet appointees, the resignation of Department of Transportation and Communications (DOTC) Secretary Jose de Jesus and Bureau of Corrections (BOC) Director Ernesto Diokno, the reported appointment of former Senator Manuel A. Roxas II to the cabinet and the call for the removal of Bureau of Customs (BOC) Commissioner Angelito Alvarez due to his agencys alleged failure to curb smuggling in the country; (5) the Department of Justices (DOJ) investigation into the special treatment extended by prison officials to several high-profile inmates; (6) the Sandiganbayans decision to approve the

plea bargain agreement between former Armed Forces of the Philippines (AFP) Comptroller Ret. Maj. Gen. Carlos Garcia and government prosecutors and the Aquino administrations move to appeal this decision; (7) the resumption of the Senate inquiry into the alleged corruption in the military following the Sandiganbayans decision to uphold the said plea bargain agreement; (8) the ongoing debates on proposed legislation regarding reproductive health and divorce; (9) the dispute between the Philippines and China arising from the latters intrusion into Philippine territory and airspace around the Spratlys; (10) the fishkill in Batangas and Pangasinan resulting in damages amount to P 190 million; and (11) the increase in pump prices, the rollback in LPG prices, the decline in power charges by the Manila Electric Company (MERALCO) and the deferment of the LRT/MRT fare hike. As in our previous surveys, this nationwide survey is based on a sample of 1,200 representative adults 18 years old and above. It has a 3% error margin at the 95% confidence level. Subnational estimates for each of the geographic areas covered in the survey (i.e., Metro Manila, the rest of Luzon, Visayas and Mindanao) have a 6% error margin, also at 95% confidence level. Pulse Asias May 2011 Ulat ng Bayan Survey: Media Release on the Performance and Trust Ratings of the Top Five National Government Officials 27 June 2011 Three of the countrys top five national government officials enjoy majority approval ratings; Vice-President Jejomar C. Binay obtains the highest overall approval rating (83%) Most Filipinos are appreciative of the work done by President Benigno S. Aquino III (71%), Vice-President Jejomar C. Binay (83%) and Senate President Juan Ponce Enrile (57%) in the past three months. On the other hand, House Speaker Feliciano R. Belmonte, Jr. scores essentially the same approval and indecision ratings (39% versus 37%). Indecision is the plurality sentiment as regards Supreme Court Chief Justice Renato C. Coronas performance (38%). (Please refer to Table 1.) Vice-President Binay registers the highest national approval rating (83%) while Supreme Court Chief Corona records not only the lowest overall approval rating (28%) but also the highest disapproval score (24%). President Aquino and Vice-President Binay enjoy single-digit disapproval ratings (8% and 4%, respectively). As regards public ambivalence, it is most pronounced toward the performance of House Speaker Belmonte and Supreme Court Chief Justice Corona (37% and 38%, respectively) and least manifest toward Vice-President Binays work (13%). President Aquino and Vice-President Binay score majority approval ratings in all geographic areas (57% to 79% and 72% to 89%, respectively) and socio-economic classes (63% to 77% and 81% to 84%, respectively). As for Senate President Enrile, majorities in every geographic area (54% to 61%) and Classes D and E (57% to 58%) appreciate his performance. House Speaker Belmonte and Supreme Court Chief Justice Corona obtain non-majority approval ratings across geographic areas (36% to 47% and 23% to 38%, respectively) and socio-economic classes (35% to 48% and 22% to 33%, respectively). Between March and May 2011, the only significant change in the overall performance ratings of these top government officials is the 11-percentage point decline in the approval rating of House Speaker Belmonte. Across geographic areas, the House Speaker also experiences a drop in his approval ratings in the Visayas and the rest of Luzon (-13 and -15 percentage points, respectively). House Speaker Belmontes approval rating also decreases in Class E (-13 percentage points). Meanwhile, in the Visayas, public approval for the work done by President Aquino eases between March and May 2011 (-15 percentage points). (Please refer to Table 3.)

Among the top national government officials, only President Benigno S. Aquino III and Vice-President Jejomar C. Binay are trusted by most Filipinos (71% and 81%, respectively) President Aquino and Vice-President Binay continue to enjoy big majority trust ratings in May 2011 (71% and 81%, respectively). Meanwhile, Senate President Enrile scores a near majority trust rating (49%). In contrast, the plurality sentiment toward the trustworthiness of House Speaker Belmonte and Supreme Court Chief Justice Corona is one of indecision (42% and 43%, respectively). (Please refer to Table 4.) Vice-President Binay emerges as the most trusted among the countrys leading government officials (81%) while the lowest trust rating is obtained by Supreme Court Chief Justice Corona (23%). Meanwhile, public distrust is most pronounced toward the Supreme Court Chief Justice (25%) while President Aquino and Vice-President Binay register single-digit distrust ratings (7% and 4%, respectively). In terms of public indecision, it is most manifest toward House Speaker Belmonte and Supreme Court Chief Justice Corona (42% and 43%, respectively) and least pronounced toward Vice-President Binay (16%). Majorities across geographic areas trust President Aquino (56% to 76%) and VicePresident Binay (74% to 84%). Likewise, these two officials enjoy majority trust ratings in all socio-economic classes (63% to 78% for the President and 74% to 83% for the Vice-President). On the other hand, near majority trust ratings are obtained by Senate President Enrile across geographic areas (48% to 50%) and socio-economic groupings (47% to 50%). As for House Speaker Belmonte, he records practically the same trust and

indecision ratings in all geographic areas (32% to 39% versus 42% to 43%) and socioeconomic classes (31% to 48% versus 38% to 44%). With respect to Supreme Court Chief Justice Corona, public ambivalence toward his trustworthiness is expressed by big pluralities across geographic and socio-economic sub-groupings (41% to 46% and 40% to 45%, respectively). Both Senate President Enrile and House Speaker Belmonte experience a decline in their overall trust ratings between March and May 2011 (-7 and -10 percentage points, respectively). Moreover, public indecision as regards Senate President Enriles trustworthiness becomes more pronounced during this period (+9 percentage points). The other top government officials national ratings remain unchanged. (Please refer to Table 6.) Across geographic areas and socio-economic classes, a few significant changes may be noted. Levels of public trust in President Aquino and House Speaker Belmonte decline in Metro Manila (both at -13 percentage points). President Aquino also experiences a drop in his trust rating among Visayans (-14 percentage points). House Speaker Belmontes trust rating among those in Class E decreases (-12 percentage points) while public ambivalence toward Senate President Enriles trustworthiness becomes more pronounced (+13 percentage points) between March and May 2011 in Mindanao.
