The Pinelands Regional Com-
munity Emergency Response
Team recently paired with the
State Police Office of Emergency
Management for training on the
radio systems used in emergency
situations. The state police
reached out to the Pinelands
CERT to have it take part in the
training. The training was con-
ducted at the Indian Mills Fire
House in Shamong.
The Pinelands CERT, which is
made up of members from Taber-
nacle, Shamong and Bass River, is
a well-trained team, William
Lowe, emergency management
coordinator, said. The Pinelands
CERT meets once a month to do
trainings either in the field or in a
class, so this was just one of our
trainings. In this training, we
went over the radio systems to re-
mind and refresh us in case of an
emergency.
The training was for a new
radio system that the state police
are using and making available to
the Pinelands CERT.
Besides the new equipment,
we already knew how to do a lot of
this stuff that was in the train-
ing, Lowe said. What we went
over in the training was commu-
nicated over the radio, we set up
an incident command post and
performed a simulated search.
We simulated a missing per-
sons search, Lowe said. The
Pinelands CERT was involved
with the search for that missing
teenager in Burlington Twp.as
well.
The Pinelands CERT falls
under the Office of Emergency
Management and works frequent-
ly with the state police for train-
ings and actual incidences.
The state police are sort of
like the lynchpin across the state
for trainings, Lowe said.
The Pinelands CERT has 75
members, 50 of whom are active
duty and 25 who are on standby.
We teach individuals how to
take care of themselves, their
families and then the communi-
ty, Lowe said. When we did the
search for the missing teenager,
19 members showed up.
This is only a test ...

The Burlington County Am-
phitheater will welcome many
new acts this year for its summer
concert series. The amphitheater
has been hosting concerts and
movies for around seven years
and can usually draw crowds of
500 to 1,000 people. Some concerts
have even seen 1,200.
Some of the entertainers
come to us, Jo Horton, program
coordinator, said. I spend a lot of
time on the Internet looking for
bands, and I go to listen to them.
The venue will not be showing
movies this year as it has done in
the past.
We actually had two movies
last year that went really well,
Horton said. We didnt do them
this year, but we will probably
add them again next year.
Due to the economic times, the
amphitheater has seen its budget
cut. However, the Friends of the
Burlington County Library Inc.
has helped it with budget issues,
so that the amphitheater can con-
tinue to provide entertainment to
residents.

Its that time of year and the
Burlington County Animal Shel-
ter is teeming with cats.
Wacky kittens, adventuresome
adolescents, captivating young
adults, and mature comfort-seek-
er; cats of all ages and personali-
ty types await the perfect match-
up.
Such diversity could be over-
whelming if it were not for the
skilled adoption counselors on
hand to help visitors discover
their kindred spirits in feline
form.
The Burlington County Free-
holders have reduced the cat
adoption fees at the Burlington
County Animal Shelter to $20 as
part of their Adopt-a-Shelter-Cat
Month promotion to place more
pets.
Whether youre looking for a
fun, frisky kitten or a mellow, ma-
ture cat, youll find the perfect pet
at our shelter, Freeholder Mary
Ann OBrien said. We encourage
people to visit and meet all the
great cats we have at the shelter.
Theyre all looking for loving per-
manent homes.
Over the last several weeks,
the shelter has seen a surge in
cats and kittens. While this is typ-
ical for this time of year, the shel-
ter is filled to capacity and needs
to increase adoption to make
room for new cats.
Companionship, health bene-
fits, social interaction and devot-
ed love are just a few of the bene-
fits of having a cat. Cats also help
promote family relationships and
laughter, and act as a nonjudg-
mental audience and sounding
board for millions of Americans
every day.
The county animal shelter, lo-
cated on Pioneer Boulevard off
Woodlane Road in Westampton,
has many kittens and cats to
adopt for a reduced fee until July
31. The usual cat adoption fee is
$45 to $60 depending on the age of
the cat.
Kittens too young to be spayed
or neutered at the time of adop-
tion may be brought back for the
procedure at no charge.
The Burlington County Ani-
mal Shelter invites people to visit
with the available cats and find
the one that is right for them.
Every shelter cat deserves a lov-
ing, permanent home.
For more information on
adopting an animal, call the
Burlington County Animal Shel-
ter at (609) 265-5073.

The Burlington County Free-
holders adopted a $216.9 million
budget for the year 2011 that re-
duces the amount of tax dollars
needed to run County govern-
ment by $5.9 million, making this
the fourth-consecutive year that
the tax levy has been cut.
The budget reduces spending
by $4.3 million, and also lowers
the County property tax rate from
30.99 cents per $100 of equalized
valuations to 30.96. This marks
the 21st year in a row the rate has
been reduced.
Freeholder Bruce Garganio
noted that the multi-million dol-
lar reductions in taxes and spend-
ing translates into a per person
spending level of $483.45 the
lowest among all 21 New Jersey
counties.
The reductions come at a time
when our taxpayers need it
most, said Garganio. As we are
all aware, many residents are still
struggling to pay their mortgage
or rent, and find employment that
enables them to meet their other
daily expenses.
Weve made significant cuts in
more than a dozen County de-
partments, but our core programs
and services remain intact.
The final budget vote was 4-0,
with one abstention.
When added together, tax cuts
executed since 2007 total $8.5 mil-
lion. Spending has been reduced
a total $9.6 million over the same
period.
As to the tax rate, under the
States equalized ratio formula,
this will result in decreases of
varying amounts in the local
rates for 34 of the Countys 40 mu-
nicipalities. The formula deter-
mines, on a town-by-town basis,
the assessed value of property
against actual market value.
Garganio noted that the budget
reductions were accomplished de-
spite a loss of nearly $1.9 billion
in property tax ratables, which
now total $50 billion.
Garganio said he viewed the
budget as the culmination of
three years of implementing
economies in government opera-
tion, noting that more than three
hundred staff positions have
been eliminated since January
2008, and 165 vehicles from a
County fleet being taken out of
service.

BRIEFS
Lose the decals
Red license plate stickers need to go
T
he folks who brought us Kyleighs Law five years ago
meant well. They wanted to protect young drivers. And
most of the law does just that by mandating curfews and
limiting driving privileges.
But theres one huge problem
with the law: the requirement
that teens place red decals on
the license plates of the cars
they are driving.
The intent is to let folks know
that the person behind the
wheel is a young, inexperienced
driver.
The problem with the law is that it lets folks know that the
person behind the wheel is a young, inexperienced driver.
If youve driven in New Jersey for more than 10 minutes, you
have encountered your share of idiots. Often, said idiots are en-
raged at something or someone, real or imaginary. And they
usually are in a hurry to get somewhere probably to hang out
with other idiots.
They honk horns, yell, use creative sign language, cut people
off, swerve in and out of traffic, speed and otherwise get some
kind of perverse joy in showing the world that they indeed are
the north end of a southbound mule.
Its not a huge jump to believe that these slack-jawed knuckle-
draggers will get quite the hoot in going after an easy target
like those drivers with red decals on license plates.
And those are just the normal idiots. To pedophiles and the
traditional criminal element, these red stickers are giant red
flags that say Hey, the person driving this car probably is a re-
ally easy target.
Lose the sticker requirement. Or, instead, put red license
plate stickers on a bunch of unmarked police cars. Have the
biggest, most ill-tempered cops you can find drive these cars.
Eventually, one way or another, word will get around that you
should give extra space and courtesy to those red-tag drivers.
Sticker shock
Should the state drop the
requirement that young driv-
ers have red decals on
license plates? You can visit
www.shamongsun.com to
share your thoughts.
