In obtaining or attempting to obtain any alcoholic liquor for himself or herself or for any other person.

Sec. 9.246. Furnishing to Minors.


(1) No person shall knowingly sell, give, furnish or offer to sell, give or furnish alcoholic liquor to any person who shall not have attained the age of twenty-one (21) years. (2) No person engaged in the business of selling alcoholic liquor within an establishment licensed therefore by the State of Michigan, or his or her designated agent or employee, shall give, furnish or sell, or offer to give, furnish or sell alcoholic liquor to any person who shall not have attained the age of twenty-one (21) years except upon authority of and pursuant to the prescription of a duly licensed physician. Provided, that in any criminal prosecution brought for violation of this subsection proof may be introduced in defense of said prosecution that prior to delivery of any alcoholic liquor, the defendant demanded and was shown a valid motor vehicle operator's license or State of Michigan identification card of the person purchasing the alcoholic liquor which license or identification card indicated the purchaser was twenty-one (21) years of age or older.

Sec. 9.249. Establishments Open During Prohibited Hours of Sale.


Any licensee licensed by the Michigan Liquor Control Commission to sell alcoholic beverages who shall remain open for business during the hours of any day when such sales are prohibited, shall at all times during such hours of prohibited sales, securely lock, remove from the retail sales area, or otherwise secure any alcoholic beverages so as to prevent their sale or possible sale during such hours. The licensee shall be exempt from this requirement during any such prohibited hours in which a person employed solely as a security guard is present.

FIREWORKS
F-2700.1 Scope: The manufacturing of fireworks is prohibited within the City of Grand Rapids without the approval of the Fire Official. The display, sale, possession or discharge of fireworks shall comply with the following requirements and the requirements of Act No. 328 of the Public Acts of 1931 as amended, State of Michigan, being Sections 750.243a to 750-243e of the Michigan Compiled Laws (MSA 28.440(1)--(5)). F-2700.2 Fireworks Defined: Fireworks shall mean a device made from explosive or flammable compositions used primarily for the purpose of producing a visible display or audible effect, or both, by combustion, deflagration, or detonation. Fireworks include Class B and Class C fireworks F-2700.3 Permit Required: A permit shall be obtained from the Fire Department for the sale, possession, transport, display or discharge of fireworks except as hereinafter provided in Section F-2700.4. F-2700.4 Permit Not Required: A permit is not required for flat paper caps containing not more than 0.25 of a grain of explosive content per cap; toy pistols, cannons, canes and guns of

a type approved by the Director of the Department of State Police in which paper caps are used; sparklers containing not more than 0.0125 of burning portion per sparkler; flitter sparklers in paper tubes not exceeding one-eighth inch in diameter, cone fountains and cylinder fountains, toy snakes not containing mercury and toy smoke devices; signal flares of a type approved by the Director of the Department of State Police; blank cartridges or blank cartridge pistols specifically for a show or theatre, used for the training or exhibiting of dogs, for signal purposes in athletic sports or used by railroad, trucks or vehicles for emergency signal purposes. F-2700.5 Permit Applications: Application for permits shall be made in writing at least fifteen (15) days in advance of the date of use, sale, possession, display or discharge of fireworks. The use, sale, possession, display or discharge shall be lawful under the terms and conditions approved with the permit and for that purpose only. A permit granted hereunder shall not be transferable, nor shall a permit be issued to a person under eighteen (18) years of age, nor shall any such permit be extended beyond the dates set out therein. F-2700.6 Persons Eligible for Permit: It shall be unlawful for any person to offer for sale, expose for sale, sell at retail, keep with intent to sell at retail, possess, give, furnish, transport, use, explode, or cause to explode, any fireworks manufactured for outdoor pest control or agricultural purposes, except as provided in the rules and regulations applicable to the granting of permits for use, or for public display by municipalities, fair associations, amusement parks, or other organizations or groups of individuals approved by the City, or to a resident wholesale dealer or jobber. F-2700.8 Offenses Against Persons: No person shall recklessly endanger the life, health, safety, or well-being of any person by the use, sale, possession, transport, display, or discharge of fireworks. F-2700.9 Offenses Against the Public: No person, without a valid permit, shall at any time fire, discharge or display fireworks within the City between the hours of 10:00 p.m. and 10:00 a.m. F-2700.10 Offenses Against Property: No person, without a valid permit, shall at any time fire, discharge or display fireworks upon another persons property or within fifteen (15) feet of another persons property without such property owners permission. No person shall at any time fire, discharge or display fireworks on a public street, highway, avenue, or other thoroughfare, in a public park, in a school, or in a place of public assembly. F-2700.11 Age Limitation: No person under the age of eighteen (18) shall purchase or possess fireworks which require a permit within the City. No person shall sell fireworks requiring a permit to a person under eighteen (18) years of age within the City. F2700.12 Miscellaneous Offenses: No person shall fire, discharge, display or possess fireworks within the City except of the type permitted and under the conditions permitted in Chapter 39 of the Michigan Penal Code, the same being MCL Sections 750.243a through 750.243e (MSA 28.440(1)--(5)). F-2700.13 Store Display of Fireworks by Retail Dealers: Retail dealers shall display all fireworks either beneath a glass display counter or at a height not less than six (6) feet above floor level, to prevent the inadvertent ignition of fireworks.
