Celebrate Independence Day with a bang a safe bang

With warm weather and family events, the Fourth of July in Manistee County can be a fun time with great memories. But before your family celebrates, make sure everyone knows about fireworks safety. If not handled properly, fireworks can cause burn and eye injuries in kids and adults. The best way to protect your family is not to use any fireworks at home period. Attend public fireworks displays, and leave the lighting to the professionals. Lighting fireworks at home isnt even legal in many areas, so if you still want to use them, be sure to check with your local police department first. If theyre legal where you live, keep these safety tips in mind: Kids should never play with fireworks. Things like firecrackers, rockets, and sparklers are just too dangerous. If you give kids sparklers, make sure they keep them outside and away from the face, clothing, and hair. Sparklers can reach 1,800 degrees Fahrenheit hot enough to melt gold. Buy only legal fireworks (legal fireworks have a label with the manufacturers name and directions; illegal ones are unlabeled), and store them in a cool, dry place. Illegal fireworks usually go by the names M-80, M100, blockbuster, or quarterpounder. These explosives were banned in 1966, but still account for many fireworks injuries. Never try to make your own fireworks. Always use fireworks outside and have a bucket of water and a hose nearby in case of accidents. Steer clear of others fireworks have been known to backfire or shoot off in the wrong direction. Never throw or point fireworks at someone, even in jest. Dont hold fireworks in your hand or have any part of your body over them while lighting. Wear some sort of eye protection, and avoid carrying fireworks in your pocket the friction could set them off. Point fireworks away from homes, and keep away from brush and leaves and flammable substances. The National Fire Protection Association estimates that local fire departments respond to more 50,000 fires caused by fireworks each year. Light one firework at a time (not in glass or metal containers), and never relight a dud. Dont allow kids to pick up pieces of fireworks after an event. Some may still be ignited and can explode at any time. Soak all fireworks in a bucket of water before throwing them in the trash can. Think about your pet. Animals have sensitive ears and can be extremely frightened or stressed on the Fourth of July. Keep pets indoors to reduce the risk that theyll run loose or get injured. If a child is injured by fireworks, immediately go to a doctor or hospital. If an eye injury occurs, dont allow your child to touch or rub it, as this may cause even more damage. Also, dont flush the eye out with water or attempt to put any ointment on it. Instead, cut out the bottom of a paper cup, place it around the eye, and immediately seek medical attention your childs eyesight may depend on it. If its a burn, remove clothing from the burned area and run cool, not cold, water over the burn (do not use ice). Call your doctor immediately. Fireworks are meant to be enjoyed, but youll enjoy them much more knowing your family is safe. Take extra precautions this Fourth of July and your holiday will be a blast!

Patience is a virtue ... that I do not have

I have found that I am not a very patient person. I was reminded of this when my wife Mary and I were on a big rush to get to our vacation spot so we could relax. It does seems kind of dumb for someone to be in a rush and get all stressed over getting to the vacation destination so he or she can relax, doesnt it? But, on several occasions on this trip I ran into situations that I found very frustrating. The first came while we were still in town, when we stopped at Orchard Beach State Park to empty our trailers holding tanks. Another trailer was blocking the dump station. It belonged to a couple just arriving at Orchard Beach

MAKING SENSE OF INVESTING

and they were filling their water tanks. We were very patient for the first five minutes. The next five got a little more troubling, and then minutes 10 through 20 just about sent me off the deep end until I realized that I might as well just sit back and start relaxing. We were, after all, on vacation. I like to think that I am a fairly considerate person. I might be wrong, but I like to think that. I suppose this is what gets me extra angry in these type of situations. I am pretty sure that I would not occupy a dump station for over 20 minutes while someone else was waiting. Mary and I, while sitting and waiting and eventually relaxing, started thinking of all the ways this camper could have been filling his tank while out of our way. One big question that I often ask myself in these situations is, why do I always seem to be in more of a hurry than other people. Ive already decided that the day is coming when I am going to totally lose it in the drive-through at McDonalds. The six people in the car in front of me are going to be taking minute after minute going from person to person deciding what to order. I have told my friends not to be surprised when I end up in jail after I ease my pickup-up truck up to their back bumper and then just floor it, pushing them out of the way and as far as I possible can until hitting an obstruction that eventually stops us. When I am in a slow buffet line, once I get to the table I am motivated to get my food as quickly as I can. Everyone else, I think, figures that they have waited this long to get up to the table and by gosh they are going to darn well take just as much time as the people before them did. Maybe more. Our destination last weekend was Wilderness State Park, located about 10 miles west of Mackinaw City. We had another interesting lesson in patience midway through the first day of our stay there. We needed to switch from Thursday nights site to the one we would be in Friday and Saturday. Mary and I both hoped that whoever was in our Friday-Saturday spot would get up bright and early Friday and depart maybe even before we got out of bed. We took a look when we first got out of bed on Friday, hoping they were gone. No such luck. The motor home was still in our spot. Now, really, this shouldnt have made any difference because we were in a very nice spot, right

on Lake Michigan not far from the spot we were going to move into, it was a beautiful day, and we were relaxed since we were on vacation. But, still, we were anxious to get moved so wed be set for the remainder of the stay. Maybe by 10 a.m. they would be gone. Nope, didnt happen. How about noon? Still there. Surely they would be gone by 1 p.m. since this is check-out time. And, sure enough, at about 12:45 p.m. there did start to be some activity at our site rugs being shaken and stuff like that. But 1 p.m. came and went and they hadnt moved so neither could we. One thing particularly rare about this situation is that for once Mary seemed to be more impatient me. She was ready to go talk to the rangers, but I reminded her that technically we didnt have any right to the spot until the 3 p.m. checkin time. But we agreed that it was a good idea for her to go to the ranger station and let them know that we cant observe the 1 p.m. checkout time because our new site wasnt available. Finally, at about 2 p.m. the motor home moved out. Hurray lets get moved so we can start relaxing. But when we took our first batch of stuff like chairs and bicycles to the site, we discovered that although the motor home was gone, a car was still at the site, right in the middle of the spot where our trailer would go. So we sat and waited. One of the nearby campers said that the woman who was camping at the site was not leaving the park, just moving to another site. He pointed to where it was and I volunteered to go tell her that we would appreciate it if she could move her car so we could get into our spot. So, I rode my bike to her new campsite and she was nowhere to be found. The whole idea of being at a campground is to spend a couple of days doing nothing and certainly we could accomplish this in site 81 just as well as in site 88. We didnt go off the deep end and get really mad at this woman who might well have been doing this just to get under our skin. But, we could certainly have been more patient than we were. Most likely it never crossed the womans mind that someone else might be wanting to move into the site she was leaving. I like to think thats case in most of these situations. The people who take their dear time at the buffet table are doing it because they dont feel rushed. They arent trying to punish those behind them. Just like the unsuspecting people in the car at the McDonalds drivethrough that some day I am going to shove a couple of blocks down the street. They wont know what hit them, or why. I can hear them talking to the police officers now. What, there was someone behind me? I didnt even see that guy before he rammed the back of my car.

Art Institute planning busy summer

BY KEN GRABOWSKI
ASSOCIATE EDITOR
The summer season is the time when most peoples artistic thoughts come to the forefront and it is why the Manistee Art Institute is gearing up for a busy couple of months with a series of programs. This weekend the Art Lives In Manistee will open at the T. Walter Hardy Exhibit Hall of the Ramsdell Theatre. It will feature artwork from around the world that has been collected by area residents. To me it is going to be an extremely exciting event, said Manistee Art Institute board chair Kerry Schubach. We have asked the people from the greater community to contribute the use of their private collection. There is some amazing and fine art that is owned by people in Manistee. That show opened last Friday evening to coincide with the Manistee Civic Players/West Shore Community College production of Oklahoma! that will be playing in the Ramsdell Theatre. The show will run July 1 and 2 from 1 to 8:30 p.m. and July 3 and 4 from 1 to 5 p.m. Schubach said they are keeping private who owns the pieces of artwork and that they will be displayed just with information on the artist and the name of the piece. We will not let people know where the artwork came from during the exhibit because we know there are some valuable pieces, said Schubach. No names of the owners will be published and we are trying to do something here that represents a big-time exhibit. Many pieces of artwork have unique stories behind them, or how they came to the person who owns it. Sometime rare pieces are found in garage sales and things of that nature, so Schubach said they plan to have a little bit of the pieces history alongside where it is exhibited. What we are asking is for everyone who lets us show the artwork they own to give us some details about it, and the artist. When you look at that little story behind it is when it comes to life. It just isnt the aesthetic part or the artwork, but the human part of it as well. Schubach said local residents will probably notice over the upcoming weeks a number of artists painting scenery in the Manistee County area. On July 7 through 9 the Art Institute is inviting Plein Air painters to come and paint scenes in the Manistee, so easels and paint brushes will be put in use at many locations. On July 9 they will go down to River Street where they will display their works, said Schubach. Those who are interested in learning the skills of Plein Air painting can do so on July 9 and 10 when a workshop will be held. It will follow with a mini reception on July 10 and Schubach said anyone wanting more details should call the art institute at (231) 723-2682 or e-mail to: manisteeartinstitute@ live.com. Artist Kirsten Bish is scheduled to hold The Magic Medium Polymer Clay Workshop from 2 to 4 p.m. on July 12, 19 and 26. This workshop will give people the opportunity to learn the many artistic things are possible to create with polymer clay. Bish said the class size is limited and people should register by calling the art institute. Other workshops that are coming up in the near future, but where a date hasnt been set yet are: Unlock your creativity: A six-week class that will start in July to give people the opportunity to explore the world of art through sculpture. Artful kites: This is for the young and the young-at-heart alike and will take place over a twoday period that will allow participants to produce their own kites. At the end of the workshop, participants will gather at a set location to try flying their creations. Painting on cookies: It doesnt get anymore fun than this according to art institute members as people will have the option of eating their own artwork which can be creative and tasty.

MAPS to implement pay-forplay activities

District explores additional cost-saving measures
BY JODIE FLETCHER
CITY EDITOR
MANISTEE The impact of the cuts to school funding continue, this time directly affecting the pocketbook of Manistee Area Public Schools families. As a part of the budget for the 2011-12 school year, the district is proposing implementing pay-forplay activities. Superintendent John Chandler outlined this option at Wednesday nights board of education meeting, as well as a number of other cost-saving measures, many of which will impact the schools athletic programs. Pay-for-play activities was the CHANDLER: first he outlined. While the details I dont like still need to be finalized before the this. I dont like most of the board votes on the budget on June things in the 22, Chandler anticipates requiring budget, but it is students pay anywhere from $20 something that to $60 per sport, with a cap for were going to individuals and families over the be recommedcourse of the school year. ning. I dont like this, he said. I dont like most of the things in the budget, but it is something that were going to be recommending. The fees would be graduated based on income, but really based on the free and reduced lunch. Chandler said the district anticipates this

ONEKAMA CONSOLIDATION

City, township or stay the same in Onekama?

Manistee National Forest Festival

Director of local affairs for the Citizens Research Council of Michigan Eric Lupher, right, discusses the possibility of consolidation before a packed house at the Farr Center Wednesday night.

John Counts/News Advocate

Consolidation could mean changes in services

BY JOHN COUNTS
STAFF WRITER
ONEKAMA Will future motorists driving into Onekama see a sign that reads City of Onekama, Est. 2011? Or will the Village of Onekama, incorporated in 1891, cease to exist as a municipality and be swallowed up by Onekama Township? These are the questions a crowd of more than 80 concerned village and township residents pondered at an informational town hall meeting at the Farr Center Wednesday night. Eric Lupher, director of local affairs for the Citizens Research Council of Michigan, was on hand to present the possibilities of consolidating the village and the township.

The advantages of having one unit of government is that there is a clear line of accountability over who provides what government services. ERIC LUPHER,
DIRECTOR OF LOCAL AFFAIRS, CITIZENS RESEARCH COUNCIL OF MICHIGAN

Similar attempts have been made in Michigan in the past, according to Lupher, only to get shot down when the issue came to the public for a vote, which it would also have to do in Onekama. The issue even garnered attention from the national media. A story about the proposed Onekama consolidation appeared in the Wall Street Journal the same day as the meeting. Regardless of whether voters

choose for Onekama to become a township or a city, the consolidation would save money by eliminating a governmental body. In the case of becoming a city, both the township board and the village council would be eliminated and a city commission would take its place. If the village was absorbed by the township, the village council would disappear.

Revenue board to make 2011 Cycle I grant distribution

BY KEN GRABOWSKI
ASSOCIATE EDITOR
MANISTEE TOWNSHIP A much anticipated meeting of the Manistee County Local Revenue Sharing Board will be taking place on Monday afternoon at 5 p.m. in the Manistee Township Hall, is located at 410 Holden St. The reason anticipation is high for this meeting is it appears the revenue board will have more funds than usual for the 2011 Cycle I distribution on Monday. During the verbal presentation process that was made back in April a total of 24 public safety applications came in for this cycle in the amount of $704,436.28. They also received 15 other lawful local government applications in the amount of $1,029,788.72. The funds that are distributed come to the local revenue sharing board every six months from 2 percent of the electronic gaming at the Little River Casino. It is part of a compact agreement that was made by the Little River Band of Ottawa Indians with the State of Michigan to operate a Class III gaming facility because they do not pay taxes like a normal business. However, the distribution of that money is also designated to certain areas with the first portion being that 12.5 of every cycle being awarded in the form of public safety grants to local units of government. A second stipulation is once a year the revenue board must make the Payment in Lieu of Taxes (P.I.L.T.) payments to the local units of government that would receive the ad valorem taxes from the property where the Little River Casino is located. Those local units of government are the Manistee Area Public Schools, Manistee Township, Manistee County, West Shore Community College and the Manistee Intermediate School District. Those payments are traditionally made in the Cycle II grants later in the year. Manistee County controller/administrator Tom Kaminski, whose office handles the finances for the revenue board, is expected to give a financial report that will tell them they presently have $2,676,204.10 plus some small interest in their account at this time. However, he will point out that $1,009,017 of that is the payment for Cycle II that they have already received and must be taken off that total. A liability insurance premium invoice and
