Dear Madam or Sir: The Commission is scheduled to hold a public hearing in connection with the above-noted proceeding commencing on Monday, 11 July 2011, and continuing on subsequent days, at the Conference Centre, Phase IV, Outaouais Room, 140 Promenade du Portage, in Gatineau, Quebec. The purpose of this letter is to provide information to the parties on matters relating to the organization and conduct of the public hearing. Sitting schedule The hearing will begin at 9:00 a.m. on Monday, 11 July 2011. Phase I of the hearing is expected to last four days. Phase II (rebuttal phase) of the hearing will begin on Monday, 18 July 2011 and is expected to last two days. The order of appearance of participants is set out in the attachment to this letter. In addition to interveners who requested to appear, the Commission will hear from four regional consumer panels. Each panel will consist of a randomly selected sample of individuals who filed comments in the proceeding without becoming parties. The Commission will publish a list of confirmed participants on the consumer panels in advance of the hearing. Anyone not invited to make an oral presentation is invited to attend the hearing as a member of the audience, if they so wish. Participants are responsible for monitoring the progress of the hearing so that they are aware of any Commission directives and are ready to make their presentation on the day scheduled or, if necessary, the day before or after their scheduled date of appearance, depending on the progress of the hearing. Please be advised that an audio link will be available throughout the hearing on the Commissions website at www.crtc.gc.ca.

-2Transcripts The Commission has made arrangements to provide stenography services for the hearing. Those who wish to obtain same-day or other services are to contact Steno Tran as soon as possible prior to the hearing to make arrangements. The person requesting the service is responsible for the transaction and payment of such services. Presentations Phase I: Opening presentations Each party will have a maximum of 20 minutes to make its oral presentation, except for the cable carriers appearing as a panel, who will have 45 minutes to make their oral presentations, to be allocated among themselves as they see fit. Each individual appearing as part of a consumer panel will have 5 minutes to make an oral presentation. Oral presentations will be followed by questions from the members of the Commission panel. Participants may make use of audio-visual aids in their presentations. Participants who wish to employ an audio-visual aid are to contact Lynda Roy, Hearing Secretary, by email at lynda.roy@crtc.gc.ca by no later than 4 July 2011, so that the necessary arrangements can be made. Phase II: Oral rebuttal argument The process for the oral rebuttal argument phase will be the same as that established for the proceeding initiated by Telecom Notice of Consultation CRTC 2009-261, Proceeding to consider the appropriateness of mandating certain wholesale high-speed access services (the high-speed access proceeding). Parties who appeared in Phase I will each have a maximum of 12 minutes to make oral rebuttal arguments in Phase II of the public hearing, except for the cable carriers appearing as a panel, who will have 25 minutes total to make their oral rebuttal arguments. During this phase, parties are to restrict their arguments to addressing the submissions of other parties, following which Commission panel members, and other parties with permission of the Chair, may ask questions. Parties will proceed in the reverse order of appearance of the opening presentations in Phase I. All parties who appeared in Phase I are expected to be present for the entirety of Phase II of the hearing. Parties may be called upon at any time during Phase II to answer questions from members of the Commission panel and, with the Chairs permission, from other parties.

Individuals who appeared as part of a consumer panel in Phase I will be offered the opportunity to make oral rebuttal arguments of a maximum of 5 minutes during the rebuttal phase. However, these individuals will not be expected to attend the entirety of Phase II of the hearing. Structure and approach of submissions Prior to the commencement of the public hearing, the Commission will issue a letter to assist participants with respect to the structure and approach of their submissions. Responsibility of the participants Parties are required to bring with them all relevant documentation and knowledgeable personnel, including any relevant experts. An adverse inference may be drawn from the failure of a party to do so. For ease of translation and transcription, and to assist the Commission panel members and Commission staff, participants are requested to bring 30 copies of their prepared remarks. Notification of attendance and further inquiries In order to assist the Commission, participants must file the following via Access Key, providing a copy to Lynda Roy, Hearing Secretary, via e-mail at lynda.roy@crtc.gc.ca, by Monday, 20 June 2011: the name, telephone number, and email address of the participant (or the participants representative) to be used to contact the participant immediately preceding and during the hearing, if necessary, to obtain information or to inform them of matters relating to the hearing; the names and titles of any representatives who will appear on behalf of the participant at the hearing; and the number of additional people associated with the participant who will be attending (for planning purposes).

Copies of documents filed Participants are reminded that, in accordance with the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure, only evidence in support of statements already on the record is admissible at the public hearing without the permission of the Commission. Should a party intend to provide new evidence, including proposed exhibits or attachments to the oral presentation, they must bring this fact to the attention of the Hearing Secretary in advance of their oral presentation and must request permission to do so from the Commission at the beginning of their oral presentation. With respect to any documents filed at the public hearing (such as exhibits, proposed exhibits, or responses to undertakings), 30 copies must be provided to the Hearing Secretary for the Commissions use.

At the same time, copies of all such documents must be served on all other parties present at the public hearing on the date the document is filed. Post-public hearing written submissions In accordance with the procedures established in Telecom Notice of Consultation CRTC 2011-77-1, the Commission reminds parties that they may file final written arguments by 29 July 2011, serving copies on all other parties. Written final arguments may address any matter within the scope of the proceeding, including comments on proposed costs and rates for wholesale residential high-speed access services.
