How much time do we have left? Probably between seven and ten years. Could it be longer? Yes, but its not likely.

THE FINAL SEVEN YEARS WILL BEGIN WHEN THE ANTICHRIST
AND THE INTERNATIONAL COMMUNITY GIVE THEIR SUPPORT
TO ISRAELS RIGHT TO EXIST IN THE LAND PROMISED TO ABRAHAM
BY GOD. THIS IS CALLED THE CONFIRMATION OF THE COVENANT
(DANIEL 9:27 & GENESIS 15:18).
Israeli Prime Minister has openly stated that the number one goal
of his administration is to obtain the support of the international
community for ISRAELS FINAL BORDERS. He hopes to achieve this
by the end of 2008.

A WAR WILL BEGIN FROM THE VICINITY OF THE EUPHRATES
RIVER (REVELATION 9:13-16).
Most of the Euphrates River is in Iraq. The United States has
140,000 troops STATIONED ALONG THE EUPHRATES at this time.
The confict between the U.S. and Islamic Fundamentalism is not
diminishing, but increasing around the world.

THE WEST BANK (JUDEA) IN ISRAEL WILL BECOME A PLACE OF
GREAT TRIBULATION (MATTHEW 24:15-21).
Ehud Olmert has openly said that he will withdraw from the West
Bank (Judea) by the end of 2008. Then, recently, he announced
that his convergence-withdrawal plan is of NO LONGER
RELEVANT. Whether or not Israel withdraws, the prophecy is clear
that there will be slaughter in Judea.

THE TEMPLE MOUNT IN JERUSALEM WILL BE PLACED UNDER
A SHARING ARRANGEMENT BETWEEN JEW AND GENTILE
(REVELATION 11:1-2).
President Clinton suggested the SHARING OF THE TEMPLE MOUNT
in July of 2000. It is generally believed this is the only possible
solution to the Temple Mount dispute whenever the issue is fnally
resolved.

THE JEWISH TEMPLE WILL BE BUILT ON THE TEMPLE MOUNT
(REVELATION 11:1-2 & 2 THESSALONIANS 2:3-4).
All the furniture for ISRAELS THIRD TEMPLE is now complete;
Israel has her long-sought-for red heifer, which is needed before
the re-establishment of temple worship; and in June of 2005, the
newly re-born Sanhedrin announced they were proceeding with
building the temple. They intend to pre-fabricate it of-site.

THE TEMPLE MOUNT WILL BE PLACED UNDER THE SUPERVISION
OF THE WORLD COMMUNITY AND THE LEADER OF THE WORLD
COMMUNITY, THE ANTICHRIST, WILL STAND ON THE TEMPLE
MOUNT, CLAIMING TO BE GOD (2 THESSALONIANS 2:3-4).
The Temple Mount will be placed under the supervision of the
world community and the leader of the world community, THE
ANTICHRIST, will stand on the Temple Mount, claiming to be God
(2 Thessalonians 2:3-4). Ehud Barak, Israeli Prime Minister in the year
2000, suggested placing the Temple Mount UNDER UN CONTROL
in order to make a sharing of the Temple Mount possible. When
the UN takes control of the Temple Mount, the leader of the world
government will feel justifed in claiming ultimate authority there.

A WORLD GOVERNMENT WILL DOMINATE THE WORLD FOR
THREE AND ONE-HALF YEARS PRIOR TO ARMAGEDDON
(DANIEL 7:23 & REVELATION 13:7).
The nations of the world are increasingly recognizing the authority
of INTERNATIONAL LAW. We now have the World Bank, the World
Trade Organization, the World Health Organization and the World
Courtjust to name a few. We have a World Court to adjudicate
the international laws of the emerging world government.

EACH PERSON ON EARTH WILL BE REQUIRED TO HAVE A
MARK OR A NUMBER IN ORDER TO BUY OR SELL (REVELATION
13:16-18).
On May 11, 2005, President Bush signed the REAL ID ACT. The law
requires that every American must have a national ID card by May
11, 2008. Without this card, a person will not be able to hold a job or
open a bank account. Without a job or a bank account, how much
buying and selling will an individual be able to do? Oh, by the way,
you cant get your card without giving your numberyour social
security number.

THE WORLD COMMUNITY, LED BY RUSSIA AND IRAN, WILL
INVADE THE NATION OF ISRAEL (ZECHARIAH 14:2-4 &
EZEKIEL 38 & 39).
Iran (Persia) and Russia (Meshechroot word for Moscovi or
Moscow) are NOW IN ALLIANCE. Iran is the leading advocate of
wiping Israel of the map.
Nine specic prophecies in the Bible will occur within the nal seven years
prior to the Battle of Armageddon. By examining these prophecies, we can

We believe that the Bible is the inspired
Word of God, that Jesus Christ is the Savior
of the world, and that He will come again
to establish a kingdom that shall never be
destroyed (Daniel 2:44). Those who are born
again (John 3:35) will have eternal life and
rule as kings and priests with Christ forever.
WHAT IS ENDTIME?
In 1968, Irvin Baxter Jr. discovered the United
States and other modern nations in the Bible.
He also found the Berlin Wall in the Bible
and that one day it was to be torn down,
re-uniting Germany, and that event would
be the catalyst to spark an international
movement called the New World Order.
These things have now come to pass. Irvin
Baxter Jr., a Pentecostal minister, began
Endtime Ministries in 1986 when he wrote A
Message For The President, a book explaining
the major prophecies of the Bible which
he had been teaching since 1968. After the
fall of the Berlin Wall, prophetic fulfllment
accelerated rapidly. The decision was made
to launch Endtime magazine. The purpose
of the magazine is to explain the prophecies
of the Bible and to show that they are now
being fulflled in intricate detail. Articles
focus on the soon return of Jesus Christ, the
truth of the Bible, and the need for salvation.
Endtime does not deal with doctrinal
controversies, as valid as they may be. This

Te appointment of
former British Prime
Minister Tony Blair
as special envoy of the
international community to the Middle
East is a cover story in its own right. Te
possibility that this could lead to the
prophesied confrmation of the covenant is
huge in its prophetic implications.
But dont forget Iraq
Tough no signifcant space in this issue of
Endtime has been devoted to the Iraqi War,
we would be remiss if we did not continue to
sound the alarm concerning this mother of
all prophecies. Te attention of the United
States continues to be focused on this war,
and rightly so.
Te prophecy says that a war will emanate
from the area of the Euphrates River (70% of
which is in Iraq). Te prophecy states that
one-third of the human race will be wiped
out as a result of this war, and its almost
certain that the U.S. will be involved in
this war since we are the one nation with
the necessary fre-power to kill two billion
human beings.
Pressure continues to build on President
Bush to either win or get out
of Iraq soon. Te president
has said repeatedly that he
believes it will be a disaster
if the United States leaves
Iraq in defeat. But what will
our enemies do if we pull
out all the stops and go for
victory?
Te question is not if
one-third of mankind
will die as a result of a war
beginning from the area
of the Euphrates River. Tat is specifcally
prophesied and is sure to happen. Te only
question is whether this present confict will
plunge the world into that war.

answer to that question is probably yes and
that it will come to pass sooner rather than
later. Believing this, we are mobilizing as

WHITE HOUSE, FBI AGENTS RACE TO
DISRUPT SUMMER OF 07 THREAT
Growing signs of a terror attack on the
US have led the FBI to send out dozens of
agents to track down new leads across the
country. The threat has also led the White
House to begin weekly meetings with senior
of cials. A reliable source gave intelligence
that a small group of al-Qaeda terrorists was
headed to the United States from Pakistan.
TAIWAN TO HOLD STREET MARCH
TO DEMAND RIGHT TO JOIN UN
Taiwan is to hold a street march in the
capital Taipei early this fall to demand the
right to join the United Nations. The march
is to show that Taiwan has the right to
hold a referendum on whether to join the
UN under the name of Taiwan. Taiwans
President Chen Shui-bian plans to hold the
referendum in March of next year.
CHINA ARMING TERRORISTS
New intelligence shows that China is
covertly supplying large amounts of small
arms and weapons to insurgents in Iraq and
the Taliban militia in Afghanistan, through
Iran. The Washington Times reported that
the Taliban was using Chinese-made HN-5
anti-aircraft missiles.
US: IRREFUTABLE PROOF IRAN
ARMS TALIBAN
The United States says it has irrefutable
evidence that Iran is transferring weapons
to the Taliban in Afghanistan. According to
a senior US diplomat, NATO has intercepted
some of the shipments. The UN Security
Council is debating a third set of sanctions
against the Islamic republic.
PENTAGON REPORT ON CHINAS
MILITARY DEVELOPMENTS
In its annual report, the Pentagon said
the Peoples Liberation Army is building
a greater capacity to launch pre-emptive
strikes. China has acquired long-endurance
submarines, unmanned combat aircraft and
additional precision-guided air-to-ground
missiles. Chinas long-range aim is to revise
the existing balance of power in the world.
IRANS SECRET PLAN FOR OFFENSIVE
TO FORCE US OUT OF IRAQ
According to US of cials, Iran is forging
ties with al-Qaida and Sunni Arab militias
in preparation for a showdown with
coalition forces in order to tip the wavering
US Congress into voting for full military
withdrawal. US commander General
David Petraeus will be giving a report to
Congress in September on President Bushs
six-month security surge of 30,000-troop
reinforcement.
BUSH AUTHORIZES NEW COVERT
ACTION AGAINST IRAN
The CIA has received secret presidential
approval to mount a covert black operation
to destabilize the Iranian government.
Sources say President Bush signed a
nonlethal presidential fnding that puts
into motion a CIA plan that includes a
campaign of propaganda, disinformation
and manipulation of Irans currency and
international fnancial transactions.

EU LEADERS SCRAPE TREATY DEAL
AT 11TH HOUR
After a marathon round of talks, a
triumphant Angela Merkel, German
chancellor, announced that a deal has been
struck and that Europe will be able to move
out of the refection phase it has been in
since the draft EU constitution was rejected
two years ago. A new treaty is to be in place
and ratifed in all member states by mid-
2009. The EU will get a new foreign minister
- or High Representative of the Union for
Foreign Afairs and Security Policy - and a
permanent president.
PUSH FOR BLAIR AS NEW EU
PRESIDENT
British Prime Minister Tony Blair could end
up swapping Downing Street for a job as
the frst full-time European Union president.
Nicolas Sarkozy, the French president, has
been discussing the idea with EU leaders.
But Blair has denied interest in the job.
OECD SAYS EUROPEAN GROWTH TO
OVERTAKE US
According to the OECD (Organization for
Economic Cooperation and Development),
The eurozone will take over from the US
as the driver of world economic growth in
2007. A strong performance by Germany is
giving Europe the edge. Europe [is] taking
over the baton from the United States,
OECD chief economist Jean-Philippe Cotis
said.

RECEIVES CHARLEMAGNE PRIZE
Javier Solana, 64, the European Unions
top foreign-policy of cial, was presented
with the Charlemagne Prize. Solana said he
valued the award more than a Nobel Prize.
The Charlemagne Prize was created in 1949
to honor service to European unity.

California Gov. Arnold Schwarzenegger
vetoed legislation that would have created
a security framework for the use of RFID

a Big Brother society, not in one fell swoop

REAL ID DATABASE SECURITY
The controversial 2005 Real ID Act calls
for the standardization of drivers licenses.
Critics say the law could create privacy issues
and increase the risk of identity theft. The act
requires states to collect and electronically
store personal information a national
database by linking states databases
together. But according to Bruce Schneier,
chief technology of cer at BT Counterpane
Internet Security Inc.,
Computer scientists dont know how to
keep a database of this magnitude secure.

CHILD SAFE?
After the horrifc snatch of three-year-old
Madeleine McCann from her bed in Portugal,
every type of child monitoring device is in
demand. Professor Kevin Warwick, who
developed the technology for the frst child
to be chipped in 2002, is being bombarded
with e-mails from parents desperate to keep
tabs on their children.
DO CHIP IMPLANTS PROTECT OR
VIOLATE PRIVACY?
Alzheimers Community Care in West
Palm Beach, Florida, an adult-care facil-
ity, is going ahead with plans to implant
identity chips into patients with Alzheimers
disease. The radio frequency identifcation
chip will be implanted with the consent of
their families or the patients themselves
if they are deemed competent. Each chip
will contain a unique 16-digit number. The
U.S. Food and Drug Administration has ap-
proved RFID implants.
MIDDLE EAST WATCH
OLMERT ALLOWS MUSLIMS TO DIG ON
TEMPLE MOUNT
Prime Minister Ehud Olmert has quietly
granted the Muslim custodians of the Temple
Mount permission to dig unsupervised on
the sacred site. The permission was granted
in spite of longstanding fears that the
Muslims might hide or dispose of Jewish
Temple artifacts.
REPORT: IAF PREPARING FOR IRAN
STRIKE
The Israeli Air Force (IAF) is training on long-
range fights in preparation for potential
strikes against Iranian nuclear targets. The
training program has been taking place
for some time. Intelligence assessments
received by the defense establishment
agree that once Iran passes the point of no
return in its nuclear eforts, the entire Middle
East will enter a nuclear armament race.
EU WOULD CONSIDER GAZA MILITARY
ROLE
The United Nations decided to immediately
scale back its operations in the Gaza Strip
after two Palestinians who worked for a UN
agency were killed. In light of the increase
in factional violence, the European Union
said it would consider participating in an
international force in Gaza.
ISRAELI SPY SATELLITE BEGINS
TRANSMITTING IMAGES FROM SPACE
Israels new spy satellite has begun
transmitting images from space. Haim Eshed,
Israels chief of the Defense Ministrys space
program, suggested the satellite could be
used to gather information on Irans nuclear
program. Information gathered is being
shared with the United States.
TEMPLE MOUNT CONTROVERSY
CONTINUES
Record numbers of Jews are still ascending
the Temple Mount since a large group of
religious-Zionist rabbis issued a public call
to visit Judaisms holiest site. On Jerusalem
Day, for the frst time in recent history,
multiple groups of 40 or more Jews were
allowed to ascend the Temple Mount.

TALKS AFTER GAZA EVENTS
The Quartet (US, EU, UN and Russia) of
international Middle East negotiators
searched for ways to revive peace talks after
the Hamas takeover of the Gaza Strip. The
appointment of Tony Blair as the Quartets
envoy to the Middle East is the latest step in
a sudden burst of diplomacy.
TEXAS GOVERNOR CLEARS WAY FOR
NAFTA SUPERHIGHWAY
The path appeared to be cleared for the
state of Texas to begin building the new
Trans-Texas Corridor. The project, that will
run along Interstate 35 from Mexico to the
Oklahoma border, looked to be enabled
when Texas Gov. Rick Perry vetoed a
series of proposals the Texas Legislature
assembled to slow down the work on what
is considered to be a key link in a continental
NAFTA superhighway network.

Denver, Colorado has geared up to fght
global warming. The city will be asking
Residents to make personal sacrifces to
help save the planet. Denver wants to be a
national leader in reducing gas emissions.

President Bush has signed a directive
granting extraordinary powers to the of ce
of the president in the event of a declared
national emergency. The National Security
and Homeland Security Presidential
Directive was signed on May 9.

FIRST HINDU PRAYER SAID AT US
SENATE
History was made on Capitol Hill when
a Hindu chaplain delivered what is
believed to be the frst Hindu prayer ever
read in the United States Senate. The
religious leader called the Senate prayer
an illustrious day for all Americans and
a memorable day for Indian Americans
when opening prayers from ancient
Hindu scriptures will be read in the great
hall of democracy.
POPES LATIN MASS PUSH MAY
REVIVE PRAYER FOR JEWS
A prayer for the conversion of the Jews
sidelined from Roman Catholic liturgy in
the 1960s may stage a surprise comeback.
Pope Benedict is expected to allow broader
use of the old Latin Mass. Church reforms
in the 1960s had replaced Latin with local
languages in the liturgy.
POPE RESTORES COUNCIL FOR
INTER-RELIGIOUS DIALOGUE
The Pope has reestablished the autonomy
of the Pontifcal Council for Inter
Religious Dialogue, with chief of the
Vatican Archives and Library Archbishop
Jean-Louis Tauran. The restoration of the
Council is being seen as Pope Benedict
XVIs aspiration to increase dialogue with
other religions, and particularly with
Islam.

Q. I have been listening to, and reading
your information for over two years
now. I am ready to stand up against
this Real ID Act and any politician who
refuses to sign an af davit against it. I
am ready to open my mouth, stand up
on my feet and go about the business of
stopping this, but I have one question.
Please help me understand how all
of us could ever stop prophecy? God
has made it clear that there will be a
mark needed to buy and sell and that
anyone taking the mark will not go
to heaven. So, isnt it a wasted efort
and focus to try to stop this? Wouldnt
informing America be a better focus?

| You are correct that the
prophecies of the Bible cannot be
stopped. Endtime Ministries is not trying
to stop prophecy. Rather, our mission
is to see as many people born again as
possible before the 6th and 7th trumpets
sound. Daniel 11:40-45 informs us
that during the Great Tribulation
there will be nations on earth which
will oppose the Antichrist and his global
government. We want the United States
to be one of the nations which ghts
the Antichrist and his mark of the beast
system. The very fact that taking the
mark will cause someone to be lost is
reason enough to ght it. Even though
the mark of the beast will be world-
wide, it will still boil down to individual
choice. Endtimes goal is to educate
and inuence as many individuals as
possible to choose to refuse the mark.
Q. While watching your video, Signs
of the 2nd Coming, I noticed those
numbers on the wall at the UN Summit
Meeting. What do they (the UN) use
the number 666 for and what do they
mean to them? It seemed so strange
to see them on the wall

| The 6s on the wall at the
summit meeting were actually the 6 from
the number 60. This meeting was held
at the 60th anniversary of the United
Nations. The UN had pictures on the
wall commemorating this event. That
said; it was quite interesting that the
press photos made it look like 666 was
placed behind the heads of the quartet
members.especially since their
activities are so tied to end time events
.
Q. I was reading an article online about
the Governor of California being PM
Blairs last of cial visitor before he
stepped down. In this article, there
was a small paragraph about Mr.
Blair becoming a Middle East envoy
that caught my
eye. It states

in Jerusalem. In

| Theres no doubt that these
events are driving us toward the
conrmation of the covenant. Blair
wants to concentrate on the Middle
East and interreligious dialogue. This
is quite a prophetic combination. Blair
having his headquarters in Jerusalem is
another extremely interesting detail. We
are denitely moving closer and closer
to the culmination of all things!
Q. Will the antichrist uproot three
kings before or after the confrmation
of the covenant?

| The Bible does not tell us exactly
when the Antichrist will uproot the three
kings, so its not possible to say with
certainty. We do know for certain that it
will happen. My opinion? Scripture says
that the ten kings receive power as kings
one hour with the beast. I tend to think
that the Antichrist will probably uproot
the three kings after the conrmation of
the covenant. Can I absolutely prove it?
No.

news about drilling for oil
in the area of the Dead Sea?
Someone made a comment
about it as if it was a real fact
and I just thought you might
have some information on it.

| Dierent companies have
drilled for oil in Israel. To my knowledge
no one has struck oil to this point. There
have been rumors, but I have not been
able to verify those rumors. We were just
at the Dead Sea in May and didnt see
any activity at all.
Q. I was wondering when you think
the Rapture is going to occur. A lot of
people seem to think that 2007 is the
year that we will be caught up with our
Lord in the air. Do you feel that this is
true or do you think it is still away of?

| Jesus description of end time
events, given in Matthew 24, gives a
clear sequence of what must take place
before the Rapture. Verse 15 speaks
about the abomination of desolation.
This is followed in verse 21 by the great
tribulation. In verse 29, Jesus speaks of
the sun and moon being darkened, the
stars falling from heaven, and the powers
of the heavens being shaken. It is only
after these events that He speaks of His
return, and of the gathering of the Elect
the Rapture. Although events leading
up to the abomination of desolation are
certainly in progress, it does not appear
that the abomination of desolation or
any of these other events has happened
yet. Therefore, it seems very unlikely that
the Rapture will occur in 2007.

Q. Thank you for posting the videos
and lessons online, I have thoroughly
enjoyed them. I have never had such
an intense study on these particular
books before, so it has been a joy! I
wish there was a way to save the
videos to my computer because they
would play much better as a saved fle
as opposed to a streaming fle. At any

Why did he die?
Senator Harry Reid: I just dont get it. I thought Americans had
become more progressive than that. After all our hard workand
now its all down the drain.
Senator Ted Kennedy: It was anti-amnesty that did it. So many
of the American people are still negative, narrow-minded and
prejudiced. They just dont want immigrants in our country.
Reid: Theres Senator Jef Sessions. I cant believe hes even at the
funeral. He didnt care anything about Mr. Immigration.
Kennedy: Hello Senator Sessions. Im a little surprised to see you
here, Senator Kennedy chided.
Sessions: Actually Senator. We just received the results of the
autopsy. I thought some of you might be interested in knowin
what caused the death.
Reid: As a matter of fact, we are interested. We were just puzzling
over it when you walked in. You know, we tried so hard to come
up with a solution for this humongous illegal immigrant problem
weve gotonly to be shot down!
We pretty well concluded that it had to be ol anti-amnesty that
took Mr. Immigration down. To us, its pretty obvious.
Kennedy: Weve decided theres more racism left in this country
than we thought. Its a cryin shame, too.
Its almost like some of the senators have never heard of
globalization. The old outdated concepts of nationalism are relics
of the 20th century. All the world is now interdependent, and the
move into global governance is inevitablewith us all breathin
the same air and drinkin the same water, you know.
Reid: So we already pretty much concluded what Mr.
Immigrations autopsy would reveal. Is that what you came to tell
us, Senator Sessions?
Sessions: Actually, no. Mr. Immigration didnt die of anti-amnesty,
like most of the news media has reported. As the doctors were
analyzing the cause of death, they remembered that Senator
Kay Bailey Hutchisons anti-amnesty amendment tried to kill Mr.
Immigration, but it wasnt successful. Rememberher Return
Home amendment, as it was called, required all illegal immigrants
to go home and then come back into the U.S. legally. But it was
voted down. No. Believe it or not, Mr. Immigration didnt die from
anti-amnesty.
Reid: You know Senator Kennedy, as much as I hate to admit
it, Senator Sessions has a point. If anti-amnesty were going to
kill the bill, it would have happened when Senator Hutchisons
amendment hit the foor.
Kennedy: I somewhat see what youre saying. But if it wasnt anti-
amnesty that took Ol Immi down, then what in the world was it?
Did they fgure it out?
Sessions: Fortunately, the doctors were able to determine the
cause of death. I really think this information may help us to come
up with an acceptable immigration bill next time.
Reid: Well Senator, youre keeping us in suspense. What was it that
the autopsy revealed about the cause of Mr. Immigrations death?
Sessions: What the doctors found may be a little bit of a surprise
to you because when Mr. Immigration was on his sick bed, all we
heard from the media was amnesty, amnesty, amnesty. Almost

Immigration may not have died.
Kennedy: So tell us. What did the autopsy reveal?
(About that time Homeland Security Secretary Michael Cherto and
Senator John McCain joined the group.)
Sessions: They found that Mr. Immigrations body was absolutely
full of infection. He was infected with Controlitis.
Senator John McCain: With what? What do you mean
Controlitis? I dont know what youre talking about.
Sessions: Well, many of us lawmakers thought the answer to
terrorism was to impose more and more control on people. The
immigration Bill called for giving every American a national ID
card, putting everyones information into a national database,
and not allowing them to even hold a job in this country unless
they were numbered and controlled. Thats what is meant by
Controlitis!
Secretary Michael Chertof: Wait just a minute! There was no
national ID in the Immigration Bill. Sure weve got the Real ID Act.
But thats no national ID!
Sessions: Mr. Chertof, Ive got a question for you. Is the Real ID
card that you want every American to have by May of 2008 an ID
card?
Chertof: Of course. You know it is.
Sessions: Question number two. Was the Real ID card created by a
city law, a state law or a national law?
Chertof: it was created by a national law. But that doesnt mean
that its a national ID!
Sessions: Mr. Chertof, if its an ID card and if it was created by a
national law, its a national ID cardno matter how you twist it or
turn it. And everybody in America knows thatexcept perhaps
you folks at Homeland Security.
The autopsy shows that it was the national ID provisions of
the bill and the requirement that every American be placed
into a national database in order to hold a job that killed Mr.
Immigration. Thats what the doctors said.
McCain: Did the doctors say how they reached that conclusion?
Sessions: Yes, actually they did. The Baucus-Tester Amendment
called for stripping the Immigration Bill of all its Real ID provisions,
including its requirement of a national database and employment
verifcation. The doctors noticed that, when the promoters of the
Immigration Bill tried to table the Baucus-Tester Amendment,
they were soundly defeated. This demonstrated to them that the
majority of the senators understood the American people dont
want to be numbered, tracked in a database and told by the
government whether they can work or not. Thats what caused
the doctors to conclude that Mr. Immigration died of Controlitis.
Kennedy: I reject that conclusion. It sounds like to me that the
doctors performing the autopsy had a political agenda. I still say
it was anti-amnesty that killed Mr. Immigration.
(At this point, Senators Reid and Kennedy drifted away from the
group, huddling in a small room just o the main viewing area of
the funeral parlor.)
Kennedy to Reid: You know that Sessions is right. But we can
never publicly admit it because thats the whole reason for the
bill. Weve been waiting 30 years for the chance to establish a
national ID for all Americans. We cant manage what we cant
measure. And we cant measure what we cant track. And we
cant track what we cant number and put into a database.
Reid: Why are the American people so paranoid about being
numbered and tracked anyway? We only want to do it for their
good. How else are we going to keep track of the terrorists?
Kennedy: Well, well! Theres Senator Baucus himself. Lets work
on him a little bit.
Reid: Hello, Senator Baucus. Reluctant congratulations on your
successful defeat of the Immigration Bill.
Senator Baucus: I didnt ever expect to hear those words from
your mouth, Senator. But thanks anyway.
Kennedy: I do have to ask you one thing. After all of our eforts
to deal with this huge immigration problem, thanks to you, were
right back where we started. Since you didnt like our deal, whats
your plan for dealing with 12 million illegal immigrants? Do you
even have one?
Baucus: As a matter of fact, I do. But its not forcing everyone
to have a number, a national ID card and their information in a
national database so that we can control them.
Reid: Well, how are you going to control them then?
Baucus: Thats the point! Were not going to control them.
Americans dont want to be controlled. They want to be free.
Control and freedom are opposites. Once we set up a system of
control for Americans, the freedoms weve enjoyed since the birth
of this nation will be gone.
What we have to do is keep track of non-citizens that are in
America. Thats where we are most vulnerable to terrorism and
other acts of violence against this country.
Reid: But thats the problem. How do you tell non-citizens from
citizens?
Baucus: Its really very simple. We have to make sure everyone
that is in the United States is here legally. We can do this with
three simple steps:
We must build a fence along our Mexican border. Thats where
most illegal immigrants are coming across. Israel has proven that
fences do work. San Diego has also proven that they work.
Once the fence is working efectively, we resolve the status of
those immigrants that are already in our country. It may not
be practical or desirable to simply deport them. Some of them
contribute signifcantly to Americas economy. Furthermore, we
must admit that the U.S. government bears as much responsibility
for them being here as they do. We knew they were coming in by
the millions and purposefully did nothing about it. We wanted
them here for their cheap labor. If amnesty is the only way to clear
up the mess we have created, then we should do what we have to
do to resolve the problem.
We should require every non-citizen employee to present proper
documents showing they have permission to legally work in this
country. Every legal citizen would only have to sign an af davit
af rming that he or she is an American citizen.
Reid: Wait a minute! Run that by me again. Youre saying that
U.S. citizens will only have to certify in writing that they are legal
citizens in order to get a job?

for 40 years. Then, all of a sudden, all of the illegals that have lied
will be going to their employers asking for their forms backand
leaving their jobs. And we wont need a national ID card, a national

Reid: That will never work. Its way too simple.
(About that time, Senator Jon Tester and Senator Jim DeMint, seeing
the animated conversation in progress, quietly joined the group.
Tester was the co-sponsor of the Baucus-Tester Amendment that
ultimately killed the Immigration Bill, and DeMint fought aggressively
to defeat the bill.)
Baucus: All of our complicated solutions havent worked. Maybe
all we need is a simple, down-to-earth solution. Senator Reid, all
we have to do is enforce our laws. We are like parents that dont
know how to raise children. We tell them we are going to do
something, but we never do it. Consequently, they dont pay any
attention to us anymore.
Kennedy: Im against it. Thats inhumane. That would constitute
cruel and unusual punishment. Furthermore, these people need
to work, and we need their labor in this country.
Baucus: If we need their labor here, then raise the annual quotas
of immigrants allowed to come here legally. But dont allow them
to keep coming here illegally.
Senator, how would you feel if, when you went home this evening,
you found a stranger had moved into one of your spare bedrooms
without your permission? You wouldnt stand for it one minute!
What if he wouldnt leave? Would you be cruel or inhumane if you
called the police? Of course not! Thats your home.
The same goes for our country. The United States is our home! If
we invite people to move into our home, thats fne. But if they
move in uninvited, we should not be expected to tolerate that.
McCain: Theres one more thing I want to understand concerning
this immigration fght we have just come through. My phone calls
and my mail over the last few days were overwhelmingly against
the Immigration Bill. My constituents were not just against it. They
were passionately against it! A signifcant percentage of my phone
calls and mail against this bill referred to religious objections to
the Real ID and employment verifcation. I never did get it. What
was that all about?
Senator Jon Tester: Senator McCain, there is a prophecy in
the Bible foretelling a time on earth when every person will be
Baucus: Yes. Thats all. I anticipate the form reading something like this:
required to take a mark or a number. Without this number, a person will not be permitted to buy or sell. If an individual takes
this mark or number called the mark of the beast, that individual will sufer eternal damnation according to the Bible. The
prophecy is 2,000 years old and can be found in Revelation 13:15-18. The scripture teaches that the prophecy will come
to pass at a time when a world government is gaining control. It also states that this numbering system will be the
mechanism employed to force people to do what the government says. With the emergence of globalization,
the World Trade Organization, the World Bank, the World Health Organization, the World Court, and other
global institutions, many people believe the time for the fulfllment of this prophecy is just ahead of us.
McCain: But arent the people that believe this just a small ultra-right religious
fringe? My of ce was hammered with phone calls, faxes, and emails!!
Tester: Actually, it is not a small fringe of Americans that believe in the
prophecies of the Bible. A 2002 Time/Warner poll discovered that 59
percent of the American people believe the prophecies of the Bible
and a large percentage of them believe the time for the fulfllment
of these prophecies is now.
McCain: So youre telling me that a majority of Americans believe a
time will come when every person will be forced to receive a number
and that this number will be required to participate in the economy?
Wow! No wonder my phones being ringing of the hook!
This immigration bill requires exactly that!
Tester: Senator, theres one more thing you should understand.
Even though the prophecy was given 2,000 years ago, its
fulfllment has never been possible until now. Only since the
invention of the computer and the birth of the Internet has it
become possible to implement such a system. Whether you
agree with them or not, many people see the requirement of
the Real ID Act that every person must have an ID card with his
social security number embedded in it or else he or she cant
hold a job or have a bank account as leading to this biblical
prophecy. After all, without a job and without a bank account,
how much buying and selling will a person be able to do?
Senator Jim DeMint: You know, I read the funniest thing
the other day. The possibility of establishing a national ID
card came up during a cabinet meeting of the Reagan
Administration.
McCain: You mean way back in the 1980s? They were
promoting a national ID way back then?
DeMint: Absolutely. This national ID is not a new idea. Those
who want to obtain socialistic control over the lives of every
American are trying to sell this national ID as the answer to 9/11
and terrorism. But they dont care how they sell it, just as long
as they get control!
McCain: So what did Reagan say when the subject was raised?
DeMint: Youre not going to believe it! He said, Thats the mark
of the beast!
Tester: He said that about establishing a national ID? Thats
funny! Now all the Republican candidates for president are
trying to win the nomination by claiming to be like Reagan.
But theyre all voting for the national ID, except for
Ron Paul from Texas.
McCain: So the doctors are right! It was national identifcation
and employment verifcation that brought the immigration
bill down! Interesting!

Tony Blair:
Mideast Peacemaker?
On June 27, 2007, Mr. Tony Blair, former
Prime Minister of the United Kingdom, was named
as the ofcial peace envoy to the Middle East for The
Quartet. Maybe you were as surprised as I was to hear
the announcement of Mr. Blairs appointment. It was
puzzling and unexpected. As I listened to the news
report, my mind sorted through what I knew about Mr.
Blair. I tried to process his acceptance of the position
only hours after he stepped down as Great Britains
Prime Minister. What was the urgency? Surely the
man deserved a brief vacation before starting his new
assignment. The questions, why? and what does
this mean? kept pressing in. Why would Tony Blair
voluntarily resign the prestigious title of prime minister
and immediately assume the role of an envoya
messengerfor The Quartet? At rst it seemed like a
step down to mea big step.
In 1997, Mr. Blair won a landslide victory
for his Labour Party and became the youngest prime
minister since 1812. He was the only prime minister
to lead the Labour Party to three consecutive victories,
ever. As prime minister, Mr. Blair also enjoyed the
titles and positions of First Lord of the Treasury, the
Minister for the Civil Service, the Leader of the Labour
Party, and a distinguished Member of Parliament. For
ten years his ofcial residence was 10 Downing Street.
And now Blair was trading in the title of prime minister
with all of its rights and privileges for the role of a
messenger? Hum. . . there had to be more to it.
What exactly is an ofcial envoy for The
Quartet, and what does he do? Mr. Blairs new job as
reported in the UN News is, to focus on the work of
The Quartet and to promote an end to the conict in
conformity with the Roadmap. That sounds rather
vague. Better keep digging. In order to understand Mr.
Blairs assignment and appointment, some background
information is necessary.
What Is, The Quartet And Its Mission?
The Quartet is a foursome of international
entities established in 2002 to mediate a peace
agreement between Israel and The Palestinian Authority
(PA). The Quartet consists of the U.S., represented
by Secretary of State Condoleezza Rice; the United
Nations, represented by Secretary-General Ban Ki-
moon; the European Union, represented by High
Representative of Foreign Affairs Javier Solana; and the
Russian Federation, represented by Foreign Minister
Sergei Lavrov. These four entities apparently believe
they speak for the world and can accomplish peace in
a region that has never been at peace. And, according
to Bible prophecy, there will be no lasting peace until
the second coming of Jesus. Nevertheless, The Quartet
validated its existence and named its mission, The
Roadmap For Peace.
What Is, The Roadmap For Peace?
The Roadmap For Peace was drafted by the
representatives of The Quartet in 2002 and introduced
by President Bush in 2003. Its goal was to create a
Palestinian state by 2005 that would peacefully exist
with Israel ending the Israeli-Palestinian conict. To

peace treaty and end the Israeli-Palestinian bloodshed. Ideal
candidate must be willing to devote long hours in negotiations with
enemy leaders thousands of miles away from home and family, must
be able to endure harsh criticism and death threats from radical
extremists, and must be able to speak English.

obtain this goal, a series of benchmarks were outlined
in a three step process and accepted by both sides.
However, due to the continuing terrorist attacks and
suicide bombers, the target date was not met. In fact,
there has been little progress even at the Phase One
level with each side pointing the nger of blame at
the other.
Israel accuses the Palestinians of refusing to
condemn the suicide bombers and terrorist activities
by Hamas and other extremists groups. Israel has
unequivocally stated she will not negotiate with
terrorists. Additionally, the Palestinians have
demanded that all refugees, estimated to be about
3.7 million, be able to return to Israel. Israel will
never agree to this because the Palestinians would
then outnumber the Jews enabling them to take over
Jerusalem and the nation.
The Palestinians assert that Israel is not serious
about dismantling
and withdrawing
its settlements in
the Gaza Strip and
West Bank. Further,
they accuse Israel of
creating more division
instead of moving
toward peace by
building the security
wall that separates the
two states.
Is There A Renewed
Hope For Peace?
There have
been numerous failed
attempts to negotiate
peace in the Middle
East in recent years: the Camp David Accords, the
Madrid Conference, the Oslo Accords, the Oslo II, the
Hebron Agreement, the Wye River Memorandum, the
Sharm e-Sheikh Memorandum, the Camp David 2000
Summit, the Taba Summit, and now, the Roadmap
For Peace. Even though high ranking individuals
previously represented The Quartet with its Roadmap
For Peace, all failed and returned empty handed. They
included former Senator George Mitchell, ex-CIA
director George Tenet, and Generals Anthony Zinni,
William Ward, and Keith Dayton. The position has
been vacant since the last appointee, former World
Bank President James Wolfensohn, left in April 2006
after less than a year at the post.
Based on reports coming out of the Middle
East, few observers expect Mr. Blair to accomplish
much or last very long either. But, lets give the man a
chance and look at what Tony Blair has going for him
that the other leaders may have lacked.
Recently, The Quartet reafrmed its goal and
objective stating, it is more urgent than ever that we
advance the search for peace in the Middle East and
promote an end to the conict in conformity with the
Roadmap. This statement came after the terrorist
group, Hamas, took over the Gaza Strip in early June
and challenged the authority of Mahmoud Abbas, the
duly elected President of the PA, and leader of his
Fatah party.
Also, President Bush, who adopted a hands-off
policy early on in his administration, has apparently
shifted courses. He recently announced that the U.S.
will broker a Middle East peace summit in the fall,
bringing together
leaders from
Israel, the PA,
and select Arab
governments in
the region, that
support a two-
state solution and
reject violence.
An Arab-Israeli
summit of this
magnitude has
not occurred
since the 1991
peace conference
in Madrid and
could prove
to be pivotal.
Although
Secretary of State Condoleezza Rice will chair the
conference, Mr. Blair will play a central role as The
Quartets messenger. With so much at stake, why
would Mr. Blair take on
the assignment when so many others have failed?
It has been suggested that Mr. Blair wants
a chance to redeem himself and leave a legacy of
peace after involving Great Britain in the perceived
failure in Iraq. His nal days in ofce were marred by
unpopularity, especially in the Muslim world where
he is seen as a puppet for the U.S. The Palestinians
already held Great Britain in low regard for its role in
helping the Jewish people establish a state after World
War II. They believe Blair accomplished nothing for

them during his ten years as prime minister. They
expect little from him as The Quartets envoy.
Even so, Blair has proven to have great
powers of dtente and persuasion. During his term
as prime minister, he successfully brokered a peace
agreement in Northern Ireland, an area that had been
racked by religious wars for decades. Mr. Blair also
was at the forefront in promoting peace in
The Balkans.
If he is successful in helping to end the
Israeli-Palestinian conict, he will be hailed as the
champion of the Middle East, a title coveted by
former presidents Carter and Clinton. Blairs legacy
would be unparalleled as the man who nally brought
peace to a region that has been at war for centuries--
denitely not a step down from prime minister of the
United Kingdom.
However, there is another reason Mr. Blair
may succeed in obtaining a Middle East peace
agreement that the observers, international ofcials,
and The Quartet itself likely have not considered. If
Mr. Blair is successful it will be because Gods clock
for the countdown to Armageddon is ticking, and its
running out of time.
The recent appointment of Mr. Blair has
created a stir among prophecy scholars. They are
looking once again at the Abrahamic Covenant that
established Israels right to exist. The Book of Daniel
foretells that the Antichrist will conrm the Abrahamic
Covenant seven years prior to Armageddon. Perhaps
unbeknownst to Mr. Blair, The Roadmap For Peace
may be the vehicle used to conrm the Abrahamic
Covenant.
But it does not stop there. Revelation
chapter 13 described the Antichrist as having seven
heads and ten horns and a mouth as the mouth of a
lionthe symbol of Great Britain. Oh yes, the recent
appointment of Tony Blair has created quite a stir.
A Middle East peace agreement goes way beyond
a handshake between Israel and President Abbas
with a smiling Tony Blair looking on. Blair would
leave a legacy all right, but it invites the question, If
Tony Blair conrms the Abrahamic Covenant as the
messenger for The Quartet, is he the Antichrist? If
so, it is the beginning of the nal seven years before
the return of Christ. If so, we are about to witness
the implementation of the Mark of the Beast without
which we will not be able to buy or sell. If so, the
world is headed for great tribulation such as it has
never seen before. If so, we can look up for our
redemption draws nigh.

The Roadmap For Peace
Phase I: Ending Terror and Violence,
Normalizing Palestinian Life, and Building
Palestinian Institutions
* Palestinian leadership issues unequivocal
statement reiterating Israels right to exist in peace and
security and calling for an immediate end to all acts of
violence against Israelis anywhere.
* Israeli leadership issues unequivocal statement
afrming its commitment to the two-state vision of
an independent, viable, sovereign Palestinian state
living in peace and security with Israel, and calling
for an immediate end to violence against Palestinians
anywhere.
* Palestinian institution-building includes
drafting a constitution for Palestinian statehood and
conducting free elections.
* Israel withdraws from Palestinian areas
occupied since September 2000, as security progresses,
freezes all settlement activity, and dismantles outposts.
It takes measures to improve the Palestinian
humanitarian situation.
Phase II: Transition
* An independent Palestinian state is created
with provisional borders and attributes of sovereignty.
The Palestinian leadership continues to act decisively
against terror and to build a practicing democracy based
on tolerance and liberty.
* An international conference will be convened
by the Quartet after the Palestinian elections to support
Palestinian economic recovery. Multilateral Middle
East issues also will be addressed, including water,
environment, economic development, refugees, and arms
control issues.
Phase III: Permanent Status Agreement and End of
Israeli-Palestinian Conict
* Palestinian reform is consolidated and
its institutions stabilized while effective security
performance is sustained. Israeli-Palestinian negotiations
aim at a permanent status agreement in 2005.
* A second international conference convened by
the Quartet leads to a nal,permanent status resolution
on borders, Jerusalem, refugees, and settlements. It also
supports a comprehensive peace settlement between
Israel and Lebanon and Israel and Syria, as soon as
possible.
O
ne of the greatest prophetic fulfllments of all time will
be the confrmation of the covenant. Te confrmation
of the covenant is when the Antichrist and the world
community confrm Israels right to exist in the Holy Land. It also
marks the beginning of the fnal seven years immediately preceding
Armageddon.
Within three and one-half years of the confrmation of the
covenant, a Jewish temple will be built on the Temple Mount, and
animal sacrifces will be resumed there.
Tony Blair
While still prime minister of Great Britain, Tony Blair stated
that peace in the Middle East was the worlds number one priority.
Apparently, he still believes what he said. No sooner was the ink dry
on his resignation as Britains prime minister than it was announced
that he would become special envoy to the Middle East on behalf
of the international Quartet (consisting of the US, the EU, Russia
and the UN). It should be remembered that the Quartets Roadmap
for Peace is a plan for peace in the Middle East that contains all the
elements of the prophesied confrmation of the covenant.
Te world community is investing tremendous amounts of
political capital in sending such a high-profle world leader as Blair
to the Middle East. It apparently thinks the time has arrived to put all
of its weight behind achieving a solution to the worlds most vexing
diplomatic problem.
Blairs frst challenge
It has already been announced that Blairs frst priority will not be
to revive the peace process. He intends to concentrate on helping the
Palestinians establish structures that would allow them to govern a
state if they had one. It has apparently dawned on someone that the
Palestinians would not know how to manage an independent nation
if one were given to them. With ten years at the head of one of the
worlds greatest nations, it is assumed that Blair is well qualifed to
help Palestinians build their governmental structures.
Hamas takeover of Gaza
Ever since the victory by Hamas in the Palestinian elections in early
2006, the situation in the Palestinian territories has been quite murky.
Since Hamas was of cially designated a terrorist entity by both the
US and the EU, funding was cut of to the Palestinian Authority once
Hamas became part of the government. Te West tried to strengthen
Fatah and Mahmoud Abbas while weakening Hamas. However,
the Palestinian people had voted for Hamas, whose very reason

for existence is the destruction of the nation of Israel. In spite
of tremendous diplomatic and fnancial pressure being brought
against Hamas, it has steadfastly refused to recognize Israels right
to exist.
Since May of 2007, Fatah and Hamas had teetered on the brink
of civil war in Gaza. Finally in early June, the smoldering confict
burst into the open. Hamas overpowered Fatah, captured millions
of dollars of weapons that the US had given to Fatah, and forced
Mahmoud Abbas to fee into the West Bank. By June 15th, Hamas
was the undisputed ruler of Gaza.
Abbas retaliated by dissolving the Palestinian government and
appointing a new emergency government without any Hamas
involvement.
Te West quickly grabbed the opportunity and resumed full
support of the new government led by Abbas. President Bush
immediately pledged $190 million in aid to strengthen the new
government. Apparently, the U.S. intends to deal with Abbas
while ignoring Hamas and Gaza altogether. Tis gives Tony Blair
someone to work with as he attempts to put together a legitimate
Palestinian government.
Peace breakthrough ahead?
In spite of the chaos emanating from Gaza, several major
developments seem to indicate the possibility of a major peace
breakthrough in the Middle East.
On July 9th, Israeli Prime Minister Ehud Olmert openly called
on Syrias Bashar Assad to conduct peace talks with Israel. Assad
accepted Olmerts invitation on the condition that Israel would
commit to returning to the Israeli-Syrian border as it was prior
to 1967.
At the recent Arab League Summit, Arab countries renewed
their ofer of the Saudi Peace Initiative. Te Saudi Plan says that,
if Israel will withdraw to 1967 borders, the Arab countries will
make peace with her and establish diplomatic relations with her.
A delegation representing the Arab League is scheduled to visit
Jerusalem to begin discussions of the Saudi Initiative.
Just as this edition of Endtime magazine is going to press,
President Bush has called for a regional peace conference on the
Israeli-Palestinian confict.
And then on July 18, 2007, Javier Solana, the EUs representative
to the Quartet, speaking at a press conference in Ramallah afer
meeting with Abbas, said, Some initiatives are going to be taken in
the coming days that may lead to the dream of all of us, especially if
the Palestinians start a political process.
Confrmation of the covenant just ahead?
When we look at the revival of the Saudi Peace Initiative, the
appointment of Tony Blair as the Quartets peace envoy, the planned
visit of the Arab League delegation to Jerusalem, and the open talks
of peace negotiations by the leaders of Israel and Syria, it is obvious
that a major peace ofensive has been launched. Te big question
is: Will it be successful unlike many similar eforts that have failed
before it, or will it simply be added to the long list of failures?
We know that the confrmation of the covenant by the
international community is going to happen. Its prophesied in
the Bible. We also know that the international community is more
engaged in the Middle East than ever before. Lastly, we know that
the other prophecies that are to occur around the same time as the
confrmation of the covenant are in the process of being fulflled
right now.
So will the split between Hamas and Fatah and the Tony Blair
appointment open the door for the confrmation of the covenant
and the launching of the fnal seven years? We will soon know!

Well, it s interest ing be-
cause one of t he par t s
of t he bill t hat had ver y
lit t le discussion during
t he public debate and
newspapers, television
and radio was t it le III.
Tit le III of t he bill dealt
wit h internal enforce-
ment and it , basically,
would have required ever yone to have a Real ID if t hey were going
to work in t he United St ates. A new program to get federal approval
for working would have been st rengt hened, act ually, it existed in
a ver y weak form already, in t he Form I-9, which a lot of people
are familiar wit h. When you st ar t a new job you have to submit to
your employer, some paperwork: license and social securit y num-
ber. Well t he idea t here was to st rengt hen t hat program, make an
elect ronic and require, in t he course of all t hat , to have ever ybody
carr y a Real ID. So it really was an at tempt to resurrect Real ID,
which has been t aking a real beat ing in t he st ates and cont inues
to in t he st ates reject ing it .
Over all, immigrat ion reform, people have a lot of ideas about
where t hey st and on t hat . But , as far as t his par t of it , Tit le III, now
t hat was an at tempt to resurrect Real ID and t he fact t hat it has
gone to defeat is a good t hing by me.

Real ID Act Still Lurks

I R V I N : So why was the Immigration Bill defeated? Was it am-
nesty or was it employment verication that sank the ship?
J I M H A R P E R : You know, it s hard to know exactly what
the causes were but, as you know, there was a deal struck in a very
delicate balance. I think when everyone is unhappy in Washington,
that s the best sign that there has been a compromise reached.
So, there was a lot of hope that there would be an overall bill but
a lot of people disliked it strongly and some of the folks believed
it was amnesty and they were opposed to it; plenty of reasons for
it to go down.
I do think that Real ID Act is a catalyst for the failure of the bill.
There was a rather complicated legislative procedure underway
and the thing that stopped the process was a vote on whether
Real ID should stay in the bill. Senators Tester and Baucus, both
from Montana, a state that has come out very strongly against
Real ID, they of fered an amendment that would have stripped
Real ID out of the immigration bill. There was a motion to table
that amendment, meaning to put the amendment aside and very
likely, when you table an amendment, you never see it again. So
it was, essentially a vote against that amendment. And that vote
failed, meaning that a majority of senators in the U. S. Senate do
not support Real ID and would not take steps to prop it up through
this immigration bill. That stopped voting and the next morning
they had their cloture vote. This was a vote to see if they would
proceed to nal passage, and that vote failed. That was the end
of immigration reform probably for the year. So Real ID was a cata-
lyst. The majority of senators we know now oppose Real ID. The
problem, of course, is getting them to act on that and take it back
out of federal law.
I R V I N : I wanted to ask you, in particular, because I know you
are probably as well positioned as anyone who is against the Real
ID Act, to sort of tell us what the truth of the matter is. I had de-
termined that it was not amnesty that killed the bill. Kay Bailey
Hutchison, our senator from Texas, had an amendment that would
have required for illegal immigrants to go home, properly apply,
and then come back. It was a bill against the blanket amnesty
that was provided by the immigration bill. Well, they tried to kill
that amendment and they succeeded. The senators voted against
requiring people to go home so they were really voting for amnesty
and the majority voted not to require them to go home. I concluded
that it was not amnesty that killed it. Like you say, the Box-Tester
amendment, they tried the same thing with it, and they were going
to table it. And when that vote was taken they said, no, we want
this amendment in there, which would strip the Real ID provisions
from the bill. I was highly encouraged.
The senate voted 100:0 to pass the Real ID Act, but, of course they
really didn t. They voted to pass the appropriations bill but it was a
political slight of hand. I had reached the conclusion that it was the
Real ID provisions which killed the immigration bill. I just wanted to
bounce it of f you to see if you were in agreement on that.
J I M H A R P E R : I think so and isnt this a great example of
how Washington works though: ready-re-aim. Back in May 2005
they red. Now theyre star ting to aim and theyre looking at Real
ID and realizing this was a mistake. Were not going to prop it up.
Thats impor tant progress. Of course its not enough yet and we
have to see that congress mends the errors that its made in the
past with Real ID.
I R V I N : That s my next question because we still have a law on
the books that requires all of us to have a national ID card. Actu-
ally, it says by May 11 of next year, 10 months from right now.
Now we know that there s a lot of fancy footwork going on. There
are some states that have outright passed laws against it. There
are other states that have passed resolutions against it saying,
We want it taken away. But, as of right now, it s still law. Is that
correct?
J I M H A R P E R : That is correct. It still is the law. It s still the
expectation of the federal law that we should all start to get these
Real ID/ National ID s, starting in May of next year. Since so many
states will not, WILL NOT, and they have said in their law that they
will not comply, it s not going to happen. But some states will take
steps forward. In some cases state administrators are trying to
move forward despite what the consciences is in their states and
that s interesting to watch.
The most important development currently is the appropriations
process. The rumor is: there will be money put into appropriations
to try and buy the states of f on this.
C R A I G : I m recalling a phone conversation you and I had a
couple of months ago. You mentioned to me, of f the air, that the
supposed extension for Real ID was actually a trick, a manipula-
tion by the Department of Homeland Security to try and stop this
landslide of opposition to Real ID and to cause states to come into
compliance. Can you elaborate on that a little bit?
J I M H A R P E R : Well, sure. The regulator y processes are
awfully complicated but when DHS issued its notice of proposed
rule making, that is the star ting point for issuing regulations un-
der the Real ID Act, it made an interesting offer to states. It said
that if states commit by October of 2007 to implement Real ID,
we would extend their deadline for implementation until Decem-
ber of 2009. So the bargain is that if you commit early, well give
you more time. If you dont commit, then were going to hold you
to the May 2008 deadline. Thats next year coming up ver y soon.
And so it was really, I think recognizable to careful obser vers as
a political ploy to tr y to drive states to commit to compliance
before they were fully aware of all the costs they were getting
involved with. I dont think its worked. I havent seen states, yet,
step up and signal that theyre going to comply. And as Ive said,
many states are directly refusing to comply. But well know better
in October of this year what states have gone for that trick and
what states give their pledge of allegiance to the Depar tment of
Homeland Security rather than to their citizens of privacy and civil
liber ties. So its an interesting ploy coming out of DHS.
I R V I N : Yea. So when they say we re going to give you addi-
tional time, how in the world is that going to work because if some
states have additional time and other states do not, are you going
to line up at the airport and say: OK, we will accept this noncompli-
ant driver s license from Utah but we wont accept a noncompliant
driver s license from Texas. I mean, this is going to be fun.

J I M H A R P E R : Imagining what t he federal government
might do is really Alice in Wonderland st uf f. But I t hink it s much
more likely t han t hem picking and choosing among dif ferent
st ates, who can t ravel and who can t , is t hat t hey will just back of f.
The t hreat all t he t ime wit h Real ID has been t hat driver s licenses
won t be accept able for t raveling if you don t and invariably, when
push comes to shove, t he feds will back down. The feds will have
to accommodate people who don t have t his nat ional ID. So I t hink
we can all be condant , as cit izens, more impor t ant ly st ate leg-
islators should be condent t hat t hey can act to protect us. They
don t have to kowtow to t he federal government on t his Real ID
Act . They don t have to put t heir cit izens into a nat ional dat abase
at t he command of t he federal government .
So it s impor t ant to recognize t hat a power, a big power known
as t he federal government is t r ying to use ident it y to increase it s
power at t he expense of all of us and at t he expense of ot her inter-
est s and ot her powers.
I R V I N : You explain t hat in your book, Ident it y Crisis.
J I M H A R P E R : Whatever bad idea is put forward by au-
thorities, we have rights, as individuals, and those rights are a bul-
wark against those bad ideas being put into effect and so thats
why its so important, even in peaceful times, even though we love
our country. We love our country because of its respect for our
individual rights and thats our strength against any kind of bad
idea that may take hold among the authorities and the elites.
