Distributed Generation through Renew able Energy

Indo- German Energy Forum Meeting On 20th December, 2007 At New Delhi

Grid- interactive & Distributed Renew able Pow er 11 th Plan

M N RE

The aim is that at least 10 per cent power generation installed capacity in the country, with 4- 5 per cent share in the electricity mix, should come from renewables. Out of the overall target of 70,000 MW power generation installed capacity addition during the 11th Plan period, 14,500 MW (about 20%) capacity addition is proposed from renewables. 13,500 MW grid- interactive and 1000 MW DRPS (kW MW). DG Power of 4000- 5000 MW (2- 5 MW each) from conventional energy sources Ministry of Power

Distributed Generation ( DG)

M N RE

Distributed Generation Installation & operation of electric power generation units connected to the local network or off - grid generation characterized by:

Generation capacity ranging from kW to MW level. Generation at Distribution Voltages (11kV or below). Grid inter- connection at distribution line side for power import and/ or export Inter- connected to a local grid, or Totally off - grid, including captive

Renewable Energy based Distributed Generation Options

Small Hydro Biomass - gasification Cogeneration Biogas based Engines Biofuel Engines Hybrid Systems - e.g. Solar-Wind

Biomass Gasification I nitiatives in I ndia

M N RE

Small biomass gasifier systems developed indigenously in the range of 3 kw to 500 kw for thermal, electrical and mechanical applications. Initially, small capacity biomass gasifier, linked with indigenously developed 100% producer gas engine, were deployed . About, 10- 12 biomass gasifier manufacturers are engaged in manufacturing in India. Ankur & IISc, Bangalore are the major technology developers. About 89 MW equivalent systems are in place for various electrical and about 100 MW thermal applications in industries. One Grid connected biomass gasifier system in the range of 1 MWe have been commissioned.

Biogas based Pow er Programme

M N RE

100% biogas engines Micro- turbines Standard dual fuel engines preferably with bio- diesel in place of diesel.

Achievements- Biogas Power

M N RE

For the first time in India, biogas operated micro turbines of 2x30 kWe for rural electrification of two villages of District Purulia, West Bengal has been commissioned. In addition, 20 kWe biogas based power generation plant at Vidya Dairy, Anand Agricultural University Campus, Anand, Gujarat and 60 kW power plant in Madhya Pradesh have been installed. 60 kWe biogas plant in Dairy farm at Dist Satna MP commissioned. 30 biogas based power generation projects for a total installed capacity of 400 kW have been sanctioned so far in Maharashtra, Kerala, Andhra Pradesh, Tamil Nadu, Karnataka and Madhya Pradesh.

Remote Village Electrification Programme

M N RE

Villages where grid extension are not feasible, are electrified through locally available renewable energy sources to meet universal electrification. About 6750 villages / hamlets sanctioned so far mainly through SPV. So far REC has identified about 6000 such remote villages / hamlets. About 38 villages have been electrified through biomass gasifier systems (20- 500 kW).

Test Projects on Village Energy Security

M N RE

The aim of the test projects is to provide entire energy need through modern biomass technologies such as biogas, biomass, and biofuels based on locally available resources for cooking, electricity, and motive power. Plantations of fast growing fuelwood and oil bearing trees. Opportunities for employment & income generation. 79 test projects in 11 states under implementation.

Small Wind Energy & Hybrid Systems

M N RE

Integration of two or more renewable energy sources / generation systems as a solutions to meet local requirement of specific location / end- use / application Capacity upto 20 kW. 11 manufacturers are engaged in the manufacture/ supply of wind solar hybrid systems. 610 KW, mostly in Maharashtra, Karnataka, Goa, Gujarat and Tamil Nadu.

Challenges for Renew able Energy Distributed Generation

M N RE

Inherent intermittent nature of renewable energy sources leading to relatively lower capacity utilization factors. Instances of inadequate load need to couple rural industrial load. Relatively high capital costs when compared to conventional power systems requires incentives and financial arrangement. Capacity building - promotion & development of Energy Servicing Companies ( ESCOs) for local programme implementation required.

Challenges for Renew able Energy Distributed Generation

M N RE

Users in rural areas need to be adequately mobilized for payment of users charges NGOs & Local bodies could be involved. Lack of O&M services providers Need to develop sustainable revenue / business models. Feasibility for CDM mechanism Assistance for project preparation to be provided.

Establishment of sustainable fuel linkages developing business model for Fuel Service Agreement.

Possible Areas of Cooperation

M N RE

Technology transfer of efficient renewable energy systems of MW level. Incentives to promoters & ESCOs Soft Loans & Grants. Development of Financing Models Consultancy support
Appropriate Technology Approval under CDM

Capacity building of stakeholders, franchises, ESCOs
