1.1

DIGITAL INTERACTIVE TELEVISION SYSTEM

1.1.1. The System should include a license from the Manufacture that the system has been
approved.

1.1.2. The system should only be end to end based on LINUX for stability. 1.1.3. The system should manage versioning for evaluative software upgrades 1.1.4. The Main Server system should simultaneously be able to communicate with Set Top
Boxes (STBs) connected to the Hotel Mode Televisions from different TV-manufactures in cases where the Client selects different models and brands.

1.1.5. The system should be simple to use with the Guest/System interface achieved by a hand
held, button cell battery operated Remote Control unit. The majority of facilities should be available at the press of a single Fast Key Button. Button cell operated Remote Control required for longer life and sleek design. Provision for mounting spare battery in the Remote Control to be provided. 1.1.6. The system Graphic User Interface should be fully customizable (menu layouts, backgrounds, texts, images) with an intuitive simultaneous left/right and up/down navigation to provide to the guests a quick and easy access to the different sections with a limited number of clicks The Graphic User Interface should be displayed in 1280x720 resolution in HD mode with management of transparency and alpha levels.

1.1.8. The Guests should be able to access the features either through the Fast Keys (One Touch
Operation) or the Number Keys or by Scrolling all three options to be provided for the Palace Guests.

1.1.9. All the STBs connected to the network should be manageable from a central location. 1.1.10.
The proposed HiTV system should have the possibility of organizing the TV Channels in various categories, like language and/or genre.

1.1.11. The TV channel rights should be cleared upon legal authority.

1.1.12.The system should be flexible to receive a complete customized content offer including
Blockbuster and Bollywood movies from both Filmbank and UIP. 1.1.13. The system should provide an end-to-end DRM encryption system for VOD streams (from central server to the STB) approved by Hollywood major studios. 1.1.14. Expanded content offer: short programs, local movies, documentaries.

1.1.15.Multi-language interface support with non-latin characters (including language option of


Arabic, Japanese, Russian and Chinese).

1.1.16.Possibility to change the language of the film while watching and to stream content in high
definition where available (the STB should be MPEG-2 & MPEG-4 compliant). 1.1.17. Ability to customize the user front end e.g. for promotions (content management system)

1.1.18.Channel preview in browser (small live windows that display the current TV program).
1.1.19. The system should have a virtual Jukebox with display per genre, artist, album, mp3 track, cover display, playlist management and play/pause/skip functions

1.1.20. News on Demand with feeds from different countries and sorted by genre (business, news, sports, IT, etc.) The system should have RSS feeds capability; the RSS feeds should be displayed with pictures when available in the feed. 1.1.21. The system should support RSS feeds in Arabic language. 1.1.22. Direct access the webradios within the menu and with minimum of 80 channels from 8 countries.

1.1.23.Web radios should be sorted by country and genre 1.1.24.The proposed system should have the ability to display the weather information on the
screens of minimum 5 different cities for 5 days including the local weather with userfriendly icon-based weather information and 3 days forecast.

1.1.25.Should deliver comprehensive IP video streaming of selected transponders from chosen


satellites as specified in High Definition.

1.1.26.The satellite channels -in the form of IP streams - should reach all users in the network
allowing Multicast distribution by the network providers.

1.1.27.The primly system head-end equipment and its components should be installed by
professional having previous experience and is to be approved by the company representative in accordance with the specifications as listed in this document.

1.1.28.The IP TV head-end system supplier should be an authorized distributor of such equipment,


maintaining local staff of specialists and trained technicians for engineering assistance, installation & maintenance of the system.

1.1.29.The system head-end should include but not limited to satellite dish antenna, DVB-S, DVBS2 and/or DVB-T & processing head-end equipment, IP TV Management Server and related accessories including power supplies as well as racks complete as herein specified and as shown on the drawings. 1.1.30. The system head-end should manage Free to air and scrambled TV channels with approved CAM readers.

1.1.31.The main head end should be distributing IP multicast streams to all the points connected
to LAN network. The system should be capable of providing internet on TV and other related services through the existing LAN network as that of IPTV on single CAT-5/CAT-6 cables. The systems installer should confirm the suitability of bandwidth, type of Ethernet switches and related accessories currently used in Company Network.

1.1.32.The system should be able to provide a PC on TV platforms with customizable wallpaper


and icon sets and built in Linux-based applications including but not limited to Open Office Tools, PDF reader, browser, messenger, KDE widgets, MP3 reader, DIVX reader

1.1.33.The company should be responsible for supply of switches, Ethernet cabling over CAT-6/CAT-5e and subsequent smooth and clear flow of IP streams down the LAN network till user end.

1.1.34.It is desirable to have a single set of dish antennas and video sources for the entire building
and for that the network system should be designed using latest generation Multicast Ethernet switches supporting IGMP v3 and QoS rules, routers and WIFI technology.

1.1.35.IPTV head end and the management server should be part of same manufacturer/supplier
in order to match with highest compatibility. The equipment, firmware and software should be sufficient for the proposed installation and have a sufficient spare capacity to allow any possible expansion in the streams as well as network size in future. Also, it is expected that the system is transparent and should allow any improvement in the software in future. 1.1.36. Hotel Services with access control for housekeeping status changes, maintenance reporting linked to the PMS interface. 1.1.37. Seamless integration of portable devices the guess may bring with him like MP3 players, digital cameras, USB support, VGA connectivity of the Laptop to the screen via a media panel or jack pack. 1.1.38. Dedicated sightseeing area to cross-sell partner programs (restaurant, museum, etc.) 1.1.39. Recognition of the Main Market Codes and Group codes via the PMS interface for selective package distribution 1.1.40. Guest Messages (PMS interface) with immediate display in min. 6 languages Arabic included. 1.1.41. Systems must interface with standard PMS systems (Fidelio, Opera, Protel) including the link to fields like market segments or group codes that are required for advanced billing options and packaging.

1.1.42.The system should have EPG showing TV program guide and TV channels logos with
summarized information on the main TV channels menu and detailed schedules per channel in a specific section. 1.1.43. The TV channels logos should be displayed on the menu as mosaics for a quick and easy access to the desired TV channel with optimal look and feel

1.1.44.The system should have TV Channels profiling; TV channels can be sorted out dynamically
on each STB according with guest nationality through the PMS interfacing.

1.1.45.The system should have a web-based software enabling hotel staff to update the hotel
information pages of the menu with choice & selection of different templates, text editing (including non Latin characters) and image upload

1.1.46.The system should have a server architecture enabling interactive remote access over the
Internet.(i.e. The client sends a request and the web service API processes the answer through a server and displays it dynamically on the remote client)

1.1.47.The system should have interfacing modules which enables to integrate existing web
services API compliant with HTNG Property Web Services Interface specification & display them dynamically through the Interactive solution menu

1.1.48.The system should provide the guest with virtual concierge information: local information
surrounding the hotel. These information should be all accessible dynamically through their in-room TV menu through the remote control (and not with IR keyboard)

1.1.49. The virtual concierge should have dynamic display of maps and itineraries from the hotel to
the selected point of interest with picture and text information. The virtual concierge should be managed within the user interface (and not through Internet on TV browser).

1.1.50. The system should have a user-friendly web-based interface to fill out related virtual
concierge information by Hotel staff: text information (name, address, categories, ranking) and attached pictures; the address automatically generates a Google-map of the point of interest on the TV screen.

1.1.51.The system should be able to display on any predefined page of the menu promotional,
information and/or advertising contents such as text, images, pdf, PowerPoint presentations and Internet widgets 1.1.52. The system should be able to display the promotional contents with different sizes, for example sub-section of a defined menu page(s), half page, full page(s) 1.1.53. The management of such promotional feeds on the interactive TVs should be run by a webbased user-friendly interface with multi-level administration (per hotel group, per country, per hotel, per room groups) with real-time dynamic upgrades and advanced scheduling management

1.1.54. The system should be able to target information and promotional contents per rooms/
group of rooms.

1.1.55. The system should have multi-level administration in order to give full control over group
hotels communication

1.1.56.The system should have the ability to be bundled with optional customizable iPod Touch
and Iphone software clients that can be used simultaneously as remote control for the interactive TVs and retrieve directly through Wi Fi connection enriched online information (example hotel information, TV channels guide, presentation of the VOD movies, YouTube VOD movie trailers, virtual concierge Google maps)

1.1.57.The proposed system should provide the following options:


1. Video Viewing - External/internal TV programs (channel list) - General information services - Group information services 2. Audio Listening - External/internal programs (channel list) - Selection of Radio channels via TV-menu - Selection of Hotel music broadcasts via TV-menu - Advanced mp3 jukebox management sorted per genre, album, artist with playlist management - Selection of Web Radio via TV-menu - Possibility for the Guest to create their own jukebox during their stay. - Pre-listening of songs. - Emergency information - Access via One Touch Key 3. TELEVISION SETS: Tenders are to note that the televisions will be procured part of a separate contract. However, the Hotel Televisions should be compatible with the proposed television system. 1.2 HSIA (High Speed Internet Access)

1.2.1 The HSIA solution has to include necessary devices like bandwidth control, application
filtering, firewall, internet access gateway, and authentication through advanced billing options. It should exclude access points and access point controllers which will be delivered as part of the converged network. The proposal has to include the installation and configuration of the system. 1.2.2 Wired and/or wireless HSIA must be available in guestrooms, public areas, meeting rooms, and business centre. 1.2.3 The system should support bundling of HSIA, IPTV, VOD and other external services. 1.2.4 The system should fully integrate to the Property Management System with advanced billing options directly on the guest TVs and/or on the connected PC browsers 1.2.5 The system should enable through a web-based interface the management of different billing options: per bandwidth, per duration, per zone, per guest, per group of guests 1.2.6 The system should manage handover between wired and wireless access using the registered guest PMS data (room number and guest name) and the MAC address to manage guest identification

1.2.7 The system should have Bandwidth control capability to prevent excessive downloading,
such as large mpeg files 1.2.8 The system should support different payment methods for external customers e.g. vouchers 1.2.9 The system should have customizable welcome page and walled garden 1.2.10 The system should have reset default browser settings upon checkout 1.2.11 The system should have the possibility of charging for Internet access TV as premium package (part of other premium service advantages). 1.2.12 The system should have thin client capabilities to provide access to business data (e.g. Open Office and Multimedia readers) and leisure (e.g. flash, web applications). 1.2.13 The system should have authentication requirement for all guests.

1.3

SYSTEM HEAD END

1.3.1 The system should have minimum Sixty (X) Digital satellite channels in the form of IP
multicast streams over LAN and should be distributed to all the points connected to IP network. Of this, Fifty (Y) channels should be free-to-air type and Ten (l0) from various Pay TV packages.

1.3.2 Required smart cards and professional CAM modules for the Pay TV channels should be
provided by the contractor prior to system installation. For Free-to-Air channels as well as Pay channels and any other audio/video source, modular type DVB-SIDVBT/A-V streamers should be used providing high quality IP streams. All streamers should share common power supplies (with voltage facilities for LNB) and entire head end should be installed in 19" rack of suitable size.

1.3.3 The modules should have following parameters: 1.3.4 Each streamer should receive One DVB-S (QPSK) transport stream/frequency and provide
up to eight simultaneous IP-encapsulated programmed with individual multicast address. The modules should have facility to be programmed and controlled using a web browser running on a PC/laptop provided with Ethernet adapter. For the Pay TV channels, each streamer should have one Common Interface in order to be used with CAM and cards. All the modules should be equipped with features like PID filtering, SAP/SDP protocols, filtering of information in MPEG-4 tables and web interface. They should use UDP and RTP transmission protocols. It should be noted that in case of more transport streams from the same satellite polarity, the modules should be looped from the previous streamers at the input. Also, as each streamer can give up to 8 IP streams from a chosen frequency, in case of more than 8 satellite programmed another streamer should be looped to previous one. 1.3.5 TV channel rights clearance by IPTV provider (contract with all relevant channel
broadcasters) 1.4 MANAGEMENT SERVER

1.4.1 Digital Interactive TV with user-friendly menu for on screen navigation providing an easy
access to all options and services of the system. The Management Server will be a dedicated computer connected to the head-end and should have following features: 1.4.2 Multicasting IPs, i.e. control of streams (TV channels & programs) per STB connected to the network. 1.4.3 1.4.4 1.4.5 1.4.6 1.4.7 Prevent un-authorized connection of any equipment which is not assigned or registered. Monitor list of all STBs connected to the network and to allow installer to establish a 'relation' with the individual STBs. Manage DVB-IP gateways installed. Enlist all TV channels with their multicast IP addresses and transmit the required IP streams to the desired STB. Send IPTV configuration to STBs, when required, after installation and programming is one.

1.4.8 Provide STB firmware management & show personalized channels menu with RID.
1.4.9 Content distribution offer and STBs management.

1.4.10 Freedom to set customize channels, grid and access modes with RID.
1.4.11 1.4.12 The management system allows the configuration and maintenance. Flexible groups of TV contents, according to different profiles and user typologies or even different company policies.

1.4.13 Language Selection: 8 different languages including Arabic & English Digital Interactive TV
with user-friendly menu for on screen navigation providing an easy access to all options and services of the system. 1.4.14 The system administrator will be able to decide which TV channels to include in a flexible offer of pay TV. To broadcast any number of ad, promotional or information channels, with contents that are sourced from external or internal providers.

1.4.15

1.4.16 Users can access and view instantaneously, with pause, fast-forward and rewind features,
and VoD premier contents that are updated over time on a regular basis with a proprietary online content management and delivery system.

1.4.17 Users should also be able to surf the Internet directly from the TV Screen with a dedicated
wireless keyboard.

1.4.18

Users are offered a set of TV Games which can be easily played using the TV remote control.

1.5 LAN NETWORK

1.5.1 Existing Company LAN Network & Ethernet switches routers, gateway equipment,
connections for backbone and final distribution and wall outlets should be utilized for the major routes and final distributions. 1.5.2 The switches (core and distribution) must support multicasting in addition to IGMP version3 and IGMP snooping related features

1.5.3 The contractor should confirm with the company on the feasibility of using the existing
LAN network to accommodate IPTV programs with sufficient bandwidth and other distribution, Ethernet switches adhering to Multicast and IGMP protocols.

1.5.4 Final switches taking cables up to user end should be with outputs of 100 Mbps each. It is
required that the contractor coordinate with the company for the required bandwidths and respective designs.

1.5.5 The main line cable should be CAT-6 type and the final ones should be ofCAT-5e/ CAT6
type as approved by representatives of the Company.

1.5.6 The outlet sockets should fulfill the requirement of data transmission over RJ-45connection
and the end users should be able to connect to the network using their PCs or IP STBs. 1.6 IP STBs

1.6.1 Required STBs should be procured through consultation with IPTV head end supplier and
they should be competent enough to be programmed through Management Server incorporated with the head end station. The STBs should be all from the same manufacturer. The STBs should meet the following parameters: Silent operation no forced air cooling. Should be full HD (High Definition) PAL and NTSC Combines STB and TV command functions Interface to 10/100 BaseT Ethernet MPEG1 & 2 & 4 MP@ML at up to 10 Mbps Video protocols Multicast IPTV (IGMP control) VoD (RTSP control) Should have the interfacing ability to work with the TV IR Sensor Key-protected, scalable multicast software booting option Remote management and software upgrade via network Macrovision copy protection Should have the interface with any given model of hotel mode TV Should work with single system remote, universal remotes not to be used Should have an active USB port for the guest to connect their USB stick Should play the video and audio data from the USB stick Should be Linux based to avoid any virus attack from the guest USB stick

1.6.2 The set-top box (STB) should be provided at each interface between the data
network and TV screen. The STB should be unobtrusive and should be accommodated behind the TV or other place not easily visible to the guest but providing enough airflow for sufficient cooling. The STB has to be tested with the TV set up front and proven to be 100% stable.

1.7 GENERAL

1.7.1 The main software for the system should be user friendly and easy to set up, alter and
operate.

1.7.2 The System should have a fully customizable GUI interface including menus and
layouts with different services.

1.7.3 The OS for the Main Server System should be based on an open Linux platform. 1.7.4 It should be possible for the operator to change details, edit text or add additional
information whilst the system is active.

1.7.5 Equipment should be state-of-the-art and expandable to meet the demands of


future customization. All equipment must be up gradable to accept later generations of software as they are developed. 1.7.6 Include for provision of linking the system to the proposed vendor via modem connection to allow software upgrades, system interrogation and engineer attendance to be automated. 1.7.7 Interface the system with the following additional specialist systems:

1.7.8 Include back up and logistic for TV-channels. It should be possible for the Palace to print a
status over viewed TV-channels to optimize the broadcasted channels. 1.7.9 IPTV head end allowing for the distribution of a minimum of 100 digital TV channels in SD/HD format at the hotel and providing as sufficient number of concurrent streams to serve all guest rooms on high occupancy. In addition the hotel may need additional decoding equipment. 1.8 POWER SYSTEM & UPS

1.8.1 The Digital Interactive Television System Central Server should be connected to the UPS
provided by the Vendor. The software of the UPS should be modified to receive commands from the Server.

1.8.2 Monitoring contacts should be provided for status and alarm signals to be relayed to the
BMS via hardwire interface. 1.9 MANUFACTURERS SETUP IN THE REGION

1.9.1 The proposed System manufacturer should have a direct subsidiary or office in the region,
fully equipped to support the installations in the region, including in-house graphic designing facilities, local support and spares support.

1.9.2 The System manufacturer should have experience of having installed the IPTV system in over
50,000 hotel/residential room worldwide. 1.9.3 1.9.4 The System manufacturer should have experience of having at least 25 hotels installed the IPTV system in over the region. Remote Support facility should also be available both from their Regional Office and Head Quarters.

1.10

SYSTEM DESIGN

1.10.1 The complete system should be based on an open Linux system. All system devices must be allowed to be easily replaced or upgraded. 1.10.2 The system should be fully modular and scalable to increase its capacity if required.

1.10.3 Adequate provision should be made to ensure that the program and contents of data
memory should be fully protected against memory mutilation.

1.10.4 The vendor should describe what methods are available to detect system malfunction.
