How to Deal with Present Day Rulers and Systems?

A Study of sayings of Prophet Muhammad : when to follow the rulers and when to rebel against them

All praise belongs to Allah, and peace and blessings of Allah be on Prophet Muhammad and his family and all his companions. We are living in a world where the rule of divine law is nowhere to be found. We are surrounded by Haraam from all directions. Most of us are busy making a living, and those who want to make a life, are buried under confusions. How to deal with present day secular systems and their leaders? On one hand we see narrations of Allahs messenger on sticking to the Jamaah of Muslims and listening and obeying the ruler and on the other hand there are narrations on disconnecting from the rulers and removing them with armed struggle. Ive divided thirty narrations of Prophet Muhammad regarding rulers into seven different categories and there is a detailed discussion on the application of these narrations in the present world scenario.

CATEGORY 1 - NARRATIONS ON FOLLOWING THE AMEER OR JAMAAH OF MUSLIMEEN

HADITH # 1

Narrated Hudhaifa bin Al-Yaman: The people used to ask Allah's Apostle about good, but I used to ask him about evil for fear that it might overtake me. Once I said, "O Allah's Apostle! We were in ignorance and in evil and Allah has bestowed upon us the present good; will there by any evil after this good?" He said, "Yes." I asked, "Will there be good after that evil?" He said, "Yes, but it would contain Dakhan. I asked, "What will its Dakhan be?" He said, "There will be some people who will lead (people) according to principles other than my tradition. You will see their actions and disapprove them." I said, "Will there be any evil after that good?" He said, "Yes, there will be some people who will invite others to the doors of Hell, and whoever accepts their invitation to it will be thrown in it (by them)." I said, "O Allah's Apostle! Describe those people to us." He said, "They will belong to us and speak our language" I asked, "What do you order me to do if such a thing should take place in my life?" He said, "Adhere to the group of Muslims and their Chief." I asked, "If there is neither a group (of Muslims) nor a chief (what shall I do)?" He said, "Keep away from all those different sects, even if you had to bite (i.e. eat) the root of a tree, till you meet Allah, while you are still in that state."

HADITH # 2

It has been narrated through a different chain of transmitters, on the authority of Hudhaifa bin al-Yaman who said: Messenger of Allah, no doubt, we had an evil time (i. e. the days of Jahiliyya or ignorance) and God brought us a good time (i. e. Islamic period) through which we are now living. Will there be a bad time after this good time? He (the Holy Prophet) said: Yes. I said: Will there be a good time after this bad time? He said: Yes. I said: Will there be a bad time after good time? He said: Yes. I said: How? Whereupon he said: There will be leaders who will not be led by my guidance and who will not adopt my ways. There will be among them, men who will have the hearts of devils in the bodies of human beings. I said: What should I do? Messenger of Allah! If I (happen) to live in that time? He replied: You will listen to the Amir and carry out his orders; even if your back is flogged and your wealth is snatched, you should listen and obey.

EXPLANATION OF THIS HADITH In summary the hadith is saying: 1- There will be leaders ( ,)the plural of imam ( )after Prophet Muhammad who will not adopt the ways of Prophet Muhammad and the guidance he brought (al-Quran). 2- Few of those leaders ( )will have hearts like those of devils. 3- In those times, Prophet Muhammad advised us to follow the Ameer ( ,)even if our wealth is snatched and our back is flogged.

Point # 1 The hadith uses two different words, referring to two different types of leaders, and in the end Prophet Muhammad asked us to follow the Ameer, who would be on the right path, and not any one amongst the Aimah (.) Point # 2 - The fact that they don't mean same, is further strengthened by a hadith in M'ujam al Awsat and Mustadrak al-Haakim that uses the word ( Ameer ul 'Aazam, the greatest Ameer) in the end.


Reference: Mujam al Awsat (Hadith # 2893), Mustadrak al-Haakim (Hadith # 8533), Dhahabi classified it to be Sahih in his Talkhees.

Point # 3 - A hadith in which M'uaz bin Jabal asked Prophet Muhamamd the same question for the same types of leaders and he replied: there is no obedience, for the one who doesn't obey Allah.

Reference: Masnad Abu Yala (Hadith # 4046), Masnad Ahmed (Hadith # 13248), Shuaib Arnaoot says that its chain can be called Hasan, al-Albani authenticated in Aj Jami As Sagheer, Haithmi says it contain Amr bin Zunaib and I dont know him, rest of the narrators are Saheeh. Ibn Hibban considered Amr bin Zunaib to be trustworthy.

Point # 4 The Answer of Prophet Muhammad, You will listen to the Amir and carry out his orders; even if your back is flogged and your wealth is snatched, you should listen and obey is similar to the other narrations where he said, Adhere to the (main) group of Muslims and their Chief." Remember, these narrations are from the same Sahabi, Hudhaifa bin al-Yaman. (See Hadith # 1)


It has been narrated (through a different chain of transmitters) on the authority of Ibn Abbas that the Messenger of Allah (may peace be upon him) said: One who dislikes a thing done by his Amir should be patient over it ,for anyone from the people who withdraws (his obedience) from the government, even to the extent of a hand-span and died in that conditions, would die the death of one belonging to the days of jahilliyya.

LESSONS IN THESE AHADITH: Lesson # 1 Prophet Muhammad prophesized that a time would come when There will be leaders who will not be led by my guidance and who will not adopt my ways and according to the other hadith theywill lead (people) according to principles other than my tradition. You will see their actions and disapprove of them." Lesson # 2 These are those who dont rule by the guidance brought by Prophet Muhammad and dont rule according to Quran and Sunnah. Lesson # 3 They are not to be followed, and Prophet Muhammad advised us to stick to the Jamaat of Muslims and their Main Ameer (Khalifah). His very advice was to stick to the central body (Khilafah) of Muslims in case our regional ruler wasnt acting according to the rules of Allah. Lesson # 4 When the Sahabi asked "If there is neither a group (of Muslims) nor a chief (what shall I do)?", Prophet Muhammad advised him to stay away from all divisions, hence, he acknowledged the coming of a time when there wouldnt be any central body of Muslims, and Muslims will be scattered. For details see the part disconnecting from all sects and systems (Category 7). APPLICATION OF THESE AHADITH IN THE PRESENT WORLD We are surely in a time when we are ruled by laws other than the law of Allah, the leaders of Muslim nations have ignored the Sunnah of Prophet Muhammad and his rightly guided khulafa but using these narrations to prove that we have to stick to our identity under nation-states and submit to the leaders of these nation-states is flawed because: Reason # 1- The reason of sticking to the Jamaah (main body of Muslims) was to protect the unity of the Muslims, as we will see in the ahaadith to follow as well. All these narrations cant be used in todays time because there is no central body of Muslims. Muslims are scattered 6

under various nation states. Nationalistic battles have been fought between these Muslim nation-states, and many of them are in a state of cold war even today. Muslim leaders of these nation states have sought help from Kufaar against other Muslim nation-states. Muslim leaders and armies of these nation states have joined hands with Kufaar to help the Kufaar takeover the Muslim nation-states. Did Prophet Muhammad in any hadith ever, order us to protect nationalistic boundaries, or stick to nation states? Until Muslims unite under a central system, with regional rulers, and a central Khalifah, it is not befitting to take these ahadith out of context and apply them today. The following hadith very eloquently describes this:


Arjafa (May Allah be pleased with him) narrates I heard the Messenger of Allah (peace be upon him) say: When you are holding to one single man as your leader, you should kill who seeks to undermine your solidarity or disrupt your unity.

It has been narrated on the authority of 'Arfaja who said: I have heard the Messenger of Allah (may peace be upon him) say: Different evils will make their appearance in the near future. Anyone who tries to disrupt the affairs of this Ummah while they are united you should strike him with the sword, whoever he be.

Furthermore, another hadith makes it very clear:


It has been narrated on the authority of Ibn 'Abdullah al-Bajali that the Messenger of Allah (may peace be upon him) said: One who is killed under the banner of a man who is blind, who raises the slogan of asabiyyah or supports assabiyah, dies the death of one belonging to the days of Jahiliyya.

Asabiyyah in the current world should be translated as nationalism, as it was tribalism in those days. So this asbiyyah which is a cause of divide amongst the Ummah, are we supposed to protect it? And Allah Knows Best. Reason # 2 There is no narration which asks to listen and obey rulers who rule us by other than the rule of Allah. Infact, there are clear-cut narrations who ask to disconnect from rulers ruling us by laws other than Allah, and there are vivid rulings to strive against them. The reality of today is that we are ruled by laws other than the laws of Allah. Our countries (nation-states) dont even qualify to be labeled as Darussalam or Dar ul-Islam. How many Muslim countries (if not all) are led by secular democratic laws? How many Muslim countries (if not all) take rulings from UN and US, and not the book of Allah? How many Muslim countries (if not all) have joined ties with the enemies of Islam and Muslims? Is there any Muslim country whose economic state is based not on riba? And we still think we are living in Islamic countries (Dar ul-Islam).


Those who do not judge with what Allah has sent down are the unbelievers. [Surah alMaida 5:44]

Qadi Abu Yala (died 458 AH) said, Any country where the law is Kufr (disbelief) instead of Islam is Dar al-Kufr. [al-Muatamad fil Usul ad-Deen pg. 276]

Ibn al-Qayyim (died 751 AH) said, The Jumhour (majority) of the Ulema say, Dar al-Islam is where the Muslims go and reside and the Islamic rules are dominant. If however, Islam does not become dominant it is not (considered) Dar al-Islam [Ibn Qayyim, Kitaab Ahkaam ahl alDhimmah, Vol. 1 pg. 366]

It is reported that Ibn Muflih (died 884 AH) said, Any Dar (domain) where Islamic law is dominant is Dar al-Islam, and any domain where Kufr law is dominant is Dar al-Kufr, there are only these two camps. [Al-Adaab al-Shariah, Vol. 1 pg. 190] And Allah Knows Best.

CATEGORY 2 - RULERS APPOINTED BY ALLAHS MESSENGER

HADITH # 3


Narrated Abu Huraira: Allah's Apostle said, "Whoever obeys me, obeys Allah, and whoever disobeys me, disobeys Allah, and whoever obeys the ruler I appoint, obeys me, and whoever disobeys him, disobeys me."

APPLICATION OF THESE AHADITH IN THE PRESENT WORLD We dont have leaders (ameer) who have the certificate of their leadership from Prophet Muhammad, rather we being led by leaders (ameer) who are hungry for power, fame and money. And Allah Knows Best.

CATEGORY 3 - TYRANT LEADERS OR LEADERS WHO DO NOT GIVE YOU YOUR HAQQ (RIGHT) OR RULERS WHO DO NOT COMMIT KUFR E BAWAH (EVIDENT KUFR)

HADITH # 4

Narrated Ibn Abbas: The Prophet said, "Whoever disapproves of something done by his ruler ( )then he should be patient, for whoever disobeys the ruler even a little will die as those who died in the Pre-lslamic Period of Ignorance. (i.e. as rebellious Sinners).
Reference: Sahih al-Bukhari (Hadith # 6645)

HADITH # 5

Narrated Ibn 'Abbas: The Prophet said, "Whoever notices something which he dislikes done by his ruler, then he should be patient, for whoever becomes separate from the company of the Muslims even for a span and then dies, he will die as those who died in the Pre-lslamic period of Ignorance (as rebellious sinners).

HADITH # 6

Narrated Abdullah: Allah's Apostle said to us, "You will see after me, selfishness (on the part of other people) and other matters that you will disapprove of." They asked, "What do you order us to do, O Allah's Apostle (under such circumstances)?" He said, "Pay their rights to them (to the rulers) and ask your right from Allah."

HADITH # 7

Narrated Junada bin Abi Umaiya: We entered upon 'Ubada bin As-Samit while he was sick. We said, "May Allah make you healthy. Will you tell us a Hadith you heard from the Prophet and by which Allah may make you benefit?" He said, "The Prophet called us and we gave him the Pledge of allegiance for Islam, and among the conditions on which he took the Pledge from us, was that we were to listen and obey (the orders) both at the time when we were active and at the time when we were tired, and at our difficult time and at our ease and to be obedient to the ruler and give him his right even if he did not give us our right, and not to fight against him unless we noticed him having open Kufr (disbelief) for which we would have a proof with us from Allah."

HADITH # 8

Narrated Usaid bin Hudair: A man came to the Prophet and said, "O Allah's Apostle! You appointed such-and-such person and you did not appoint me?" The Prophet said, "After me you 11

will see rulers not giving you your right (but you should give them their right) and be patient till you meet me."
Reference: Sahih Bukhari (Hadith # 1937)

HADITH # 9


Prophet Muhammad gave us a Khutba (sermon) in which he said After me you will see leaders who will do what you will know, and they will do what you will like, and obedience to them is obedience, so you will stay like that in that era, and after that you will have rulers, they will do what they will not know, and they will do what you will not like, so he whoever helped them and became their advisor those are the one who have perished themselves and destroyed others. Mix with them with your bodies, and stay away from them with regards to your actions. And testify for the good that it is good, and for the bad that it is bad

HADITH # 10


It has been narrated on the authority of Umm Salama that the Messenger of Allah (Peace be upon him) said: Soon there will be Ameers and you will like their good deeds and dislike their bad deeds. One who sees through their bad deeds (and tries to prevent their repetition by his hand or through his speech), is absolved from blame, but one who hates their bad deeds (in the heart of his heart, being unable to prevent their recurrence by his hand or his tongue ,is (also) safe (so far as God's wrath is concerned). But one who approves of their bad deeds and imitates

them (is ruined). People asked (the Holy Prophet): Shouldn't we fight against them? He replied: No, as long as they say their prayers.
Reference: Sahih al-Muslim (Hadith # 303, 304), similar narrations are there in Sunan abu Dawud, Jami Tirmidhi and Masnad Ahmed bin Hanbal. In a narration of Masnad Ahmed bin Hanbal (Hadith # 26571) it is No! As long as they pray for you the five

Ibn Abbas narrates from Allahs Messenger that he said, Soon there will be Ameers and you will like their good deeds and dislike their bad deeds. He who turned away from them is rescued, he who withdraws from them will be saved, and who mixes with them will perish.
Reference: Mujam al-Kabeer at-Tabari (Hadith # 10973). Masnaf ibn e Abi Shaiba (Hadith # 38898). AlAlbani has authenticated it.

HADITH # 12


It has been narrated on the authority of 'Auf b. Malik that the Messenger of Allah (may peace be upon him) said: The best of your rulers are those whom you love and who love you, who invoke God's blessings upon you and you invoke His blessings upon them. And the worst of your rulers are those whom you hate and who hate you and whom you curse and who curse you. It was asked (by those present): Shouldn't we overthrow them with the help of the sword? He said: No, as long as they establish prayer among you. If you then find anything detestable in them, you should hate their administration, but do not withdraw yourselves from their obedience.

LESSONS IN THESE AHADITH: Lesson # 1- Ahaadith mentioned in this section are for those rulers who rule by the law of Allah, and the mistakes committed by them are in some form of oppression OR rulers who have bad deeds that the followers dislike, but those bad deeds do not constitute open kufr.

Lesson # 2- If the leader is not giving you your rights then you should ask your rights from Allah, and not disconnect yourself from the Muslims and take your hand away from obedience of Khalifah, until he commits open kufr. Lesson # 3- We should not rise up against the Khalifah (central leader of Muslims) or Ameer (regional leader) if we dislike something in him that doesnt constitue open kufr, because our disliking and starting a campaign on it, might divide the Muslims. Rather it is better to have patience (sabr) and respect the unity of Muslims. Lesson # 4 If we have leaders whose certain acts and qualities we like, and certain acts and qualities we dislike we shouldnt take away hands from their obedience, but we should also not mix in their bad acts, and when they commit open kufr, we should not obey them and should rise up against them. Lesson # 5 We have to recognize the evil acts of such rulers and stay away from them, and we should not mix with them in their acts, and the best approach is to turn away from them () as much as possible, but still not divide away from the community of Muslims. But once they commit open kufr we have to turn them away from us (.) Lesson # 6 Few narrations mention No, as long as they say their prayers instead of open kufr because they are equivalent, because leaving prayer (salah) is one of the most open form of obvious kufr.

Abdullah bin Buraida (May Allah be pleased with him) narrates from his father that Prophet Muhammad (Peace be upon him) said: The covenant between us and between them is Salah (prayer), he who leaves it commits Kufr (disbelief) Furthermore, what is meant by establishing the prayer is to rule by Islam. This is because the whole of Islam is denoted here by naming part of it. This is common in Arabic, for instance Allah says: "To free a neck" [4:92] which means to free the slave i.e. all of him and not just his neck. In this Hadith Allahs Messenger said: "As long as they establish the prayer among you." (

) This means the establishment of all the rules not just the prayer and is a figurative
form where basically the part is mentioned to refer to the whole.

APPLICATION OF THESE AHADITH IN THE PRESENT WORLD Have the current day leaders committed ( open kufr) for which we have a ( proof) from the book of Allah (Quran)? Few narrations also use the word . Imam Nawawi said in his sharah of Sahih al Muslim, The meaning of kufr here is sin, meaning one should not object to the actions of the rulers unless they carry out clear and open transgression, and which is contrary to the general principles of Islam. Those who do not judge with what Allah has sent down are the unbelievers. [Surah alMaida 5:44+

Qadi Abu Yala (died 458 AH) said, Any country where the law is Kufr (disbelief) instead of Islam is Dar al-Kufr. [Al-Muatamad fil Usul ad-Deen pg. 276] Remember the discussion here is not on oppressive ruler. There are lengthy discussions amongst fuqaha as to when a revolt is permissible amongst an imam who is unjust or oppressive. The discussion at hand is how to deal with rulers who rule by other than the law of Allah and who have taken man-made laws as a substitute to the Shariah (the law of Allah). And from the above evidences it is clear, that the rulers who have imposed on us secular laws, riba based finances, and they commit open sin, regarding hundreds of Islamic rulings, commit open kufr. The discussion whether, these leaders still remain Muslims or not, is something on which scholars have differed. We have been made to involve in lengthy discussions on takfeer (disbelief) of these leaders, but we are being made to ignore the fact, that we have to strive to over-turn them and the system they are running. If running a whole nation with laws of kufr, and running a complete economic system with what Allah describes as waging a war against him, doesnt classify to be open kufr, then what does? Without going into any lengthy discussion, I would just like to quote few statements. Shaykh Ibraaheem Ibn Muhammad Aal ash-Shaykh, who is held in high esteem in Najd, a scholar who died in 1968, the grand mufti of the land of haramain, wrote a book named (ruling by laws), where he started by stating :

Verily from the greater and clear kufr is giving to the accursed man-made laws the position of that with which the faithful spirit descended upon the heart of Muhammad, that he should be a warner in clear Arabic tongue, judging by it (Quran) between the nations, and referring back to it where there is disagreement, in contradiction to, an obstinate rejection of Allah, the Mighty and Exalteds saying: Believers obey Allah and obey the Messenger and those in authority among you. Should you dispute about anything refer it to Allah and the Messenger, if you believe in Allah and the Last Day. That is better and the best interpretation. (Surah an-Nisa 4:59) *Tehkeem bil Qawaneen pg.1]

Shaikh Shantiqi says, And from these proofs from the book of Allah that I have mentioned, it is evident beyond doubt, that those who follow the laws which Shaitaan has made, by the tongue of his friends, opposing the laws of Allah, that came through the tongue of Prophet Muhammad, there is no doubt in their Kufr, and there is no doubt in their Shirk, except if Allah takes away Baseerah from someone, and makes him blind from the nur (light) of revelation [Adwa alBayan 4/92] Furthermore, Ibn e Kathir and Ibn e Taymiyyah declared the law of Yaasiq as Kufr, which appeared as a result of fitna of Tataar in their time, which was a mix of Islam and man-made laws. Ibn e Kathir says in Al-Bidaya Wan-Nihayah:

So, who leaves the law of the law-maker (Allah) that was revealed on Prophet Muhammad, the last Prophet, and takes rulings from other abrogated laws committed Kufr (disbelief), then what about the one who takes rulings from al-Yaasiq and prefers it over it (the law of Allah)? He who does that committed Kufr (disbelief) by the consensus of Muslim.

Ibn al-Qayyim says, If raising voice over his (Prophet Muhammads) voice can become a source of annulling deeds, then what about preferring opinions, intellects, priorities, policies, and understandings over what he has brought? Isnt it more likely to annul deeds? *Ailam al Muwaqieen 1/51+

Ahmed Shakir says, The matter regarding these invented laws is clear, like the sun, that it is open kufr ( ,) nothing is hidden in it, and there is no excuse for the one who belongs to Islam, i.e. either acting on it, or submitting to it, or agreeing to it, so everyone should save himself from it, and everyone is responsible for himself. *Umadat ut-Tafseer 4/174] As a summary, its evident like the sun, that rulers of today have taken away leadership from Allah, and instead of becoming His Khalifah on earth, they are ruling us by accursed man made laws, they dont return to the book of Allah for decisions, they return to the UN and US for strategic planning, yet they consider themselves to be worthy of listen and obey and yet they have found scholars who say they are yet to commit open kufr.

Ibn Battal said: "When a sultan (ruler) shows clear kufr, then it is no longer obliged to obey him, on the contrary, it is wajib (obligatory) on those who have the means to rise up against him!" [Fath al-Baari, 13/7] And Allah Knows Best.

CATEGORY 4- NOT FOLLOWING MAKHLUQ (CREATION) WHERE THE KHAALIQ (CREATOR) IS DISOBEYED, A GENERAL ORDER FOR ALL TIMES

Narrated Abdullah bin Dinar: 'Abdullah Bin 'Umar wrote to 'Abdul Malik bin Marwan, swearing allegiance to him: 'I swear allegiance to you in that I will listen and obey what is in accordance with the Laws of Allah and the Tradition of His Apostle as much as I can.'

HADITH # 14

Narrated 'Abdullah:

The Prophet said, "A Muslim has to listen to and obey (the order of his ruler) whether he likes it or not, as long as his orders involve not one in disobedience (to Allah), but if an act of disobedience (to Allah) is imposed one should not listen to it or obey it.

HADITH # 15

Narrated 'Ali: The Prophet sent an army unit (for some campaign) and appointed a man from the Ansar as its commander and ordered them (the soldiers) to obey him. (During the campaign) he became angry with them and said, "Didn't the Prophet order you to obey me?" They said, "Yes." He said, "I order you to collect wood and make a fire and then throw yourselves into it." So they, collected wood and made a fire, but when they were about to throw themselves into, it they started looking at each other, and some of them said, "We followed the Prophet to escape from the fire. How should we enter it now?" So while they were in that state, the fire extinguished and their commander's anger abated. The event was mentioned to the Prophet and he said, "If they had entered it (the fire) they would never have come out of it, for obedience is required only in what is good."

LESSONS FROM THESE AHAADITH There is no following in matters that go against the Shariah (the laws of Allah). And obeying the ruler is only in neutral matters, or where he coincides with Shariah, when he goes against Shariah there is no following, rather there is nasihah, amr bil maruf wa nahi anil munkar, and when he crosses the boundaries and commits open kufr, then there is revolt and removal by force. APPLICATION OF THESE AHAADITH IN THE PRESENT WORLD We cannot tell Allah on the day of judgment, that so and so leader ordered me to fight with the US army and kill Afghani citizens, and I was just doing listen and obey to the Ameer. These are not our Ameer because they have committed open kufr and also because there is no obedience in matters where Allah is disobeyed. And if we do so, "If they had entered it (the fire) they would never have come out of it, for obedience is required only in what is good." And Allah Knows Best. 19

CATEGORY 5 - PROPHECIES REGARDING RULERS WHO WILL NOT FOLLOW AND IMPLEMENT ISLAM & ORDER OF NOT OBEYING THEM OR HELPING THEM OR SERVING THEM

HADITH # 16

:
Anas bin Maalik (May Allah be pleased with him) narrate that Muaz bin Jabal said, O Messenger of Allah! If rulers come on who do not follow your Sunnah, and not take your order, so what do you order us regarding them? Prophet Muhammad (Peace be upon him) said, There is no obedience for the one who does not obey Allah.
Reference: Masnad Abu Yala (Hadith # 4046), Masnad Ahmed (Hadith # 13248), Shuaib Arnaoot says that its chain can be called Hasan, al-Albani authenticated in Aj Jami As Sagheer, Haithmi says it contain Amr bin Zunaib and I dont know him, rest of the narrators are Saheeh. Ibn Hibban considered Amr bin Zunaib to be trustworthy.

LESSONS FROM THIS HADITH There is no obedience to rulers who leave the Sunnah of Prophet Muhammad and dont rule according to Quran, because There is no obedience for the one who does not obey Allah.

HADITH # 17

Narrated Ibn Mas'ud: The Messenger of Allah said: "Some men will rule over you after me. They will kill the Sunnah and act based on bid'ah. And they will delay Salat beyond its time". I (Ibn Mas'ud) asked: "If I meet them, what should I do?" The Messenger of Allah said: "You are asking me, O son of Umm Abdullah, what to do? There is no obedience to the one who disobeys Allah!
Reference: Sunan ibn e Majah (Hadith # 2975), authentiacated by al-Albani in Saheeh Sunan ibn e Majah, and As-Saheeha.

LESSONS FROM THIS HADITH Someone who is an enemy of Sunnah, and is innovating his own religion, and ruling according to it, it is so obvious that he is not to be followed, that Prophet Muhammad asked Ibn Masud in surprise, "You are asking me, O son of Umm Abdullah, what to do? and then again he repeated the rule There is no obedience to the one who disobeys Allah!

HADITH # 18

Abdur Rahman bin Basheer al-Alansaari reported that a man came and called Ibn e Masud (May Allah be pleased with him), so he turned towards him, so the man said, O Abu Abdur Rahman ! When will (the ummah) go astray and how will I know? He said, When there will be on you rulers, if you follow them, they will lead you to hell-fire and if you disobey them they will kill you
Reference: Mastadrak al-Haakim (Hadith # 8424), the Hadith is mawquf, Ad-Dahabi authenticated it in his Talkhees. There is a similar narration in Masnaf Abu Shaiba (Hadith # 38389) and Masnaf Abdur Razzak (Hadith # 37234), with slight difference in wording: if you follow them, they will lead you astray

LESSONS FROM THIS HADITH Rulers will force us to enter a system, which will lead us to hell-fire, and if we try to revolt against them, they will crush us by their power; this is when the Ummah will go astray. Furthermore, there is a silent approval of rebellion against these rulers in the saying of Ibn Masud (May Allah be pleased with him).

Some men will rule over you after me, who will show you what is not pleasing to you, and will dislike what is pleasing to you, whosoever from you reaches that time, then there is no obedience to the one who disobeys Allah
Reference: Mastadrak al-Haakim (Hadith # 5530), hakim says it is according to the condition of the two shaikhs. Authenticated by al-Albani in As Saheeha (Hadith # 590). Narrated by Ubada bin Saamit (May Allah be pleased with him).

LESSONS FROM THIS HADITH It is not mentioned explicitly in this hadith but as the advice then there is no obedience to the one who disobeys Allah matches with the last two ahaadith, perhaps the disliked acts mentioned are not ruling according to the law of Allah.

HADITH # 20

Abu Ammar narrates from Hudhaifa (May Allah be pleased with him) that he said, There will be rulers who would punish you and Allah would punish them
Reference: Mustadrak al-Haakim (Hadith # 8342), ad-Dahabi says it is according to the conditions of alBukhari and al-Muslim.

LESSONS FROM THIS HADITH Rulers will come when you revolt against them, disapprove them, you will be punished by them, but Allah will give them their return in the hereafter, because you were on the right.

Kab ibn Ujrah (May Allah be pleased with him) narrated Allahs Messenger (Peace be upon him) came to us and we were nine people made up of five and four either of the two numbers representing Arabs and non-Arabs. He said, Listen! Have you heard that there will be after me, rulers? If anyone goes to them and, despite their falsehood, vouches for their truth and, despite their tyranny, helps them over their oppression, then he does not belong to me and I am not his and he will not make it to my pond. And as for him, who does not go to them and does not aid them in their oppression and does not vouch their lies to be true, he is of me and I belong to him and he will come to me at the pond.

Authenticated by al-Albani in Saheeh Jami Tirmidhi and Saheeh at-Targheeb wat Tarheeb and his grading of Sunan an Nasai, Shuaib Arnaoot classified it as Sahih in his classification of Saheeh ibn e Hibban. Ibn e Hibban also quotes it from the father of Abdullah bin Khabab (Hadith # 284), Classified as Hasan by Shuaib Arnaoot.

Verily, there will be rulers after me, who will lie and be oppressive (to the end of hadith) Masnad Ahmed bin Hanbal, Hadith # 18151, Shuaib Arnaoot says that its chain is Sahih. Another narration in Mustadrak al-Haakim (Hadith # 265) starts as:


There will be leaders after me, who will not take guidance from what Ive brought, and not act according to my Sunnah (way). (to the end of hadith) Another narration quoted by Tabarani in al-awsat (Hadith # 764) and al-kabeer (hadith # 354), which is found in Masnad At-Tayalsi (Hadith # 1164,1060) as well, starts as :

There will be leaders after me, who will act without obeying Allah (To the end of hadith) LESSONS FROM THIS HADITH Rulers will come, who rule without obeying Allah, they will not take guidance from the Sunnah of Prophet Muhammad and Quran, they will also be oppressive, he who accepts them and supports them doesnt belong to Prophet Muhammad and he who does not go to them, does not support them, and doesnt accept their lies, for him is a glad tiding that he is of me and I belong to him and he will come to me at the pond.

HADITH # 22

Narrated Abu Saeed and Abu Hurairah: The Prophet (Peace be upon him) said: "Mentally deficient rulers will come to you, and make the most evil, worst people near to them, and delay the prayer (not pray it at the fixed time). Every one of you, who realizes that, must not be policemen, not a corporal, not a collector and not a treasurer with them."
Reference: Ibn Hibban (Hadith # 4586), Shuaib Arnaoot classified it to be weak, because he said Abdur Rahman bin Masud is majhul, other scholars like Ibn Hajr Asqalani have classified him to be trustworthy, al-Haakim considered him to be authentic as well (see Hadith # 4777), and Ad Dhahabi agreed with him in his talkhees. Abu Yala (Hadith # 1115), Authenticated by Hasan Saleem, and he said Abdur Rahman bin Masud is trsuthworthy. Tabarani Majma Sagheer (Hadith # 9498). Majma Zawaid (Hadith # 9225), Haythami said narrators are sahih and trustworthy. Classified as Sahih by al-Albani in Silsilah As-Sahiha (Hadith # 360) and he deemed the narrator to be Abdur Rahman bin Abdullah. Al-Albani said that it had other chains too. In Saheeh at-Targheeb al-Albani classified it to be Hasan lighairihi. The same wording is also quoted in a mawquf hadith from Abdullah bin Masud in Mujam al-Kabeer and Masnaf Abdur Razzaq. The above wording is of Masnad Abu Yala.

Rulers will come who will not rule according to the religion of Allah (delaying prayers is equivalent to not implementing Islam as it is), and will be pleased with evil, he who realizes this corruption, should not support these leaders. He should not be a policeman and help him implement the false laws. He should not be a treasurer and collector and manage the finances of his rule. So, no one should directly help him in his evil.

HADITH # 23

Abu Umama (May Allah be pleased with him) narrated that he heard Allahs messenger say, In the end times, there will be police men who get up in the morning under the wrath of Allah, and get into the evening with the wrath of Allah, so beware, dont be one of them.
Reference: Tabari quoted it in Mujam al-Kabeer (Hadith # 8346).Authenticated by al-Albani in Saheeh alJami (Hadith # 3666), except the wording: so beware, dont be one of them.

LESSONS FROM THIS HADITH Being a policeman, someone who implements the law, is not always a noble job, it becomes noble only when you enforce the correct laws (the laws of Allah), and someone who acts 24/7 to implement the accursed man-made laws is actually spending all his time disobeying Allah. HADITH # 24


Abu Huraira (May Allah be pleased with him) reported Allah's Messenger (may peace be upon him) as saying: If you survive for a time you would certainly see people who would have whips in their hands like the tail of an ox. They would get up in the morning under the wrath of Allah and they would get into the evening with the anger of Allah.

Those policemen who are detested for their acts (like the previous hadith) would be from amongst this Ummah as well. APPLICATION OF THESE AHAADITH IN THE PRESENT WORLD With all the haram around, it is very tough to draw a line between halal and haram matters because of the so much doubtful matters in between. Its very tough to say joining which organization is clearly haram, and in which case we'll be regarded as 'm'azur' (having a valid excuse). So, the best way out is to advise everyone, that if you are not participating actively to overturn the secular system imposed on you, atleast don't be a full-time employee of organizations which in essence strengthen the secular systems. All of us who are not actively participating against these systems are silent slaves of the secular systems, may Allah give hidayah to all those who are active slaves and protectors of these secular systems. And there are people who argue that its allowed to be a policeman, but you should be just to your job. I have few simple questions to ask these people: Can you join a bank if you do your job sincerely and if your job doesn't involve direct involvement in Riba? Why is it haram to be a security guard in a bank? Banks do many good jobs as well, its not only Riba? Can you join a robbing gang if you are just their taxi driver? Can you join the US and NATO armies and just be their cook? In the end, I would say, from a Muslim it is desired to involve in Halal, and keep away from Haram and doubtful things, And Prophet Muhammad had said Both legal and illegal things are obvious, and in between them are (suspicious) doubtful matters. So who-ever forsakes those doubtful things lest he may commit a sin, will definitely avoid what is clearly illegal; and whoever indulges in these (suspicious) doubtful things bravely, is likely to commit what is clearly illegal....." [Bukhari and Muslim], so one should not participate in organizations that strengthen the secular systems. And Allah Knows Best.

HADITH # 25

It is narrated on the authority of 'Abdullah b. Mas'ud that the Messenger of Allah (may peace and blessings be upon him) observed: Never a Prophet had been sent before me by Allah towards his nation who had not among his people (his) disciples and companions who followed his ways and obeyed his command. Then there came after them their successors who said whatever they did not practise, and practised whatever they were not commanded to do. He who strove against them with his hand was a believer, he who strove against them with his tongue was a believer, and he who strove against them with his heart was a believer and beyond that there is no faith even to the extent of a mustard seed.

LESSONS FROM THIS HADITH People (rulers) would come who would rule by other than the Sunnah of Prophet Muhammad and the book of Allah. This has happened with the previous Ummah also, and this indeed has happened with us as well. Believers are those who strive against them with their hands (power), and those who strive against them with their tongues (intellect, media), and those who detest it in their hearts and desire its change. And those who embrace these rules and are happy with them they dont have faith even to the extent of a mustard seed.

HADITH # 26

Narrated Muhammad bin Jubair bin Mut'im: That while he was included in a delegation of Quraish staying with Muawiya, Muawiya heard that 'Abdullah bin 'Amr had said that there would be a king from Qahtan tribe, whereupon he became very angry. He stood up, and after glorifying and praising Allah as He deserved, said, "To proceed, I have come to know that some of you men are narrating things which are neither in Allah's Book, nor has been mentioned by Allah's Apostle . Such people are the ignorant among you. Beware of such vain desires that mislead those who have them. I have heard Allah's Apostle saying, 'This matter (of the caliphate) will remain with the Quraish, and none will rebel against them, but Allah will throw him down on his face as long as they stick to the rules and regulations of the religion (Islam).'"

LESSONS FROM THIS HADITH It is allowed to rebel against those rulers who dont stick to rules and regulations of Islam.

HADITH # 27

Narrated Abdullah bin Amr (May Allah be pleased with him) the Messenger of Allah (Peace be upon him) said "If you see my Ummah afraid of telling the oppressor: You are an oppressor, it is farewell to the Ummah".
Reference: Mustadrak al Hakim (Hadith # 7036), Hakim said that it has a Sahih Chain, also declared Sahih by Ad Dhahabi in Al Talkhees. Masnad Ahmed (Hadith # 6776, 6784), Shuaib Arnaoot classified it to be Daeef because of a break in chain. Al-Albani Classified as Daeef by al-Albani in Ad-Daeefah (Hadith # 1234).Ahmed Shakir has classified it to be Sahih, and he has discussed this in detail under (hadith # 6521)

that abu zubair did meet Abdullah bin amr, and he quote Dahabi on it. Al-Haithmi has authenticated it in Majma Az Zawaid. Ibn Hajar Asqalani quoted the same hadith in Itihaf al Mihra 9/621 No.12073 and said Sahih ul Al Isnaad.

LESSONS FROM THIS HADITH Prophet Muhammad told us that when the Ummah is afraid to rise against the oppressor, then its farewell to the Ummah. But, as prophesized in other ahaadith, there will always be people striving for truth, even if they are very little in number and they will not be affected by the blame of the blamers. HADITH # 28

Tariq (May Allah be pleased with him) narrates that a man came to Allahs messenger and asked, Which Jihad is best?. Allahs messenger replied, Saying a word of truth in front of an oppressive ruler.
Reference: Masnad Ahmed bin Hanbal (Hadith # 18848), Shuaib Arnaoot says that its chain is Sahih and all the narrators are trustworthy and narrators of the two Shaikhs.

LESSONS FROM THIS HADITH This hadith highlights the importance of intellectual struggle. APPLICATION OF THESE AHAADITH IN PRESENT WORLD There is no submission to systems and leaders that are run on secular laws. One has to hate them in the heart, and love the system and laws of Allah instead, and strive to make the order of Allah supreme, and striving includes intellectual struggle and physical struggle. Let us not strive to protect the status-quo, let us not spend our lives in protecting secular democracies, let us return to our religion (Islam) and find glory and peace in it. Reasons for our decline are obvious, that we have left Islam, and left the struggle to implement Islam (i.e. Jihad).

Abu Bakr (May Allah be pleased with him) narrates that Messenger of Allah (Peace be upon him) said, No people give up Jihad but Allah afflicts them with general punishment.

and give up Jihad, Allah will inflict you with misery until you revert to your religion.'
*Baiy Ayna means refers to the act of selling an item on credit and then buying it back on a lesser price. e.g. Mr. A sells a book for $. 500/- on credit to Mr. B and then buys it back for $. 400/- i.e. he got his item back and still Mr. B owes him $. 100/ ** Literally: 'hold the tails of your cattle' Reference: Sunan Abu Dawud (Hadith # 3464) Narrated bin Ibn e Umar RA, authenticated by al-Albani in As-Saheeha (Hadith # 11)

CATEGORY 7 - NARRATIONS ON DISCONNECTING FROM ALL SECTS AND SYSTEMS

It has been narrated on the authority of Hudhaifa b. al-Yaman who said: People used to ask the Messenger of Allah (may peace be upon him) about the good times, but I used to ask him about bad times fearing lest they overtake me. I said: Messenger of Allah, we were in the midst of ignorance and evil, and then God brought us this good (time through Islam). Is there any bad time after this good one? He said: Yes. I asked: Will there be a good time again after that bad time? He said: Yes, but therein will be a hidden evil. I asked: What will be the evil hidden therein? He said: (That time will witness the rise of) the people who will adopt ways other than mine and seek guidance other than mine. You will know good points as well as bad points. I asked: Will there be a bad time after this good one? He said: Yes. (A time will come) when there will be people standing and inviting at the gates of Hell. Whosoever responds to their call they will throw them into the fire. I said: Messenger of Allah, describe them for us. He said: All right. They will be a people having the same complexion as ours and speaking our language. I said: Messenger of Allah, what do you suggest if I happen to live in that time? He said: You should stick to the main body of the Muslims and their leader. I said: If they have no (such thing as the) main body and have no leader? He said: Separate yourself from all these factions, though you may have to eat the roots of trees (in a jungle) until death comes to you and you are in this state.

LESSONS FROM THIS HADITH When rulers come who do not rule by the laws of Allah and they implement systems that lead to hell-fire, one has to stick to main body of the Muslims (Khilafah) and their leader (Khalifah, Ameer ul azam). And if there is no central body of Muslims, one has the option to seclude himself from all systems and sects, and protect his religion by living in jungles and becoming self-sufficient.

HADITH # 30

Sayyidah Umm Malik Bahziyah is reported that Allahs Messenger (SAW) mentioned fitnah (trial) and said it was approaching (them). She said, O Messenger of Allah, (SAW) who would be the best of men during it? He said, A man who is among his animals and gives their rights (zakah) and worships his Lord. And, a man who holds his horse stirring fear in the enemy and they frighten him (too).
Reference: Jami Tirmidhi (Hadith # 2117), al-Albani classified it to be Sahih. Mujam al Kabeer At-Tabari (Hadith # 362). Masnad Ahmed (Hadith # 27393), Shuaib Arnaoot graded it to be Sahih Li ghairhi, and that hadith begins as best of people in times of fitan is.. rest of the hadith is same.

LESSONS FROM THIS HADITH In the times of fitan (trials), when falsehood is all around and truth is hard to find, the best and the safest path would be either to cut yourself from the kufr of secular systems or to remain in a state of continuous struggle against these systems. APPLICATION OF THESE AHAADITH IN PRESENT WORLD It is easy to understand how one cant remain neutral in current day secular systems. If you are just working to earn your halal living, you are made to involve in transactions that involve Riba one way or the other.


Abu Hurraira reported that Prophet Muhammad said, A time will come when no one will remain except hell be dealing in riba, and if hes not (directly) dealing it, then its dust will reach him

You are made to pay taxes. The taxes you pay are used to run the institutions of army and police, who are hurdles in your path to implement the systems of Islam. So, your active lifestyle might be a silent service to the secular system. Hence, either you use most of your time to struggle against these systems, as the hadith indicates a man who holds his horse stirring fear in the enemy or you have to cut-off from the society and go to the jungles and become selfsufficient. And as Prophet Muhammad had prophesized that there would always be a group striving for the right-cause, you have to struggle to find them. Be absolutely sure, that they do exist.

Narrated Muawiya :I heard the Prophet saying, "A group of people amongst my followers will remain obedient to Allah's orders and they will not be harmed by anyone who will not help them or who will oppose them, till Allah's Order comes upon them while they are still on the right path".

If you are on the look-out for the qualities of this victorious group, Allah has characterized them in clear words in the Holy Quran:

O you who believe! whoever from among you turns back from his religion, then Allah will bring a people, He shall love them and they shall love Him, lowly before the believers, mighty against the unbelievers, they shall strive hard in Allah's way and shall not fear the censure of any censurer; this is Allah's Face, He gives it to whom He pleases, and Allah is Ample-giving, Knowing. [Surah al-Maida 5:54]

SUMMARY & CONCLUSION


Perhaps, no city in the world has witnessed so many battles, like the Holy City of Jerusalem. Abu Ubaida ibn al-Jarrah (May Allah be Pleased with him) laid siege on Jerusalem, and the Christian ruler agreed to hand-over the keys of Jerusalem to the Muslims without any fight, if the Muslim leader would come himself. Umer bin al-Khattab (May Allah be Pleased with him) came from Madinah with his servant. He met the army of Muslims near Jerusalem, who saw him riding on a camel, and wearing an old cloth which was torn from several places; it had fourteen patches according to some narrations. Muslim army got concerned that we are in a land of pomp and show, and they forwarded those concerns to Umer bin al-Khattab through Abu Ubaida. Umer bin al-Khattab (May Allah be Pleased with him) punched him in the chest and said:


We are a nation, whom Allah honoured through Islam, and in it (Islam) we seek honour, and if we seek it in something else, Allah will dishonour us 33

Reference: Mustadrak al-Haakim (Hadith # 207, 208), Ad-Dahabi has agreed with hakim that it is according to the conditions of the two Shaikhs, also quoted by ibn Kathir in Al-bidayah Wan-Nihayah (Vol 7/70).

A very important question that affects our life-style is our approach to the rulers and systems that we are living in. We have spent a century searching for lost glory in the hypocrisy of democracy. We have sought respect in forming alliances with our enemies. We have compromised countless constants of religion to regain some honour. In contrast to the way of believers, we have committed the same mistake number of times and we are still doing it today. As weird as it can get, we are bombarded with the narrations of Prophet Muhammad on following the Khalifah when there is no Khalifah, and sticking to the central of body of Muslims, when there is no central body of Muslims. There is an evident struggle out there to keep us silent slaves of secular systems. We are told the narrations of Prophet Muhammad that do not apply to us, and the narrations where he ordered us to stand up against rulers who dont rule by the law of Allah are kept hidden from us. He who strove against them with his hand was a believer, he who strove against them with his tongue was a believer, and he who strove against them with his heart was a believer and beyond that there is no faith even to the extent of a mustard seed. [Sahih al-Muslim] Every one of you, who realizes that, must not be policemen, not a corporal, not a collector and not a treasurer with them [Ibn e Hibban] If anyone goes to them and, despite their falsehood, vouches for their truth and, despite their tyranny, helps them over their oppression, then he does not belong to me and I am not his and he will not make it to my pond [Jami Tirmdhi] Whosoever from you reaches that time, then there is no obedience to the one who disobeys Allah [Mustadrak al-Haakim] We have to counter these secular systems with our tongue and turn them away by force. We have to strive to make the Kalimah (order) of Allah supreme. This is the only way to our salvation and to ensure peace in this world. I end with the words of Rabeea bin Aamir (May Allah be pleased with him, that he said in the palace of Rustam:

"Allah has raised us to rescue mankind from slavery of fellow humans and to make them devoted servants of Allah, and to deliver them from the cage of materialism to the magnanimity of spirituality, And to liberate them from the tyranny of different religions and systems and guide them to the equity of Islam". [Al-Bidayah Wan-Bihayah 7/47]

If you still believe, the current Muslim nation states to be Islamic States, and their leaders to be your Ameer, then you should give baiah to them, as the people of earlier generations gave baiah to Khulafa of their times. In Islam, we submit to the system through the leader, by our commitment (baiah) to him. And if you dont want to submit to these secular systems, and you dont find your leaders worthy of giving baiah to, then you should commit yourself to bring the rule of Allah, to bring a leader and system, under which you can practice the mandatory act of baiah :


One who withdraws his hand from obedience will find no argument when he stands before Allah on the Day of Judgment, and one who dies without having bound himself by an oath of allegiance (baiah) will die the death of one belonging to the days of Jahillyya.

It was narrated on the authority of Abu Huraira (May Allah be pleased with him) that Allahs Messenger (Peace be upon him) said: Islam began as a stranger and it will return as a stranger, so, blessed are the strangers.
